they are more popular than ever. the latest on a big day in democracy 2016. >> as hurricane matthew is expected to make landfall today bringing life threatening rains to haiti. what is being done to keep people safe. >> we know so many of you have family in the direct path of the storm and you are nervous. >> we get the latest from ivan cabrera. he is going through the latest forecast track. >> we just got it in. there is si we will talk about that. that has been the trend the last few days. first things first, 145 miles per hour wind storm. you see the eye of the storm about in the next three to six hours to move in the western tip of haiti. the capital to the north and east is getting battered with torrential a amounts of rain. i think the hurricane force winds will arrive as well as

north. this is a worst-case scenario for haiti. they will get the feet of rain and hurricane force winds at category 4. here is the latest track moving to the north an extra 24 to 36 hours then begins the northwest jog. we talked about that. however the problem is now the northwest jog is more of a movement. now we are talking about many of our counties in the county of uncertainty here. the exact track of the storm remains to be seen. with that current track, they are going to have hurricane watches for the eastern side of the peninsula. i expect that do come down in the next couple of hours if not sooner as the storm makes its closest path thursday and then into friday making the turn up to the north and east. as far as our effects, if it pans out this way, we will be on the drier side of the storm but now the wind will be more of an issue. instead of 25 to 30, we are dealing with 45 to 50 miles per

the center passes. we are on the drier side of the storm. we are not expecting rain with this as of right now. but that could change. then of course we have the hurricane informations winds. that is what has changed. that is possible for the eastern side of the peninsula. we will talk about that and the local forecast in a few minutes. good morning. we are watching the roads. we started off with a couple of incidents but nothing slowing you down. i-75 around the brandon area, you can see the flashing lights that is a wreck that they moved off to the side in the southbound lanes. not a huge delay there. a stalled car around branch forbes road at i-4. that is off to the side in the westbound lanes as well. i-4 looking great. 22 minutes from county line road into downtown. seven minutes from 75 down to 275. deiah. >> thanks, janelle. we want to get back to hurricane matthew. we know a lot you in the bay area are waiting to hear from

direct path of the storm. she was born in haiti but moved to the states when she was 9. her grandmother, aunt and cousin still live in haiti. communication has not been easy over the last 24 hours. she has been using facebook to keep tabs on her family. she said the government has been actively warning and evacuating people from vulnerable communities. >> there are so many people out there and some of them may not have shelter. some may not have housing and they may be living in the streets. in that affected. >> she says the government has set up temporary shelters for people that have nowhere else to go. the storm should hit cuba and could impact the east coast of the u.s. breaking overnight, protests in -- protestors in los angeles demanding the police chief release video of shootings by his officers. on saturday, officers shot and killed 18-year-old carnel snell

not wearing body cameras. the chief says video from a nearby business shows snell holding a gun. the second shooting happened sunday. police responded to a report of a man with a gun this time. officers say they fired after that man pointed it at them. authorities say the gun the suspect was carrying is a replica, not a firearm. this was captured by police body cam video and officers' version of events. if that is the situation, release the video. say that that is true, there is other ways to deescalate. >> the department is talking to the district attorney about releasing the videos publicly. three protestors were arrested after refusing to leave l.a. headquarters. 32-year-old chase sherman

she called deputies. they say sherman was combative and refused to get out of the car. they used a stun gun. an emt put his knee in his back to subdue him. he was pronounced dead at the hospital. the stun gun and physical altercation played a role in his death. take a look at this damage. a car tears open a hole on the side of a retirement home in palm beach county. the driver lost control, crashed in lantana. no inside was hurt. the driver was hospital. engineers will have to check the structure for any serious damage. an alachua county deputy learned his punishment for leaving his canine inside a hot car. he will have to work a week without pay and spend three months on probation. the dog died from heat exhaustion whatever he was found in the car. in democracy 2016, a big

presidential debate and pinellas county will mail a record number of ballots. james, the mail-in ballots are increasingly important in the election. >> reporter: this will probably come as a surprise. in the last presidential election, more than half of all ballots cast were mail in. pinellas county is no different. we stand outside the board of election supervisor's office. they p mail-in ballots later today. that will be the largest bulk mailing ever. good pet they will be on their way to people's homes across the bay area as mike pence and tim kaine take the stage at virginia's longwood university. that is where tim kaine governed from 2006 to 2010. we have been assured by the debate condition that there will be no home field advantage there. watch that at 9:00 on your abc action news station.

two prisoners are on the run in idaho after escaping from a tent where they were being held. the fourth escape from the tent structure this year. the tent structure was supposed to house those on work release offenders. the tent facility was never meant to house inmates for 24 hours. it is the fourth escape this year alone. an out of shape police recruit desperate to earn his strips paid a friend to help him pass the physical exam. he is charged with criminal impersonation and won't be joining the force. justin payne took the written part of the exam about he wasn't fit enough for the requirements of the physical test taken on a different day

another man stand in for that. that man accidentally put his own name on one of the forms. the department takes fingerprints of both tests. when they noticed the names didn't match they checked the fingerprints that didn't match either. let's check in on the forecast. major hurricane, goes category 4, 140 miles per hour wind. this is matthew as it is bearing down. the eye wall is about to make hours another. this is just terrible for haiti. we talk about fluctuations when the storms get this intense. they go through the eye wall cycles, weaken, get stronger and go back and forth. we are in a strengthening phase. look at this eye popping here. that is an indication that we are in a strengthening phase right now and, so, 145 miles per hour winds will come ashore

conditions are just at this point catastrophic. the storm surge is coming in, rain is coming in along with the winds that are at this point 145 with a pressure at 934. this will continue moving up to the north. that we know. that hasn't changed since the last few days. it will head east of cuba impacting across the eastern part of the island and then emerging over the bahamas later in the week. to the west. the reason for that, a big area of high pressure. it's stronger than we anticipated. what that does, it pushes the storm further to the coast. at this point we are in play here, unlike yesterday where we would have peripheral effects. we will have hurricane watches likely posted later this morning and then the storm head's up to the north and

forecast indicating just that. then eventually paralleling the coast. if this pans out, this will be a historic storm. we hope this goes further to the east. if you have a hurricane that parallels the entire eastern seaboard you can imagine what we are talking about. for us the impacts, winds thursday, friday, 40, 50 miles per hour winds for the interior counties. we watches posted later today as well. we are on the drier side of the storm. the rain bands, heavy rain bands should remain to the east unless the track trends to the east then we get in the rain. hurricane force winds, this is new, that's possible for the eastern side of the peninsula there. a lot to watch. we will keep that posted. check back. things continue to change on us. titan doppler radar quiet.

diminishing rain chances as the winds begin to pick up thursday and friday. clearing out by saturday into sunday with highs in the mid- to upper-80s. as far as the morning drive, we are in great shape. no big problems out there. the only crash we are watching is a crash in ruskin, northbound u.s. 41 around cheney drive. we were seeing yellow here in the northbound lanes. that has flipped to green. that means the crash is likely off to the bridges, this is the tampa side of the howard frankland bridge. looking great across all three bridges. even the sunshine skyway no issues. less than 10 minutes across the courtney campbell, howard frankland and the gandy bridge. 19 minutes after 5:00. living in florida, we know the importance of sunscreen. experts say there are three big mistakes we are making. one california woman found the solution, a sunscreen machine.

welcome back. a montana man is lucky to be alive after he was attacked by a bear. we have to warn you you might find the video disturbing. todd orr was attacked out hunting. he started recording himself after the attack and was able to make it out of the woods and to a hospital. he only suffered some cuts. people who live in the area increased so much that some people avoid hunting there altogether. >> the population has recovered. we have a very dense bear population in the madisons and the encounters are more and more frequent. >> montana wildlife officials do not plan on killing any bears in the area. they say this bear was likely
