trump. sources tell nbc news his campaign is out of control. >> and it's gotten so bad, top republicans are questioning if he can stay at the top of the ticket. and some key figures are plotting an intervention. >> reporter: donald trump has embarked on a southern campaign swing, amid new controversy his refusal to endorse the reelections of republican senator john mccain and house speaker paul ryan. nbc news reports some of trump's fellow republicans, including rudy giuliani, newt gingrich and republican committee chair reince priebus are planning an intervention to convince trump to reset his campaign. his campaign manager told fox news there's no turmoil. >> mr. trump appeared in front of crowds overflowing onto the streets. the campaign is in very good shape. >> reporter: trump sweeted, there is great unity in my campaign, perhaps greater than ever before. his vice presidential nominee endorsed paul ryan.

campaign sources told nbc news trump's operation is in chaos. >> the trump campaign staff is despondent right now because of the difficulty they're having in getting donald trump to take the direction that normal candidates take when they get to a general election. >> reporter: former cia director called trump erratic and said he fears trump's election would threaten national security. >> we're heading towards, we may be setting up the circumstances that create a crisis in civil military relationships. >> reporter: hillary clinton campaigning tonight in colorado, and picked up the support of republican meg whitman, 2010 california gubernatorial candidate. and hillary clinton continues to make her push for pennsylvania. democrats are opening three new campaign offices in our area tonight. these are located in allentown, northtown and philadelphia. organizers say these offices will help them elect clinton and democrats up and down the ballot on election day. clinton recently wrapped up a bus tour through pennsylvania.

meanwhile, after weeks of crowded trains, and late arrivals, septa riders are getting good news. they anoused today some of the missing rail cars will be back in service before the end of the month. rosemary connors has more details on that. rosemary, what happens next? >> reporter: well, keith, the plan here is for septa to roll out about ten repaired cars each week beginning august 21st. the sooner the better, certainly, for passengers. also for septa. the transit agency has incurred upwards of $1 million just last month in costs associated with these cars being out of service. all of septa's track silverliner cars will be back on track by mid-november. that's if the repairs, says septa, go according to plan. the problem appears to be in both the design and manufacturer of a load-bearing beam in the train's suspension system. the manufacturer under contract is working with septa and handling the fix. >> we're going to work as hard

on to the consumer. i asked that of the septa general manager, he said that's not what they're planning to do. in fact, they're trying to work out all these costs with the manufacturer through the contract that they have with them. reporting live outside of septa's headquarters, i'm rosemary connors, nbc 10 news. thank you, rosemary. meanwhile, philadelphia police officers being hailed a hero after rescuing an unconscious driver from this burning car. then pulled him to safety. the officer was driving down broad street just after midnight when the car crashed into two parked cars, and caught fire. investigators say the driver had been speeding when his car jumped the median and crashed. the officer arrived at the scene just as the engine was on fire. those flames quickly spread and engulfed the car. >> i couldn't see anyone in it, because he was laying down across the front seat. so i wondered if maybe he had fled. but as i got closer, i saw that he was inside. >> emergency crews revived the driver at the scene.

he's now recovering in einstein medical center with a concussion and facial injuries. a $20,000 reward is on the table to find whoever killed a young philadelphia father. this is video of a vigil for 25-year-old alford. he was caught in the cross fire of two men who were shooting at each other last thursday while driving down germantown avenue. his 3-year-old daughter was in the car with him. she was not hit. now, if you can help, call police. the spa's plan to sell a shelter in new castle county hit a snag. officials with the nonprofit say human remains were found on the property. after they located the headstone of a woman while clearing brush. now, the state division of public health says they must care for the burial site. no word on what will happen with the rest of the property. today president obama shortened the sentences of 214 federal inmates. that includes 67 serving life sentences. according to the white house,

trump campaign. nbc news has learned that some of the most influential names in the republican party are plotting an intervention following a disastrous 48 hours for the candidate. nbc's katy tur has been covering the trump campaign and joins us live at trump tower in new york. >> katy, thank you for joining us. first and foremost, which republicans are getting involved here and what's their plan? >> reporter: you know, sources are telling us, guys, you're right, they are planning an intervention, this is something from outside donald trump's campaign. reince priebus, newt gingrich, a close friend of donald trump and also rudy giuliani who knows donald trump well. there are three people who hope to have some influence over donald trump, to get him back on message, to get him away from the unnecessary controversies, stuff like attacking a gold star family, or yelling at a baby in his rally. or fighting with the party and saying that he's not necessarily going to support paul ryan.

they want to make sure that donald trump wins the presidency. and they want to get him away from these controversies, and back in his wheelhouse. i was speaking with one person very close to the candidate who told me that they had a conversation with him earlier this morning, saying that he needs to just only talk about the economy, and talk about job creation, and talk about national security. that is his wheelhouse. that's the message that resonates with voters. and that is what is going to get him elected. i can tell you, though, that within the campaign, when you're asking them about paul ryan and donald trump's refusal to support him, at least as of now, the campaign is feeling very much an us versus them mentality. if you're not for donald trump, if you're not going to support everything he says and give him a tepid endorsement, you're not for them. there's no reason for him to support john mccain or paul ryan. they're saying that's not a big deal, even though the media is

portraying it as such. even though the republican party is portraying it as such. even though some voters are portraying it as such. they feel it's not a big deal because donald trump is an outsider, he's anti-establishment, he's anti-washington. and why would he embrace washington if they're not embracing him. >> katy, there's now talk republicans are considering what to do if trump were to leave the presidential race. what are your sources telling you about the state of the campaign? >> reporter: you know, right now they are not saying they're going to ask donald trump to drop out of this race. but they are not ruling it out. they are pretty emphatic about that. i'm also told that they're not thinking about cutting the cord on him quite yet. but they're wondering what the line is when they do cut the cord on donald trump. what does that look like? is it the rnc deciding not to fund the presidential portion of the campaign any longer, to direct their money towards senate races, to direct their message toward senate races, to direct their staff toward senate races? none of that is clear at the moment. they're still trying to game

plan and figure out what is the best route they can take. they don't believe that if they don't support donald trump, if they decide to cut him off entirely, and to have him flailing, that they are going to have a real issue when it comes to these down ballot races. right now, the major priority for the party is not necessarily donald trump, it's maintaining their majority in the senate. >> katy tur, live at trump towers. thank you so much for your time. and for more of the trump campaign, watch "nbc nightly news" with lester holt coming up at 6:30. a d.c. metro transit police officer has been charged with attempting to support isis. investigators raided the northern virginia home of nicholas young today. federal prosecutors say he bought $250 worth of gift cards for isis to purchase mobile apps to help them communicate. nbc's david culver went to the suspect's neighborhood in fairfax, virginia, where investigators have been at work. >> reporter: we're in the neighborhood that's about 20 miles outside of washington,

d.c. you can see behind me, the police tape is still up. and federal investigators are still focused on nicholas young's townhouse. neighbors are asking, is this really happening here? >> i was shocked. i'm still in shock that this thing happens to this neighborhood. >> reporter: the police line went up early this morning. federal agents in and out. some masking their faces. neighbors saying nicholas young lived for more than a decade here, when they read the allegations about him. some feared showing their own faces. >> we only saw him -- he is always fixing his car in the driveway. >> reporter: according to federal documents, he told an undercover informant he was stockpiling weapons in his home. that explains this thorough onsite investigation. the question is, what have they found inside? >> it's just scary. you never know who your neighbors are. >> reporter: neighbors, including the one you just heard from described young as removed.

that one woman said she tried to make eye contact with him on several occasions and he wouldn't have any of it. meantime, they say on the back of his car, they noticed a bumper sticker thae eer that wa anti-israel. the investigation still going on here in fairfax county. young is the first law enforcement officer in the u.s. to face federal terrorism charges. controversy is brewing over a deal the federal government made with iran. it has critics accusing the obama administration of paying a ransom to win the release of american prisoners. according to the "wall street journal," the u.s. delivered $400 million to iran around the same time iran released four american prisoners in january. the money's part of a $1.7 billion settlement with tehran over money iran paid to buy u.s. warplanes before the shah was overthrown in 1979. republicans are criticizing the settlement, and its timing. the white house, meanwhile, is defending its actions.

shore forecast if that's where you're heading this weekend, coming up later. a plane crash landed at dubai international airport this morning and burst into flames. the passengers escaped the burning plane. ten people are hospitalized. one firefighter died. it could take several days before we know exactly what caused the crash. in maryland, some residents were allowed to return home today following this weekend's deadly flooding. but it was a brief visit. they had just a few minutes to grab whatever items they could from their damaged homes. before officials determined it was unsafe and they had to leave. the town was hit with 6 1/2 inches of rain in just a few hours saturday night. two people were killed in the flooding. and many homes damaged. disaster teams are having a hard time trying to clean up the devastation. we are just two days away from the opening ceremony of the 2016 olympic games. but for one local athlete, that

we've been following breaking news out of atlantic city. the trump taj mahal casino is closing. the casino's owners made the announcement this afternoon. they plan to shut it down after labor day weekend. it's because of the ongoing strike by union members that began on july 1st. that's the longest strike in atlantic city casino history. donald trump opened the trump taj mahal back in 1990. but the casino is now owned by carl icahn. an 11-year-old jumped at a local park. >> police say he was attacked by four other teenagers and threatened at gun point. it happened last month. police are still trying to track down the boy's attackers. >> nbc 10's monique braxton has been looking into this disturbing incident and joins us

live on this investigation. >> reporter: here's what we know, keith and denise. it happened about 4:50 on july 12th. the teen was playing basketball right here over my shoulder. police tell us he was chased from the court to an alley close by, and once there, he was beaten up at gun point. take a good look at this picture. the face may not be clear, but you may recognize the hair cut and t-shirt. philadelphia police say this teen is wanted for a reported armed attack in alney. >> i think that's terrible. that's like scary. >> normally pretty calm around here. everybody seems like they're pretty much family type. everybody pretty much grew up with each other. >> reporter: that's why people say they're shocked. an 11-year-old was jumped by four teens after the rec center day camp had closed for the day. >> one of them was armed according to police. >> that's not good, you know.

in addition to the 33 service members, six military family members have also tested positive for the virus. the clinical trial for a vaccine is under way. they've already received the experimental injection. it works much like a vaccine for west nile. if the results are promising, the vaccine could go into a phase two trial next year. those trials won't happen if there isn't enough money to support them. the obama administration warned today that money to fight the zika virus is already on the verge of running out. the national institutes of health will exhaust its resources to find a vaccine by the end of the month. the president has asked congress for an emergency spending plan. they have not yet acted on it. right now at 5:00, vice president joe biden's back in philadelphia. he's being honored tonight for his leadership in his fight
