philadelphia. >> my driver's test is coming up on october 25th and i'm not going to take it. all right and more details about proposed changes in the wake of deadly crashes on roosevelt boulevard. this latest crash comes more than three years after an accident claimed samarra banks and one of her three sons. earlier this year, a local lawmaker called for cameras to catch speeding drivers along roosevelt boulevard. those cameras would log speed and then automatically send the ticket to drivers who went at least 11 miles an hour above the speed limit. ted greenberg spoke with taylor after today's crash, we'll have

after a chilly start, it turned into a pretty fabulous fall friday, plenty of sunshine made it a beautiful day for a bike ride or a stroll along kelly drive in fairmount park. not a bad day at the beach either, here's a look at shore down cape may where it's shaping up to be a good start to the weekend. >> nbc 10 first alert chief meteorologist glenn "hurricane" schwartz now tracking the changes in the weekend weather. >> beautiful blue skies out there, a lot of sunshine, we have dry air, we have light winds and that means there's a chance of some frost later on. we're starting off on the chilly side, despite the sunshine. 65 degrees in philadelphia now. and in much of new jersey, much of delaware, pretty close to that in the lehigh valley also. frost advisory in effect for almost all of the southern half of new jersey and all of the

pennsylvania counties, pretty much north and west of the urban corridor around philadelphia and wilmington. so as we go through the night tonight, it's going to be pretty clear, but in the city, lows in the mid 40s, but in the suburbs, chester, montgomery, bucks county, many places, 35, 36 degrees, lehigh valley, down to 35 degrees and some areas of frost first thing in the morning. not quite as cool in parts of new jersey and certainly not as cool at the jersey shore. we are going to be warming up by sunday and that's nothing compared to the warmup we're going to see next week. wait until you see that in a few minutes. 20 minutes of nonstop news continues with new details in a student death investigation. >> a 17-year-old student at wordsworth academy got into an argument about an ipad shortly

before his death. >> what are investigators telling you today? >> reporter: at this point, they're telling us that that 17-year-old, the name not being released yet, got into a fight with school leaders, he became so combat ty, that he was in his room, he was tossing around furniture, he was damaging fixtures and when staff started restraining him, he became unresponsive. >> it happened on the fourth floor inside wordsworth academy. sources familiar with the work done here say it's a place for kids with behavioral issues. police tell us the 17-year-old was in the residential treatment program, and he was on the fourth floor when the staff started looking for a missing ipod. the student became irate when the staff member found the ipod in his room. on sight medical personnel were in the room at the time he

became restrained and he was unresponsive. >> has he ever had to be restrained by anyone? >> they always call you back no matter what time it is. this is what happened, here's what he did and he's okay now. >> this is a woman whose son is in the residential treatment program. she says he'll stay in the program. >> i don't have a problem with him staying here. >> philadelphia police are investigating and an autopsy will have to be performed to determine what led to the teen's death. investigators want to know if any medical conditions could have been a factor. what training staff had here and if staff followed all policies when dealing with the student. a spokesperson for wordsworth has reesed statements throughout the day saying they can't comment specifically on the

investigation, saying that could take days even weeks, but she does say that all programs here will continue throughout the investigation. a school bus crash in delaware sent four students to the hospital. sky force 10 flew over that scene where police tell us the bus crashed into a minivan. it happened on the pulaski highway. we have new details about the stabbing death of a philadelphia man whose apartment was set on fire, 52-year-old tena marie vanderhorst. police say he stabbed vanderhorst 37 times and returned to his home setting her body on fire. these people were waiting to get into the store in fairmount.

along with the whole foods, features luxury apartments, cvs. this is the latest development project just behind the comcast innovation and technology center. 20 minutes of nonstop news continues with contamination at a delaware elementary school. staff members are afraid that mold has caused health problems for students as well as staff. tim, you went on a tour, i know inside today, what were the conditions like? >> reporter: it's a work in progress, i have some allergies and they didn't go crazy when i walked in, and district leaders say things are getting better day to day, but the problems are not gone for parents and teachers. >> mold, mildew, mice, maggots. >> reporter: those are things you just don't want to have at your kids' school. but they have them at pulaski

elementary. by most accounts, it's be mold and what some people say it does to their breathing. there was a water line break back here in the summer. >> the cleanup obviously that was done was not sufficient. and water laying over time causes mold to grow. >> in a letter to parents, casino district parents say that three rooms where the mold was found are now off-limits. we found -- the district hired two outside environmental consultants to monitor the air quality and the state health department walked through early this morning. per the teacher's union request, they're now monitoring air quality in every other room of the school. the superintendent said if think place were dangerous he would lock the doors and move everyone out of the school. >> reporter: would you let your

kids or grandkids go here. >> yes. >> reporter: they want to monitor mold spores to make sure the situation has improved. and they're going to check other buildings in the district just to be safe. just a little while ago, the kids were let out of school for the weekend. we talked to moms and we're going to see what they had to say about all this coming up at 5:00. we have some breaking news just into our newsroom, heads up travellers, the department of transportation today issued an emergency order and banned samsung galaxy note 7 phones from all planes. that means you can't carry them on the planes, you can't put them in your checked baggage, and you can't ship your phone. staying on track to graduate, that's the goal of a new project launched at

frankford high school. a project that brings together educators to provide teacher coaching, mentoring and other student support. in just days septa will decide whether to go on strike. if it's approved, it -- trolly operators will hold a vote on sunday, the strike will begin on november 1. if there is a long strike, workers will not return on november 8, which is of course election day. the union is fighting to increase the amount pensions are capped at. honda is recalling 360,000 civics because of a problem with the parking brake. the brake may not work if it's applied immediately after turning the engines off. it's applying to the 2016 coupes and sedans. honda will repair the cars for free. amazon is amping up for its

perhaps a little bit warmer tomorrow and then significantly warmer on sunday. 65 degrees right now, that's pretty close to the average this time of year, the average high is 67. 63 in some of the pennsylvania suburbs. let's head into delaware right now and see how the temperatures are doing. 65 in wilmington, 65 in odessa. 61 in newark, 65 in middletown, 62 in georgetown and millsboro, and rehoboth beach and dewey beach. patchy clouds coming in overnight. lots of sunshine tomorrow, and not quite as much sunday, but a good bit. and then the 80s come back and not for just one day either. right, there's that frost advisory again for much of new

jersey and many of the pennsylvania counties outside the i-95 corridor. we have dry conditions, few high clouds down to the south. also up to the midwest. no significant fronts on the way. and that means that the eagles are going to be have been some pretty nice weather on sunday in washington, they're going to have temperatures in the 70s, mid 70s by the end of the game. so it's above normal temperatures. we're going to be about 74 degrees in philadelphia sunday. but look at monday, 80, 83 tuesday, 84 wednesday. you can check out your own seven day forecast at the bottom of your screen by the way, see how many of the areas are going to be in the 80s. as we go through the night tonight, we cool off pretty fast, as soon as the sun goes down, and by midnight, we're down to 42 degrees in allentown and also in redding. and as we head toward the morning hours, look at some of these 30s, 36 in redding, 38

right now at 4:30, a push to fix the trouble on the tracks. this troubled new jersey tracks in hoboken has the -- crash investigators say the technology known as ptc could have prevented the crash from ever happening. >> right now it doesn't exist on nj transit's tracks, mitch blocker has been following the impact of positive train control since the amtrak train wreck last year. >> at this point new jersey's constitutional delegation is calling on the federal government to give new jersey transit $10 million to it can put positive train control on its tracks, they're asking for money -- that accident killed one person and injured more than 100 others, but secretary fox

says the government is not prepared to pay for the safety upgrade. of course the nbc 10 investigators first told you that new jersey transit is one of the last passenger railways in the country without any progress installing positive train control. the railroad has refused every request we have made to talk about that subject. the latest accident now has the attention of the state's constitutional delegation. >> i find it inexcusable when there are 100,000 lives every day riding on new jersey transit lines that we don't have -- it seems to me the top safety record. the record that at one time we did have. the system that once was the envy of the nation. >> now new jersey transit's train data for that accident in hoboken, it shows that that train was going twice the speed limit just before crashing. we first started investigating positive train control last year after the 188, the amtrak 188 crash in philadelphia, that train was also going double the

speed limit when it derailed. the wreck killed eight and seriously injured dozens more and experts say that positive train control would have prevented that crash, since that deadly derailment, amtrak has installed ptc technology. positive train control prevents accidents, they have been recommending that it be installed throughout the country for years. for is investigators, i'm mitch blocker, nbc 10 news. to our weather now and a cold morning gave ray to a pretty great day, lots of sun out there as people headed out there to do some shopping there in ardmore this friday afternoon. look at this, fall foliage on full display in the poconos. it is getting there. live look from our camera in camel back mountain. have you seen the changing colors there? it's a great time to take a fall

all right, let's take a look at the headlines now at 4:30, philadelphia police continue to investigate the death of a 17-year-old student who died at the wordsworth academy today, the teen may have been put into a head lock by a staffer trying to restrain him. the school says they're shocked and saddened but can't comment about the situation. two teens are dead after a wreck on roosevelt boulevard. the car collided with the suv and a 16 and 19-year-old in the car were killed. and the boulevard is considered one of the most dangerous roads in america. septa union will decide if they will vote to authorize a strike. if approved, workers would walk off the job november 1. they will not return on election day if an agreement is not reached. they are asking for a higher cap on pensions.

we have a frost advisory tonight, we're starting off at a low level and with the clear skies and low humidity, the temperature will drop significantly later. most of new jersey and a lot of pennsylvania aside from the i-5 corridor itself. here's the future cast hour by hour and we're not seeing any kind of rain approaching even during the day saturday. there's something at the top of the screen as we go into sunday, but that's a long way away and even by monday, this stuff may not make it all the way into our region. so, what is going to make it, temperatures in the 80s and we're not just talking about one day of it. we got the 68 tomorrow, 74

sunday, then near 80 monday, tuesday, wednesday look pretty likely to be in the 80s, wednesday's record high is only 80 degrees. so we have got a real good chance of breaking that record as we go into the middle of the week. the warm air, coming in from the midwest there's no real cold air on the map, not in this part of the country, look how much of the country is warm on tuesday. and even into wednesday, now starting thursday, that warm air starts to move out, and the end of next week is going to be drastically different from what we're going to be seeing in the middle of the week as you'll see in the 10-day. temperatures go down pretty quickly tonight. into the 30s by tomorrow morning. and patchy frost in many parts of the area, especially the usually colder spots.

and then we're all in the 60s tomorrow, but getting closer to the 70-degree mark in many cases. weekend forecast showing how much warmer sunday is, we could see some fog first thing in the morning, some low clouds, but temperatures rebound nicely as the sun comes out during the afternoon. now here's that 10-day forecast, there's the 80, 83, 84, sunshine, and then things change a little bit later in the week as we go through the rest of the 10-day. some rain coming in blperhaps a early as thursday and then the temperatures are going down, down, down, highs only in the 60s by next weekend. >> i thought the 80s were over. we're not going to see the 80s for another six months or so. >> we have seen records of 80 plus, so it's not that unusual, but wednesday we may just break a record. the susan g. komen three-day
