taking care of him while his parents were in jail. it's 4:00. time for "the no as we come on the air right now a severe thunderstorm warning just issued. let's head over to ryan -- to shay ryan, what areas are we talking about specifically? >> eastern hillsborough county, that is the west side of it but it goes through plant city and then up to about lakeland. so that's where we are in the th some pretty heavy rain and plenty of lightning as well. taking the lightning off the map so you can see the cities affected. from zephyrhills to the north through dover just to the north of the fish hawk ranch area. plant city included. this is all headed to the east. around lakeland into gibsonia, mid-july, you're seeing this moving into your area. the potential for 60 mile-per-

it's going to take time as it moves its way to the east. again, lakeland affected by this across i-for and most of this is east of i-75. so that some good news if you're headed into the roadway. but check out the lightning strikes over the last half hour. over 2200 lightning strikes. this is a really intense storm. the biggest concern with the severe thunderstorm warning is for 60 mile-per-hour wind i haven't seen any reports of damage but feel freeo let us know if you do see any in your area. you can see everything is clear off to the west. this is one batch of intense even potentially severe storms moving through eastern hillsborough county. into polk county. but the rest of the area seems more typical hit or miss showers and storms that we see so often this time of year. as we continue through the night we'll see more of these

across florida. you can get a leg up on what could be a make or break night. we've got everything you need to know throughout the hour. >> all right. now two breaking news here on the "the now," autopsy report on the late dave mckay, the beloved radio host from wqyk. he died of an overdose from cocaine. he also had alcohol in his system and had heart disease as well. his death ruled an accident. dramatic ending to a police chase a few hours ago. this was near san bernardino, california. a guy leading ce on a chase in a car that was reportedly stolen. there were going at least 100 miles an hour with all the cars around them. not sure if he broke down or pulled over but he jumps out, walks across the interstate, then on an overpass near the edge for several minutes, looked like he was going to jump and you see officers surround him, he's got blood on

not sure exactly where that was coming from. now back at home to development in that toxic sinkhole. >> governor rick scott is taking action telling the department of environmental protection to put an emergency rule into place that would alert the public immediately about potential pollution situations. the mosaic incident didn't go public for three weeks. also had that sewage dumping situation into tampa bay from the city of st. petersburg. governor sco next year. sit the site tomorrow. g to some 200 homeowners are waiting to find out if there wells have signs of radioactive chemicals. the now's nicole griggs joins us live from the multi--- from the mosaic area with a test that claims to have immediate results. >> reporter: lab results were supposed to be in today but the company independently testing the water says they need more time. more time means a bigger

a california company claims they have made home water testing kit. they sent us this at home test. because they are offering to people near mosaic for free. >> six drops of water. >> reporter: heather george live near the plant. >> she is still waiting for her results from the lab company. they are now saying radioactive results should be in by wednesday. are they trying to hide something? is something really wrong and they're scared to tell us? >> reporter: with her permission, and her own curiosity, we tried the test. and within six minutes, it claims to give you a pass or fail. for pesticides and a number of heavy metals. headers water got two blue dots meaning pass or good to drink.

peaceful, midnight to 6:00 a.m. answers only grow louder. for the no i'm todd walker. at the top of the show we had a severe unrstorm warning, what's that like right now? >> it has expired. we do still have strong storms in the same general area. plant city, north to zephyrhills, through land into missoula, willow oak all getting very heavy downpours. you make it gusty winds but to 60 miles per hour, has now expired. so we are looking at heavy downpours above 2.25 inches per hour is the rate at which the rain is coming down. and then we have around bartow, rain coming down at an inch and a half per hour. now i'm putting the lightning into play here on our radar and you can still see over 2100 lightning strikes in this red box over the last half hour. misses a lot of intense

pass. they are moving from west to east. so moving in that right now. et slowly. only 15 miles per hour. this is going to be sticking around for a little bit. at least another 45 minutes or so. across much of that area. more showers and storms bubbling up, some into the madeira beach area. also around saint pete beach. and the westchase area as well into odessa, keystone, heavier downpours as well. county. so this is all moving from west to east across the area, continue to see scattered showers and storms throughout the evening. and in fact we'll start to see them moving back across the coastline so they'll start to move from east to west right around sunset. don't be surprised if you see more that lingering across the area. for tomorrow we are going to go back to a west to east trend. we'll have chances for showers as early as the morning.

this will help to give us a little more cloud cover and also help bring the temperatures down a little. if you're planning on a round of golf, it may be hit or miss showers but not a ton of coverage. 88 is the high tomorrow. i don't know ithat's a noticeable dropping temperatures but check out the weekend. this is going to be noticeable. we have a front that's going to try to push th our area. and we'll get drier air behind it later this week. by the weekend, you'll notice cooler start on saturday morning. and then still going to be pretty warm through the afternoon. still talking mid-to-upper 80s but i think with the lower humidity and less chance for rain it's going to be a gorgeous fall weekend ahead. by our standards anyhow. take a look at the tropics, yeah. we've got something brewing and it may have a name sometimes and. it will be matthew. i'll tell yoabout that and why we need to keep an eye on it coming up.

women who were supposed to be taking care of him. cohis case now from the beginning, she's telling us today what she's learned. >> reporter: absolutely a heartbreaking case for me as a mom and family members sebastian leave are devastated this beaiful little boy died while he was in the care of a legal guardian. they insist a lot of people connected to the kid and his sister were there ready and willing to help but were left in the dark about what was really going on including police and one ems call to the home this year. and a dcf investigation. the end result, the legal guardian can culp and her wife arrested on drug charges and now considered persons of interest in that little boy's death. >> i hope they get what they deserve. for hurting this poor innocent child. you know? if you are that frustrated with him, why couldn't you give him to us?

make this west to northwesterly movement. as you can see it's got quite some distance between where it's at and where we're at but we want to keep an eye on it because as we look at the spaghetti models, take a look at the geral movement. it's going to continue along this path working its way south of cuba and then it looks like -- i shouldn't say cuba. let's look at the dominican republic. this is where we're going to start to see me turn to the north. if this doesn't happen because of the ge headed in, we want to keep a close eye on this one for the next couple of days. so that's exactly what we're going to do. at this point doesn't look like there's a strong likelihood it will have impact on florida but we want to keep a watch on the storm that's headed in that general direction. as far as the weather goes in our area, like i was saying tomorrow morning, we do have a chance for rain showers. i'll show you where and we'll see if they could impact

-- just under $264,000. that's more than 21% higher than last year because we have a lot of people interested in buying but not enough houses to go around. so with that we took a look at st. petersburg. average price $290,000. that's almost 38% higher than it was last year. the next one, quick look at other cities, homes in miami going for $450,000. that's up 13% since last year. orlando is sitting at $229,000 and last year, it was 18% down from this year. pretty amazing numbers there. actually we are just breaking now because we have a severe thunderstorm warning that is in parts of northern hillsborough county also into pinellas county and pasco county. anywhere from keystone, odessa east lake area of palm harbor into the new newport richard -- new port richey area into

all right. we do have a severe thunderstorm warning right now for parts of pinellas county, hillsborough and pasco counties. you can see this orange box, severe thunderstorm warning in effect until 5:15 because the storm is nearly stationary. spinning in the same spot. i'll put the radar into play and you can see the heaviest rain from keystone and then moving north across the veterans expressway. also northdale is in the warning area but at this point you may not even be seeing any rain. because this is nearly stationary just sitting in this spot that northdale could end up getting gusty winds and eventually some of that heavy rain. again if you're in this area until 5:15 if the storms are on top of you there's quite a bit of lightning associated with this. try to stay indoors away from doors and windows until it passes. we'll have another update a little bit.

there seems to be an app for pretty much anything. now there's one that claims to clarify consent. the now's, see aaron is asking if it could also send the wrong message when it comes to sexual assault. >> reporter: could this be the future of consent opening an app, reading and signing a contract, snapping photos of both of your ids and then saving it all to a password- protected file? this is a new service that claims to set the gold helping college students stay in compliance with sexual conduct policies. >> i know friends and stuff where there's been like questionable encounters and just like, it would've been nice for something like that to have existed. >> reporter: he can see the apt's benefits but says using it in real life can be kind of offputting. >> i'm not a contract. i'm a person. you can ask me. >> reporter: she shares that concern along with sharing her

she believes consent is a conversation. >> i feel like whoever made this app feels like if they have the consent on like record, that's good but i feel like there's going to be that argument of i'm not a contract purses -- versus we'll have this for evidence. >> reporter: kevin carter runs an organization that provides support to victims of sexual assault. she says the issue with the app like stacy and others like we consent is what happens if consent is revoked. >> one of them i don't want this anymore. i changed my mind. this is not what i was looking for. and an app is not going to show that there was that. spot despite concerns carter and these students agree on one thing. >> i'm glad it is something that is being talked about finally. >> my start. a good step in the right direction. >> she also spoke with a legal expert who says computer- generated consent forms would probably be admissible as one

but not conclusive. when it comes to consent changing stacy has said that in published reports that it uses a combination of e-mail termination as well as an invitation to acknowledge that response which can provide a chain of legal evidence giving clues as to what happened. laura? trying to figure out why a lawyer started shooting at cars near a houston strip mall today. police are looking into the issues he had with the law firm. this is just a little bit of the scene we saw eaie morning. nine people hurt before police actually shot and killed that suspect. police say he left a car with multiple weapons inside near the scene. the mayor is identifying the shooter as nathan desai. he says he acted alone. meantime the man accused of killing five people inside a mall in washington state has apparently confessed to the crime. that's what court documents revealed today. this is video of 20 rolled, he was in court today getting

counts of premeditated first- degree murder. he had a falling out with his dad before that shooting. and took his dad's rifle to use in the crime. all that according to court documents. we still don't know why arcan cetin chose the mall. a floating video from texas, texas state university, classes have been suspended for the afternoon. the san marcus river is overflowing. student posting this video on twitter of the san marcus river flooding at a park. thby tomorrow morning. that's at least six feet above flood stage. today sandbags lighting streets. some 5000 homes are now under investigation orders. shelters are open, all this because of rain last week and through the weekend.
