university for $4 million. he claims penn state ruined his coaching career and personal life after he reported witnessing sandusky's abuse to school officials. he also testified against sandusky, who was convicted of child sex crimes. now to new jersey where one of the defendants in the bridgegate trial is on the stand now. bill is testifying in his open defense. he and bridgette kelly are facing fraud and conspiracy charges. they're accused of closing lanes on george washington bridge to create gridlock in an effort to punish the democratic mayor of ft. lee for not endorsing kris tee in 2013. both blame david wildstein for the scheme. he has testified against both of o them during this trial. from our jersey shore bureau, atlantic city is is facing a deadline today in its budget crisis. published reports say the city must misubmit a revised

spendinging plan. they introduced a budget in august that was less than the previous years, but still called for millions in transitional aid from the state. new jersey officials have said they have concerns with that plan. today, philadelphia city council members want to hear from you b about changing tobacco regular laces. the city says it wants to protect teens from being targeted by big tobacco companies. officials want to increase the speed of businesses who sell tobacco from 50 to $300. the city would use the extra money the hire more inspectors. if you'd like to weigh in on this, just check the nbc 10 app for the details on tonight's meeting. this morning, we're leerning uber and lift are trying to reach a permanent legal agreement with the city of fill. the pennsylvania legislation could be looking at a bill to legalize the ride sharing compa companies as early as tomorrow. now, you may remember earlier this month, a judge reversed the legal ban on uber. the ruling didn't include lift, but the company has said that it
