suspects -- they're encounting more suspects flashing guns. steve, they also told you it's actually rare for an officer to use a gun, even when going up against someone with a weapon. >>reporter: the police chief says that this happens a lot more than you'd expect. two incidents over the weekend, the first one was here at a crowded greyhound bus station right there, the other one at an apartment complex, in both cases, the police were able to disarm these men without any further gunshots being fired. matthew sullivan is the second man this weekend to be accuseded o trying to pull a gun on orlando police officers. and today, the police chief wanted to use the incidents to make a point. >> we want to point out these two instances, where they did use great restraint, and you know, luckily, everyone is okay. and two very bad guys are behind bars. >>reporter: the latest incident happened yesterday at the venetian place apartments.

sullivan, he reached for his gun. they also got marijuana off of him. >> thank goodness we have officers out there willing to risk their lives for our community. >>reporter: two other officers had to wrestle with an armed man who fled a greyhound station after firing in the air because someone afkd them for a cigarette. but the chief says these incidents are too common. >> last year, we had five officer-involved shootings, and we took almost 700 guns off the street. and in of those cases, you know, people resisted arrest. or you know, the situations were peacefully resolved. >>reporter: orlando police deal with armed suspects on average two times a day. and it means only one in 140 arrests of armed suspects involves shots actually being fired. >> more often than no, that's not use deadly force. >>reporter: and in both of these cases, both of these suspects

they're each charged with resisting arrest. as well as drug and gun charges, in one case. reporting live in orlando, steve barrett, channel 9 eyewitness news. a special task force has come up with some new plans to fight back against a growing heroin problem. >> it studying the problem for 7 months and come up with 37 recommendations now. we told you at 4:00, law enforcement agencies will continue joint drug operations. to get dealers off the streets. that task force also wants to imp mrement training and education -- implement training and education on heroin abuse. >> we work on the supply side, but it's the demand side that drives everything else for us. and so, that's why i say, i believe that that is the most significant challenge that we have as a community. >> the county will now work on how to fund some of those ideas. there have been 285 heroin related deaths over the past four years in central florida. and right now, we're working to get more details on a cop

funding and another 20 million dollars in donations, and ucff's own contribution of 20 million dollars. kidnapping and kissing a disanaled rider against her will -- disabled ride against her will. the judge's decision steps from multiple evaluations finding the driver incompetent. >> his lawyer argued charges against him should be dropped t. 54-year-old was charged back in 2010, with kidnapping, with intent to commit a felony, elder abuse with great harm, and battery. a judge found him incompetent in january of 2011. in all, five mental evaluations have found him incompetent and unlikely to refwan competency. -- to regain competency. but he's never been found incompetent enough to be in a mental hospital. he can no longer even drive himself and lives with his daughter.

period of five year, a judge decided to dismiss the charges. >> it was dismissed without prejudice to the state, meaning we can come back in the future, should he be determined competent. and still face those charges. >>reporter: channel 9 eyewitness news. right now, a boil water notice is in effect for people living in the villages, due to a water main break on canal street. the effected a homes are all located within the village of sable chase. hooits not clear how long the -- it's not clear how long the notice will be in place. a new audit shows the community park does not always collect rent payments, the park is run by the orange county parks and recreation district. they found park leaders failed to collect around $1200 for rentals and lighting payments. when they couldn't afford to pay, they set up payment plans and didn't follow you will. the parks division has implemented new rules to keep track of the rent payments

downtown, the hottest of f the year. how close we'll be to record highs again tomorrow. you're watching channel 9 eyewitness news at 5:00. coverage you can count on. in brevard county, a woman is auz accused of planting a hoax bomb turned herself in today. the suspect covered her face as she walked out of jail today. and at 4:00, channel 9 told you why the woman's discarded bag in the bathroom caused a scare. she had watched a woman alone before leaving the bag and it was her significant other who turned her in. >>reporter: yeah, they believe she watched the movie, risen here at this theatre all by herself, but after police released surveillance video of their suspect, they say her own wife called in to report her.

loflin and another woman left the brevard county jail today after she turned herself in for charges of planting a hoax bomb. the woman who has no criminal history is facing a criminal charge and it's her wife who helped the authoritiess narrow in on her. according to this affidavit, after police released surveillance pictures of the suspect, two caused the theatre to be cleared, loflin's wife called them, saying she knew who they were looking for. police had to call in the bomb squad to check the bag that ultimately had no explosives. the police report shed an employee who saw her in the bathroom described hearing the winding of a disposable camera and seeing the flash go off inside of the stall before making the disturbing discovery. urged her to call homeland security. loflin and the woman who picked her up from jail would not comment. loflin's wife told the authorities dawn felt as if the church of sign tolg had been hacking into people's personal

the baker act delayed her arrest two weeks. authorities believe she and her wife are still together. and loflin was in and out of jail quite quickly this morning, she turned herself in with her bond paid. live in melbourne tonight, channel 9 eyewitness news. you could end up footing the bill for a billion dollar terminal expansion at orlando international airport. this wednesday, the greater orlando aviation authority is scheduled to vote on construction for a 1.8 billion dollar terminal expansion. officials say it would partly be paid for by a passenger facility charge, which you already pay when you book a flight there. the airport's two biggest carrier, delta and southwest, say the expansion is unnecessary, and could drive up ticket prices. some familys in windermere are not letting up on their fight against letting a mosque their homes, a land owner wants to build the windermere religious on this property, and asking county leaders to rezone it for a mosque.
