something is just nototight. >> reporter: now dss said at the end of the meeting that they plan on meeting with each person and they hope to review aevery situation with their management -- every situation with their management team. joy k, news 19 wltx. now, the midlands most accurate forecast with chief meteorologist jim gandy. >> today was chilly. this morning we dropped to 26 degrees at the airport. 27 in the city. both locations warmed up to 51 degrees. we averaged below normal for this time of year. now he had clouds. temperatures 46 degrees. winds from the northeast at 5 miles per hour. that is producing a wind chill of 44. we are expecting cloudy skies, 34 degrees, partly cloudy skies tomorrow and 56 for our high. to remember night the clouds come back in with a low temperature of 42.

>> thank you. following devastation from the floods the south carolina chamber of commerce listed infrastructure as their top concern and calling to fund $600 million annually towards fixing the roads and sustaining them as well. drivers say the flood uncovered that our infrastructure was worse than they ought and we can't keep patching over the issues. >> i think they are horrible and the worse in the country. >> we live in the patch and prey thing. i don't know if you drive our freeways bought lot of places they hope that it holds. >> we are the taxpayer citizens we deserve better roads. >> they are confident lawmakers will come to an agreement on a road funding plan.

ticket you probably thought the police department had a quota to meet. quotas. >> reporter: he uses radar to catch speeders in his town but he does not have a a quota -- have a quota. >> if i have a quota they will see. that is not what we are looking for. that is not what law enforcement is about. >> reporter: he says some law enforcement agenenes do have quotas. he prefiled a bill to ban ticket quotas and it would prevent agents from comparing the number of tickets they write.

have a quota system. they are expected to take action when they see someone breaking the law, a warning, a ticket or arrest. they wrote 424,000 tickets last year and 290,000 warnings. he says if the bill becomes laws agency that don't have quotas now won't be effected but if it stops any that do it will improve relations between police and the public. news 19 wltx. >> he is an attorney who represents the family of walter scott. he is the driver who was hot and killed by a police officer last year. he says the officer's former attorney said the main reason the officer pulled walter scott over was to meet his quota. an airman at shaw air force base died following a motorcycle wreck.

year-old, dallas pauls of columbia. the accident happened about 7:15 a.m. this morning. two other vehicles were also involved in the accident. the driver of a car was injured and taken to the hospital. and another drive of a third vehicle wasn't hurt. the accident remains under investigation. also out of sumpter county one person diedane car accident -- died in a cardant this morning -- car accident this morning. the 41-year-old was driving a car and somehow ran off the road flipping over. he was not wearing a seatbelt and he died at the scene. no one else was injured. the powerball jackpot shot up to $500 million for tonight's drawing. it could go higher. this jackpot one is of the highest in history.

is enrolling at south carolina. the program announced today that high school senior chris smith will enroll at usc for the spring semester. smith will play cornerback but is skilled on both sides of the ball. he graduated last month from high school in rock hill. staying with the gamecocks, the men's basketball team back in columbia follow their win over auburn last night. the 14th straight win. they remain one of two unbeaten men's team in the country. this is the best start for the program in 80 years. up next they return to take on vandy saturday. tip-off is 3:00 p.m. still ahead now families in one town need help before they can return to their home following the october flood.

in you are watching news 19 at 7:00 p.m. with jr berry. the city of manning has materials to fix roofs from flood damaged homes and a waisting list of families who need help but no skilled volunteers. news 19's sonia gutierrez has more. >> the duct work is ruined. >> reporter: they haven't been able to move back in since the october floods. >> $2,500. >> the repairs -- >> new everything. >> reporter: never seem to end.

rain and floods back up. >> reporter: fema hasn't been able to finish the claim. >> they came in, helped a little but the people that need the help weren't receiving the help. >> like us. >> yeah. i mean, you know. >> that is the -- [ talking at the same time ] >> reporter: a big part of the repair frustration has been alleviated by the city of manning. >> she is trying trying to get people in to help. >> the mayor has been collecting roofing materials since october. >> my problem is i have the materials and i can use more materials but i don't have any skilled laborers that can lead a team to repair a roof. >> reporter: they have enough to repair 5 more homes. >> if anyone has the skills and donate a weekend we would appreciate it so we could get house res paired. >> i am just praying the lord

now, the midlands most accurate forecast with chief meteorologist jim gandy. >> this morning was chilly across the area. the coldest morning we have seen this winter. today we started a warming trend with the sunshine this morning and clouds this fron. the high -- afternoon. the high 41 columbia. orangeburg 48 degrees. right now the clouds continued to increase. mostly cloudy around the state. we had a few showers come into georgia, most of the showers remains in the atlantic. but the moisture is foining -- continuing to increase. the high pressure is moving off shore and winds will start to at least aloft start to become southeast over the cool air here at the surface. we have seen showers develop in the southern plains ahead of the next weather system in the desert southwest. that is moving this way. and it will be impacting us this weekend.

southeast right now, well, not too bad for this time of year. right now it is 39 degrees in asheville. or nashville. it is 45 degrees montgomery. 53 jacksonville. in south carolina temperatures generally in the 40s. though it dropped to 39 degrees in anderson and in greenville. 46 in columbia. 41 sumpter. 45 degrees in orangeburg and charleston still 50 degrees. our computer model showing the clouds increasing tonight. tomorrow partly cloudy skies during the day. i don't think we will see rain. more clouds come back in tomorrow night and it is on friday that we expect to see a chance of some showers moving through the area but not expecting heavy rain. here is our forecast tonight 30 newberry. 34 columbia. 37 in manning. tomorrow high temperatures in the mid-50s. 55 camden. 56 columbia and lexington. 57 orangeburg.

friday with a few showers, 57 degrees. we will see better chance of rain on saturday. high temperature 62 degrees. but then that moves out and for sunday now it looks like it will be partly cloudy. 62 degrees with colder air coming in next week by tuesday. we will see a high temperature of 49 degrees. it will be sunny on wednesday

it is standard with the operating system. it is intended to make sure you always have a good signal by automatically switching to cellular data. when a wifi signal is weak. it could use your monthly data without you realizing it. to turn wifi assist off go to settings and press cellular. the switch is at the bottom of the screen. some elementary school students took a trip to the midlands to donate food to the snack pack program that provides healthy food items for less fortunate students. it is given to students in need before each weekend. the school reached out and offered to help those students effected by the flood in october. >> it feels amazing because if those -- >> they are just like us. >> yeah. if you think.
