the city's wastewater problem. the city dumped millions of gallons of wastewater into tampa bay during and after hurricane hermine. e-mails from a city wastewater plant operator and a consultant report appear to show that the city was warned about this problem, but ignored it. former mayor bill foster told us today the man who wrote the e-mails is an award winning plant manager. >> he's a good guy. he's a diligent worker and he wouldn't concerns without there being real data to back it up and substantiate it. this isn't just his opinion. this is backed up with real science. >> instead of passing along the report and the concern, a city manager asked the person sending the e-mails to stop copying everyone on the subject. state representative kathleen peters and senator jack latvala called for a special meeting tomorrow to look for answers.

a new travel related case of zika. they haven't released the information yet where the person contracted the virus. two more nontravel related cases were reported today, both in miami-dade county, but there is a small victory over mosquitoes and the zika virus. miami's wynwood neighborhood now appears zika free. today the centers for disease control lifted its strongest warning against traveling to wynwood neighborhood. it's been 45 days since anyone came down with particular location. governor rick scott is crediting aggressive mosquito control efforts for the small victory. a shocking heroin discovery in sarasota county, officials are finding that dealers are lacing it with an elephant tranquilizer. it's a drug they call carfentanyl used to see date very large animals. experts say it's 10,000 times more potent than morphine and

the surface cold front settling into the northern part of the state and die out. we might feel slightly drier air in northern spots, but generally should help stabilize the atmosphere a bit more in, other words, give us more rain chances as we head into the mid part of the week. see how quiet it is to the north of us and all this heat and humidity generating showers and thunderstorms. we can't rule out a morning shower possibility for coastal spots. quite a few clouds left across sebring up much less shower activity across the northern part of the state. karl and tropical depression no. 13 are the two features, neither one of these likely will affect tampa bay, the state of florida or potentially the united states. 45 mile-per-hour winds does karl have and you can see long term could it get in a better environment for strengthening potentially curbing off as a category 2 storm coming close to bermuda. depression 13 probably has

some drier air, wind sheer. should be okay for a couple days, may develop into a tropical storm. that can change, but that's the current thinking. the rpm computer forecast model shows rain on the coastal areas moving farther inland. we'll leave that morning shower chance in the forecast. around lunchtime a few showers possible, maybe a thunderstorm. that's a rumble before noon. we aren't conditioned to that and in the afternoon rain mainly east of i-75 like we saw today developing inland. wednesday morning small morning rain chances, same story we're getting out of this westerly flow pattern, but overall a light flow. 40 percent chain chance tuesday, 30% chance -- 40% rain
