the next pop-up shop right here will be on april 13th. reporting live, i'm ashley yore, abc action news. now the most accurate weather team in florida, abc action weather. >> how are you doing, everybody? a couple things showing up on titan doppler radar. this area right here is the sea breeze coming in from the gulf. but this over here, that is smoke from a fire. a couple of brush fires on the east coast. the problem is the wind has been blowing out of the southeast from 15 to 20 miles per hour. that's making it difficult for firefighters to get ahold of that. temperatures in the upper 70s to low 80s. gusty wind is not going anywhere. there are the winds. a solid 15 miles per hour off to the east. a little bit less as you get closer to the beach. bottom line this evening, skies are clear. we're in for a beautiful night. heck we're in for a beautiful

part sunny and part rainy. a county dispute over connecting two bay area roads may have newhope tonight. take a look at the area we're talking about. this is wesley chapel. if i zoom in closer here, i want you to see the unpaved road between lanceville boulevard and kennon street. as kera mashek found out, the two roads may help findley come together. >> reporter: this is kennon street in new tampa. right now there's a patch of grass in the middle. if this moves forward, that could all change. for almost a decade this barrier has been a sore spot for many in wesley chapel. there have been talks for years about connecting the two roads, making a new pathway between

>> i have a lot of customers who take 25 minutes to get here. >> reporter: this barricade has stood firm and become a dump side. commissioner mike moore says talks didn't stall out. >> the discussions never actually stopped. but they really aren't in the public eye. >> reporter: wednesday the conversation took a step forward as tampa and pasco leaders came face-to-face for a closed-door meeting in dade city. >> we want to be good neighbors on both sides. >> reporter: both sides have now allowed engineers to take a look at the old studies done on the roads. because of all the new development, it's possible that a new study may be needed. >> we could use those comments and come up with a scope of a new study going forward. >> reporter: and the discussion is likely to extend far beyond these two roads to include other connections between the

so what happens next is that leaders from both areas will go back to their governing bodies to determine how to proceed. certainly people living here are hopeful that it won't be too long before these two roads and counties can finally come together. reporting on the pasco- hillsborough county line, kera mashek, abc action news. a man is dead and four deputies on leave following a shooting at the apartments in north tampa. as rodney dunigan tells us, 27- year-old jeffrey kassal left them with no choice but to use deadly force. >> reporter: i spoke with jeffrey kassal's roommate. he says he was upset about something last night but he's not sure what it was. he says it was a dangerous situation and deputies had no choice but to shoot. john martin visibly disturbed when we spoke with him wednesday morning. shaken by the sudden loss of his roommate, 27-year-old jeffrey kassal. >> he was mad at something and

his way. >> reporter: the problems started tuesday night when he became agitated for some reason. kassal grabbed his gun and began walking around the parking lot here at the apartments screaming and waving it around. >> i called 911. as i turned around, all of the police were coming in. >> reporter: when deputies arrived, they tried to get him to put the weapon down. instead, investigators say he approached them aggressively and pointed the gun. that's when they fired. one witness described what he saw. >> i was sleeping in my bed and i woke up hearing put it down. and i looked outside and just five shots. >> they were in fear of their safety and the safety of others. in fact, they were concerned that he may go into another apartment and take hostages. but his direction of threats was at our personnel. >> reporter: kassal was shot

local hospital where he died. martin says the 27-year-old was a military vet serving overseas in the marines. according to martin, he had no history of mental illness. all of this simply a shock. >> what could they do? what would you do if somebody was coming at you with a gun. >> reporter: the deputies involved have been placed on leave pending the outcome of the investigation. reporting from north tampa, rodney dunigan, abc action news. dozens of students from slide middle school stepped inside this mega heart. it's the world's only portable inflatable walk-through heart exhibit. the students are getting a hands-on learning experience from a medical professional. >> wow. you can actually see what the heart actually looks like without looking at little details in a book or from reading little passages. it's really a whole lot easier.

>> gas ignited and exploded. one witness says the blast was so strong that it rocked his bed. at this hour, crews have managed to shut off the six control valves stopping the flow of the gas. the firefighters thankfully only have minor injuries. storms like this one there last august have many worried flooding. >> adam weiner is in the studio tonight to explain what is being done to prepare for the future. >> the key to this, scientists want to hear from you, your stories about dealing with extreme weather. i talked to students at eckerd college today. they are offering up their stories on this interactive map so you can learn more about the situations that they deal with. they had as they described in the map a really bad run-in with mother nature that had dangerous consequences.

>> reporter: flooding at eckert college is not unusual. >> for the sewage material to flow out of treatment plant, no one was expecting that. >> reporter: students didn't know that the sewage pipes were overwhelmed by the rain and leaked. >> we jumped into the water after the second day of heavy rain not thinking of it. we were having a good time. >> reporter: the second day they found out that the water was contaminated. she spent the next few days in fear of getting sick. >> i had a cut on my leg. but the next few days i was concerned checking my cut. >> reporter: now she plans to add her story to an interactive map provided by environment florida. it's a nonprofit group getting the word out that floridians should get ready for more extreme weather. >> we know the sea level is going to rise and it's going to do so quickly. the question is how are we

it almost feels refreshing because the wind has been pretty strong most of the day. southeast in direction at 15 miles per hour. we topped out at 82 in tampa. low 80s everywhere except the immediate coastline. sarasota, the hot spot, 84 degrees. outside in tampa right now, checking in at 82. humidity at 41%. southeast winds, they have been pretty strong most of the day, between 10 to 15 miles per hour. as i said, we topped out at 82. normal is 75. the record is 87. we're not breaking any records but we're 7 degrees above normal. tomorrow we will be 8 or 9 degrees above normal. great first day weather-wise for the valspar. there is your sea breeze. it cooled off quite a bit. it brought in the cooler air from the gulf. they went from 84 down to 75.

that's where the brush fires are burning. no reason to think we will see a change any time soon. especially after a wet winter. that creates more growth. once we go dry for a period of time, it doesn't take long for brush fires to start up. tomorrow morning, beautiful start. temperatures well into the 60s. topping out in the low to mid 80s. a great day to go to the strawberry festival or the beach. friday looks just as good. we talked about this the last few days. we will get rain this weekend. we were leaning towards sunday. that appears to be the day that we will get rain. if you need a sunny day this weekend, saturday is your day. sunday, not a washout, but there's definitely going to be rain out there. first thing sunday morning, we see it coming in. there you go. that's through monday night. not a washout, but definitely some rain. sunday afternoon, sunday evening, and even into the early part of monday.

action news. >> two big grow houses busted at opposite ends of hillsborough county. authorities say they aren't finished yet. i'm jamison uhler. >> and i'm laura harris in for wendy ryan. dozen people picked up in the large drug investigation. >> we're getting new details about what were happening in the neighborhoods. clifton french spoke to one of the neighbors. >> reporter: there's still a lot of evidence showing that there was a grow house here. you can see where they were stealing power. the repair tag saying right here grow house. a dismantled meter gauge, a smashed front door and hash marks matching the number of pot plants pulled from inside this garage. clues to what happened at this home on gun highway tuesday morning where deputies found 21 plants, more than 30 pounds of marijuana. >> and there were two big crime scene trucks and about four sheriff's cars and regular cars.

next door to these two homes on a small lake in owe odessa. they were strange and never seemed to be home. >> i almost called to say it looks weird next door. >> reporter: from 9:00 a.m. to 12:00, these houses were crawling with law enforcement. jose was arrested, charged with growing and trafficking marijuana and a warrant for racketeering. in fact, in the past two days, the sheriff's office has arrested ten people on racketeering charges. the exact details not be being released by hcso. but the atf tells us they were involved in a drug sweep in and around the carollwood area. tonight, concerned neighbors say they're just happy to know what is going on. >> we want to know what is going on in our neighborhood. you know, we want to make sure that everybody is safe and something crazy isn't happening in the neighborhood. >> reporter: this is one of two different grow house busts from
