wheelchair van stolen. two kids now behind bars and the couple, they now have their van back. paul joins us tonight from tampa pd. how did they catch these criminals? >> reporter: these crooks, just 14 and 15 years old. we're told they stole the van, then parked it in the driveway of a house. the woman who lives there knew something was wrong. that's when they cops. here's a guy who so desperately needs it. it's eric chap man, he has als and can't get anywhere without it. arrest. rod carter shows us that video. >> i'm sorry. >> reporter: tampa bay buccaneer austin jenkins found himself on the defense this morning. he was trying to talk his way out of a dui charge. this morning about 4:00 a.m., the florida highway patrol pulled him over at 275 and state road 60. he was driving nearly 80 in 50 mile-per-hour zone. >> whatever, man. it's very frustrating. >> reporter: he failed a field sobriety test so he found himself in the back of a trooper's car headed for jail. after being booked, he refused a breathalyzer. >> he was supposed to have an ignition interlock device in his vehicle, which he didn't

action would be taken. that appropriate action ended up being asj's release. in tampa, rod carter, news channel 8. a manatee county school employee was arrested for impregnating a middle school girl. 31 year old lamont houston was a technician at the middle school. he befriended the young girl and soon began a sexual relationship. he faces charges including child abuse and sexual he has since resigned from his job at the school system. the feds got a first look at a mulberry that dumped contaminated water into our aquifer. the epa checked the stack where -- water level dropping in august. neither mosaic nor the department of environmental protection notified neighbors

up on a loophole. a loophole that allowed somebody to renew the registration of a murder victim's car, then drive that car around hillsborough county racking up red light tickets, even toll violations. all the bills were sent to the deceased man's girlfriend's home. that's when she knew she better call behnken. the officials spun into action. >> reporter: chelsea is worried that someone is driving around in a car tied address and registered to her deceased boyfriend. >> that just doesn't sit well with me. >> reporter: and she is furious that dmv officials told her the only people who could fix this is the customer. that would be kirk chang and that's impossible because he was murdered a year ago. >> that's unacceptable to get an answer like that. >> reporter: my investigation found someone drove to broward

renew the registration on chang's car in chang's name. this required no i.d. and nothing in the computer warned that the real customer is deceased. i tracked down a director of the hillsborough tax collector. >> if it can be changed -- if the law allows it to be changed. >> reporter: after i brought this to the attention of local and state officials, they spun now the registration for chang's 2004 gallant is revoked. >> no one will be able to renew this vehicle again. >> reporter: that means there's a car out there now registered to no one and possibly still on our roads. measly worries it's the perfect get away car for a crime. so i went looking for this car. the car was released to chang's uncle after his death.
