[captioning performed by the national captioning institute, which is responsible for its caption content and accuracy. visit ncicap.org] erin: we are following breaking news out of california right now. naval medical center in san diego says there are reports of an active shooter. officials say three shots were fired in building 26. s facebook page says that everyone in the building should run, hide, or be now. stay with wmur.com and your wmur app for the latest he tells the situation out in california. central high school put in lockdown this morning after several students were allegedly approached by a stranger. and at this hour police are still investigating the circumstances surrounding this incident. wmur' s heather hamel is live this noon with what we have learned so far. heather: manchester police say they are giving kudos to the girls who reported these incidents so quickly.

secure the campus and get right to work finding the person responsible. they say this morning the students were walking to school around central high school and a stranger started to make inappropriate comments to several of them. they are seeing if it went further than those comments. the girls reported the incidents to school administrators, the campus was secured, and police were able to find a 19-year-old man who did fit the description. he was charged with having a controlled drug in his possession. he is still being question right connected to the incident in regards to those girls. police say this is a teaching moment. they say they hope everybody is aware of their surroundings when they are walking on the street, no matter what time of day it is. this is still an investigation that is ongoing. this 19-year-old has not been charged in relation to this particular incident. heather hamel, wmur news 9. erin: a police chief who is currently under indictment has now resigned. former canterbury chief john

assaulting a teenage girl over 15 years ago. laroche was serving as a boscawen police officer at the time. ray brewer is live in the studio, and ray because of this , and some other incidents i gather some residents wanted the police department eliminated, is that right? ray: that is correct, erin. there were calling for the police department to be shut down, saying they could no longer trust police. the call was rejected. news of the canterbury police chief resignation came in a brief statement from the board of selectmen, saying only that john laroche has tended his resignation. they voted unanimously to accepted immediately. he is charged with several felonies, including aggravated felonious sexual assault. he allegedly assaulted the teenager in a cruiser and at the boat ramp. the chief had been on unpaid administrative leave. the police department is being

selectmen are working with the merrimack county sheriff' s department to conduct a formal review of the department. ray brewer, wmur news 9. erin: manchester police are investigating an early morning attempted robbery at dunkin donuts. police say the man in this security photo entered the beech street location around 2:45 this morning and demanded cash. the thief allegedly said he had a knife and needed drug money before jumping over the counter. he ran out of the store before he could get any cash. he' s described as white, a proximally 5' 10", 5' 11", thin build dirty blonde hair. , he was last seen wearing camouflage carhartt coverall, black adidas running pants, white sneakers, black beanie and a white scarf. it' s the end of january but certainly doesn' t feel like it. here is a live look at hampton beach, where we are expecting above average temperatures again this afternoon.

kevin: temptation to call it the january thaw but you are not thawing out that much. it has been an uncommonly mild stretch of weather, 4.5 degrees above normal for the month, on record. for now we have a couple of very light showers moving through. it is the pattern we are set up for the next few days. s in southeastern areas, then trailing off and did the farther north and west you go. we will see the brees pick up to the afternoon. over 20-25 miles per hour. from there, cooler air starts to make its way back in. we will have all the details and look towards the weekend, coming up. erin: meanwhile, it' s another day of digging out for other parts of the east coast. the federal government is shut down again today as the clean-up effort continues in the nation' s capital. some things are getting back to normal, though. area airports have reopened.

almost fully running. but schools are staying closed at least until tomorrow. turning now to commitment 2016 coverage. with less than a week to go before the iowa caucuses, democrats shared the stage one final time in a town hall in iowa last night. bernie sanders, hillary clinton, and martin o' malley made their closing arguments before the caucuses. polls show a neck and neck race between clinton and sanders, while o' malley trails. all 3 tried to distinguish themselves. ms. clinton: i think it is fair to say i have a 40 year record going after inequality. senator sanders: establishment politics is not good enough. we need a political revolution. mr. o' malley: we cannot be this that up with our dysfunctional national politics and think that resorting to old ideologies is going to move us forward.

chance to square off one last time this thursday night. republican john kasich is the only candidate with events scheduled here in new hampshire today. this is the crowd that packed molly' s tavern in new boston this morning. he also has events this afternoon in rindge and amherst. this comes a day after the ohio governor picked up the endorsements of "the boston globe" and "concord monitor." members. erin: the inmates vanished after -- and went to freedom from a rope made of bed linens from the roof. president obama wants to ban solitary confinement for juveniles and low-level offenders in federal prisons. the president says that solitary confinement diminishes chances for successful rehabilitation. and that it should be a last resort for inmates who pose threats to themselves or staff members. he added that the move will affect 10,000 federal inmates, and will also limit solitary confinement for the mentally ill. president obama is proposing new legislation that will help more americans save for retirement. administration officials think the plan will give 30 million additional americans access to retirement savings. among his ideas, offering tax credits to small businesses that enroll employees in retirement plans, and requiring companies

the president' s ideas will be outlined in the 2017 budget in february. turning now to the ongoing water crisis in flint, michigan. more than 6 million bottles of impacted by the contaminated water. the bottles donated by walmart, coke, pepsi, and nestle will provide flint' s 10,000 students with clean water throughout 2016. flint gained national attention after their tap water was found to be contaminated with toxic levels of lead. state and federal officials have struggled to provide clean water for residents. you may want to check your freezer if you shopped at whole foods lately. the grocer is recalling nearly 74,000 pounds of frozen pizzas. they say the labels may not be accurate. they include eight inch and 12 inch pepperoni pizzas under the whole foods brand made last year.

pork pepperoni. residents of one california apartment complex have been ordered to get out due to fears the structure will fall into the pacific ocean. the buildings are located near cliffs that are crumbling, in part, due to the current el nio winter. police posted yellow tags on residents' doors warning them to leave. but some residents say they have no plans to get out. of course, this is a safety situation, but some people just not willing to leave yet. kevin: those conditions of the storms coming in on the west coast not done yet. it will take several more months for that to happen. around here we are looking at a fairly quick moving system that will keep us on oh chose the next several days. erin: forecast is ahead, and keeping chickens in your backyard is becoming more and more popular these days. your fox look -- your flock for the winter.

by tomorrow, west and northwest, starts to feet in the cooler air out of canada. no huge arctic outbreaks, sign of this pattern the next seven days. there is a little bit of a mixture that is moving quickly into maine. temperatures climbing your the freezing mark and a couple of quick passing showers. they are trying to hold together as they make their way to the seacoast. beyond that, a couple more showers up north and partial clearing later on this evening. temperatures in the south and eastern areas, 46 in nashua. 25 top mount washington. a sign that we have a milder air aloft. you will notice the brees and sustained speeds at 50 miles an hour. that turns to the west as the front comes through and that will start feeding in slightly cooler air. highs ranging anywhere from the 30'

the next not arriving until tuesday or wednesday of next week. ray: welcome to today' s "grow it green." i am joined by margaret hagen from unh cooperative extension. something that has become very popular recently, a lot of people are keeping their own chickens now. i would imagine one of the things we hear chickens don' t deal with very well is the cold. what do i do? is no reason to heat a chicken coop because if you have a will construct a chicken coop with good ventilation and no drafts, you really don' t have to heat. although some people believe you do. ray: if i believe it is not as well constructed and i want to get some heat in there, what do

margaret: you can have drafts -- cannot have draft interesting euros because it will each the although i don' t recommend this necessarily, heat lamps are a small heater or something, when you need to have a generator for when the power is off. chickens don' t deal with the sudden drops in temperature. ray: every animal needs water and new hampshire in the wintertime, water freezes. i guess we have a solution here. margaret: if you have electricity, you cannot heated water. i don' t have electricity so i fill us up in the morning and i go out at 1:00 or 2:00 on really cold days and change it so it is not frozen. chickens need water to moderate their body temperature. erin: is there food and need in wintertime as both the summertime? -- as opposed to summertime? margaret: you don' t need special
