>> reporter: that incident on july 5. jack smith was near the apartment complex where a cable man was robbed at gunpoint thursday. he says that it is not a matter of if, but rather when. >> and it wasn't a big surprise because it seems like it happens a lot. >> reporter: cleveland police remain tight lipped at this hour regarding the shooting. we have confirmed, however, the cable man works for interspace technologies and an employee there did confirm one of their mail technicians was in fact shot. and coming up what neighbors have to say about the uptick in violence in their neighborhoods, a neighborhood filled with kids. their fears and their concerns for their communities. live in cleveland dhomonique ricks news channel 5. a program that could get hundreds of guns off the local streets are in jeopardy because of a shortage of cash. that gun buyback program was suppose to start today, but it is on hold and organizers are scrambling to save it. bob jones is live from akron. you spoke to the councilwoman

city? >> reporter: well lee in akron this year there have been 15 murders involving guns. that's more than double what the city saw this time last year. the city councilwoman we spoke with today says she realizes that the buyback problem won't solve that problem, but believes with more funding that it could help and the family touched by violence agrees. >> reporter: it is devastating. the amount of pain, grief that my family has endured and also countless other families. >> reporter: patrice smith lost her brother j. j. >> he wasn't a street guy at all. >> reporter: patrice would like to see more guns off the streets and a gun buyback program called piece for piece aims to do that. it was suppose to take place today. the idea, turning guns, no questions asked, no i.d. required. in exchange get a $50 or $100 gift card.

the hands of the young people. we do believe that a lot of them will turn them in if they know there is no penalty. >> reporter: akron collected more than 600 guns. but this time around there was a cash shortfall. $50,000 is needed to buy the gift card and only a little more than half of that has been donated by businesses and community leaders. so the event is on hold. >> we just didn't get the response that we had hoped to get from them. it is that they are unable to get the funding as needed. >> reporter: those that support the idea have heard the criticism that they don't reduce crimes. those turning them in are not the criminals, but patrice challenges those that call it ineffective. >> but what if it is not? just one person, one person's life could make the world a difference. >> reporter: and the councilwoman tells me that they are hoping for more donations as she hopes to know by mid- september whether she will be

gun buyback program. if so it will take place in october and at the word church in akron. live in akron bob jones news channel 5. well the high school football season will kick off around the state this weekend, but one local team, they are forfeiting their first game. the high school was suppose to play their season opener tomorrow night, but the varsity football team, they would forfeit toledo in st. john's because of the hazing scandal. they got several players suspended. but the alleged hazing happened during the overnight month. the suspensions last for one game. turning to the campaign trail at 5:00, hillary clinton and donald trump, accusing each other of racism this week. rob powers joins us with the new accusations that will be coming out of the race to the white house, rob? >> and after slamming trump in a blistering takedown in an event in nevada that they have release add new campaign ad, bashing their rivals relationships with black americans. >> and i have a great relationship with the blacks. that i have always had a great

public in mid-october just weeks before election day. lee? well hillary clinton may not be on the campaign trail today, but her surrogates are. union leaders from across ohio are gathering to talk up the former secretary of state. >> traditionally they are strong supporters of the democratic party. when it comes to the 2016 presidential election, unions themselves. today, the labor leaders would gather to the united steel workers to highlight the choices of what they face in this election. representatived were the steel workers and the state's building and the construction trades council. they talk about trade and outsourcing of the jobs, infrastructure, investment as they are with hillary clinton for sure. but the problem that they would face is donald trump's message that will resonate with a good number of their members.

the chase. abc lauren lister. >> reporter: this video shows a portion of the pursuit ending with a state trooper killing an unarmed deck driver 29-year-old daniel harris. in this newly obtained video you can see what appears to be harris' blue volvo that stopped perpendicular to the road. a trooper standing outside the car, suddenly the driver reverses pulling away, the trooper following. the chase ends tragically after seven miles, harris' charlotte, north carolina home. >> he stopped over here and then a few seconds later i heard a gunshot. >> reporter: police said they were trying to pull the deaf man over for speeding, saying that he didn't stop until making it home, getting out of his car. authorities they there -- authorities say that there was a brief encounter and he is killed by a single gunshot fired by trooper jermaine saunders. residence suggest that he may have been using sign language with officers.

investigation tonight. a big scare at the omaha airport in nebraska, where a man crashed a pickup truck. into a passenger plane. the drama started around 9:30 as the man was in front of the airport screaming that people were trying to kill him. the officers would try to calm him down, but he bolted, jumping a fence, running along the airport taxi way. at this point police say that he stripped down to his underwear and he got behind the wheel of a and running. >> one of our officers cut him off. he turned around and came back and drove under the jet bridge. he ran head on into the nose gear of the southwest flight that was parked at gate 17. >> now imagine this, that head- on crash happened while passengers were boarding the plane. the pilot and flight attendant suffered minor injuries as well

it could also play a big part in calming our anxieties. that's if we would let it. >> we are a region built on water. it defames us, giving us the great character. cleveland is nestled up to lake erie, drawing from it. the city began here. water is the life blood of this region. without lake erie, cleveland would not have developed as it did. during this time eerie seems to wear their lake summer colors as if they know something soon that they would wear their autumn wardrobe. but still they will hold on for now, although that it will be a time to draw near for them to step aside for a new season's interest. and the day of getting out seems like they are half an hour to 45 minutes shorter than what they were, you know, in the past weeks. >> reporter: water and air are

first tonight new at 6:00, we are digging into a controversial new ruling that could have a major impact on the criminal justice system. they just ruled that some suspects who repeatedly commit crimes could not face the deeper penalties. and starting today, the juvenile convictions could not be used to increase the severity lengthen the prison sentence once the offenders is an adult. megan hickey has been digging into this decision. does this mean that juvenile delinquents will get a clean slate? >> reporter: well the short answer is yes and that legal experts tell me that it could have a huge impact on the way that we would treat the repeat offenders. >> reporter: it is hard to forget the terrifying video of the school's bathroom site that lead to felony assault charges for an 18-year-old student in west lake.
