bracing for hermine, as the storm approaches florida, we have new information about how it may impact our weather this holiday weekend. firefighters hurt. a serious crash injured several first sporresponders and causes major traffic updates. we'll have an update. and getting back on track. septa announces a new timeline to completing repairs to the faulty rail cars that led to the slowdown earlier this summer. >> announcer: nbc 10 news starts now. right now at 11:00, we are tracking h ining hermine. there are changes to the path of this storm that may affect our holiday weather we were. good morning. i'm rosemary connors. that new information on hermine is just coming into the

newsroom. let's get to glenn "hurricane" schwartz with the latest on the path. >> the official advisory has come out not more than a couple of minutes ago. it is still a tropical storm, but it's close to hurricane strength. it is obviously looking better organized and is likely to become a hurricane. the track, a little farther east than yesterday, but it's also more likely to stall out in the ocean, not too far off the jersey shore, monday through wednesday, which could cause some additional problems next week. the local impacts, a little bit eastward track, less rain north and west, but the rain and wind also looks like it might linger at the shore through labor day, itself. he's the latest. you can see everything spinning around. it looks more like a real tropical storm. just want to give you an idea of the size of this thing. and if you're driving from philadelphia down to north

carolina, that's a pretty long drive. that's a very large area, that is being covered by this. now, let's take a look at the latest 65-mile-an-hour winds. it's accelerated. it's moving a little faster towards the coast. and it is going to make landfall. a civil emergency has been declared in part of the big bend of florida, as a result of this. it is expected to become a hurricane, and there's the track. by friday evening, right look the north carolina coast. and just offshore, as we go through the day sunday, this is saturday morning, down in north carolina. that's still too far away, probably, for rain. but as it gets closer, yeah, it's going to be affecting the area. the possibility of it moving or tracking west of philadelphia really is diminished right now. here's the latest various computer models. again, very good agreement for a

while. and then right near the north carolina coast and then watch what happens here. instead of straight lines that move out to sea. we see the little curving so that's an indication of the storm slowing down, and in some of these cases, you see little loops in here, meaning a total stall of the storm, as we go into monday, which would make the rain linger, make the winds linger, cause more coastal flooding in -- at the jersey shore. this is the futurecast. you can see the center of it quite clearly. and as we go in through friday, there's obviously no threat. there's friday night. this is just updated, as well. and into saturday morning, we are still on the dry side. but as the storm gets closer, the rain gets closer, as well. more on the timing of this storm and who gets what, coming up. >> all right, thanks for that,

glenn. folks in florida are bracing for even more rain and flooding, as hermine barrels towards the gulf coast. as you heard glenn say, it could reach hurricane strength by the time it makes landfall. nbc national correspondent, sarah rsa sarah rosario is in cedar key where people are being told to heed the warnings. >> reporter: here in cedar key, we are just south of where tropical storm hermine is expected to make landfall early tomorrow morning. and already, there are several watches and warnings in effect. one of them is a hurricane warning. with this storm gaining strength, the threat for tornadoes and storm surges and flash flooding, all of that increases. >> then the car went -- and there was like a jump in the road, i don't know. and water sloshed over the hood and it stopped. >> reporter: the rising water there forcing some people out of their homes, as others scrambled to get sandbags all in an effort to keep the water out. >> getting ready. >> yeah? >> getting ready. got the sand, got the gas for

the generator. >> reporter: florida governor rick scott has declared a state of emergency for most of the state, this as local officials have barricaded roads in flood-prone areas to keep drivers from getting stuck. and with many stores and schools closed, residents are being asked to stay inside and, of course, off the roads. if this storm does make landfall as a hurricane, this will be the first in florida in 11 years, believe it or not. and we are expecting an update from governor rick scott at some point this afternoon. reporting in cedar key, sarah rosario, nbc news. >> let's take another look at hermine. with rain in the forecast for the holiday weekend, now is the time to make sure you have the free nbc 10 app. our first alert meteorologists are constantly updating the app with the latest information. and in just minutes, glenn will return with his updated forecast. some other news this morning that we've been watching, i-95 south in old city now open after being closed for hours. the tie-up was all because of an accident involving a big rig and

a fire truck. the crash happened around 3:00 this morning, as firefighters were responding to a two-car accident on 95. this is just under the chestnut street overpass. this is exclusive video you'll see only on nbc 10. our photographer, pete kaine, was on 95 and saw the accident happen in his rearview mirror. >> normally when i come up on an accident, the firemen are the ones that are going to help people. it was just so eerie that they were the ones that needed help. i mean, they helped each other. they went back to the cab to make sure that the tractor-trailer driver was okay. make sure the people in the cars were okay, even though they were injured themselves. so it was like -- it was something different to see. >> reporter: again, our photographer, pete kane there. five firefighters did go to the hospital. they went to hahnemann with nonlife-threatening injuries. three have been released. two are still being checked out. the truck driver is recovering at jefferson hospital.

six minutes past 11:00 on this thursday. let's get a look at the roads. >> we're doing great right now. here's 95. let's take a look at that. very different from what we saw this morning with the roads being closed for hours. southbound from wood haven road to the vine street expressway, so towards center city, only dealing with a 13-minute trip. average speeds in the 60. but more so on the westbound pseudo, headed towards the schuylkill expressway. our cameras around 24th street showing you that, as well. and also watch out for some of those preparations for the made in america festival that's this weekend, around spring garden street between pennsylvania avenue and all over the ben franklin parkway. a lot of closures there. so you will see some major delays and being rerouted through the center city area, you'll see some delays there, as well. out in souderton, an accident on broad street and that might cause some delays. right here you can see the ben

franklin toll plaza. we were seeing major delays from this point in new jersey up and over the bridge. now you should be good to go. rosemary? >> thanks for that, jess. this morning, we are getting an update on septa's defective train cars that have caused delays and suspended service on the regional rails for much of the summer. nbc 10's randy gyllenhaal has the details. >> reporter: inside this ben salem workhouse, workers are forging new parts at a breakneck pace. made from american steel, these 380-pound equalizer beams are the long-awaiting fix for septa's faulty silver liner five rail cars. workers need to create almost 500 of the beams. >> our employees on this project, they're working 15, 16 hours a day. >> reporter: michael maven has run this all-american shop for 30-some years. he said he felt a local duty to help septa fix the problem. >> our friends, our family are riding those trains.

so it's very important. >> this is what it will look like as it's installed back on to our vehicles. >> reporter: once finished, the new beams will be installed on the trains and then stress tested, septa engineers using heavy bean bags to simulate passengers. >> this entire cycle takes 12 days. and it's really, really up and moving. >> reporter: septa says this is a brand-new design that shouldn't fail in the future. already, four of those faulty cars have been fixed. and this morning, they're back on the tracks for the very first time. >> the first cars are coming out on to the system as fast, but as safely as we can to service. >> reporter: what this means for riders is that septa is saying mid-october is the new timeline to get those trains back on a normal schedule. in bensalem, randy gyllenhaal, nbc 10 news. today, you will see even more road closures in center city for this weekend's budweiser made in america festival. here's a live look at the ben

franklin parkway where the inner lanes are closed between 20th street and eakins oval. beginning tonight, a stretch of 22nd street will be reduced to one lane. it's one of many concert road closures you can find right now on the nbc 10 app. road rage sparks a shooting on south street. last sunday, two people got into an argument after this black bmw nearly hit another car. moments later, somebody in the bmw got out and shot at the victim's vehicle several time before leaving the scene. police are now asking anybody with any information about this crime to come forward and call police. this morning, firefighters rescued a person trapped in a burning home in bucks county. the fire started just before 2:30 this morning ton charleston place in warwick. when firefighters arrived at the scene, they quickly put up a ladder to get a person trapped on the second floor calling for help out of the house. the up townhome was destroyed and the flames severely damaged the adjoining townhomes.

investigators are now trying to figure out exactly what caused this fire. ten minutes past 11:00 on this thursday morning, and we are following breaking news out of cape canaveral. a rocket exploded right on the launch pad. we've got the details on what it was carrying, coming up. plus, did they or didn't they? donald trump and the president of mexico tell very different stories about who's paying for trump's proposed wall along the border. and uhl have the latest update on hermine, just coming in right now. and also the threat of more rain in our area today.

hurt. now to decision 2016. one day after his trip to mexico, donald trump is stumping at the american legion convention in ohio. trump told the group gathered there this morning that he and the mexican president spoke about stopping the illegal flow of guns and people across the border. >> and to take out the cartels, have to get rid of those cartels. and we have to do it quickly. our country is being poisoned. >> trump also told the crowd he would push to make sure every american student knows how to recite the pledge of allegiance. all eyes were on trump last night when he delivered a long-awaited speech on immigration to a roaring crowd in phoenix. since the speech, though, contradictory reports have emerged about what happened during his meeting earlier in the day with the mexican president. nbc national correspondent, hallie jackson, reports. >> reporter: in front of a fired up crowd, a fiery donald trump trying to clarify his

amnesty and illegal immigration. >> all right. now to the democrats. vice presidential candidate tim kaine is stumping in new hampshire today. right now, supporters are waiting to hear from kaine at a campaign office in dover. kaine will be making several stops around the state today. overseas, italy's premiere has appointed a reconstruction czar to oversee rebuilding following that devastating earthquake. italian rescue workers are racing to repair a road that's leading from the city of la aukilto to amatrice, which has been cut off after last weak's earthquake. firefighters and other workers are working to repair the road, hoping to open it to traffic by the end of the week. the quake killed at least 290 people and left 4,000 homeless. well, very clear that tropical storm hermine is

strengthening and it's likely to become a hurricane before it makes landfall. you can see the latest pictures and you can see the swirl. but let's see if we take a cross right through this, just to give you an idea that most of the action, most of the rain is on the right side of the storm. if it stays that way, that, of course, would help give better weather to, let's say, pennsylvania areas, portions of our area, as opposed to the shore. the eye is becoming a little better defined. and once we see an eye, that's a pretty good indication that it, indeed, is a hurricane. we're also seeing the thunderstorms start to wrap around the center. so it's getti ting better and better organized. it's over extremely warm water. so there's very high likelihood that it's going to become a hurricane. all right, take a look at the latest computer plots. as opposed to yesterday, they're starting to spread out. generally, as you get closer to

the storm, they're supposed to get closer together. there's more agreement. there's greater likelihood. but now there's a wider range of possible solutions. by saturday, it's obviously going to be south of us. again, it's a large storm. you can't just take the point. it's not a point. it's a large area. 100, 200 miles. and by sunday, what you're seeing is a curvature toward the jersey shore, even in the ones that are farther out to sea, that's curving. this is all an indication of a lot of models showing this storm stalling. we're taking little loops around and what that does is it keeps the effects lingering, especially at the shore. that increases the threat for coastal flooding. and for bad weather on labor day itself.

latest coordinates, right there, it's 65 miles an hour max winds. speeding up a little bit as it approaches the florida coast. there's the latest track from the hurricane center. stays inland, until it gets to north carolina. 50 miles an hour tropical storm. now, here's where the problem starts. now, saturday, 8:00 a.m., down here. sunday 8:00 a.m. it's up here. that's a pretty good movement. but this is every 12 hours now. that's not moving very much. it's not that far offshore the center could be even closer, a little bit farther out. but it's already too close to not affect us. it will affect the area. the farther east it is, the less impact it will have. this is the futurecast, the latest model, just in. friday afternoon, i mean, nothing's close. we're fine friday.

beautiful day, friday. friday night, still pretty clear. saturday, now the rain's starting to get into the area and, obviously, better chance of heavier rain toward the shore, and better chance of drier weather north and west. so here's what to expect. saturday, the rain comes up in delaware and south jersey late in the day. the rest of the area gets some rain at night. now, lehigh valley, berks county, may not get very much rain at all. if it stays on that more eastern track. sunday, the rain becomes heavy at times, especially from philly eastward. windy, especially at the shore. monday, the rain and wind continue at the shore, and gradual clearing inland. so that's the latest difference. things extend into monday, especially at the shore. and less of an impact north and west.

warnings are going out all across florida, as folks there prepare for tropical storm hermine to make landfall. residents are being told to stay inside, and most importantly, to stay off the roads. yesterday, florida's governor, rick scott, declared a state of emergency for 51 of the state's 67 counties. now, we could feel the effects of this storm during our holiday weekend. nbc 10's first alert chief meteorologist glenn "hurricane" schwartz has more on that and the path of this storm. glenn, fill us in. >> yeah, rosemary. it does look like saturday is going to be the safest day for outdoor activities and travel across the area. the latest headlines here, it's close to hurricane strength. 65-mile-an-hour maximum winds, 10 miles an hour more and it becomes a hurricane. the track a little farther east than the track that was issued yesterday. but, it's also more likely to stall, not too far off the jersey shore monday, tuesday,

and even into wednesday. and the impacts of all of this means less rain north and west, it means better weather for sunday and good weather for labor day, and the rain and wind linger at the shore, into labor day itself. and maybe even beyond. this is the latest satellite and radar combined, with the storm, and you can see the swirl and the center becoming much better defined here. but look at the size of this. these heavy bands are over 200 miles away from the center. the northern bands are 142 miles from the center. hurricanes are not a point. and so when we look at the track, we're not just saying, oh, it's missing. no, it's 200 miles one way. 150 the other. so keep that in mind, as we look at this picture here. 65-mile-an-hour maximum winds, moving a little faster than it

raer repaired cars are back on the tracks. and septa hopes to have the rest up and running through october. traffic is back to normal on i-95 south in old city. this after an early morning crash involving a tractor-trailer and a fire truck. five firefighters and the truck driver went to the hospital, but all are expected to be okay. and hot off his trip to mexico, donald trump spoke to veterans at the american legion convention in ohio this morning. trump told the crowd there that he and the mexican president talked about stopping the illegal flow of guns and people from crossing the border. new this morning, a philadelphia man who went to prison 43 years ago is finally free. tyrone jones was sentenced after a jury convicted him of murder in 1973. he was 16 years old at the time. in july, he became one of the first of 300 juvenile lifers in philadelphia to be granted parole, following a supreme court ruling that retroactively banned mandatory life terms for

minors. state corrections secretary, john wexel, tells us the transition may be difficult for jones and the others being released. >> they're going back to a world they know nothing about. you know, in cartoon parlance, they came in in the flinestones era, they're getting out in the jetsons' era. that creates a lot of anxiety. >> jones was released from a prison in schuylkill county just a few hours ago. he spoke with nbc 10's tracy davidson just minutes after his release and she sent us some of those photos of him reuniting with his family. you can hear her interview and jones' plans for the future coming up this evening on nbc 10 news at 6:00. the 2017 nfl draft is coming to philly. this will be the first major league sports draft in philadelphia since the nhl draft in 2014. nbc 10's pamela osborne tells us about the financial boost that the nfl draft could give to the city. >> rosemary, all of the details

are going to be made official here at city hall in about a half hour. in the meantime, though, we did some digging to see what impact having the draft in philly will have on the city. and here's what we found out. chicago hosted the draft in 2015. their tourism and sports bureau say the draft created 2,000 territory jobs and another 800 permanent jobs. it drew in 200,000 people creating more than $80 million in revenue for the city. as you mentioned, this is just the latest big event to come into town. we had the dnc, a visit from the pope. tho hosting these kind of big names and events is giving people we spoke to a lot of philly pride. >> it just shows that this city is progressing. more and more people want to come here and see it and we've done a good job putting the city and its people in good shape so they can see, we're not a bad place. we're the city of brotherly love.

the countdown is on. somebody's counting. we are, i suppose. there are 1,422 days until the start of the 2020 tokyo olympics, when those olympics do happen, you can watch them right here on nbc 10. happening now, it's the first day of school for students at the universal auditen reach charter high school. nbc 10 was there as dozens of men greeted the students and the faculty. universal auden reid is the only certified charter career technical education high school in the state of pennsylvania. the fight against prescription drug abuse wages on in pennsylvania today. governor tom wolf says he is showing his commitment to the issue by talking about his plan of attack. governor wolf will be visiting the community-based centers of excellence in reading today. the centers help people with opioid-related disorders to stay in treatment. earlier this week, governor wolf announced 25 new centers of excellence will be opening all

across the state. in chester county, an overdose awareness vigil was held in landonberg last night. organizers tell us, they're trying to change the stigma of addiction and they're also trying to get help for addicts who are living on the street. the nbc 10 digital team spent months on the streets, exploring the problem of opioid addiction in our area. they spoke to people who struggle with addiction and they spoke with their families. it's a digital exclusive called "generation addicted." you can watch it right now and learn more on the nbc 10 app. in other news this morning, an end-of-summer house party on long island got way out of control and three teens ended up in the hospital for alcohol poisoning. here's the story. the homeowners' attorney says the tuesday night party was supposed to be a small get-together for their 16-year-old daughter and a few of her friends. word got out on social media and that small get-together turned into a party of 400 teenagers,

some of them coming from new jersey and connecticut. police say alcohol fueled the teens to overrun the mansion and that's when the cops got called. a neighbor says the 21 police cars and four ambulances showed up. two 15-year-old boys and a 16-year-old girl went to the hospital with severe intoxication. >> there was no alcohol at the place. >> where did the drinking happen? >> other people's houses before. >> when you're a parent, you have to be there and make sure that this does not happen. >> reporter: the homeowner received a citation for allowing teens to drink alcohol at the home and is due no court next month. 11:39 right now on this thursday morning. just about 75 degrees outside. a little boy comes to the rescue. meet a 6-year-old savior whose quick thinking helped his mother in an emergency. we'll have that story, coming up. and we're continuing to follow hermine. of course, a big variation, how it could affect different parts of our area. i'll show you more ahead in your first alert neighborhood

anchor to safely secure a child restraint seat is a quest on par with finding nemo. >> nemo! >> lower anchors can be too deep and difficult to maneuver around. tether anchors, located in awkward places or can easily be confused for other hardware. >> reporter: the insurance institute for highway safety even found parents using adult seat belts because they couldn't locate latches or anchors. so a year ago, the institute set new standards to make finding them easier. and a year later, several automakers have already made changes. >> part of the improvement is that that the tether anchors have been moved higher up and are now in the middle of a seat-back in an easy-to-find location and they're clearly labeled. >> the institute just concluded tests on 170 vehicle models, most of which earned a good or acceptable rating with the auditi q-7 and toyota prius getting the best mark of good

plus. >> we hope and expect that automakers will continue to make improvements based on the guidelines we're providing in our rating system. >> reporter: which means a year from now, they expect child restraint seats to be even more secure. chris clackum, nbc news. >> one young little boy who's young enough to be in a car seat is a hero. the 6-year-old saved his pregnant mother's life by calling 911. sawyer in contro called for help after his mom passed out inside their house. but first, he had to find her phone. when he did, he knew just what to do. >> how did you remember what to do? >> because she told me this morning. >> he's very smart and brave, and yeah, he's my hero. >> reporter: sawyer's moll spent just a few hours in the er but is doing okay. police say all families should talk to their kids about how to react and what to do in an emergency situation. now to some consumer news. samsung is delaying shipments of its new galaxy note 7

smartphone. samsung says the move is due to what it calls more quality control testing. the move comes reports in south korea by some users who claim the phone's battery exploded while it was charging. there is one eagle who's got a whole lot of talent beyond the football field. >> the next act into the finals is jon dorenbos! >> jon dorenbos' magical ride will continue to the "america's got talent" finals. the eagles' long snapper who has wowed the judges with his magic tricks was one of five acts last night to get voted on through. dorenbos is due to be on the field with the eagles tonight. we'll have see to see what happens. be sure to watch the birds' pre-season finale against the jets right here on nbc 10.

the pre-game is at 6:30 and the game starts at 7:00. our post-show airs right after game. september the pediatric cancer awareness month and one local organization is helping to spread the word by getting kids to lace up. joining us now are two women from go for the goal, a nonprofit organization in cherry hill. their mission is to improve the lives of children battling cancer. with us this morning are karen flynt, the organization's director of athletics, and amanda yetman, the school program's coordinator. thanks for being with us. >> thank you so much for having us. >> first, karen, tell us about the organization, how it was started, and more about the mission. >> sure. go for the goal was started in 2006 by beth and rich stephanici when their oldest son was diagnosed with cancer. they very quickly realized how important it was to help these other kids and their families who were facing a similar journey. the different focuses of our

foundation are to provide financial assistance to families, to grant personal wishes for kids, implement unique hospital programs, and also fund research. >> and lace-up for pediatric cancer is just one way that you guys are spreading awareness. >> it is. and we're very fortunate. lace-up has been in existence since 2011. it began in new jersey youth soccer community. since 2011, we've had over a quarter of a million athletes across the country lace up at all levels, all sports. we're very excited about it. >> and amanda, you have an event coming up on september 30th? >> right, national pediatric cancer awareness day is a day for students across the country to go gold. and unite and show kids in their own community that they're not fighting alone. >> so, go for the goal and go gold by lacing up with these

this? >> well, we've seen in our local towns that when -- as simple as it is, when you're walking down the street and see people wearing those gold laces, you know they're fighting the battle with you. and i was a teacher before i did this. and, you know, when kids just are not healthy enough to go to school, they tend to just be an empty desk. and people not know why. so this is, you know, they are given the opportunity to show those kids fighting that, you know, we're behind you and we're helping. >> go4thegoal.org. thank you so much for both coming in. we will be lacing up. >> thank you so much. >> announcer: now your nbc 10 first alert weather. >> well, hermine continues to get closer to hurricane strength. hurricane hunters have found strong winds, relatively low pressure, and as you can see with the satellite and radar, the way the clouds are, we're

starting to get close to seeing an eye, which would indicate a hurricane, so it's obviously getting closer and closer to that look. it will continue to strengthen, before it hits land. the center of it is still offshore. 65 miles an hour winds, as of 11:00. moving 14 miles an hour to the north-northeast. so it's moving a little bit faster. the track takes it inland, as a tropical storm, later on. but here's the track problem. it's not just where it is, it's the timing of it. here's saturday, 8:00 a.m. north carolina. sunday, 8:00 a.m., wait, that's a long distance. it's traveling pretty fast. another 24 hours, it's hardly moved at all. by monday morning, labor day, it's still offshore. and as we go into tuesday

morning, that's where it's going. in two days, that's as far as it's gone. come computer models show it's stalling or even circling around, and coming back. here's the futurecast. no problems during the day on friday. that will be the nicest day of the next several. and even saturday morning is likely to be okay. the clouds will increase, the rain will get a little closer. obviously, it will hit delaware and south jersey sooner and it will last longer in delaware and south jersey. saturday, the rain, delaware and south jersey during the day. the rest will see some during the night. the rain heavy at times on sunday. that's the worst weather day for most of us. the rain and wind at the shore on monday. monday could still be a bad day. even tuesday at the shore. the gradual clearing inland. now, we still have a few showers

left across the area from this morning, near the lehigh valley, going into northern bucks county. the futurecast shows some development during the afternoon, a few showers, maybe even a thunderstorms, but totally unrelated to the tropical storm. so as we go through the night tonight, by 6:00, there's no more threat of thunderstorms. so look at these temperatures. nowhere near 90 this afternoon. you don't see the showers of the lehigh valley, but we do in delaware and new jersey by 6:00. by tomorrow morning, things have cleared out, quite a bit. and the forecast for the labor day weekend, saturday, this is rain comes in generally at night, for philadelphia. earlier, at the jersey shore and delaware. sunday looks like rain. these are -- this is rain and wind for south jersey, jersey shore and delaware, and even on monday, i may have to amend some

of those forecasts to keep rain and wind in, especially near the jersey shore in delaware.
