now, wmur news 9 at 5:00. jean: wintery weather moving in to start the weekend. some spots will get several inches of as to, others seeing just rain. good evening, thank you for joining us. i'm jean mackin. josh: things will stay quiet this evening, but mike haddad says it will be a very different scene when we wake up tomorrow. mike: certainly will, no question about that. as we go through the evening, mainly quiet. could be a couple of light spotty mixed showers and develop mid to late evening. but the radar scopes are quiet. there could be a light mixed shower starting after 8:00 or 9:00 this evening. but not a widespread event. most of the action clearly as you can see on radar well off to our south. and the leading edge doesn't work in until early tomorrow morning. north and freezing north and west of manchester, but a little above from manchester points

that means not a whole lot of frigid air locked in place ahead of this storm, and that means a wintery mess for tomorrow morning. in the the spotty light showers of wet snow, maybe a touch of of sleet, freezing rain during the late evening. but tomorrow morning rain southeast, a mix central, and wet snow higher terrain, central and north. i'll have a timeline and much more in a few minutes. jean: with another storm approaching,s and highway workers are urging drivers to slow down. since thanksgiving of 2014, 21 parked state police cruisers have been hit. five troopers have been hurt. just this week a 31-year-old derry woman stuck on the side of the road was hit and killed, the same day a trooper was hurt on 89 when his cruiser was struck

that's when a one-year grant for the position ends. wozmak say during that time the state expanded programs, treatment options and worked to make narcan more available. governor hassan says wozmak worked tirelessly to strengthen the state's response to the opioid crisis. but the state g.o.p. chair says his tenure was marked with ineptitude. the governor's commission on alcohol and drug abuse prevention voted last fall to continue funding it. tom griffith, wmur news 9. jean: tonight controversy over a statement made by the chair of the hampstead budget committee about a school shooting scenario. some are saying the comments made during a budget meeting are disgusting and offensive. kristen carosa is live in hampstead with the details. reporter: these comments were made just last night here in hampstead and since that time there's been outrage in this community. let's show you video from the

comments came during a discussion about school renovations at the hampstead central school. according to the school superintendent, it was a safety discussion about eliminating mobile classrooms behind the school and having all students remain inside the main building it. during that time advisory budget committee chairman tejada said renovations would not make the school any safer, describing to everyone at the meeting how he would commit mass murder at the school and further stated what a field day it would be. the school superintendent has placed a no trespass on him, which means he cannot go onto any school grounds, field or playgrounds. >> based on my marine corps training, if i wanted to do harm, i wouldn't do it while they're going to the main building, i would wait until recess, i would hide in the wood behind them and have a field day.

did and didn't happen last night. >> new hampshire took him seriously from the beginning. reporter: a nice draw for fiorina, as she notes without a big bag of money she's managed to stay with the republican pack. >> i'm tied forfeit in new hampshire with i a bunch of governors who were on the other debate stage last night. reporter: after being the so-called undercard, feerpa offered her take on what occurred on the main stage, particularly the back and forth between donald trump and ted cruz. >> what i saw in the second debate was a nasty fight between two insiders trying to cast themselves as outsiders. but that fight had everything to do with their power and position, nothing to do with the american people. >> we thought it was unfair what the national party did. they excluded one of the main candidates in the race. reporter: not invited to the main debate stage for the first time this cycle, senator rand paul declined a seat at what

table on thursday. in a form of protest, paul says the national party is damaging the selection process by choosing the participants by use a national formula instead of the polls in state who will offer their opinions first. >> the elections are state by state and they're won state by state. so i object to the party using a heavy hand or an iron fist on this thing, because really we've worked very hard for two years, the voters and it unfair for them to keep us out of the debate. reporter: both fiorina and paul will stay busy tonight, fiorina has a town haul in milford at 6:30, paul has one in hollis at 7:00 and both have several events planned around the state tomorrow as well. several other candidates were in new hampshire today, after wrapping up on the main stage of last night's debate. we're going to hear from them at 6:00. >> new hampshire voters are coming out to these events because they're doing a civic duty. they're trying to vet the candidates, ask the tough questions, ask the followup

of oil is one big factor. oil has now fallen below $30 a barrel. the lowest it's been since 2003. adding to that, a shaky global economy, especially in china which has seen its own market take a beating. retail and manufacturing numbers aren't helping as investors brace for volatility not seen in years. >> are we likely to something you would call a crash in china? or is this just a slowing economy over there? those are questions we can't answer, and the inability to answer those and the lack of transparency is turning worry into panic for some traders. reporter: experts are telling long-term investors not to be too worried. they point to strong job growth and a recovering housing market that could help financial markets get back in line with the u.s. economy. josh: in less than 24 hours the patriot begin their march for a fifth super bowl trophy, they

jean: let's see how things are looking out there on friday night, this is the view over 293 near exit 5. josh: traffic appears to be mog smoothly. peggy james joins us now with a live look at the road home to end the work week. >> good evening. a lot of people on the move as we head into the weekend heading northbound. coming up over the massachusetts border. once you get to salem you start to see slowdowns pretty much all the way up to londonderry, heavier than normal. 293 things are moving well north and southbound. up towards the hooksett tolls you're hitting the brakes through the tolls and then on up to the bow junction, lots of congestion there as well as the exits in concord. you're seeing a lot of volume exits 12 to 15. 106 in loudon heavy backups in both directions due to an earlier crash around mile marker 5.6. hopefully that's clearing out shortly. everett turnpike stop and go between exits 8 and 11,

ordered to pay more than $101 million in restitution. that's according to a court document filed today. the money would be divided among 49 victims. tsarnaev is now being held in a federal prison in colorado and faces the death penalty. also right now, rescuers are searching the waters off the hawaiian island of oahu for survivors of a marine helicopter crash. jean: the accident happened last night and involved two marine helicopters, twelve people are still missing. witnesses in the area say they heard a loud boom and saw a big flare in the sky. searchers say an empty raft was found this morning, no one was on board. josh: lisbon residents are being told to boil their drinking water after a sample tested positive for e-coli, it affects about 1,000 customers. town and state official itself are trying to resolve the problem. mike: not too bad a day out there, a little partial sun,

temperatures seasonably cool by this afternoon. on radar all is quiet and should remain that way through 8:00. beyond that time frame, there may be a couple of mixed, sleet, freezing rain, even wet snow showers that try to develop in any one given community south of the lakes region. this should not be a widespread issue and we'll have to wait until the predawn hours to get in. the next storm, spinning through the carolinas in towards southern parts of virginia. heavy rain on average -- looks like the heaviest precipitation will be in southeastern parts of new hampshire and points south and east once we get through later morning. right now temperatures are in the 20's and low 30's. not all that cold, so we do have that good chance even in parts of central new hampshire to get in on a wintery mix when the storm does move on in.

temperature fall, low to mid 20's north. right around freezing at the coast. here's the reason for the wintery mix as opposed to all snow. there's just not a lot of frigid air on the map over any portion of the northeast. it's locked north of the border, and that's where it should remain this weekend. in terms of the timeline, the next few hours mainly dry. after 8:30, 9:00, through midnight, early a couple very light showers of sleet, rain or as to. that means any unstreeted surface may be slick. different story by six or seven in the morning, that's when steadier rain moves in, temperatures will be right near freezing, so there could be pocket of freezing rain around manchester, hooksett, concord as well, but mainly rain or freezing rain. you get interest the mix of wet snow, sleet and rain from the lakes region west and primarily

once the storm really cranks up mid to late morning and precipitation increases, the higher you are in elevation and the farer in north and west you are, the better chance of accumulating snow until the storm pulse away later on in the afternoon. in terms of accumulation at this point looks like a fairly low one at the coast with primarily rain and a little wet snow at the end. so a coating to maybe an inch manchester towards the shore. 3 to 6 lakes region points north. but notice in between, one to three, a sloppy mess concord into the monadnock region. by the way, 3 to 6, great news for ski areas. 'here's haley. hayley: the ski areas, snowmobilers, cross country skiers, very happy to see that 3 to 6 inches, even in the higher summits and peaks, there could be a couple inches higher than that. and there's another chance of snow, but i wanted to give you forecast.

those areas. it will be tricky traveling coming up through southern new hampshire. temperatures in the 30's. but then on sunday, bright, beautiful, that will probably be the pick day to enjoy skiing with sunshine, temperatures in the 20's. for monday, cold, with another round of snow showers maybe some snow squalls too. so ski areas very happy about all of this. for more on this colder air coming in, back to mike. mike: the reason why the gentlemen drives it in our direction in between now and then especially by late sunday night and monday morning there could be a brief period of snow showers, even snow squalls, so you'll have to watch out for that early on monday. highs tomorrow running in the mid to upper 30's. but beyond that it does get a little cooler sunday, as haley mentioned, and then get ready for monday, tuesday and wednesday as the real arctic chill builds on in. very sloppy across the state tomorrow morning, for early afternoon it dries out quickly.

josh: now to commitment 2016, and our question tonight for presidential candidates, we asked republicans to weigh in on what the federal government can do to ensure access to quality affordable health care. >> i think that obamacare is probably set us back. one thing we know for sure that is obamacare has become a drag economy. now if you go over 49 employees suddenly you're subject to it so now everybody is working part-time. you've got the nationalization of health care, which means the costs are not going to be controlled. i think we need to go back to a market based economy on a market based health care system. we could use medicare to be sure, we can use medicaid for poorer citizens, but we've got to encourage business toes offer decent health care as part of a benefit program. which obamacare has obliterated.

case where people can understand the quality and value of the care that they can get and the accessibility and affordability of it. but by nationalizing the problem we've set health care back in this country, i think there. are some good things about obamacare and we ought to maintain those, like pre-existing conditions, but still it's time for a change. >> i think one thing the government can do is quit trying to fix it with foolish policies that are designed by a committee of a bunch of special interest groups like the -- obamacare was hobbled together by people that had an interest in a certain piece of it. what we need to focus on is cures and prevention. as president i'd like to declare war on cancer, heart disease, diabetes and alzheimer's and pledge to e rad eradicate those diseases in 10 years.

some spots will see snow from this, some will get rain. but mike haddad says no one in new hampshire will be able to dodge this messy weather. mike: that's right. we're going to get rain, sleet, freezing rain and snow all over the next 12 to 18 hours. fairly quiet right now, but some increasing clouds. anything. could be a few mixed showers mid to late evening, so just be aware of that in any one given community you could see some slick conditions developing, but not a widespread issue. most of the action remains to our south, approaching d.c. at this hour with some heavy rain. by the time that moves in towards new hampshire, there will be just enough cold air for wet snow for some, sleet, freezing rain for others, and rain yet for others. here's a look at the map by early tomorrow morning. notice the area in green from especially concord points south through manchester, nashua, over towards salem, up through exeter and portsmouth and even towards rochester, too warm to support anything but rain, there could

rain mixed in, but the snow and sleet line not too far away. so where does that end up for the rest of the day and what about accumulations between now and later tomorrow. we'll look at that straight ahead. jean: new details about the site for cultivation of medical marijuana in the granite state. we have more details about the facility and the timeline for operations for all of that we go to jennifer crompton. reporter: tonight the department of health and human services confirms that it started mailing out identification cards to 176 qualified granite staters who applied for permission to legally purchase medicinal marijuana. but before it's available in this state it has to be grown and cultivated here. rochester is one of three locations where that will happen. growing and dispensing operations for cannabis are numerous in colorado. but there's never been one in new hampshire. not even since medical marijuana

but there soon will be, this mill building in rochester home to sanctuary atc's medical cannabis cultivation operation. the first of three to get state approval, complete with a lab and commercial kitchen. >> when you talk about the products, we're talking just not flower products, but edible products, tinctures. so there's many different products that we make. reporter: products will be given to the dispensary in plymouth, it should be open by april. it something that many neighbors living near the location on spaulding avenue actually embrace. >> i have a son-in-law that has a.l.s. and he does have a medical marijuana card through maine, and it helps him immensely, and it doesn't worry down the street. reporter: the process between

very smooth. >> we work closely with the executives on developing their security plans and their security for their employees, and the product that they're going to be manufacturing. and we've been involved with them every step of the way. reporter: the department of health and human services also confirms tonight that it has plans to visit another cultivation site in manchester next week, that one, that third timetable. but that means that two cultivation centers and three dispensaries should be open in new hampshire this spring. jennifer crompton, wmur news 9. josh: senator shaheen is calling on congress to pass an emergency bill to deal with the heroin epidemic. she joined maine senator king at work hospital today, they say the proposal would provide emergency funding to address

something senator shaheen says continues to spiral out of control. >> we need a response at the local level, which you all are doing, at the state level. but we need much more action at the federal level as well. josh: both lawmakers say money is needed for drug agents and more treatment as well. jean: police say a dublin man told the officers who pulled him over that his car was full of chemicals to make methamphetamine. jesse dennis was running over shopping carts in the parking lot of a wal-mart. dennis has been charged with d.u.i. and more charges are expected. josh: pelham police say card skimmers have been found at several gas stations. they say the skimmers have been installed on self serve pumps, making them hard to spot. this particular case is still under investigation, but police offer some tips to protect yourself from this threat.

year's start we've ever had, dropping oil prices and continued uncertainty over china are fueling the fall. malicious software on hyatt hotel computers did affect three boston hotels. josh: no new hampshire locations are among the hotel where is the malware was found. they still don't know how many customers have been affected. and wal-mart will be closing 269 stores including all of the wal-mart express stores that were launched in 2011. the company says it will focus instead on beefing up super centers and neighborhood markets as well as its businesses online. the closures are spread across 27 states. none though in new hampshire. and although sam's clubs in fall river and sea coming, closing. jean: coming up, new perspective into the biggest and brightest in the universe.

affordable health care. >> repeal obamacare and replace it with a law that allows every american to control their own health care dollars, whether it's a tax credit or tax-free money from your employer, and you can use it to buy any health insurance you want from any company in america across state lines. >> repeal obamacare which is inflating dramatically the cost of health care, punishing people who don't buy health care. 20 million americans will pay taxes not to have health care because of obamacare, they're going to pay fines. less than 10 million people have been covered, premiums are going up, deductibles are going up, it's a disaster and we need to repeal it and we need to put in place what will work. not another 3,000 page bill telling the government telling health care how to set up the health care system. but allowing the market to work by treating everybody treating every individual fairly under

so a provision that makes sure the tax code treats those that have employer provided insurance and those that don't equally and making sure that everyone will have access to insurance. >> you have to go to a private system, a system that can be much less expensive, much better. if you look right now we have to take all of the lines away from the different states because right now the insurance companies have essentially states. compete. obamacare has been great for obama and it's been great, although not for his health insurance, but it's been great for obama and really great for the insurance companies, they're making a fortune on it. but it's got to be repealed and replaced. we have so many better alternatives, less money, so much better. and it will take place and just one other thing on obamacare, if you look at the premiums that people are paying today, whether they're going up 35, 45, 55% and then you look at the

the clear air by later tomorrow afternoon. and that means a messy mix for new hampshire. temperatures right now 20's, very low 30's. couple of mid third in nashua and over towards the coast, back through keene as well. and temperatures are not going to drop off all that much overnight, but right down near freezing manchester, nashua, up through concord, makes region, points west and near the coastline, and that means even though aloft, upstairs in the atmosphere, it will be too warm for plain snow, we'll likely see some rain and pockets of freezing rain developing tomorrow morning. could be snow or sleet or rain shower, but most of the precipitation comes in starting at the predawn stretch of tomorrow morning. here's the timeline, again between 8:00 and 10:00 tonight, could be a few wet flakes, a touch of sleet, maybe a rain or freezing rain shower. in a few communities. but if you get in on one of

right near freezing, so could be a couple of slick spots. tomorrow morning, wet snow northern makes region points north, rain from concord points south. again could be pockets of freezing rain for a short time to plain old rain at the coast. in between that messy mix of sleet, freezing rain and a touch of wet snow. as the storm cranks up, it should go over to all wet snow, a good portion of the lakes region north and westward and then into the higher terrain in and around the lake sunapee zone and the higher terrain of the monadnock region. it could all end is wet snow even near the coast by early afternoon before it all clears out later on saturday afternoon. by the way, foxborough looking good, dry, breezy, and temperatures in the upper 30's at kickoff for tomorrow's game. back into the sunshine for sunday and then snow showers and squalls, the leading edge of colder air comes in early monday. in terms of accumulation, on average three to circumstances inches of wet snow around the lakes region.
