could impact your holiday weekend. surprise sitdown. donald trump meets with the president of mexico. a country he's condemned throughout his white house run. parking wars. the neighborhood fight to keep a south philadelphia tradition from becoming a thing of the past. nbc 10 news at 5:00 starts with the developing two-part weather situation. part one being tropical storm hermine. it formed in the gulf of mexico this afternoon. and it's now threatening to change the outlook for our labor day weekend. part two is already evident along the coast. a live look at the scene in cape may tonight. there are swirls and swells resulting from more tropical weather, that's miles out in the ocean. we have live team weather coverage of the changing storms tonight. >> sheena parveen, krystal klei and sheena parveen monitoring

the weather. the information on the new tropical storm and what it means this labor day weekend, glenn. >> yeah, jacqueline, the storm was declared a few hours ago, but the latest advisory from the national hurricane center just came out minutes ago. and it does go along with what we've been telling you for hours, and tweeted about it hours ago. and the center of this is getting a little bit better organized. tremendous amounts of moisture on the east side of this. and we can see some of these high clouds coming around the top. this is known as the outflow, upper-level winds. you see a little coming that way as well. when you see high pressure surrounding the storm, that allows it to intensify. so conditions are becoming more favorable for that. the other thing that's happening is there's just a tremendous amount of moisture. from the storm, all the way up to the north carolina coast. so in a way, the track isn't

even that important, because that rain is coming here. 45 miles an hour for the maximum winds. speeding up now to 7 miles an hour. that's the latest track from the national hurricane center. saturday, 60-mile-an-hour winds, to the south, and then this is the range of possibilities. even if it tracks on the right side of this, we'll still get rain. if it tracks on the left side of this, we'll still get rain. it's just a matter of the details. and that is happening right over a part of the holiday weekend. so that's pretty nasty. we already have some pretty nasty weather in the waters. related to two different storms. meteorologist sheena parveen has more on that. >> yeah, glenn, clearly our labor day weekend forecast is changing. conditions will be deteriorating for part of your labor day weekend. what we're already noticing out at the shore, this is a live look at ship bottom, are the rip

currents. we need quite a few days of pretty calm days to get rid of the rip currents. but as we go into this weekend, that's when we'll see the rip currents increase again. we expect rough surf and a mod rattle to high risk of rip currents for your labor day weekend. again, that's going to be accompanied with rainy and windy conditions because of the change in the track of tropical storm hermine. a lot of computer models agreeing with this now. a lot of rain now moving into florida. that is the storm once it gets closer to us that will give us another threat of rip currents. again, moderate to high risk of rip currents. the delaware beaches, delaware bay as well, you can expect rough seas and dangerous currents to be continuing through your labor day weekend. the main time frame is going to be saturday to monday. but even based on the sky conditions, as we go into sunday, i don't expect many people will even be at a lot of the beaches because of the

location of tropical storm hermine to us. and of course, coming up, we'll take another look at the updated track, and what to expect across the labor day weekend, and more changes coming. so you want to stay tuned right here. i'll show you more in just a bit. as the labor day holiday weekend approaches, remember, you can keep track of changes in the rip current risks, and tropical storm hermine's track with the nbc 10 app. keep coming back to nbc 10 as we continue to tweak these forecasts. let's go to nbc 10's ted greenberg, he's monitoring the rip currents right now in ship bottom. >> reporter: jackie and keith, that elevated risk of rip currents has persisted throughout the day. and we found some beach patrols making sure people stayed in shallow water. atlantic city lifeguards working to keep swimmers safe and away from dangerous rip currents. >> i wouldn't want to go out too far, i know that.

it looks a little rough. >> reporter: the resort beach patrol had 61 guards on duty today. way down from 128 at the height of the summer. and those left within the ranks have been busy with water rescues. >> over the last week there have been over 100. as soon as the tropics started getting active, fortunately the guards we do have left are experienced. so a lot of times they know someone's in trouble before the person even knows they're in trouble. >> reporter: a red flag day meant swimmers couldn't go in past their knees. >> it did knock me over once. >> it's not as rough today, but the risk of rip currents is higher than yesterday. we have conflicting swell and wind direction today. we have the east swell, southeast wind. >> reporter: the risk of rip currents caused by hurricane gaston far offshore is expected to lessen in the next two days. but tropical storm hermine currently in the gulf of mexico could deliver even rougher and more dangerous conditions over labor day weekend. >> we just want to make sure everybody's safe.

>> reporter: and as part of that mission, lifeguards continue to stress the dangers of going into the ocean when they are off-duty. live in ship bottom, i'm ted greenberg, nbc 10 news. to decision 2016 coverage. a great honor, that's what republican presidential nominee donald trump is calling his surprise visit to mexico city today. the trip is a politically risky move for trump, just ten weeks before election day. nbc 10's jim rosenfield is live in our digital operation center to break down the historic visit. >> the visit comes after an invitation from the mexican president. >> he said he and donald trump may not agree on everything, but he said trump's visit demonstrates that the u.s. and mexico are important to each other. nieto said he had an open and constructive conversation with trump, and he's challenging the republican nominee's characterization of the situation on the u.s./mexican border.

nieto saying the number of immigrants crossing the border illegally is down significantly. but trump said today it's the single most important issue that the two countries need to address. >> this is a humanitarian disaster. the dangerous treks, the abuse by gangs and cartels, and the extreme physical dangers. and it must be solved. it must be solved quickly. >> one big key here, trump saying he and the president did not talk about trump's insistence that mexico pay for the border wall. he says that will be for a later date. now, nieto also stressed u.s. exports to mexico and the number of jobs relying on the country's trade relationship, trump said nafta has benefited mexico more than the u.s. and it needs to be improved upon. jim rosenfield, nbc 10 news. >> jim, thank you. hillary clinton dismissed

trump's visit to mexico as a photo-op. she was back on the campaign trail today addressing the american legion's national convention in cincinnati. clinton's running mate is in our neighborhood tonight. >> lauren, he made an unannounced stop. >> reporter: he spoke at a community center, and stopped there to chat with folks. the significant thing is he was speaking largely in spanish. let me show you the video. this is the hispanic center lehigh valley. senator kaine speaks fluent spanish and is something the campaign is taking advantage of as he traveled to different communities. in particular, in battleground states like this. now, after that stop, he revved up the borders at a rally, where he really west after donald trump. he's been trying out the new lines of attack on his swing through pennsylvania this week, going after trump on what voters don't know about him. criticizing him for not releasing his tax returns, and

budweiser made in america festival. a live look at the ben franklin parkway where all week we've seen roads closed. today the inner lanes of the park between 20th street andiquon's oval are closed until next tuesday next week. parts of spring garden street, pennsylvania avenue, and parktown place are also closed until tuesday. you'll pay a bigger fine from now on if you're caught texting and driving in delaware. today, governor jack markel signed a new distracted driving bill into law. and to add a little excitement to the ceremony, he signed it on top of the batmobile alongside batman. why not, right? the new law doubles the fines for drivers caught using a cell phone without a hands-free device. now it's $100 for first-time offenders. and up to $300 the second time. it's about to get a little easier to get around westches r westchester's campus today.

the post office inside the federal building at ninth and market streets in center city is moving. the u.s. postal service is going ahead with plans to move the post office to 7th and arch streets. the william penn annex has been in the federal building since it was first constructed 80 years ago. no word yet on when the move will happen. in south jersey today, workers are feeling peachy, at the campbell soup pilot plant. this is why. today the company kicked off the fifth year of production of its just peachy salsa. campbell's used undersized or blemished peaches that cannot be sold in stores and turns them

into thousands of jars of salsa. they benefit the food bank of south jersey. it pays for a half a million meals for people. a commercial flight left the u.s. bound for cuba. huge sendoff at ft. lauderdale international airport for the jetblue flight. taking a look inside at passengers, as the plane landed in santa clara. and on the tarmac, crews were waiting with an american flag. jetblue is the first u.s. airline to resume regularly scheduled flights between the countries. florida's gulf coast is under hurricane and tropical storm watches, as hermine moves closer to the state. residents spent the day filling sandbags to keep back floodwaters. heavy rains are expected to move in tomorrow and last through thursday. not to mention, in the past five minutes, we received an updated track of the tropical storm. and it is not looking good for us, folks.

the first landfall is expected near cedar key, florida. that's where nbc national correspondent jay gray joins us live. jay, what's it like there now? >> reporter: good evening, keith. the good news is the rain has let up. it's been intense at times. the wind has started to pick up as well. there's a hurricane watch, a voluntary evacuation in effect here right now. forecasters are warning hermine could reach hurricane strength before it hits the coast here. right now thousands across florida continue to prepare and pack what they can. but as the storm inches closer to the coast, governor rick scott warned, time is running out. >> we've got a storm surge. we're going to have rain. we have the risk of tornado. this is going to go across the state. >> reporter: conditions are intensifying, and there's early flooding in low-lying areas near tampa, a woman pulled from a car after it was swallowed by the

water. a state of emergency declared in 42 counties. right now the strike point looks like somewhere near cedar key. >> back to the city. if you don't have to be down here, don't. >> reporter: the system could dump as much as 15 inches of rain in some areas as it pushes across florida, georgia, the carolinas, then into the waters of the atlantic, where forecast models show it could make a second hit somewhere along the new england coast by labor day. right now, more than 8,000 national guard troops are on standby, ready to deploy across the state. keith, jacqueline, back to you. >> jay gray live for us in cedar key. thank you so much. >> just a few moments ago we got an update on the track and where the storm is headed exactly. >> yes, that is the big headline here. track changes with tropical storm hermine. it's something we've been watching very closely, because it will be impacting our labor

day weekend forecast now. here's a look at the tropical storm, still in the gulf of mexico, swinging a lot of heavy rain into florida. expected to make landfall somewhere on the florida panhandle. the max winds are 45 miles an hour. so a fairly decent tropical storm. and here is the track for us. at the time that this storm would be approaching, it will be bringing pretty heavy rain and windy conditions. the track has it here saturday, 2:00 p.m., right around norfolk, and across our area by about sunday at 2:00 p.m. so sunday is the day that we expect the most deteriorating conditions. now, notice, as we go farther out in time, the cone gets wider. that's because of uncertainty, regardless of this storm goes anywhere inside this cone now, we're still going to have part of our labor day weekend impacted by it. with clouds, rain and wind. if you are along the shore, we have the threat for dangerous rip currents still. so because of all these changes with the tropical storm track

now, very different from what we had yesterday, our weekend will be changing. only part of it, though. so cooler rainy changes, and for part of the area it will be windy, too. your weekend forecast, these are the changes that we've made based on wind direction, cloud cover and the rain moving in. temperatures will be dropping into the 70s across your labor day weekend for a good portion of the area. it's not going to be your entire weekend that gets rain and wind, but late saturday, sunday is going to be the day, that's what we expect for at least the first half of your weekend. so far, labor day monday not looking too bad, unless you're in south jersey, along the shore and in delaware you could still have showers hanging around. if you are headed to the shore, the delaware beaches, we still have dangerous rip currents out there. and for this weekend, we expect them as well along sussex county beaches, cape may, atlantic county. dangerous rip currents and rough seas. do not plan on taking the boat out this weekend. it's going to be too rough out

there, saturday to monday. those are going to be the main days that we expect all this. so again, we are tracking the changes with tropical storm hermine. here's what it looks like on one of our most reliable models. there's a tropical storm as it goes through time here, into the weekend, there's saturday, 8:00 in the morning, just to our south, we'll be watching the intensity of this at that time as well. the rain saturday morning, still expected to be to our south, moving in saturday nimt. and there you see sunday, 11:00 a.m. this is very different from what we had yesterday. you want to stay tuned right here for any more changes as we get closer to your weekend. sunday, the heaviest rain, the most wind and most of that could very well be in new jersey and delaware. that is going to depend where the center of the storm lies. regardless, we still expect rough conditions at the shore and delaware beaches. monday evening, the rain starts to move away. as far as the computer models, look at them. they're all in agreement of it traveling up the eastern seaboard. we go farther out in time, it's going to be thoroughly close to

us. we do expect those impacts. now, local weather, before we get to the weekend, tonight we could see the approach of some showers and storms just west of philadelphia by 9:00 p.m. then we go into the day tomorrow. scattered showers around in the afternoon. friday does look like a dry day. friday is going to be sunny and quite a bit cooler. then we zoom out and there you see it, saturday the rain approaching later in the day. coming up we'll take a closer look at your forecast through the weekend and talk more about tropical storm hermine. >> sheena, we'll see you then. a lot of excitement at the philadelphia zoo tonight. people lined up patiently today to get a look at the zoo's new arrival. you'll get a first glimpse next, and why this animal has left zookeepers with one question that cannot just be answered for a while.

i'm katie mcginty, and i approve this message. we're tracking a pair of developing weather stories tonight. the first one is swirling in the gulf of mexico. tropical storm hermine formed there this afternoon, and it could impact our labor day weekend. there's something already impacting conditions along the coast. here's a live look at the scene in cape may. it looks great now, but we can tell you dangerous weather far out to sea is kicking up the surf at the shore. we have team weather coverage of both situations. krystal klei has a closer look at the rip currents ablg the coast. >> we start with sheena parveen on the new tropical storm, and what it's going to mean for us this weekend. sheena? >> you know, the track has updated, and the track is moving in potentially over our area. i'll show you the updates in just a second. here's the tropical storm right now. it's still in the gulf of

mexico. the gulf of mexico is very warm. warm water is fuel to a developing tropical system. so today we have seen tropical storm hermine develop. so it got that name today when it strengthened, winds around 45 miles an hour sustained toward the center. a lot of rain heading towards florida. that will be the concern over part of your labor day weekend, rain and wind. take a look at the updated track. landfall somewhere friday early in the morning. overnight thursday into early friday morning. florida panhandle, then it moves up the eastern seaboard, and look at the new track. right over our area. now, as we go farther out in time, the track gets wider. if the storm even goes on the farthest right side of the track, we would still see impacts from it. at this moment we're calling for more rain in the weekend forecast and more wind and cooler temperatures, too. the main time frame here is going to be sunday, that's the day where we expect the worst conditions across the area. saturday doesn't look bad. monday doesn't look too bad. sunday, that's the day where we expect deteriorating conditions.

especially if you're at the shore or the delaware beaches. we still have the rip current threat this weekend, moderate to high risk now for sussex county beaches in delaware, cape may county, ocean county. dangerous rip currents, we already had that today. as tropical storm hermine gets closer, we'll see it again this weekend. do not take the boat out this weekend. saturday through monday the gem time frame for it. krystal klei is talking about the dangerous rip currents that we're going to see along the coast this weekend. krystal? >> reporter: yeah, and sheena, right now, it's a pretty nice day here in ocean city. but we're already actually starting to feel some of the fectsd of those systems. now, if i step out of the way, you can see the winds picking up a bit, hair blowing all over the place as well. and then on top of that, way out from gaston, we're seeing those waves, rough waters that started to develop as well out there,

tracking those wave heights starting to increase. which isn't good news for you wanting to bring your family to the jersey shore or delaware beaches this labor day weekend. now, take a look at our map. you actually see we're feeling the effects from hurricane gaston, which is way to our east. but prepping for tropical depression to our south. the effects of tropical storm hermine by this weekend. which may even impact us with that rain. now, the effect of all these systems is they create those large swells. it pushes those wind heights up -- rather, those wave heights up. as the wave heights increase along our shore, that helps the direction start to shift around as they crash into the shore. which can then lead to that increase in rip current threat. so as we've been mentioning, if you're coming out this weekend for labor day, you have to take those precautions. right now the waves you're looking at under that moderate risk already with the potential to go to the high risk by this weekend, even potentially some beach restrictions as a result

of tropical storm hermine. of course, all of that, something we'll be continuing to keep you up to date with, all day long through the newscast as well as online. live in ocean city, krystal klei, nbc 10. >> to the delaware beaches now where they're getting set for the holiday weekend. it's only wednesday. businesses are already bracing for the crowds expected. nbc 10 delaware bureau reporter tim furlong is joining us live in rehoboth beach. >> reporter: hey, guys. i'll tell you what, i've had worse wednesdays. it's pretty much perfect right now. i wish my family was here. a lot of the people who are on this beach right now, probably are going to do just that, going to be down here, stay through the weekend, they're going to spend a lot of money and make businesses very, very happy. >> it's not a bad office. >> reporter: as manager of hammerhead at the indian river inlet, tommy and others are toasting to a pretty great summer for business.

if he has one complaint it might have been a little too hot and sunny at times. >> it cooks us a little bit. some days hit 110 on the heat index. we don't really have that much shade. >> reporter: at the delaware beaches, enjoying the last sips of summer, some folks have to start thinking about going back to the real world. >> this is it for the summer. >> reporter: what a summer it has been here. awesome for the guests, and awesome-er for the people helping them spend their money. businesses are reporting solid numbers. parking ref nye and hotel occupancy both up from last year. maria is from russia. this was her first summer at the funnel cake factory. she had a lot of customers. >> the people are always nice. they are always pleasant. kind of different from russian people. >> reporter: enough of all the summer's over talk, we're on the cusp another big holiday weekend. businesses want to hear that ka-ching. >> we'll have a big weekend at the beach. all of the businesses are ready. >> reporter: after monday, the

there's more big football news making headlines tonight. >> the nfl draft is coming to philly next year. csn's john clark joins us now. >> john, i remember the last time you were at the draft, you were in chicago and you were freezing. nice to have it here in philly. >> reporter: not as windy here. it's going to be much nicer. nbc 10 has confirmed that the nfl draft will be here in philly next year in april. it will be officially announced at a press conference tomorrow at noon at city hall. mayor jim kenney will be there with nfl officials and eagles president don mo lynn ski, and ron ja war ski. the eagles will hold the next draft and they don't even have a first-round pick. they traded it to the cleveland browns to move up and draft carson wentz this year. so eagle fans will be restless on the first night, the thursday night of the draft, with no pick. so you can't wait to see how birds fans will welcome the other teams' picks for the nfl. i'm sure you know eagle fans will have to wait for the second

"america's got talent" airs tonight at 8:00 right here on nbc 10. you don't want to miss that. well, we have some big changes in the forecast. we have weekend changes because of a tropical storm in the gulf of mexico. here's a live look at rehoboth beach right now. we do not expect it to look like

this now across the entire weekend. it's all because of tropical storm hermine churning in the gulf of mexico. it has strengthened now. max winds 45 miles an hour. lots of rain moving into florida at the moment from this system. and we expect rain from it as we go into part of your labor day weekend. so by early friday morning, this storm's going to make landfall somewhere in the panhandle of florida. then it will head up the eastern seaboard. and potentially be right over our area by sunday afternoon. so this is the time frame that we're watching, mainly sunday. now, the cone gets wider as we go farther out in time because of the uncertainty. but at this point, because of the track shift, which is very different than yesterday, anywhere in this cone, the storm would be affecting our weekend. so at this point, we have changed your labor day weekend forecast because of the updated track. and what a lot of the computer models are showing, as far as this storm traveling up the east coast. right now we're looking in the gulf of mexico.

there you see the cluster of bright colored clouds, that's the center of the storm. and there is a lot of rain with it like i mentioned. that will be mainly sunday. saturday, we'll be mostly dry. clouds will start to increase, and the rain will be here later in the day saturday. mostly saturday night at this point. again, the timing could change always we get closer, so stay tuned right here for any changes as we get closer to the weekend. then by sunday, that's the day we're watching for the largest impact to the area. rain could be heavy at times. as of now, windy conditions, especially at the shore and the delaware beaches, giving us that increased risk for rip currents. by monday, the morning rain will still be around, especially at the shore. but we will see gradual clearing and expect it to stay windy. so your labor day weekend forecast is changing a lot a this point. rip current threat will continue along the jersey shore and delaware beaches. saturday to monday is the main time frame for this because of tropical storm hermine. dangerous rip currents, rough seas.

don't plan to take the boat out, especially on sunday. that will not be a good day at all. locally, right now, on radar, we do have a couple of thunderstorms in parts of lancaster county. also moving into chester county, berks county seeing rain at the moment. we could see some of these storms approach the philadelphia area as we go through this evening. here's a look at future weather for tonight. 9:30 this evening, just west of philadelphia, maybe moving into parts of new castle county. and then overnight we could have some rain, tomorrow have the umbrellas and scattered showers possibly through the afternoon and evening. friday we're going to be cooler, much lower humidity on friday. temperatures will be quite a bit cooler, too. but then look at what happens as we go into saturday. big changes. more clouds move in. a lot of rain just to our south. and that would be tropical storm hermine. so here's the forecast. philadelphia and the jersey shore, showers in the forecast for part of your day tomorrow, friday, we're dry. saturday we have big changes. and sunday, that's going to be the windiest day at the shore. we've changed the forecast quite

broad street. right in the middle of broad street. and you won't get towed. that might be changing as dueling petition campaigns are hitting the neighborhood. randy gyllenhaal has more. >> reporter: only in south philly can you drive down the city's main drag and find a parking spot right dab in the middle of a busy street. >> these spots for decades have been free. >> reporter: mark ferguson has been parking in the broad street median for years. >> there's about 180 of them. >> reporter: the spots are technically illegal, but the city has long looked the other way because neighbors say they need the extra space. >> parking has become more stressful. it will take me about 30 minutes to find a parking spot. that's no exaggeration. >> reporter: now calls for the city to crack down and send out the tow trucks, 1,200-plus signatures will be sent to the mayor. one petitioner writing, mr. kenney, tear down these cars. organizers cite safety issues, like cars poking into the street.

afternoon, early this afternoon. as i was tweeting, the computer models were changing, the track shifting farther to the west. it's stronger than it was, but it's not that well organized. it's not going to intensify rapidly. tremendous amounts of rain going into florida right now. and the whole general area has a tremendous amount of moisture that is going to be moving up the coast in the next couple of days. right now it has 45-mile-an-hour maximum winds. it's moving north-northeast at only 7 miles an hour. right up toward the florida panhandle, and there's no doubt that it's going to hit land. computer models show that it will continue to move inland. and close enough to us, especially with the size of this system, that it will be bringing rain. some parts of the area will get
