kayla: a toll lane project that could end taking a toll on a north carolina governor's race, the fallout as sitting governor pat mccrory orders a review of the controversial deal. good evening and thank you for joining us for "fox 46 news" at 6:00. i'm kayla ayres. bill: i'm bill melugin. first on fox, governor mccrory supporting the i-77 toll lane project for years. the entire contract is at risk of being terminated and one of mccrory's chief political rivals is calling him out on it. robin kanady will give us the latest on the controversy. hi, robin. >> reporter: it doesn't take long to see why this stretch of interstate desperately needs more traffic lanes. let me show you all of this mess here. people living and working around here say this bottleneck does not just happen during rush hour, but the problem remains how to fix

if there's any stretch of interstate that will be a hot-button issue in the governor's race, it will be this one. 26 miles from uptown charlotte to mooresville. the governor's route for solving the traffic hassles hit a roadblock. a subsidiary of cintra, the private company building the i-77 toll lane has just filed for bankruptcy. on this road project in texas. and that prompted governor pat mccrory to send north carolina's dot secretary to the lone star state. his mission, find out what >> these are separate corporate entities, some should have been successful, others have not. i have to make sure our taxpayers are protected with regard to this action. in texas, i'm going to make sure we do a thorough review of that. >> reporter: the group opposing known as widen i-77 wonders if mccrory's move is just for show.

struck us as a bolt out of the blue. we're wondering whether he's sending the secretary to actually figure out a way to cancel this contract or whether this is all for form. >> reporter: the ncdot tells us north carolina's current contract with cintra protects taxpayers from financial losses. at's a quote. widen i-77 says it's just not true. the group claims if the project defaults on its loans, of dollars. >> we'd like clarification from the governor and the dot how the taxpayer would not be at fault when the contract says otherwise? >> reporter: opponents of the toll lane say it's a road the state can't afford to go down. the question now, is there any turning back? construction has already started on the toll lanes, but the group, widen i-77, tells me that's okay, that work that's already been done on

be done anyway, even if the state decides to scrap the toll lane project, they would need to do that work to make way for more general purpose lanes. live on i-77, robin kanady, fox 46 wjzy. bill: lot of questions. dot secretary will meet with texas dot officials. mccrory has instructed the dot to review north carolina's contract with cintra to see what can be done next. attorney general roy cooper released the following statement -- now the dot fired back calling cooper's response, quote, a

cooper reviewed the contract with cintra from day one and never had a problem with it. kayla: before warmer weather returns, could be seeing wet weather overnight. for more what we can expect and a check of the accuweather forecast, here's meteorologist amanda cox. >> that's right, we're seeing a little rain moving into parts of the area. lot of cloud cover and that's been the case for a good portion of the day. it's staying active due to an area of low pressure, you can see back to the south and west. this is sliding to the south and east of us, and as that happens, we'll have the rain coming in. there's heavier rain further to the south, it's going to pick up through the overnight hours. most of our temperatures in the 30s and 40s, well above that freezing mark. we're going to stay with just rain for most of the area. notice temperatures to the 20s further to the north and west, they could have snow shower activity from time to time.

60 to 70 to 80% chance throughout the evening and the overnight hours. we expect to see the rain overnight into the very early-morning hours tomorrow. as you wake up, a lot of this is long gone, there is the potential of mix of rain/sleet/snow possible in the mountains and weak cold front saturday they can talk about in just a minute. kayla: thank you, amanda. developing story as another case of the zika virus has been found in north carolina. this time in wake county. health officials say the person affected contracted the virus while traveling abroad. it's the first case for wake county but the fifth in the tar heel state. officials have not released who she is or where the woman traveled to, but did say she is closely monitored. according to the centers for disease control and prevention. there are more than 100 cases of travel-associated zika virus in the united states. however, zero cases of transmission by mosquitoes in the u.s. new at 6:00 tonight,

have been found in our area. local health officials found six cases in the state alone with another nine people showing mump-like symptoms. four of those confirmed cases are in mecklenburg county while another four are not confirmed but are being investigated. bill: a number of charlotte residents are without power tonight, here's the reason why, take a look. this is a crash that happened earlier this morning that took out utility poles. duke energy crews have been out there attempting to restore service from the crash around 1300 people had power knocked out when the crash happen, but that number has gone down to just around 33 homes. kayla: after more than a month on the run, the rock hill prisoner who escaped is back behind bars tonight. 26-year-old zachary reeves was captured in fulton county, georgia early this morning. reeves walked away from the catawba prerelease center in

he was there serving an eight-year sentence for second degree burglary. he faces even more charges. bill: charlotte's controversial nondiscrimination ordinance is back in the headlines tonight. state house speaker tim moore says there is enough support to reconvene early and hold a special meeting to consider eliminating the ordinance that will allow transgender people to use whichever rest room they identify with. moore says three fifth of the chamber asked for a special meeting. governor pat mccrory says the meeting isn't necessary. the next session set for april 25th, but the ordinance will take effect april 1st. the north carolina primama isn't for another couple of weeks. you can cast a vote. more than 360 early voting sites have opened up across the state today. if you want to cast a ballot stop at any voting location until next saturday. if you miss the regular voter registration deadline, you can register at one of the early voting sites.

photo i.d. but there are exceptions if you don't have one. check with your voting site before you head to the polls. police in raleigh say officers were threatened the same day an officer-involved shooting turned fatal. brand-new reports say the threats went to law enforcement by e-mail between noon and 3:00 monday. hours after 24-year-old was shot and killed. we learned that denkins was struggling with an officer and autopsy shows he was not shot in the back. police have not said exactly who those threats came from or if they were meant for a specific officer. kayla: controversy continues to brew in a local town after a majority of police officers resigned. just last night the pageland town council voted to name the chesterfield sheriff as interim police chief while they work on fixing the staffing problem.

on the sheriff and what people can expect next. >> reporter: people talking in pageland are upset and frustrated after a majority of police officers decided to quit. the question now is how long will the sheriff's office protect this town? a town without most of their officers. and the chesterfield county sheriff's office stepping into help with patrolling. town council voted to reinstate larry brown as the police chief. right after that happened, nine officers announced their plans to resign. >> i hate that they had to think they had to do that. i wish the town council would have spoken to them. >> reporter: brown will be back in the office monday following a four-month sled investigation. sled tells us the investigation is ongoing and can't release information yet. brown will work under sheriff jay brooks who will be the

problem is resolved. >> we can't let the town go without police protection. >> reporter: sheriff brooks says brown will focus on filling the open positions. >> larry is going to have a job of recruiting new officers, building his police department back. this is going to give him the time do that. >> reporter: from what we learned, the sheriff's office will learn the day-to-day operations and the town of pageland will cover the overtime pay for the deputies on patrol. >> it's a little bit troubling to think that you're going to lose most of your police officers. >> reporter: people now just want answers as to why all of this is going on. >> no word on how long could this take place. >> reporter: the sheriff says if the department recruits seasoned officers it could be a quick turnaround, rookie officer 18 months to get them on the road. neima abdulahi, fox 46 wjzy. kayla: there is another meeting planned for monday morning. the sheriffs along with larry brown and town administrators will discuss how to best recruit and move the police department forward.

. kayla: if you're watching us tonight in charlotte, you are official isly in one of the top 20 places to live in the u.s. the queen city is ranked at number 15. it is a blend of old-fashioned southern charm, an easy city to break into. two other carolina cities made the list, charleston at 19 and raleigh-durham took the third spot. one of charlotte's biggest employers is having layoffs. duke energy, mostly in the carolinas. a part of a cost-cutting initiative it launched last year, most of the people laid off volunteered to leave. we're told they're all receiving severance pay, the charlotte business journal

which covers western and upstate north carolina was the hardest hit. bill: lawmakers in south carolina came back early to debate a bill that aims to rebuild the state's roads. wednesday, a measure passed that would send an additional 400 million dollars to repair efforts. a measure that would not raise gas prices in the palmetto state. house and senate could vote as soon as next week. a staple in the charlotte community is closing doors for good. the metro line of trade is shutting down in june. served for 50 years featuring antiques, and gun shows. the site totals 94 acres near statesville and old statesville roads. there will be a final show in early june. kayla: two of music's biggest acts are about to become carolina royalty. former "american idol" star kellie pickler among with

. kayla: welcome back, thanks for staying with us. amanda: we are seeing rain across the area, cloudy all day long, and looks like the rain is going to continue to affect us as the area of low pressure slides by. the heaviest is further to the south and heavier batch to the southwest of us, and all of this is going to lift northward. we have a little snow shower activity further to the north and west as well.

prevalent as the low pressure system slides by to the south of us, the colder air around the back side and little accumulation in the mountain areas, but most of us are going to stay as plain rain with this. mostly cloudy skies, little rain reported. 41 degrees right now and the winds out of northeast around 3 miles an hour. we're going to keep the rain throughout the overnight. notice our temperatures, basically going to stay above the freezing mark for most locations, that's why we are going to keep it as just rain. a good amount of rain, maybe upwards of a quarter to half inch of rain for a good portion of the area before the storm system pulls to the north and east. it will hang through the mountains through the overnight and the early-morning hours. much of the day on friday is actually going to turn out decent. we'll see the clouds breaking apart and more sunshine comes back into play by the afternoon and evening hours. partly sunny skies later in the day, which will boost our

not terribly high. maybe just into the 50s. 1-3" of snow will be possible across the higher elevations, because of that we have a winter weather advisory in effect through at least the first half of the day tomorrow, our temperatures are headed into the 50s tomorrow afternoon. you can see the sunshine will be prevalent later in the day. what we're also watching is another cold front. that one is coming in from the northwest. it will slide through here very late saturday, giving us the opportunity for a couple of showers late or at night on saturday night, but it pushes out quickly. it's moisture starved. lots of sunshine for sunday and monday, and as we head into the middle part of this next week, temperatures are headed into the 70s for tuesday, wednesday, thursday.. bill: take a look at that.

water tower in shelby is now history. this is video sent to us from len lynch photography, it will take crews a few days to get all of the debris out of the area so construction can kick off. kayla: community leaders are fighting unemployment in charlotte's historic drew hills neighborhood. a new career center is setting up shop inside st. luke baptist church. the center will serve as a place for youth and job-seekers to receive guidance. in addition to a computer lab, people in the area will also receive help with their resumes, finding job opportunities and career training. according to a recent survey, 71% of druid hills residents are unemployed while 52% receive government assistance. it will help greatly.

greater employment. increase the living standards of persons in our neighborhood because they have jobs that pay a living wage, i would hope it would change the outlook as far as opportunity, that you can excel, you can achieve. that's nothing you cannot do. kayla: the center is one of 30 around the city geared towards fighting unemployment. open to the community monday through thursday. >> the iredell county animal shelter is a lot busier than normal. investigators are investigating a hoarding case that said one person had 90 cats in her house. an officer was on a separate call when she noticed a strong smell coming from a mooresville home. the owner said she had 20 cats but it turned out to be more than quadruple what she said! two of the cats were dead, the rest in varying degrees of health and treated at the shelter right now. >> it's been our goal here to

possibly can, everybody here feels so strongly about it, and we want to make sure every cat that came from the situation moves into a better situation. bill: the shelter is temporarily stopped accepting cats because it's filled up. they hope to have some of the cats ready for adoption by this weekend. charges are pending and could be filed tomorrow. kayla: a fox news exclusive as the fbi is investigating whether computer passwords were shared among hillary clinton's close aides to determine how sensitive intelligence, quote, jumped the gap between the classified systems and clinton's unsecured personal server. if it's true, the entire e-mail scandal could start over. the new information comes on a day when the justice department granted immunity to a former clinton staffer who set up her e-mail servers in 2009 in her new york home. >> the end of ben carson's bid

he's skipping the gop debate. he does not see a political path forward for himself. all of this comes after disappointing showings on super tuesday. carson will go into more details about his bid during appearance in washington set for friday. if you missed it earlier, it was absolutely brutal. former presidential nominee mitt romney went on a total verbal assault of donald trump this afternoon. the former massachusetts governor had plenty to say about trump, calling him a liar, a con man, even going as far as to question his mental health. >> and let me put it very plainly. if we republicans choose donald trump as our nominee, the prospects for a safe and prosperous future are greatly diminished. donald trump tells us he is very, very smart. [laughter] >> i'm afraid when it comes to foreign policy, he is very, very not smart. [ laughter ]

challenge trump and prove him wrong by releasing his tax returns and tapes of interview he did with the "new york times." kayla: the eyes of the political world are fixed on michigan. the great lakes states will be playing host to two presidential debates this week. as you just heard, republicans in detroit tonight and the democrats in flint sunday. many political analysts see michigan as a possible toss-up and gateway to other delegate-rich midwestern states. jobs, education and runaway government are the issue in michigan as they are across the country. charlie leduff takes a look. >> reporter: when you get down to it, government is supposed to do basic things. water. roads. schools. in michigan, the government can't seem to manage any of it. and the people are angry. consider, politicians, both democrat and republican,

new water system. politicians got paid, and the people of flint got poisoned water. rick snyder is peddling the unbelievable. he didn't know. the cleanup will cost millions of dollars we don't have. detroit public schools will run out of money next month thanks to cratering enrollment and grass. the politicians aren't talking about revamping standards and curriculum, talking about clawing the taxpayers for half billion dollar bailout they can't afford. in meantime, those same politicians, both democrat and republican, voted to spend millions of public dollars to build a pro hockey arena that could have been used for the michigan public schools. employment has rebounded in michigan but mostly low-paying stuff like wiping old people's bottoms. the car companies are doing better and autoworkers got to pay raises in exchange to

going overseas. detroit emerged from bankruptcy and now a whole foods in downtown. that's good. but there's still a gigantic hole of basic services in the neighborhood, and that's bad. and so the people of michigan look to washington for answers, but it seems it's just as rotten there. turns out they knew about flint's water in washington too, and no one said a word. >> sure doesn't show it to me. >> reporter: this election is about special interests versus the public interest, a future for our children or fortune for a few? it goes beyond party politics and rehearsed sound bites. but that's all we ever get. candidates are coming to michigan to debate, and that's great. it's nice to be considered something more than a punchline to a national joke. they come to michigan to talk, but talk, like politics, is cheap.

. kayla: new details in a gaston county triple homicide. crystal gambino appeared in court again today facing more charges in the murders of three people, including her husband. caroline fountain dug deeper into the story finding court documents that point to a possible history of domestic abuse. >> reporter: crystal gambino walked into the courtroom for the second time this week after allegedly killing her husband and two others, they were found naked and shot to death at her home in alexis. >> present in courtroom for first appearance on two new first-degree murder charges. >> reporter: according to a 911 call, gambino found her husband sleeping with another woman. she's accused of shooting them along with another man, supposedly involved in the bedroom activities. police say the three victims met online. >> she's not a monster. >> reporter: a close friend of

but didn't want to share identity. the suspect's husband was abusive and isolated her from friends and family. >> gio would beat the crap out of her for helping people, and he was mean to her. he was always mean to her. >> reporter: according to court documents, the suspect did, in fact, file a restraining order against her husband in 2009. in it she wrote he threatened to kill her and take their child away. shortly after, she dismissed those. a social worker with the gaston county women's shelter says that's common for women living with domestic violence. >> they're often threatened that if you go follow through with this, i'll kill you, or i'll take our children or i know the judge, or i know this, and it's not true, except they use it in that way against them. >> reporter: the women's advocate says on average it takes seven times to successfully leave a domestic violence situation.

keep in mind, that heavier rain may be coming through from time to time. over six hours, you can see snow over the higher elevations, we don't have a whole lot mixing in across the area, but with temperatures starting to drop off, may see a flake here or there, especially at the bottom of the mountain, overall most of the snow is confined to the higher elevations. above the freezing mark with most of us in the 30s and 40s and stay that way overnight. low of 35 degrees. mostly cloudy skies. about 80% chance of rain. for you headed out this evening or during the overnight hours, have the umbrella handy, you will need it. notice things start to taper off a bit as the storm system starts to lift off to the north and east. that snow is prevalent further to the north and west, could see mixing, maybe ice especially to the north as well. things start to clear out. the snow may hang out in the
