five american prisoners captured in iran are making their way home this weekend. their release came just hours after the u-s government lifted sanctions against the iran as part of the nuclear deal. richard engel reports on a dramatic weekend of developments. the breakthrough was announced here in vienna, and diplomats here are calling this implementation day. the day the iran deal came into efect, the day iran was welcomed back to international markets. it seemed like a sweetener in a nuclear deal worth billions to iran. and for five americans, it was sweet indeed: they were finally freed. "we've received confirmation that five americans that had been unjustly detained in iran have been released from custody." among those released: amir hekmati, a former marine, held over 4 long years, accused of aiding a hostile country. saeed abedini, a christian

"it's spectacular news, we're so happy - can't wait to see him." the washington post in a statement said "we couldn't be happier to hear the news." matt trevithick - a student held for 40 days - was also released. in exchange: the us agreed to drop charges against seven iranians imprisoned in the united states. while the prisoner swap is technically unrelated to the nuclear deal, critics had denounced washington for signing any agreement while tehran held americans. and hours after the swap was announced, the nuclear deal, over two years in the making, did move ahead. "iran has carried out all necessary measures under the agreement." at least 2 americans are still believed to be held or missing

coordinate care to make sure individuals have better outcomes, get healthy and that's the only way we're going to be able to bring stability to the major medicaid budget. we've already decided if we don't move forward with going to decide a frequent fund medicaid or or education because it there's only so many dollars available. >> moving forward how will we as taxpayers know if we are providing adequate care for these folks? what are the measures. >> the private providers have measures they have to make your dhs and department of human servicesill have plans in place in the legislature last year actually pledge and oversight component and i know there they're possibly looking at putting in place some additional oversight.
9:14 am
micromanage what they had to do. it's not based on based on visits to the emergency ward at it's on how they get their money so it really is about coordinated care. a lot of individuals who are using the system have four or five different providers and that they all operate in conflict so they are having reactions and diagnoses that don't really coordinate so this system will better manage that we have managed care, you have managed care, a lot of people in the private sector do so why wouldn't we want them to have that same kind of care. >> the governor talked about how you're going to change this new state agency plan. to my knowledge it doesn't have the new cool name or plan so what is the goal and what are you going to try to do? >> we talk about $12 billion the new private capital investment in the state of state of iowa

expanding and growing, not only is our central location and amazing work workforce but a lot of it has to be with our low cost of energy. we want to make sure we maintain the competitiveness and take a look at the challenges and opportunities and resources, infrastructure, we want to look at efficiency measures that we can put in place but the bottom line is we have to look at what our opportunities are in the future so we can make sure we maintain our low cost advantages so we can maintain the economy. >> you said to maintain a couple of times are there a few areas where this will expand beyond that? >> we have hired an outside consultant across the state of iowa and wear for working groups that we have four working groups

structured resources and efficiencies and conservation methods so it is the hope that everything is on the table and we look at how we look forward and how we can continue to be a leader in renewable energy, continue to provide a low cost of energy and make recommendations for strategies or policies that may be the legislature will had to take a look at but i think the governor said right now 30 percent of our electricity is generated from wind. we are starting to see more and more solar. washington iowa has some great statistics on solar energy and he said we could possibly be the first state where 40 percent of our electricity is generated by wind by 2020. we could continue to be the leader in the nation not only in renewable energy but in providing low costs of energy so

advantage for us and that is one of the reasons i think when we look at facebook and google one of the reasons that look at iowa is because they want at that renewable piece to be part of their green portfolio so distant grades opportunity to be a leader in that area. >> the governor has had some pretty serious reservations about ted cruz. do you share some of those concerns and is iowans should we be concerned that he will not support some of these things like this task force? >> i would think he would want to look at that also and i think as a country we need to be competitive and we it's a global economy and we all need to be doing what we see and i think we're going to see most of the initiatives and most of the success especially with the dysfunction that we're seeing that the federal level that's where we are seeing economies going.

i was recently in new hampshire which is where my husband is this week. he was in iowa last week and i spoke to a forum on drug addiction and prevention and we talked a lot about what we would share but the reason we decided we should talk about it is because there are so many other people dealing with this problem. there are a lot of people who are afraid to talk about it. we can't be afraid to talk about it. it is an epidemic in this nation. we lose too many young people. i am a cancer survivor but there are lots of other people going through this. i think people get to know you through the tough times and the tragedies. not just the tough times and the tragedies. i want people to trust me i want

>> i think especially when you have such a big field like you do a lot of the national conversation is going to be very poll driven. very few people are trying to start here how the surge of some sorts come sort come down and recover. >> your you had a good debate. these polls are so imprecise. the margins of error are so huge and if polls at this point were predictive, we would have had a president howard dean, a president rudy giuliani, we would've already had of president clinton. we would never have had a president ronald reagan.

before election? i don't know why we put so much faith in polls. there there's so much evidence to there is so much evidence to prove that suggests they are imprecise and misleading. >> people pay a lot of money for them. >> we know the people of iowa have a lot to say about who was going to be their president the people of iowa who show up and caucus know they have a lot to say about that so what has happened in iowa over and over and over again is somebody has surprised. i think there will be another surprise coming out of iowa. >> we will find out two weeks and one day from now up next

9:29 am
will be key be the obama of 2008? >> i don't think so. i don't think he is as well-organized as obama was. obama may have had a surprise being able to find young people and turn them out. sanders has a decent organization but i don't think it's going to go that way. >> in your gut sanders or clinton? >> i don't want to go on that one. i think it's going to be close. school water plan we want to give dave's dave's take on what's happening with the new marco rubio. he ran for senate saying he opposed amnesty... then he flipped, and worked with liberal chuck schumer to co-author the path to citizenship bill. he threatened to vote against it. and then voted for it. he supported his own dream act and then he abandoned it. marco rubio.
