drive and an off duty officer. only an nbc10 camera was there for the end of this rush hour confrontation. a truck cutting off another driver on roosevelt boulevard. ahmed khalil says the most frightening part is what the video doesn't show. >> he said he was a cop right before he pulled out his gun, he had his uniform on. >> philadelphia police now confirm the other driver was an off duty officer. and internal affairs is now investigating. >> he pulled his window down, started cursing at me, saying go back to your country. >> clearly officers have a responsibility to conduct themselves in a professional way even off duty. so we're looking into this case to see whether there's any merits to it. again, the allegations are very, very serious, and we're taking them as such. >> reporter: hours after we shared this nbc10 exclusive -- >> video does not scare me, dude. >> reporter: another driver came forward saying he recognized a photo of the black chevy truck in the story, seen here with a

punisher decal and philadelphia police sticker. that man, who didn't want to be identified, said he also had a run-in with the same officer, which got heated. >> when he tried to speed up and get in front of me, his back rear tire hit my car actually. >> reporter: also seen in this truck photo is a fraternal order of police sticker. tonight nbc10 learned the fop is working to get more information on what led to yesterday's suspected confrontation. while this officer is under investigation, he is not facing any charges at this time. live on the schuylkill, i'm brandon hudson, nbc10 news. >> brandon, to south jersey now where a police officer was stabbed in the face. he and another officer were injured in a confrontation that happened on south valley avenue in vineland this afternoon. police say 26-year-old johnny fluoresce attacked the officers during a domestic call. flores was arrested and faces multiple charges including attempted murder. one officer is still hospitalized. he's in stable condition.

new at 11:00, a second woman is now facing charges in the death of an 8-year-old camden girl, but the shooter is still on the run. 19-year-old natasha gerald is now charged with hindering the investigation into the death of gabby hill-carter. the child was shot to death last month. prosecutors say gerald gave a false alibi for a person of interest in the case. last week, another woman was charged for intentionally misleading detectives. he pointed a gun to me and say, give me everything or i'm shooting. >> new at 11:00, a store owner refuses to become a victim. tonight he's telling us how he turned the tables on a would-be robber. >> nbc10's drew smith is live where philadelphia police have released new video of the suspect. drew. >> reporter: it was all captured on video, and they hope somebody can identify him because she say he was targeting small shops using a gun and demanding cash, but his robbery spree was cut short by a quick thinking business owner.

surveillance video shows a man in a blue sweatshirt who first held up a store just after 7:00 monday morning. police say he got away with $20 and some cigarettes many a few minutes later and a few blocks over, the same man is seen walking into walnut block grocery, gun in hand. but here john carlos garcia is behind the fire with some fire power of his own. >> i got a license to carry too. >> reporter: he walked us through how it went down. >> my gun up to him. he was still pointing his gun that way. >> reporter: garcia moved quickly to the side door, yelling get out. he says he didn't shoot because the man did what he was told. >> it's not worth it for him to risk his life like that, especially if you come in a business like this. >> reporter: now police are praising garcia, and they want to know who this guy is. >> who knows how many more he could have continued on. fortunately we had a gun own he who is clearly responsible and did the right thing. >> if they ever do that to me, i'm going to find back too.

police are wearing riot gear. they're using shields, tear gas, and flash-bang grenades to disperse the crowds that are out there. now to the numbers. at least 15 people have been arrested. one man has been shot. as jackie said, is currently in critical condition on life support. police say he was shot by a civilian. also at least two officers have been injured. here's what some people had to say on the streets of charlotte. >> i don't know. they just shot somebody and he was laying there in front of the omni, and there was blood. there was just a crowd of people, and i don't know if he's alive. i don't know if he's dead. >> i'm keeping an eye on these live feeds as we speak. these protesters now are angry about the police shooting of keith lamont on tuesday. police say he had a gun while neighbors and his family say he was actually holding a book. i'm working to get the very latest on the arrest, the conditions of those two injured officers and the man on life support who police say again was shot by a civilian. live at the breaking news center, keith jones, nbc10 news. to another big story we've been following.

new details tonight in the terror case against the bombing suspect accused of planting multiple devices in new york and new jersey. tonight, ahmad rahami's family is under scrutiny, the fbi saying a relative took video of rahami lighting incendiary material in a backyard. today a burn mark is in his yard is clearly visible. meantime, nbc new york has obtained surveillance video that's said to show rahami moments after an explosive device went off in new york city over the weekend. you see rahami wheeling a suitcase which authorities believe contained a pressure cooker bomb. also seen in the video, two men who are believed to have taken that bag but left behind the explosive device that had been inside. investigators are trying to figure out who those men are, and today the fbi released this wanted poster. authorities say they're treating the men as witnesses, not suspects. and we're getting a look at the blood-stained notebook found on rahami when he was arrested in new jersey. the fbi says written inside is,

quote, god willing the sounds of the bombs will shall heard in the streets. gunshots to your police, draeth to your oppression, end quote. authorities say it was clear he was inspired by isis. new at 11:00, relief from rising gas prices could be on the way. tonight crews reopened a pipeline that had to be shut off because of a leak in alabama. the leak spilled up to 336,000 gallons of gasoline, and the subsequent pipeline shut down triggered a gas shortage. and fuel price increases across the south. it will take several days for fuel supplies to get back to normal. and that pipeline leak also pushed up the gas prices here in our area. according to triple-a, mid-atlantic, the current prices are $2.34 per gallon in pennsylvania and $2 in new jersey. delaware has been hit the hardest by the leak. there the average per gallon is $2.20. today the national average is $2.21 for a colon. take a look at a green blanket covering part of the schuylkill river right there.

skyforce10 captured these images earlier today. >> the strange shade has plenty of people wondering what's in the water. well, the answer is something called duck weed. it's a harmless plant that grows in slow-flowing areas of the river. recent rains caused to break up and flow drown stream. it popped up like this last month too. it's not harmful. in fact, they say it makes for a good meal for many of the animals along the schuylkill. the water department says the green stuff will disappear once the temperatures cool down a little. >> let's find out when that's going to happen from erica. >> we do have cooler conditions on the way. however that's not going to get here until the weekend. right now the last night of summer 2016, lets enjoy the conditions are mild and comfortable for tonight. if you look at the bottom of your screen, you will see your local neighborhood forecast. otherwise, so long to a sizzling and rather impressive summer 2016. the second warmest consecutive june, july and august on record and the warmest august in

history. pretty impressive there. our weather headlines include a comfortable night in the forecast. calm northerly winds through the entire wind. throughout the early morning hours, we will see areas of patchy fog, especially likely for burlington and mercer counties. otherwise mostly sunny skies for tomorrow the first day of fall, officially at 10:21 a.m. notice temperatures drop just a little bit on friday. we're keeping it mainly in the low to mid-80s. a few upper 80s. philadelphia averaging at 86 degrees, then cooler by saturday. into sunday, as a cold front sweeps on down from the northwest, a massive high pressure system will keep that cold air in place. here it is, unseasonably warm for now but much cooler temperatures on the way, especially moving in saturday into sunday. in fact, i do expect a gusty saturday in the forecast. so keep that in mind. get those jackets handy already. so philadelphia right now a pretty nice night in the forecast. around 1:00 a.m. we'll see temperatures already in the 70s and then upper 60s by about 4:00

a.m. so overall a very calm night in the forecast and for tomorrow a nice warm day. upper 70s along the shoreline. some mid-80s as well. a very nice day in the forecast, again, for the first day of fall. temperatures certainlily alove average for this time of the year. i do think we'll see partly cloudy and mostly sunny skies. so lots of sunshine in the forecast. certainly something to look forward to. so your ten-day on 10 looks like this. i added a few more clouds, especially likely on friday into saturday. i do think central new jersey will see a couple of scattered showers on saturday. notice these temperatures dropping saturday into sunday, and certainly by monday. more sunshine on sunday, so that looks pretty impressive there although temperatures will be cooler tuesday and wednesday remain dry. it looks by next friday into saturday, we will see a couple of showers starting to develop. so notice that those clouds are already starting to develop.
