victim as robert keith iii of west bridgewater. the 58-year-old was killed late thursday night when he veered off 495 south. the car crashed into trees and caught fire. police are still trying to figure out why the car went off the road. doug: 5 investigates this morning, and we're learning that two new deputy commissioners are now in place at the state's department of conservation and recreation last friday, matthew sisk resigned as d.c.r. deputy commissioner when this video surfaced showing him using lights and sirens to cut through traffic in his state vehicle. back in august, sisk and his boss, leo roy, were suspended when 5 investigates started asking questions about a july v.i.p. party when guests were driven to the hat shelf in state-funded golf carts. three other high-ranking members

noise and file a class-action lawsuit. announcer: now your stormteam 5 forecast with meteorologist mike wankum. shayna: we're just looking outside. it looks like the sun was going to peek through. it's been dry so far. what's in store? mike: we have some rain tomorrow. it all has to do with this thing. way down the coast, matthew is spinning. it's going to make a right-hand turn and miss it, but it has a plume of moisture that will try to work its way into the southeastern part of the e. maximum sustained winds are 105 miles per hour. it is battering the coast of the carolinas right now, getting reports in around hilton head, wind gusts of over 80 miles an hour right now. this storm system will track its way up to north carolina and hang a right. you say how is this going to impact us? think of that hurricane as drawing in a lot of moisture, tropical moisture at that, all the way along the east coast. so we have this cold front coming in from the west. typically, that would come through, we'd get a few

because this is dragging up all this moisture around us, we have a chance for enhancement to that rain, primarily, though, over the southeastern part of the state as we head toward tomorrow afternoon. it depends on the tracking of that front. but this morning we're starting out with basically clear skies. there is patchy fog. here are the areas where we're seeing the thickest fog. visibility down to 1/4 mile. you get outside that fog or look straight out, crystal clear skies this morning and a hint of sunshine. sunrise this morning is not until we get to 6:49. but we still 52 degrees right now in boston with a southerly breeze at 7 miles per hour. temperatures are not as cold as they've been the last couple of nights. we've seen lows this morning into the 40's and 50's, but the last couple of days, we've seen it into the 30's. today we start with that sunshine this morning. we go to some clouds this afternoon. it's a thin overcast. i think you'll enjoy today. 66 to 70. then tonight we start putting some showers into the forecast. a little patchy fog again. notice the temperatures. they don't get that cold as we head to the overnight hours.

8:30 in the morning, there's that front coming in. there are the scattered showers. remember, this moisture is sitting out there as well. so as this system comes in, this is 8:00 as we talk about tonight and then as we head toward tomorrow morning, see what happens? that plume of moisture, the main storm is way down here, but a little plume of moisture working its way up, working with this front. you see where it's focusing. right down toward the cape and the southeastern part of the state. to the north and west, not going to see anything out of this whole deal. then it pushes through. by monday we are talking about sunshine moving in. and look how dry we are. over 10 1/2 inches in boston. so today fading sunshine, but not a bad day. temperatures into the upper 60's. inland will see temperatures into the 70's. then we get that chance of showers. think of it as two parts, one band of showers tonight. tomorrow we watch for moisture coming up. this is the map at 8:00 tomorrow morning. it's focusing southeastern part of the state. it might get to boston and that's about it. north and west, you're probably not going to see much. this will sit down here most of

murdering her husband in roxbury. karen edwards appeared confused when she faced a judge yesterday morning, even asking the court why she needed a lawyer. police say she stabbed her husband, collins edwards, in the chest after an argument inside a home on wensley street. the defendant's behavior in court has now prompted an in-depth mental review. >> the doctor here from the west roxbury court clinic did evaluate opinion that further evaluation must be done regarding the issues of competence. shayna: edwards is being held without bail pending the outcome of that evaluation. doug: here's an interesting idea. police in new bedford are asking for help in keeping tabs on surveillance cameras in the city. they've asked residents and businesses with cameras to consider joining a registry. police say the program is voluntary, and the information on the cameras will be kept secret.

police solve crimes faster even though they wouldn't have direct access to those cameras. shayna: two football coaches suspended without pay after a player claims he was assaulted on a team bus. they were returning from an away game. police pulled the bus over in concord after a player called 9-1-1 and reported that his coach had assaulted him. the superintendent says both coaches on leave. >> the police were called and investigated. we take these incidents seriously. it's going to be done quickly. we will follow up. shayna: it's not clear if either coach will face charges. doug: an 81-year-old amherst grandmother is speaking out after a marijuana plant was taken from her backyard. margaret holcomb says she uses marijuana for medical purposes and believes it has helped her

wankum. mike: matthew has now departed florida and headed toward the carolinas. what we're seeing is a little wave action. you're going to see more and more of that over the next couple of days. the surfers are lining up and they're going to be out there in force the next few days. the waters are going to be dangerous, but those surfers are prepared for what's going to be happening. keep that in mind if you're taking a stroll near the ocean. here's what's happening right now with matthew. it's spinning off the north carolina coast. almost looks like that right turn will drag these winds offshore. so right now, the area in red you see is where we're seeing maximum sustained winds that are hurricane strength. this will work its way up along the carolina coast. by the time we get to myrtle beach, that should be the end of it. we're talking about later on tonight. the hurricane winds will completely move off. we have seen wind gusts in the 80-mile-an-hour range. yesterday we saw over 100 miles

canaveral. we head through tomorrow into monday, it continues to diminish as it moves offshore. it's a category two storm right now. there's the right-hand turn. it becomes a category one, a tropical storm, and a tropical wave, just fading away slowly as it makes one big loop out there. but because this is churning up this part of the ocean so much, we get a lot of that wave action moving up along the east coast. we also get tropical moisture which tries to work its way up. you tight down here. it's drawing a lot of this additional tropical moisture over top of us. with this cold front coming in from the west, that could trigger off enhancement to the rain, especially as you look at the southeastern part of the state and the cape tomorrow. today, we're starting out with basically clear skies. there's patchy fog out there. that fog is going to burn away this morning. we'll enjoy sunshine for the first part of the day. then you'll notice this thin cloud cover hovering over top of us. it's going to be a fading

52 degrees. the dew point, 51. shows that the moisture is starting to lift up a little bit. the more moisture you have in the air, the better opportunity for rain in here for tomorrow. right now, temperatures into the 40's and 50's out there. not as chilly as the last couple of mornings, but a cool start. high temperatures today, if you're right near the shoreline, upper 60's. you get inland, we'll see lower 70's. looking like a pretty decent day. worcester 66 today. tomorrow we get that chance of some showers and much cooler temperatures moving worcester only to the 50's. through the south shore, temperatures into the 70's today. looking at the cape, we've got temperatures in the 60's for highs today. good chance of rain that we'll see tomorrow, but clearing away for your columbus day holiday. let's talk more about that rain and the threat coming in. what happens is this front comes in. it triggers off showers. there's that additional moisture. we get a round of showers later on tonight. we get a little round of showers tomorrow in the northwestern part of the state during the early part of the day, but

this is the map at 3:00 tomorrow. southeastern part of the state is most likely location for getting this rain. it all clears away on monday. so the two weekend days, today is the pick of the weekend. we've got temperatures climbing up, upper 60's to around 70 degrees in many spots and fading sunshine. and then tomorrow chance of some scattered showers but a good opportunity for some rain in the southeastern part of the state. that rain threat will be all day long. we have rain there. then we clear things off monday, tuesday, wednesday. nothing but suhi thursday. not looking at much of a chance. a cold front coming through with not nearly as much moisture to work with as the one moving through tomorrow. doug? doug: 4:00 game time, yea or nay? down 1-0 in the second inning, david price left one over the plate. lonnie chisenhall dings that one

in the way school districts negotiate private settlement agreements family by family to pay for the education of students with special needs. the vast majority of these settlements are found in the wealthier school districts. although the funds are provided by public tax dollars, these school districts fight hard to keep the information private. leading the battle for sunlight, one parent spent three years and almost $100,000 in a legal battle with the town of their private settlement agreement should be part of the public record. the massachusetts supreme judicial court agreed. when the settlements were opened, it was revealed every agreement was different and some parents negotiated a much better deal for their children than others. a free appropriate public education is guaranteed by federal law and shouldn't be closed in secrecy. while the plans may be personalized, some parents have 100% of the costs covered while others pay out of pocket. some families have transportation covered.
