ticket you probably thought the police department had a quota to meet. quotas. >> reporter: he uses radar to catch speeders in his town but he does not have a a quota -- have a quota. >> if i have a quota they will see. that is not what we are looking for. that is not what law enforcement is about. >> reporter: he says some law enforcement agenenes do have quotas. he prefiled a bill to ban ticket quotas and it would prevent agents from comparing the number of tickets they write.

have a quota system. they are expected to take action when they see someone breaking the law, a warning, a ticket or arrest. they wrote 424,000 tickets last year and 290,000 warnings. he says if the bill becomes laws agency that don't have quotas now won't be effected but if it stops any that do it will improve relations between police and the public. news 19 wltx. >> he is an attorney who represents the family of walter scott. he is the driver who was hot and killed by a police officer last year. he says the officer's former attorney said the main reason the officer pulled walter scott over was to meet his quota. an airman at shaw air force base died following a motorcycle wreck.

year-old, dallas pauls of columbia. the accident happened about 7:15 a.m. this morning. two other vehicles were also involved in the accident. the driver of a car was injured and taken to the hospital. and another drive of a third vehicle wasn't hurt. the accident remains under investigation. also out of sumpter county one person diedane car accident -- died in a cardant this morning -- car accident this morning. the 41-year-old was driving a car and somehow ran off the road flipping over. he was not wearing a seatbelt and he died at the scene. no one else was injured. the powerball jackpot shot up to $500 million for tonight's drawing. it could go higher. this jackpot one is of the highest in history.

rain and floods back up. >> reporter: fema hasn't been able to finish the claim. >> they came in, helped a little but the people that need the help weren't receiving the help. >> like us. >> yeah. i mean, you know. >> that is the -- [ talking at the same time ] >> reporter: a big part of the repair frustration has been alleviated by the city of manning. >> she is trying trying to get people in to help. >> the mayor has been collecting roofing materials since october. >> my problem is i have the materials and i can use more materials but i don't have any skilled laborers that can lead a team to repair a roof. >> reporter: they have enough to repair 5 more homes. >> if anyone has the skills and donate a weekend we would appreciate it so we could get house res paired. >> i am just praying the lord

now, the midlands most accurate forecast with chief meteorologist jim gandy. >> this morning was chilly across the area. the coldest morning we have seen this winter. today we started a warming trend with the sunshine this morning and clouds this fron. the high -- afternoon. the high 41 columbia. orangeburg 48 degrees. right now the clouds continued to increase. mostly cloudy around the state. we had a few showers come into georgia, most of the showers remains in the atlantic. but the moisture is foining -- continuing to increase. the high pressure is moving off shore and winds will start to at least aloft start to become southeast over the cool air here at the surface. we have seen showers develop in the southern plains ahead of the next weather system in the desert southwest. that is moving this way. and it will be impacting us this weekend.
