the robbers using the same getaway car every time. >> like my mom is really worried and i just know that, like, if something were to happen to me, she would be jackie you're the biggest idiot ever. >> reporter: it started on february 7th. a 21-year-old student robbed at gun point by two men. then just this monday, a 22-year-old student walking back home along south overlook in cleveland heights fell victim. four guys jumped out of a dark gray suv, through him to the ground and took everything he had. they even threatened to hurt him if he didn't give the password to his cell phone. all of it unfolding around noon in a heavily trafficked neighborhood. >> i can't sit around hoping i don't get mugged. >> reporter: the robbers hit again the next day. this time right in front of the university circle police department. and once again, right in the middle of the day. >> pretty brazen. >> reporter: no matter who you are, it puts you on edge. and for students like tony, a sharp reminder.

and with better customer service. >> thousands of gallons of cleveland water at the north coast number one express car wash in westlake every day, but now because of this judge's ruling issued westlake mayor, westlake is now allowed to choose another water supplier. the mayor, the car wash owner and his customers, all believe it will significantly lower their water bills. >> absolutely should have a choice just like everything else in life, i think we should have a choice with who our supplier is. >> reporter:. the mayor says the ruling opens up the possibility could consider leafing the cleveland water system. >> we wouldn't be going forward if we can't save our residents money. >> reporter: but price isn't the only ire. the mayor says customer service is a big problem. a five on your side investigation uncovered cleveland water customers who were build thousands or water they never used. and the 44,000 customers given shut-off notices in 2005, there were 31 given customer reviews to dispute their bills.
