good evening. i am kristine johnson. >> i am maurice dubois. charges against a brooklyn man accused of bribing officers. marcia kramer is live in lower marcia. >> reporter: kristine and maurice, the head count stands at nine members of the nypd and one civilian. ongoing federal corruption probe. three of the nypd officers were removed from their post. the civilian was arraigned minutes ago. lichtenstein is in the center of the latest shoe to drop in the probe. the guns are sold to people who might not have gotten them otherwise. he is charged with offering $6000 per license and selling them for 18,000.

he reportedly bragged he used nypd connections to obtain 150 permits. 150 permits at $6000 meant he paid an estimated $900,000 in bribes. on the recorded conversation, alex lichtenstein said i want to repeat myself. i am not bribing you. the officer responded shaya of course you are bribing me. let's be frank and honest here. this talks about a sargent who worked at the licensing division for over a decade and was friendly with an unidentified commander who did not work in licensing but spent considerable time there with the sargent. the commander allegedly brought him to the division and introduced him to strike up a relationship. an officer who works at the licensing division said from june 2015 to december 2015 he was at the division two times a

sargent's desk. the sargent "frequently bragged about relationship with the commanding officer" and the jewish community. nypd took immediate action. the head of the firearms licensing division was transferred to administrative post. bratten took away guns and panels of two others in the region, villanueva and ochetal. he just you walked out of federal court after posting $500,000 bond. he refused to speak to reporters, lit a cigarette and said "where is the car, where is the car"? he faces ten years in jail if convicted. >> thank you. we are following this developing story in mid town. falling debris from a building hit a woman on the sidewalk on 34th street near 6th avenue. it happened around 4:00 this afternoon. the woman was taken to the hospital but it is unclear how badly she was hurt. investigators are trying to figure out what the debris was

shock and anger over the hit and run death of a legally blind pedestrian. police are asking for the public's help in identifying the driver who left the scene. toni aiello shows us the surveillance video. >> reporter: an elderly blind pedestrian was killed on main street. people question how the driver could have left the scene. a long time resident and his wife say they often think twice about trying to navigate the busy road way. >> crossing the street is terrible. >> reporter: most businesses were closed at the time of the early morning hit and run. the surveillance camera was rolling at the nearby used car sales lot. >> he knows he hit him and just kept going, no remorse or regard for life, terrible. >> reporter: the camera captured the collision that

walked with his cane alongside the buy bicycle lane, images too graphic to show. this shows the driver moments afterward continuing on with obvious damage to the vehicle. >> it's a 2002 to 2005 blue or dark colored suv, ford explorer actually. the the police commissioner says the detectives are scouring local repair shops and hoping that the driver will turn himself in. some say they're fed up with the trend of hit and run drivers leaving the scene. >> that's horrible, especially for a senior citizen. that's disgusting. he deserves maximum penalty. >> family didn't want to speak but police say relatives told them he would usually ask someone to escort him leaving unanswered why he did not on this occasion. toni aiello, cbs 2 news. new york state senate passed a measure increasing penalties for hit and run drivers but the bill stalled in

police arrested a suspect in a murder at a city homeless shelter. this comes as slashings and stabbings continue to alarm new yorkers. hazel sanchez is live in gramercy park. >> reporter: william smith, the suspect accused of killing a homeless man in a shelter and slashing a cabby is being held at the 13th precinct station house. homelessness and slashings are a prominent problem but the mayor says the city is working on it and there is no reason to panic. police say 53 year old william smith is under arrest, accused of slashing and killing a homeless man inside the bell view men's shelter on east 30 30th street friday morning. less than a day later, slashing a cab driver he was trying to rob. >> there is a horrible problem that needs to be fixed, but it can't. people have to be somewhere. >> reporter: homelessness, slashings, stabbings, big new york city problems that clashed

and on sunday a time's square alliance worker stabbed near cross of the world, the suspect a homeless man. >> something can be done. but at this point, i feel everybody is cragging their feet -- dragging their feet on things. >> reporter: there have been increased patrol and after the 90 day review of homeless services, nypd is training shelter security. >> they're very much on the case and proven they have continued to drive crime down for 20 years. >> reporter: the district attorney recognizes the growing problem of homelessness and violence and says the issue is deeper than what weapon they use. >> there is no single answer but what i see leads me to conclude that focusing on mental health will be part of the solution. >> we are continuing efforts to determine if someone has a history of violence and history of mental health problems how we identify them early and get them the mental health support they need or if they are not

justice system, how we expedite what the criminal justice system is doing with them. >> reporter: police say the suspect, william smith, was quickly identified because he left his wallet and cell phone inside the cab of the driver he allegedly attacked. that driver is expected to make a full recovery from his injuries. >> thank you. to the latest on the zika virus. new york city health officials are taking steps to prevent the virus from spreading. they plan to increase surveillance and trap mosquitoes to test them. they're launching a public awareness campaign. 40 people in the city are infected with zika. six of them are women expecting babies. however, the mosquitoes spreading the virus have not yet been detected in this area. >> no one has been infected in new york city by the zika virus. the only people who have it here contracted it elsewhere and brought it here.

dangerous for pregnant women because it can cause serious birth defects and even fetal deaths. residents and business owners in bush wick brooklyn are in an uproar over mta renovations. the agency says they have to leave their homes for months so crews can work on an elevated line. the residents are telling cbs 2 a lot of this is news to them. >> reporter: an overhead maze of subway off mutter al avenue where the trains converge and unlucky residents living in the middle of it will have to get out. >> we haven't heard if it is happening or if we will have enough notice to move. >> reporter: it is happening. mta says these 26 homes and two businesses will soon have to relocate for six to ten months during m train renovations. mta board green lighted the relocation march 23 but weeks later many affected residents say the most they have heard are neighborhood rumors.

going to throw it on us and be like oh, by the way, you have to get out in a month. >> reporter: mta tells us it notified residents last week. when we showed tenants at 1156myrtle avenue minutes from the decision, they said it was news to them. >> this will affect me. >> reporter: construction is scheduled to start june next year to demolish and rebuild what's called the myrtle avenue viaduct. >> we know this is a terrible inconvenience to residents and it is disruptive to their lives. >> reporter: mta says they have hired a consultant and will compensate for relocation. >> there is a lot of stuff in here and a lot in the basement. moving that would be a real challenge. you know, you can't fight city hall. >> reporter: mta does have

properties from owners and reselling them once the project is completed. >> mta says it does not yet know exactly when residents can expect to need to move. a commuter alert. lengthy delays on the morris and essex line after a person was hit by a train. chopper 2 is over the scene. new jersey transit tells us a woman was struck shortly before 5:00 p.m. at one point the line was closed in both directions. however trains are starting to the circumstances about the incident do remain unclear. campaign 2016. tomorrow is the day new yorkers get to make their voices heard on the presidential primaries. the polling spots in most areas will be open from 6:00 am to 9:00 p.m. long island. the exceptions are dutchess and sullivan counties where the polls will open at noon.

central park was 20 degrees above average. what's going on? here is this high pressure system that's been giving us day after day of beautiful weather. this high gives you the nice dry conditions. it's still in force tomorrow but this low is going to be dropping in from the north. the high will erode a lot of the moisture within the front. there is a chance for a little bit, maybe a sprinkle in the morning. for the most part you will keep it on the dry side. you will deal with winds from behind it from the north and northwest. that combination is dry conditions with winds and you have a fire weather watch for the area, primarily tomorrow afternoon. you could possibly get that morning sprinkle and humidity would be too high for fire weather watch. not by the afternoon. tomorrow afternoon you have to be careful with an open flame. you are waking up to more clouds than you have now and there could be a passing shower out there. 57 is your starting point. the high temp tomorrow is 69,
