shot by another so villian -- civilian is dead. >> the national guard is there in charlotte. their presence is being seen. they're offering extra assistance to the city that has already been through so much. jay gray joins us live from charlotte. the curfew goes into effect in just under an hour from now. still a lot of people on the streets of charlotte. >> reporter: yes, absolutely, and this city is still on edge. we have seen so rubber bullets have been fired by officers. to this point talking to ems officials no one has been transported. there has been no serious problem, certainly nothing like we have seen over the last 48 hours. the difference, an emergency order in effect, like you said, hundreds of officers flooding into this area tonight. it has been a tense but calm

dozens from the community early. that group, like so many here searching for answers. >> pray for unity, peace, understanding, a solution for this awful situation. >> reporter: as the sun set, national guard troops moved in, along with protestors. frustration building, but nothing like the previous two nights here filled with chaos and violence. one of the after shots were fired in the crowd. officers on the ground say a civilian pulled the trigger. the police continue their investigation. more than 48 hours after the police shot and killed keith lamont scott, there is growing pressure now for investigators to release dam and body cam video of the shooting. >> i'm going to be very intentional about protecting the integrity of the investigation and in so doing i'm not going to release the

it is video you'll see only on news channel 8. water spewing over the side of a st. pete waste water treatment plant. this video taken right after hurricane hermine. it is proof of a major issue. we're talking about 150 million- gallons of sewage spilled right into tampa bay. we're right outside of city hall. apparently the council made a big decision tonight. >> reporter: they did, and it all centered around th consultant's report from 2014. why were so many city leaders kept in the dark? in the end the council voted for an outside investigation. >> we need to better engage the public and the press. >> reporter: that's exactly what we wanted to do moments taffe mayor addressed city council thursday night. the trouble is -- >> is he going to be making any public comment tonight? why not. >> reporter: his aide tweeting us the mayor had had a family

on news channel 8. water pouring out of a holding tank, and this after hurricane hermine slammed the city. as for not being completely transparent with the community, the councilmember steve cornell. >> i think we made a huge mistake. >> reporter: the water from the treatment plant flooded the neighborhood. the mayor claimed it was not a public health hazard, but the new documents reveal otherwise. the residents say they want the truth now. >> we as constituents, >> so i think my big take away is the need for planning. >> reporter: back in 201, the only two councilmembers to vote against closing it. he says -- >> this is nothing new. if you take something off line before you have something to replace it, yes, you make yourself nor cullable, but -- culpable. you don't need a report to tell you that. >> reporter: so what are the options on the table now?

the southwest waste water treatment plant. there is also reopening the plant. jen? >> so, paul, now the council has taken the vote for an outside audit on another outside auditor's report, the consultant's report do you know when this is going to be completed? is there a timeline? >> and those are great questions. who will do the investigation and when will it be done? right now great questions, but as to the answer to that, really anyone's guess. >> apparently the mayor is not speaking paul mueller live in st. pete. >> thank you, paul. governor rick scott is defending florida's department of environmental protection over its monitoring of the contamination caused by a sink hole at mosaic. this sink hole opened up in late august in mosaic's plant. it dumped millions of gallons of radioactive water. d. e. p. failed to notify neighbors and the governor, who

explanation about why they withheld the investigation. and we pressed the governor today for a few more answers. >> and people at d. e. p. are going to lose their job over this? >> they did their job, and they are going to continue doing it and hold anyone who did anything wrong accountable. >> we're going to investigate. we're going to focus on water quality. >> the governor denied th treatment. the federal epa will show up at the sink hole site tomorrow for the very first time. and one more footnote to this story. late this afternoon, a new york law firm filed a class action lawsuit against mosaic on behalf of three people who live near there and get their drinking water from that source. a tampa man who testified as quote, expert in trials now being called an expert liar. she accused of lying under

certifications, his education, and his level of expertise. we are told that he appeared as an expert defense witness during five trials involving the abuse of children in polk county. >> i know that he seemed to be a very, very well spoken of individual in our county jail by those we have charged with such related im children. >> he is now facing several felony charges and if anyone else will be charged. authorities put the cuffs on three peek accused of posing as employees in a scam to rip off customers. they're all facing grand theft charges. the investigators claim the trio called customers threatening to shut off the victim's -- victims' power if

a consumer alert. yahoo! is the victim of one of the largest cyber security breaches ever. this hack impacts at least 500 million accounts. 500million user names, e-mail passwords, telephone numbers, dates of birth, you name it, all of it, breached. this breach dating back to 2014. and we are live at tampa international airport tonight. this is where a number of computer users voice their hearing. >> reporter: keith, i spoke with a number of passengers here at tampa international airport and while they had many different destinations, most had the same reactions when they learned about this massive security break down. yikes! take a stroll through tamp aye international airport at any time and you'll spot plenty of people on their computers, smart phones and tablets. learning that hackerses stole

troubling to say the least. >> it is pretty alarming. it is kind of scared to think about because especially nowadays, everything is online. if your accounts get stolen, there is a lot of things that can go wrong. >> reporter: is there a concern for you? >> yes, because i'm always on the internet and on latino with my credit card so that is crazy. >> reporter: do you think we're going to be learning more in the next few day ? >> i think so. >> reporter: the director and chief operating officer florida center for cyber security on usf's tampa campus. he has some advice for those affected. >> you've got to take steps to make sure that you're well protected and whether or not you're one of the 500 million that have been breached, you should go ahead and change your password to a complex password that people cannot easily guess. >> reporter: at this point we know very little about the breach. yahoo! blaming the hack on a, quote,

new tonight, the fbi is getting involved in the divorce of angelina jolie and brad pitt. the agency is evaluating whether or not to open its own investigation into abuse allegations against pitt. several media outlets are private plane. jolie filed for divorce on monday citing irreconcilable differences. neither party is commenting. in the fight for your vote, we are less than a week away from the first presidential debate. the preparations are underway at hofstra university in new york. and lester holt will be the moderator for this first debate on monday night. he plans to focus on topics

securing america. news channel 8's rod carter will be at that first presidential debate. she going to have a front row seat and you can watch his reports beginning sunday night here on news channel 8. samsung users are not taking any chances. we have just learned about half of all of the recalled galaxy note 7 phones have already been turned in. samsung claims that 90% of owners took advantage of the exchange program and replaced their old phone with a new recalled worldwide. it is all due to a malfunction that can cause the battery to overheat, catch fire and even explode. amazon is drop ing into the photo printing business and offering prices that could be pretty tough for competitors. it just launched amazon print. right now they're offering four by six photos for just nine cents a piece. it uses amazon drive to allow nine members to upload them to the cloud and reprint them.

at 7:00 a.m., 77 degrees. fall is not beginning. still holding on to summer like weather. 4:00 p.m. temperature also be warm and even at this hour with a dew point of 72 at tampa international airport. and we're seeing partly cloudy skies to mostly clear conditions at this point. we didn't see a whole lot in the way of shower activity, although we did see very heavy rain. so there were some very strong, isolated showers and storms. generally this drier colored in red basically says it is a stable atmosphere here, a bit more moisture down to the south obviously, and that's what the clouds confirm. left over showers and most of the active and some thunderstorms. but look at the clear skies to the north. the dry air has really played a part in helping supress the shower activity. tropical storm karl is there as is tropical storm lisa. we have another area we're watching coming off of africa. about a 20% chance of

in the tropics, we tend to watch those areas coming off of africa. we start to shift, the warmer waters of the caribbean and the gulf. there is karl. 45-mile-per-hour winds. no affect on us and the same story for lisa. this one will stay out to sea. not in the best environment for strengthening the system. it will curve off to the northeast. the forecast, a possibility these showers are still continuing, even thunderstorms. friday morning, lots of sunshine, a few pop-up showers in the red color, that dry area you saw, still will keep a stable atmosphere and about a 20% chance of showers and thunderstorms throughout the day. the same story as we get into saturday and also the afternoon, a few pop-up showers overall. most of those in some of the inland areas. the drier air will persist. 77 degrees for the morning. warm already. lots of sunshine. we'll see the warm-up happen

only a few storms around. the 20% chance of cooling off. we haven't seen a lot of it. 20% chance as well for saturday. 30% in the forecast for saturday. long term, we do up the rain chance a little bit. given the time of year, we do expect a 30% chance of showers and storms as our average number. and we do expect to trend down now as we head closer to and through the month of october. and still some higher numbers there monday and tuesday with additional moisture in the atmosphere. the temperatures don't ease up. th 88 is our normal high. so enjoy it while we have it. >> we'll get there. sweater weather is in our future. >> sure. >> thank you, steve. coming up, the bolts are back. at least some of them are back. and why it might just be helpful to the lightning in the long run. plus, the bucs are keying in on one of the rams' defensive stars. you'll see the carnage caused last year that is coming up next in sports.
