any sense of the rivers of crested or when they will crest? i will get to that in just a moment. i want to quickly address eureka. that was one of the hardest hit areas. we are just outside st. louis. this is another area hard-hit. what looks like a river behind me. interstate 44 that is underwater. to my left is where we are standing. businesses, i guess station a restaurant. completely underwater. this is the work of the merrimack river. you asked about waters in rivers cresting, that is the good news. the river is actually crested in this area early this morning. the water has started to proceed. i'm not so sure if you can see the ground. this morning the floodwaters started at about here but now it's receded about 5-6 feet.

slowly but surely this water has begun to receipt. the concern is the mississippi river. that is the other major river. that has not crested yet. all eyes are on that river. the expectation is that able crest sometime later tonight. fingers are crossed hoping that -- this is the bold of it and we will be spared what could happen when the mississippi river crests. hadthan: in the 1990's they horrible friday in the same section. they put things in place to help flooding that might take place. have any of those safeguards help them now? reporter: yes and no. in thisly authorities area talk about that and they said they learned their lessons and there were added safeguards put in place. some levees held up and that is

why as much as the flooding is we're seeing here, authorities say could have been much worse. another thing they had going for -- they learned to prepare much earlier. and said the sandbags everything was in place much earlier this time around. fortunately they hope that is aresome of these businesses still flooded but others were spared. jonathan: thank you very much elizabeth. alison: moving on. in the district, overall police a violent crimes are down. it was a spike in the number of murders this year that has many concerned. horace holmes is in northeast washington where they are honoring the memories of those killed. happenr: that vigil will tonight starting at 5:00 here at the northeast performing arts center. it's a vigil for young people

killed this year by homicide. it has been a tough year for d.c. police trying to keep down the homicide rate. overall crime in the city is down. shootings, murders our way up. this year there have been 162 murders compared to 105 in 2014. that is a whopping job of 54%. it is something the police chief and the mayor of the city are keeping a close eye on. they are trying to find answers. tonight at 5:00 we will hear from the mayor about this. we will also talk to a family of one of the victims. the vigil will be starting just as we get on the air at 5:00 this evening. horace holmes, abc 7 news. maryland state sugar was involved in a horrible crash on i-95. this is in laurel, not far from yesterday's wreck the tide of traffic for hours. two people taken to the hospital, including a trooper. they are expected to be ok.

the trooper was helping a disabled motorist on the right shoulder when another car came flying and hit the squad car from behind causing this chain reaction crash. alison: more questions than answers months after a three-year-old was found dead at a home in vienna. a new report is shedding light on what might have happened. jeff goldberg is in our newsroom and has an update to this story. reporter: at the time of his death, he was in the care of a man named kenny barley, at tennessee native that was convicted of killing in shooting an administrator at his high school in 2005. the autopsy report determined the cause of his death was blunt head trauma. but the manner of death was undetermined. fairfax letter from -- child protective services to his father reveals an investigation determined that beckett was physically abused by unknown abuser.

bartley was never charged. the reason he was in the nfl the first place was because he was in the care of and living with his psychologist who is back at's -- beckett's mother. last may see told us that kenny bartley was a loving and caring person that had nothing to do with her son's death. beckett'sment to, father matthew says he is devastated by the cps report. he said he was grateful for the investigation and did not want to jump to any conclusions. i wanted to believe this was a tragic accident but it has become clear to me that is not the case." aaron moved out of the home a few months ago in vienna. the property owner says he does not know where she is. kenny bartley remains a fugitive to the state of tennessee for probation violation. we tried repeatedly to get a

the area of new hampshire avenue and the beltway we are once again seeing a huge police presence. i heard it was an accident but we do have some problems in the area because of a possible shooting. expect those delays along new hampshire in the beltway. let's take our weight in towards the area. the eastbound side of the freeway off a 14th street bridge. heavy traffic continues on the eastbound side moving in from the pentagon. an earlier accident at the third street tunnel is gone. we have big delays continuing over on the eastbound and. the beltway not too bad. making your way through the area of connecticut avenue towards the beltway near four quote -- 450. eastbound route 50 approaching the bridge, an accident has things stand up through annapolis. that the latest through the traffic center.

. back to you alison: around the world. and imposing security presence for major celebrations. celebrations called off in brussels, the epicenter of terror raids in europe. parties in paris also expected to be tan down -- tamped down. in new york city and unmistakable police presence. leaders said they had working on plans for tonight all year long. care is in times square. tell us what visitors will encounter as a crowd the streets behind you. certainly a lot of excitement here for that midnight hour. but also a great deal of concern. we have talked to folks that will be in the crowd that is expected to be as large as one million people. they say they were excited for the celebration but also confident the nypd and other police around here will keep them safe.

the nypd talked about their plans on tuesday, confident they can keep the crowd safe amid the threats. 6000 nypd officers will be in and around this area alone, just this part of the city tonight. with them will be hundreds of cadets who just graduated from the academy earlier this week, trained in the latest police counterterrorism techniques. certainly a large police force on the ground and also in helicopters above, on the waterways surrounding new york city. new york mayor bill de blasio said he is confident this will be one of the safest places in the entire country to be tonight. alison: now that we have security out of the way, that is a huge party in new york. anything in particular the people are looking forward to down there? i think they are looking forward to midnight because a lot of them are out here at 8:00 or 9:00 this morning.

jonathan: an update from maryland. this is new hampshire avenue. we are getting more information from these chapter -- news chopper 7. somebody called police saying they were being followed and shot at. right now is not clear if any shots forever fired. we know nobody has been hurt. police are on the scene in a big way. they have taken a couple of people away in handcuffs to their car. we don't know if they are suspects or people they want to talk to. we will have more information as soon as we get it in from our reporters in the field. the good, the bad and the ugly. we saw it all with study -- stories that went viral. alison: there was the adorable and hilarious and confusing. nobody is sure if it's blue or

we would get rid of that warm weather. here is the story as we give you a look out at the belle haven country club. is currently 52 degrees and some breaks in the overcast. temperatures around the rest of the area holding in the upper 40's to low 50's across the region. that will change in the nighttime hours because the skies will clear a bit. that allows temperatures to drop. weather-wise things are just going crazy at -- after all the tragedy in weather. high pressure will virtually control the entire continental united states for the next several days. here is what we have tonight. skies will clear and we will have lower 40's. inside the belly towards midnight somewhere in the low 40's. the winds should not be too strong. take a look at this. a complete flip-flop in the weather forecast. we have seven days of mostly sunny skies.

the highs will be in the 40's. tuesday we are forecasting a high of 39 degrees. 42 on wednesday. back to 46 degrees for the day on thursday. snowstorms, rain, just a little bit -- no storms or rain. jonathan: baltimore county not seeking reimbursement for assistance provided during the april riots. they cost the county $250,000 to send crews to baltimore during the unrest following the death of freddie gray. countyexecutives say the health that on an emergency basis with no expectation of reimbursement. last week city officials said they would pay surrounding county -- counties $1.8 million for their assistance. hundreds of people will be packing the streets of d.c. but not just for new year's eve festivities. the black lives matter movement is planning a protest tonight. as sam sweeney explains they plan to shut down downtown.

reporter: more than 500 people say they will pack downtown d.c., specifically at seventh and h to shut chinatown down. they are calling for an emergency call to action saying "turn up a shutdown gallery place in chinatown for sandra bland and tamir rice." she committed suicide while in custody in taxes. right was killed in ohio after flashing a pellet gun. officer said in split seconds they had no way of knowing it was not a real gun. this week a grand jury decided they will not indict this two officers involved. protest erected in ohio i know the black lives matter movement says he will bring protests right here to d.c. on one of the busiest nights of the year. people who live and work in this area do not agree with their actions. >> i think there are other

director of the legal assault institute. he said the delay charge shows survivors they can get justice, even if it doesn't happen quickly. >> it means something to survivors everywhere to have a prosecutor come forward and such a high-profile case after so many years. reporter: survivors are getting a tough lesson from the defamation lawsuits cause the has -- cosby has filed against some accusers. some perpetrators just turn to the court system and try to use the court system as a weapon against survivors. we have to put our faith in the justice system and hope they will bring the truth to light. reporter: joce sterman, abc 7 news. he is doing it. jonathan: that is a raccoon and a donut shop. we have the video to prove it.

that would have been a good call. the whole nats note down this year. believe it or not we had so much to work with this year that the not make the list. waswe did have to work with embarrassing security breaches, blockbuster trials, wild weather. we had the privilege of covering some incredible stories and some remarkable people. here is a look at stories 10-6. number 10, wildly inconsistent weather. early in the year it was bitterly cold. for the second straight year the potomac river froze. snowfall was above average especially west of the city. by the years and we experienced one of the warmest december's ever. number nine, there were a few things that d.c. more -- gets more excited about the new baby panda. twins were born but one did not survive.

he joined his older sister born in 2013. number eight, the charles severance trial. in early november he was found guilty of three serial murders. he killed alexandria resident nancy dunning, ron kirby and within ludano. dano.thanne lun number seven, larry hogan became the second republican governor of maryland since the 1960's. then in june he announced he was battling an advanced and aggressive form of cancer. he earned wide press for the frank and public way he filed the disease. after undergoing chemotherapy he announced in november he was cancer-free. number six, security breaches. changes to the white house fence fromot stop joseph caputo scaling it while they were having their offense getting dinner. the ultimate security breach happened in april.
