you will only find it here on nbc 10, and it's picking up some of the showers getting closer to sussex county, getting closer to view, we have more showers and storms approaching from maryland, so we track these storms, they're mostly moving arrange 25 miles an hour. if you're in hartley, expect it close to 6:00. dover, 6:18. the heavy rain in some cases could include lightning too. another area of rain is about to move into sussex county too. milton 6:07. so again we're going to be watching all of that very closely for the rest of the area. pretty much some spotty light rain. unless you're in lancaster county, you dealing with showers. close to a half an inch an hour, with some of the heavier rain, if you go farther south, we have some of the higher precip rates almost two inches an hour, but that's pushing it a little bit.

the good news is that these storms are not sitting around for an hour, they're moving through quickly. we have some light spotty rain, except for this one area i have been talking about, with heavy rain and thunderstorms approaching maryland and approaching the delaware area, that's where we're going to see precip rates going up even higher right around two to 2 1/2 inches potentially. with a closer look at the timing tonight into tomorrow morning. glenn "hurricane" schwartz is standing by. >> we have some computer models that have been following that area in virginia and maryland very accurately up to this point. and if you can track it for the first couple of hours accurately, you have to assume that's going to continue to be pretty good. now this is at 6:30, as we go through the afternoon, and into the evening hours, and that is going to allow this area to move

up to the northeast, there's 6:30, dinner time, just getting up through dover, look at some of the heavier rain coming up through the philadelphia area, as we go through the evening. but then another batch, even bigger area starts coming up from the southwest. overnight and into the morning rush. let's go there 5:30 in the morning, some patchy areas of very heavy rain, especially in delaware. that's where the heaviest is going to be. the temperature kind of leveling off, we go into tomorrow, 64 degrees in philadelphia. i have a high of 65 for tomorrow. in some of the suburbs, chester, montgomery, bucks county, not even 60 degrees tomorrow morning. and onlyi ingetting up a littlet beyond. temperatures way below average, plus it's windy. the other thing that we're

following in weather, tropical storm matthew, just formed, entering the caribbean sea, it's a very large storm right now and expected to strengthen. sheena will have more on that in just a few minutes. >> we have been talking about storm ranger 10 and how it gives us the best forecast for your neighborhood. out live in dover, kent county right now, with meteorologist erika martin. that's coming up at 5:15. right now, we're getting new information about the information we have been following out of south carolina. >> two children and a teacher have been hurt in a shooting in an elementary school there. rosemary connors is monitoring the latest developments from our breaking news center. >> we are expecting authorities in south carolina to give a briefing on the situation any minute now. here is a live look where that briefing will happen. we have just learned that the governor of south carolina nikki

haley is on her way here. video from outside the school show people running away from the building. here's what we know. the victims are two students and a teacher. we're told the students' injuries are not life threatening, but we don't know the teacher's condition. a teenaged suspect is in custody. authorities are also investigating a death about a mile away from that scene and it appears to be connected to the school shooting. parents say this is their worst nightmare. according to one woman, her daughter hid in a bahama throom the school. >> she hid in the bathroom. i'm so scared, i don't even want her to go to school now. >> reporter: this is all happening in a school just outside of greenville in a very rural part of the state surrounded by farms. we are expecting that media briefing, that briefing to the public, coming up in the next few minutes here.

we'll continue to monitor it and as soon as we get more information we'll pass it along. we are not finished with breaking news right now, this a decision 2016, hillary clinton is the winner of the first presidentialal debate. that's according to a released minutes ago, data from the nbc/survey monkey poll, says that 56% of those who watched the debate thought clinton did the best job. and 21% said that trump did the best. but a win at the debate means nothing without a win of course at the polls. >> so hillary clinton is using all of her recourses to get out the vote. >> reporter: michelle obama saying that a candidate doesn't

we have new information on an elementary school shooting that ended in the injury to two students and a teacher. >> when i saw you just about ten minutes ago, we were waiting for information. i did just get more information.

it happened today around 1:45. someone with a hand gun entered the school and injured two students and a teacher. the two students were shot in the leg and foot. the teacher shot in the shoulder. no word on the extent of their injuries. the suspect was and prehelped immediately. deputies were on scene immediately, the suspect was arrested, taken into custody by 2:00 so within 15 minutes of this incident beginning, the superintendent of the district thanked law enforcement and school employees for preventing this from being much worse. as i mentioned ten minutes ago when i saw you, authorities in south carolina were also investigating a separate shooting that happened near the school. it turns out it was a shooting death and police say that the victim in that case appears to be the suspect's father. so to recap. we know that there was this school shooting in townville, south carolina, two students and a teacher injured. they are now in the hospital being treated for their

injuries. a separate investigation but appears to be connected, the suspect's father was shot and killed near that elementary school. we'll bring you more details when we have them. sky force 10 is also live over breaking news in center city where someone has been struck by a train. this is happening on the tracks at the race vine station. there's no worth on the person's condition, but septa says all trains are by passing that stags. we will continue to monitor the situation, but again, a person has been struck by a train at the race vine station in center city. there was a flag folding ceremony today to honor law enforcement and firefighters memorial. 112 american flags that once

county, light to moderate rain and as we go a little farther south, the poconos, finally clearing out of the heavier rain, but we still have some of those scattered showers, light to moderate showers hanging around the poconos. now the rest of the area for the most part, we're in quite a bit of a break right now, but we do have that heavy rain that you see, just down to our south and southwest. this is all moving through virginia, up near the d.c. area, into maryland, a lot of thunderstorm activity here, so we are going to being this to approach delaware, potentially parts of south jersey as we go later this evening. this is a live look at rehoboth beach. live look out at center city in philadelphia, 67 degrees currently, by 7:00 p.m., still around 6 degrees, and by 10:00 tonight we could certainly see some showers moving in, 66 degrees, and we're not going to get far out of that temperature

as we go into tomorrow, tomorrow's going to be a rainy, chilly, day. there you see the rain and even on through tonight, the rain hanging out, some of it trying to move in from the south. tomorrow for the commute, we'll have showers around, the heaviest could be just off to our west, but we could see some heavy rain locally which could lead to flash flooding, then we go into thursday afternoon and evening, there you see the heavy rain again, mostly west and southwest of the area, some of that also could be moving in into friday morning, a rainy friday morning commute. now we look at friday afternoon, the rain still continuing. we have that rain out in delaware, chester, burks county, with some heavy rain that could lead to localized flooding. saturday afternoon we're still looking for the cloudy pattern with the rain chance. take a look from now through friday afternoon, the highest rain amounts should be confineded to parts of delaware. there you see chester county,

governor tom wolf wants state lawmakers to fight back on

a series of bills to fight opioid and heroin addiction. in his address, governor wolf said together he and law makers can take a stand against the disease. he says every day, ten people die from an opioid overdose in pennsylvania. the bills would require doctors to check the prescription database before they prescribe opioids. it also requires insurance companies to cover medicines to deter opioid use. >> in a lot of ways moving very quickly to help health care providers do what they need to do and helps understand the options they have. >> there's already more than $20 million in the budget for 45 treatment centers throughout the state. the governor says all of them should be up and running by january.

get ready for the rain. you look at our camera on the philadelphia skyline. >> storm force 10 is tracking the rain not only for the next several nights but tonight. >> we're mostly dry across the area, but delaware is dealing with heavy showers which is where we isn't stormranger10, in the heart of kent county, right near dover. it's not a stationary radar, it is the only mobile radar on wheels and that is why we're able to see now a more detailed picture of the storms moving in from maryland. so a lot of thunderstorm activity there, and it's approaching delaware at the moment. we even have some more showers and storms from our south and west about to month in too. here's the first tracker on some of these storms, tomorrow we can expect this one around 6:18,

moving around 20 miles an hour. wood land beach around 6:58. this whole cluster to our south is slowly approaching delaware. much of our area on the drier side, although we are seeing the clouds around. if you're in lancaster county, you're seeing some rain heading your way. about 2 1/2 inches possibly an hour, we do have some heavy rains in these storms, but some sprinkles most likely in our pennsylvania suburbs and for the philadelphia area. going to change over the next several days. we have a rainy pattern fover horse of our area, one to two inches maybe more as we go through the rest of this evening. we do have a first alert out for chester county, berks county and all of delaware.

>> we have all of delaware in that first alert and delaware is going to be the place that's going to be hardest hit first with that area that sheena was just showing you down in portions of virginia and maryland. and by 7:00 tonight, it is coming into our area northeastern maryland, there's dover, coming into newcastle county, going right up toward the philadelphia area, so the rain is going to get heavier as we go through the evening. that first batch is not the end of it. later tonight into chester county and berks county, two other counties in the first alert. you can see that the heaviest of the action is farther to the west, and then as we go into the morning rush, more areas of showers and storms. the temperature down around 65 degrees by 4:00 a.m., some thunderstorms during the night, but then the temperature is not really going up very much, after

berks county and chester in berks county as we go through the rest of this week as well as delaware. there's the area of showers and storms that i was mentioning that we're watching, it's all extending to the south closer to richmond, and that's all moving to i would say delaware. but like i mentioned, the first alert is out for chester and berks county and all of delaware, and that's through friday. keep the umbrella handy over the next couple of days, temperatures on the chilly side, it will be a little heavy at tiles, and with that rain, we'll see some possibly flash flooding. here's future weather, so if you're heading out this evening, scattered showers staying in the forecast, 10:30, we could already see some of those storms moving into parts of delaware and we will watch to see if they make it into new jersey. tomorrow morning, rain for parts of morning commute. i think the heaviest could be

>> we're also talking about that stormranger10, we drove it down towards dover in camden county. this is where we start to get a closer view, a more detailed view of this storm heading our way. it's the only mobile radar and we're now able to see these storms moving in from maryland, one area of heavier rain, that's going to be moving into kent county soon, if you're in walker, 6:29, collins beach 6:40, aside from that, we have showers in west chester county, and camden county. we'll zoom into lancaster county, a little over two inches an hour, so heavy rain in lancaster and moving into parts of berks county now. a lot of cloud cover, maybe some drizzle here and there, but we are watching more, this area of thunderstorms approaching from the south and west. the precip right here, anywhere
