of river and beach streets in haverhill. 5 investigates tonight -- a five-month investigation exposes officers on the clock while at home on the taxpayer's dime. ben: investigative reporter kathy curran looks at apparent wasted an agency lacking oversight. kathy: environmental police officer pat robert loads up a handful of fishing poles and is finally ready to respond for duty after staying at home on the clock for the first six hours of his shift. investigates discovered in our undercover investigation. some environmental cops at home on the taxpayer's dime, their take home state trucks parked outside. >> it's a complete waste of taxpayer money. right now it's a free for all. everybody does whatever they want to do. kathy: this person who's identity we're protecting is familiar with how the department works. >> there's no accountability. there's no supervision of any kind whatsoever.

massachusetts environmental police is to protect the environment and natural resources. they enforce fishing, boating and hunting laws and relocate wayward animals. but we found pat robert at home for hours at a time on multiple days while on duty. our cameras also caught him driving well over the speed limit when there was no emergency at all. his destination? boston harbor where he just sat , in his truck then he took a , stroll around the north end and eventually landed at mullaly and brian st. pierre were also at home during their shifts for an hour or more instead of out on patrol. ,>> that's a complete absence of any kind of management oversight. kathy: tom nolan is a criminal justice expert and former boston police lieutenant. >> these are well compensated people who are in a position of a lot of responsibility and they bear the public trust ultimately and this is violative of the public trust.

in charge. mcginn did his best to avoid an interview, but we caught up with him at the end of a work day. we have one of your officers at home for six hours. is that acceptable? >> we'd like to see that and we'll take action. kathy: but overall mcginn says he's ok with his officer's working from home when they're writing reports or washing their cruisers. so what would you say is acceptable for hours at home? would you say three hours at home? are taxpayers getting their money from your department? >> it all depends, it all depends what type of report they're doing. we're a very unconventional police force. kathy: it took the department more than two months to give us the time she records we requested. we try talking to the officers we tracked, but the state said they were unavailable.

ben: r now -- we all get that extra hour of sleep, but there are health issues connected with daylight savings time. daylight savings gets you an extra hour of precious sleep, but it can throw up our circadian rhythm. that leads to disrupted sleep and that can mean significant stress on the body, because what happens in those 8 hours a night affects nearly every system we have. and nobody can dodge daylight saving. but we can use the time before it happens to minimize its effect on our sleep paterns. good sleep habits and getting

one of the officers approached the car and that is when he was fatally shot in the head. it is an active scene right now. hundreds swarming that area. there are no identity on those officer shot at this hour. across the river at rutgers, the main campus in new brunswick. multiple stabbings reported on that people were stabbed at the business school -- that is the building right there. the school has been put on lockdown and people are told to avoid that area. again, new brunswick, new jersey, 45 minutes to an hour outside new york city off the new jersey turnpike. the suspect, who was also stabbed, in custody, now being treated. it is not yet clear how serious the other injuries are.
