but one of the residents didn't make it. at this hour the victim's name has not been released, but he's described as a man in his early 60's. wmur's ray brewer is live near the scene as the investigation into the cause continues. ray: good afternoon, sean. the state fire marshal's office is leading the investigation and an autopsy is planned for tomorrow. in the early morning hours the investigation continued into the fatal fire in seabrook. >> approximately quarter to one the call came into our station. ray: the fire was in a ground floor apartment at 689 lafayette road, building three of the governor weare complex. >> upon arrival a light smoke , condition in the first floor here the initial crew was seeing. ray: the building contains 12 units, according to the chief, and 11 of them were occupied. the first priority for firefighters, making sure that everyone was out.

checked the second and third floor and confirmed everybody was out. ray: there was one exception, as firefighters checked a first floor apartment where the fire started they made a grim , discovery as they encountered drastically different conditions. >> once they opened the door it was heavy black smoke in the room. we just came across someone still in the apartment and it ended up being a fatality. ray: the fire chief says most of the damage was contained to the ground floor apartment where the fire started. he and third floor should be allowed back inside as soon as the management company gives the ok. reporting live in seabrook, ray brewer, wmur news 9. sean: dover firefighters were on the scene of a three-alarm apartment building fire on new rochester road this morning. they found heavy fire when the arrived on scene at 2:00 this morning. officials say there are more than a dozen units in the building but there are no reports of any injuries. investigators now say a small charcoal grill is to blame for a fire that heavily damaged a dorm at dartmouth college over the wekeend.

up on a flat section of roof outside a window of morton hall, and weren't watching it when the fire sparked. the school is now providing housing for about 70 displaced students. a former stoddard firefighter who pleaded guilty to two counts of arson will spend the next two and a half years behind bars. david plante learned his sentence in court this morning. wmur's andy hershberger has the developments. andy: david plante minimum of 2.5 years in prison after pleading guilty to two counts of arson this morning. he was a stoddard firefighter when he admitted to starting 2 brushfires on april 20 and 21st, 2016. one fire destroyed 190 acres of land. prosecutors say neither fire caused injuries or damage homes. prosecutors say other firefighters found him in the woods near where one of the fires were set and asked the firefighters to take a cell

suspicions and plante was eventually interviewed by police. >> he asked them to take a picture with the cell phone and right than the bells and whistles started going off for the please officers involved in the investigation bit he said he was off looking for a source of water in the area. anybody who knows the area would not have been looking for a water source in that particular area. they got their antenna raised and at that point they asked him to he went through the poly and it showed that he was deceptive. andy: as part of the plea bargain he is ordered to pay a half million dollars in restitution. he is also ordered to get a psychological evaluation when he is released from prison. andy hershberger, wmur news 9. sean: new at noon, the manchester fire department is mourning the loss of a former chief. former chief joseph kane was a second generation firefighter and served with the department

this morning, the department released a statement saying their thoughts and prayers are with his family. just into the newsroom, a member of the u.s. coast guard who was hit by a van friday morning has died. durham police say 22-year-old richard davies was hit early friday morning on route 4 near arthur grant circle. davies was stationed at the portsmouth naval shipyard. police say they don't think any charges will be filed. a monster storm is churning in the caribbean. hurricane matthew is still a massive category four, with enough power to trigger life-threatening flash flooding and mudslides. already, haiti is feeling the power and the u.s. military is taking no chances, already evacuating hundreds of military families. abc's elizabeth hur has the latest. elizabeth: with hurricane matthew on the move, jamaica is boarding up windows and

what could be catastrophic flooding. >> my family -- i just want to know that they are safe and secure and that is why i'm doing what i'm doing right now. elizabeth: in cuba, winds reaching 130 miles per hour, prompted the u.s. military to evacute nearly 700 military families from guantanamo bay. the category 4 hurricane, also has haiti on high alert, where more than 50,000 people are still living in thma tents. temporary homes since the disastrous and deadly earthquake in 2010. this time around, the storm could dump up to 40 inches of rain across haiti, cuba, and jamaica, keeping residents busy stocking up, and preparing for a storm that could be the worst they've seen in years. >> it has been chaos from morning. unbelievable amount of kerosene

down there the line is. elizabeth: u.s. officials in the meantime are urging americans in the storms cap to get out while they still can. the storm is already being blamed for one fatality, a 16-year-old killed on the island of st. vincent. elizabeth hur, abc news, new york. sean: and now for the latest tracking of hurricane matthew and the big question, could it pay a visit to new england? le questions about whether it could come up here and truth be told, we don't know just yet. a look at the latest imagery. here is where it has been over the last 24 hours. it is moving along quite slowly, north on the about six miles an hour towards jamaica, haiti, cuba, the bahamas, and all the islands have hurricane warnings in effect. that is the red areas. the entire island of jamaica

western side, cuba and the bahamas, that is what is in the immediate path of the hurricane. expected to remain a category four hurricane right through the visit past many of those islands and only weakening to three or two. next few days from reaching southeastern parts of the usa friday and into saturday. we hav intimidations of where he could go in your full forecast a few minutes away. sean: 19 of the state's 120 dairies have closed in recent months and now state officials are trying to figure out how to help. an emergency relief fund created in 2008 to help new hampshire dairy farmers, but it was never funded. now farmers are running out of options due to low milk prices and drought conditions. this afternoon lawmakers are meeting to discuss options for those farmers impacted. next in commitment 2016 coverage, trump makes his first appearance

it is 65 degrees. some readings and say it is the 67, believe it or not. warmer air mass, far cry from what we saw over the weekend. already feeling so much nicer out there. take a look at the temperatures. 67 in rochester. 66 in nashua, 68 right along the coast. off to the west, a weather system with the upper level of pressure. more instability and that will help clouds reform at times this afternoon. couple of scattered showers around as well. they could start popping up within the next hour or so. keep that in mind if you're heading out.

more than 10 miles, you have a decent chance of at least an afternoon showers frankel this afternoon. what that means is once this upper-level low pulls away, the weather turns realize for the next several days. we go to where the weather is not too nice. hurricane matthew right now, 140-mile per hour wins, stronger than it was earlier this morning. very dangerous heading right for many of these tropical islands. haiti may take the worst of this because they are on the right side of the storm. that is the stronger side. cuba, jamaica, the bahamas, all looking to see problems with the storm as well. they flew. how do they get the new strength in numbers? hurricane hunters -- i will get out of the way and let you see it.
