>> brian: good afternoon. we start this noon with breaking news. within the hour, the indians announced they option for terry francona for the 2019-2020 seasons. he was already locked in for the next two seasons. now you can make that francona for the next four. he has managed the tribe for four seasons. they have had a winning record in every one of those four years and two post-season appearances including the thrilling run to game seven of the world series. the indians also confirmed what has already been reported. they picked up the club option on carlos santana for next

about francona sticking around. >> brian: yeah. one of the best. >> tia: for sure. well this isn't good news. a tax that a lot of people in the suburbs may be forced to shell out cash for. >> brian: they have no say over the city's income tax. in february, cleveland mayor jackson said he wanted a tax increase to plug a multi million-dollar shortfall in the city's budget. it would improve city services and pay for reforms to the city's police department. city council drafted an income tax increase ballot. cleveland 19 news is asking questions about the tax proposal and we will bring you those answers starting first at 4:00. >> tia: well it's day three of the louisville teachers' strike and things are getting more volatile. threats are being made on social media. some students are posting pictures from classes but amid all the chaos and threats, one post about kindness. some striking teachers helping a student fix a flat tire. >> brian: all right. that's nice. >> tia: it is nice.

kinnard and friendly. a community activist called 9-1-1 about shots fired four hours before the body was discovered. cleveland 19 news is asking questions about that call. we will let you know when we find out. >> cleveland police say a man hit by a car is a victim of domestic violence. officers say the 30-year-old was run over near east 93rd and carton. he was taken to u.h. officers arrested a woman. a central ohio man convicted a his wife's heroin dealer with a baseball bat. edwin tony saboni couldn't take it any more. he has gotten hundreds of letters and online comments supporting him in what he did. the dealer's skull was split open. he had 11 teeth knocked out, and he's now blind in one eye. saboni said he did it for his kids. he's just trying to protect his family. how about this. the judge gave saboni two years' probation, no jail time, but reminds people they cannot take

>> tia: well, you see it right here. dozens gathered in cincinnati last night remembering the man shot and killed by a now former university of cincinnati policeman. they rebuilt a memorial in the spot where sam debose was killed by ray tinsing. it was removed before jury members visited the scene earlier this week. his mother, audrey debose, was there and has been in court each day since tinsing's trial. >> i'm so emotional. >> that's ok. take your time. >> god is good all >> you made a face-to-face with mr. tinsing. what is going through your mind? >> that this man murdered my son. and he had no remorse. he thinks nothing of it. he still can on this lie until i get an end into this. i won't -- me and my family cannot mend. >> tia: well more prosecution witnesses will take the stand

prosecutors will examine police training and what may have been going through tinsing's mind at the time of that traffic stop. the ohio state highway patrol is investigating a deadly pedestrian accident that happened early this morning and it took place along route 422 near route 88 in parkmed. paramedics tried to revive the men but were unsuccessful. drivers are being asked to avoid the area if possible. >> brian: investigators in south carolina missing persons cases after a woman missing since august was found alive chained inside of a shipping container. man who owns the property is now in custody. >> reporter: the victim, who we will not identify, was found thursday morning caged in a wooded area in rural south carolina. a sex-crime investigator got a tip to investigate the property and heard the woman's pleas for help.

believes the victim spent months inside a metal container. >> it was pretty emotional to say the least when she was found. especially, you know, when she was chained like a dog. she had a chain around her neck. >> police arrested the property owner, 45-year-old todd kolhepp. the victim told investigators her captor may have had a hand in other missing persons cases. >> this person told us that there might even be four people on this piece of property deceased. >> reporter: the woman who cleaned houses last seen in august. her boyfriend, 32-year-old charles carver, is also missing. and police say they found his vehicle thursday within the nearly 100-acre plot. kolhepp is an ex-con who is a registered sex offender in arizona. in 1987, he was convicted of the kidnapping of a teen. he later moved to south carolina where he worked as real estate agent and even got his pilot's license. now todd kolhepp has been

kidnapping, but there could be additional charges. an excavator arrived this morning. investigators are combing the property looking for more clues. the victim's boyfriend and potentially more victims. >> tia: well this is another story that we are following very closely. a potential terror threat four days before the election and sources say u.s. intelligence has alerted joint terrorism task forces that al queda could be planning attacks in three states for monday. the day before it is believed new york, texas and virginia are all possible targets. >> reporter: u.s. authorities are taking this threat seriously while still assessing the credibility of the intelligence, but counterterrorism officials across the country have been alerted out of an abundance of caution. law enforcement sources tell cbs news the threat comes from al queda and intelligence points to attacks taking place in new york, texas, and virginia. but the threat information

possible attacks in those states. as election day approaches, federal law enforcement is planning for several worst-case scenarios. earlier this week, an alert to local police warned of polling places being seen as attractive car gets for lone wolf type attacks by individuals motivated by violent extremist ideologies, or sovereign citizen activity. a senior f.b.i. official says the bureau, as well as the department of homeland security, are working closely with federal, s a to disrupt and identify potential threats. it is not unusual for there to be an increase in the volume of threats leading up to significant events like holidays or even an election. an official says it is important to investigate those threats thoroughly. >> how about this. beyonce will join jay-z at the wolstein center tonight. it's a hillary clinton campaign

all-day breakfast. now, a little adjustment to the old iconic big mac. they are adding two new big mac options next year. a smaller mac junior that's easier to eat on the go, and something everybody needs of course, a bigger grand mac. even bigger than the big mac. >> tia: no. >> brian: yeah. there, you go. the f.d.a. investigating an outbreak of hepatitis a linked to frozen strawberries. they were sold to fooder companies sysco and regal are two of the five companies who sold the berries. the f.d.a. and c.d.c. are not currently aware of any illnesses related to the recalled strawberries. whole foods market recalling batches of chocolate croissants. they contain eggs that aren't on the ingredient list. sell-by date is november 5. if you have an egg allergy, do not eat, tia, the croissants. >> tia: you may have already had

well, you have to turn your clocks back this weekend and that's bad news. people spend less money when there are fewer hours of sunlight. especially monday through friday. according to the study, grocery stores and retail stores see the biggest drops. the labor department says the u.s. economy didn't see a drop. instead, added 161,000 jobs in october. that's slightly less, though, than expected. the unemployment rate ticked down slightly to 4.9% overall. we will see if t impact on whether the federal reserve raises interest rates come next month. >> brian: all right. straight ahead on cleveland 19 news, new apps that help get kids to do their chores with privilege reward points. >> jon: and it's the weekend so everybody's concerned about the weekend weather. i'll have answers for what we can expect on this first weekend of november and, what's ahead on election day.
