[heart beat] you are watching news 19 friends @ five with andrea mock and darci darci strickland. >> i am darci strickland. >> i am andrea mock. >> parents are demanding answers after their children's bus came home hours late without explanation. news 19's colby gallagher has been looking in to this for us today.

parents that you talked to are. >> reporter: both parents were so nervous they called 911. that is how concerned they were merchandise they say it is -- they were. they say it is somewhat normal because there are only two bus routes if disabled students. a couple hours on the bus is somewhat permittable but they say last -- personalitiable but they say last night, they began to panic. some students didn't make it home to 8:45 p.m. the district says the reason for the delay, the bus broke down, something they say is not uncommon. the superintendent says this is the 10th or 11th time that bus has broken down. he says they are doing the best they can to maintain their fleet with what they have but the district did make mistakes

contact roster for the bus. >> the operational aspect we have no control over. the other things we did not do a good job notifying the parents, not having the contact information. ipologize for that but -- i apologize for that but that has been addressed. >> reporter: they are putting steps in place to make sure parents will always be notified of future issues. as for the buses, because the state owns them the pressure needs to be put on the general assembly to allocate more funds so buses are better maintained or repoliced. >> we had -- replaced. >> we had time to talk about this, i want you to explain why the driver didn't know who was on the bus. >> reporter: it was a perfect storm. all of the circumstances added up to this happening. the bus driver called out sick.

because of that they had two bus routes for one driver that would have taken longer then what happened when the bus broke down, one of the maintenance guys says i can fix it on the road, he looked at the problem and said i don't think that i can. then they sent a second bus to pick them up, the handicap ramp wasn't working, so they had to get another bus. he said they only have a -- only have a certain amount, instead of having one, they had to wait for a bus to finish its route with all the other students, then come back to the shop and go to where the bus was broken down -- [ talking at the same time ] >> parents are panicking. >> parents are panicking. that is something they are addressing. there are monitors on the buses and so he said they are going to always have the rosters with the monitors. information in the michael slager case. a judge is giving an investigator extra time look at evidence. they filed a motion asking for sobs from his taser be sent back to an inveigator after sled looked at the new evidence found. the investigation remained on hold till sled was done with that evidence. they asked for 40 more days to investigate. in washington now, justice scalia's courtroom chair has been draped in black as part of the supreme court tradition that dates back to the nineteenth century. at the same time the debate over whether or not it should be president obama or his successor who appoints the next supreme court justice is heating up. the selection will face a tough nomination process with republicans vowing to block thupointment till the next

the next president comes into office. . now, the midlands most accurate forecast with chief meteorologist jim gandy. >> this morning we saw showers and thunderstorms moving through the area but they moved out quickly. we saw the sun come out. here is the second system moving through the tennessee river valley, that will be moving through tonight. you can see this. this is a three hour loop of the radar. you can see how the rain has been moving through the tennessee river valley. wintery mix in parts of the mountains of north carolina. light rain moving into the upstate. but most of this will stay to the north. we will see a slight chance for rain but it warmed up today with the sun out. in fact, raleigh 56 degrees. 63 augusta. 59 atlanta. clouds and rain, 40 degrees in knoxville. columbia we are mostly sunny. our temperature 64 degrees. winds from the west, southwest at 10 miles per hour.

with cruz in second place. meanwhile an update on the zika virus. the world health organization says it might be necessary to use controversial methods like genetically modified mosquitos to wipe out the zika virus. it has been spreading across the americas and it has been linked to a spike in babies born with small heads. it has already been declared a global health emergency. a north carolina family is celebrating a medical marvel. their daughter is one of the smallest babies who was ever born and now she at home with her parents. she wasn't sure -- the parents weren't sure this day would come. she was born 14 weeks before her due date. weighed just 10-ounces.

family. >> reporter: megan smith waited 5 months for this moment. the chance to go home with her baby girl. she is a medical miracle. >> we got to see the human being formed outside of the womb. >> reporter: they were thrilled when they learned she was pregnant. six months in hypertension put her at risk for a stroke. she stopped growing inside her and doctors had trouble finding a beat. she need an emergency c- section. she was born september 23, 14 weeks early. she weighed 10-ounces and measured 10 inches long. >> she is tiny. you know? size of a small kitten or smaller. a baby bird.

was born half the size of the smallest preemie at children's hospital in charlotte. >> reporter: what did you tell the parents? >> the risk was that she could die. as long as there is hope i will focus on the hope. she is not supposed to be there yet. none of her organs are working. her skin is one cell layer thick. like the bottom of a blister. >> reporter: even taking a blood sample was risky. she was born with less than an ounce in her body. >> she was reaching the limits of our technology. so we had to sit down and -- and get creative about our approaches to many things. >> reporter: one night her heart rate plummeted. cpr brought her back to life. she left the hospital six weeks after her original due date

over night the rain moved through area. just about everybody saw some rain but varying amounts. the blue colors were a half inch or less. the green areas, of course, more than that. over here in lexington and aiken county, inch of rain and spotty areas of rain in sumter county. the storm system moved out, we cleared out, we saw sunshine but now we have another system through the tennessee river valley, rain into western north carolina and upstate of south carolina. we are not seeing the clouds yet but the clouds will be moving in. the storm system that brought the rain today is up in new york state, moving away. the next weather system moving to the east.

once it does we will be drying out for the rest of the week. temperatures warmed up into the 60s. 64 right now in columbia. as well as orangeburg. 62 degrees in sumter. cooler up state. 57 degrees greenville and anderson. for tonight we expect the clouds to come in and there is a chance we might see a shower. mainly north of i-20, south of i-20. won't see any rain whatsoever but that moved through quickly. and then tomorrow we will be seeing partly cloudy skies. we will clear out during the afternoon. and then as we go into thursday we will see nothing but 9. so should be nice for the rest of the week. for tonight we are expecting low temperatures in the upper 30s and low 40s. 37 newberry and camden. 41 columbia. 42 st. matthews and orangeburg. tomorrow we should warm up to 59 newberry. 61 winnsboro. 62 columbia.

having a healthy lifestyle. but it is also going to give a new start to the mother. >> officials hope it will reduce child hospitalizations. south carolina is fifth worse in child poverty. well, moving our attention new another problem in the state. talking about homelessness. the last count of homeless people in our state was 5,040 home. but a new program is helping some people find jobs. the back to work program, a 5 week boot camp meant to help people find jobs and keep them. the pilot was so successful they decided to launch it again today. out of 19 people who graduated, 14 got jobs in december.
