vice-presidential candidate tim kaine has a planned campaign stop in virginia. the state's public safety and homeland security director brian moran says all necessary precautions are in place both for his visit and the tuesday election. >> there's no reason to believe that we will have any disruptions prior to election day or on election day. so, again, we're confident that all necessary precautioav fair election on tuesday. >> chris: the 45th annual new york marathon was this sunday. security was already tight before the big race. they won't say if additional police or federal agents will be added for the event. of course it draws tens of thousands of spectators and runners as well. intelligence about potential threats increases during holiday seasons and when big events are

planning for several worst case scenarios. mark. >> mark: chris, thank you. from all appearances, though, it seems al qaeda has really taken a back seat to isis. but as history shows, this radical group isn't one that should be underestimated. >> reporter: al qaeda led my osama bin laden carried out its first attack against the united states in yemen back in december of 1992. when operatives targeted u.s. sailors returning from somalia. unknown, the already left the hotel where they had been staying. just over a year later in february of 1993, the terrorists bombed new york's world trade center the first time killing six and injuring 1500 others. the group went quiet for several years until august of 1998. the u.s. embassies in kenya and tanzania were bombed killing more than 200 and injuring 5,000 others. and october of 2000 al qaeda

us. >> reporter: this dispute is even erupted online. nasty tweets flying back and forth. >> our original goal was to prevent this from happening. but now it's happened. so now we are trying to make sure that all of the kids are safe. all of the kids are protected. and that we can put an end to this as soon as possible so that the kids can continue to get the excellent education that they have always gotten here in lewisville. >> reporter: and that is the folks out on the street right now in front of the board of both sides just went into the administration building about five minutes ago. they gave me this new release and essentially it says they put up elementary school to block access to the teachers cannot harass the students and that the teachers are in their own words here taking materials off and that kind of thing so that the substitutes won't have what they need to teach. of course, i talked with the teachers and they deny that any of that is happening. live in lewisville, harry

presidential election that will affect your paycheck come november 8th. clevelanders will be voting on a potential income tax increase when they cast their ballot. and jen picciano is live now with what you need to know about this issue. jen. >> jen: well, ramona, a lot of people didn't realize this was on the ballot, issue 32 getting lost in the shuffle among presidential politics in the mailbox. what the city wants to do is increaou to 2.5%. this will affect those who live and work in cleveland. mayor frank jackson says this isn't something he wants to do but something he has to do. pass the city of cleveland's first income tax increase in 35 years. the half a percent hike would generate more than 80 million additional dollars annually. 80% of it or more coming from sub

suburbanites who work in cleveland. plus allow for the hiring of more police officers. fulfill their obligation with a consent decree and improve the job the city is doing on things like potholes, street clearing, vacant lots and garbage collection. >> a failure to have the half a percent income tax increase will result in 40 something million dollar deficit next year that will result in layoffs, layoffs and layoffs in other areas of the city services which will mean reduction of service. and in some cases elimination of services. >> reporter: now, since we're in the business of getting answers for you at cleveland 19, i did also ask the mayor about reimbursement for damage to your vehicles because of these potholes. he says that these funds will not go towards reimbursing people who file through the legal department here at city hall to get your car repaired.

activity with swat officers at lake road and kennel worth. now, we're told police are closing roads and may evacuate homes around the joyce e hanks community center. we do have a crew there on the scene and we will bring you the latest on this story throughout our afternoon newscast. so stay tuned. we'll let you know what is happening there. i've got a consumer alert now for you at 4:00. samsung and the u.s. consumer product safety commission are recalling samsung's top loading washing machines. now, this comes after reports that 730 units exploded. nine people were injured. the cpsc says the recall impacts 34 of samsung's top loading models. they were sold from march 2011 through november 2016. a warning was issued back in september. sunday is the end of

us. the good news is, changing the clock back means one more hour of sleep theoretically as opposed to the one hour less in spring. dr. charles bay says fewer people experience sleep issues when they gain an hour of sleep but it's a good time to check in your personal sleep habits. >> it's more a reminder to make sure that you're not sleep deprived and making sure that you get enough sleep. so this might be a good chance to kind of catch up on sleep. but also make sure that you mak sleep a priority. >> mark: dr. bay says that while it's good to get in that extra hour, be sure not to overdo it as sleeping in too late on the weekend can wreak havoc on your body's sleep-wake cycle and just make it more difficult to get up and go to work on sunday. so why do we even observe daylight saving time? dan deroos has the explanation at the answer center. dan. >> dan: i'm going to use my extra hour right here in the answer center getting you some more answers. let's make sure we use -- make good time of it.

context of daylight saving time. the first thing we need to make sure you're aware of, it's saving time. there is no s there. it's not plural. we are in daylight saving time. who came up with it? well, of course, it was somebody really smart. in 1784 the idea was conceived by benjamin franklin but it wasn't actually used until 1914 during world war i. it was first implemented in britain for energy saving purposes. the idea that we need to keep our da using less energy to light their homes. that's the first time it was implemented. in the united states there are two states that don't observe it. most of arizona and hawaii they do not participate in daylight saving time. and some very interesting facts there. coming up at 5:00, we're going to talk about fema and what they want to use -- what they want to use the daylight saving time for -- see, i just said savings

be there doing all of the stuff with the kids but also being at work, you know, and wanting to fulfill that part of my existence. >> reporter: and there's the dreaded day care drop-off. >> dropping him off every day was heart-breaking. i would take him in there kicking and screaming. and it was one of those things where you just have to rip them off of you and hand them to another person and walk out the door. >> so i knew cognitively this is going to be a good thing for him but emotionally it tears you apart. >> every time i drop her off she cries because she's in that separation anxiety stage. >> reporter: for tracy mondela, a research coordinator, preparation, organization and staying flexible are key to raising ava and grace. she also takes cues from them. >> sometimes they'll play well on their own together and i can let them do that and take care of what i need to. but if they're at my feet wanting me to do something with

but then we're just supposed to play. >> reporter: at fundamentals children's center, they have an in house day care to serve their 1200 employees. director missy atman says it's not only helping their working moms get back to work and saving them time at drop-off and pickup, but it also helps recruitment and retention. >> for our full-time employees, it's less than so% turnover rate in the nursing home which is an industry low. >> we rearranged our schedules so that i could get rid of tha if i need to. >> we have lunch dates because he's big enough now so he'll come out and eat lunch with me and can come back which he loves and can do every day. >> reporter: for nursing moms like megan, it was stressful. >> having the bonding time was so important to me because you don't get that throughout the week. you only get it on the week yebds. >> reporter: if your employer doesn't offer that, the creators of work, a marketplace for flexible work opportunities say find something that will help you build the life you want.

day before the election. mark nolan at the alert desk with the latest details. >> mark: i am sure you saw this popping up in your feeds all day long on twitter and facebook, u.s. intelligence alerted joint terrorism task forces al~qaeda could be planning attacks in three states the monday before the presidential election. three states mentioned new york, texas and virginia. cbs news reports threats are being taken seriously and sources stress intelligence are still vice president candidate tim kaine has a planned campaign stop in virginia, in fact. the state safety and security director says all necessary precautions are in place and virginia has been targeted before on 9/11. earlier this week there was an alert for all local police nationwide to keep an eye out for potential lone wolf attacks that could be targets, for instance like polling places.
