-- joel canchola turned himself in. there's still some questions left to be answered because the incident report shows a mistake. 34-year-old joel canchola was arrested for violating his probation. he was handcuffed and put in a car. martha zamora was watching which she says the back window was halfway down. >> he fit through that window with the handcuffs behind his back and he took off that way. ran. away talking. he wasn't even wearing shoes. >> i mean it was funny. he didn't have his hands. >> according to this incident report a deputy left the back window controls engaged on the squad car. so he was simply able to roll down the window. >> john rogers with news channel 8. >> we made numerous attempts to speak with the sheriff's office but they declined.

now the inspector insists that's just not true. but either way he's out of a job tonight and taxpayers are picking up the tab for a six- month long investigation. mark douglas started looking into this months ago and he is back on it tonight. >> keith, the city of clearwater claims almost 300 inspections are involved in this particular report. and if you live in clearwater you paid thousands for a second fire inspector to generate new reports revealing dozens of violations. clearwater's investigation began back in january. that's when citizens complained fire inspector duanne anderson was hanging out in city parks instead of doing what taxpayers pay him $70,000 to do. >> anderson swears that's a lie. >> for lack of a ?er term this is what -- of a bert term this
