surrounding monday's double homicide in des moines...and the search for the suspect in the case... the arrest of michael wanchanic came after a four- hour standoff with police tuesday night... someone spotted wanchanic at a gas station in woodward. when police approached him, he took off in a stolen van. but the van broke down leaving wanchanic stranded. police say wanchanic eventually got cold and surrendered. now in criminal complaints we're learning more about what exactly happened to the two victims bryon howard and heather belieu. elias: local 5's claire powell walks us through the report. as monday's scene unfolded - you can see a confused step brother and roommate of michael wanchanic sitting next to the crime scene. he told local 5 news- off camera- wanchanic had been living with him, his stepmother, howard, belieu and their two children and was battling depression.. he said wanchanic was struggling with the one year anniversary

and heather belieu. "probably wont make any sense to us" according to a criminal complaint filed wednesday morning, wanchanic "willfully, deliberately killed the victims by shooting them multiple times." killing belieu while she held her 8 month old infant in her arms the home, theyll be taken to the hospital thats when police say wanchanic hid the murder weapon in his room - grabbed a 9 mm and stole the victims van- leaving for slater. "we'll need to find mr wanchanic to get his side and how thatll help us and figure out what happened" 24 hours later, this was the scene. seen here in newly released dash cam video- wanchanic hiding in the broken down van on highway 141-- waving the handgun around threatening suicide. "had the vehicle lit, crawling around his van doing a lot of stuff,we could see the gun alot " after a four hour stand off- wanchanic said he was cold and you see him finally surrendering to

all... elias: wanchanic has been charged with two counts been charged with two counts of first degree murder... he was in court this morning-- and is on bond for 2 million dollars, cash only. his next court date is december 14th at 8 am. look for more on this story throughout the day here on local five. elias/lam meanwhile, family members are still in shock, and still grieving, after monday's unthinkable crime inside their home. and the house that bryon howard and heather belieu lived in...still has other tennants. one of bryon's best friends for 14 years lives there with his mother. while he's still on camera, he says he and his hard time even going downstairs, and are trying to figure out what to do with the bed that they were found on. meanwhile, family members are

they'll pay for expenses. they have set up a go fund me funeral services a go fund me for howard and scheduled for saturday. this recent has raised some questions of metro... let's take a look at the numbers... des moines' homicide rate averages about 12 a year. this year there have been 19 to date. the good news? des moines police say they typically solve about 90 percent of homicides. elias:/lam of course, cops are trying to figure out how to stop murders from even happening. des moines police and city leaders don't argue that there has definitely been a surge in crime. their main focus now is how to stop it before it happens. once city council member admits the recent drive bys and killings have him keeping an extra eye out. he says this is a result of a change in times and easy access to guns. 21:23:33 people are solving issues different than 30 years ago, now they just shoot each other. elias:

shooting comes just days after a man opened fire outside of a parenthood colorado. have added more debate over the issue of gun control. elias: and following a lengthy debate, british parliament has authorized air strikes against islamic state targets in syria, with the first air strikes carried out this morning. the target, an oil field in the eastern part of syria. the attack comes after france asked the u.s.- led coalition to bump up the military offensive against isis. elias: meanwhile -- the state of texas has taken further steps to block syrian refugees from being resettled in the lone star state. texas leaders have sued the u-s government to block six refugees from from resettlement in dallas this week. the move comes after a non- profit said it would place refugees in the state while ignoring objections by the governor of texas. elias: and the secret service is an "agency in crisis." that assessment comes from a new congressional

tablets, smart phones and computers. recent data suggests that letting young kids use one of those devices might actually be a good thing. adam mccoy explains. " for 2 year old bennett lambert, it's not unusual to spend some time on a tablet. and his tablet time started earlier than it did for his sisters - twins who are now six. recently the american academy of pediatrics changed their guidelines for screen time for children under two from no time to well... thirty minutes. and a recent study from the university of london suggests that kids get on tablets as early as possible because of how quickly they learn things by using them. and the key here is the word "educational". happened in wellman late tuesday night. the controller at brenneman pork says he got a call that a hog building was on fire. luckily, no one was inside at the time. the building is considered a total loss. elias: new this morning...a higher tuition bill coming to students at the university of iowa. elias/lam the iowa board of regents approved a three-percent bump in tuition during their meeting wednesday. undergraduate resident students at the university will see the increase at the start of the next school year. undergrad students from iowa at i-s-u and u-n-i are not expected to see an increas next year since the previously upped institutions the upcoming the increases come after state lawmakers failed to approved the regents funding request. elias: in urbandale, a retired new york firefighter will be presenting a piece of steel from the world trade center to a local business. elias: carpet one will be receiving the piece in recognition of its support for the building for bravest

get a briefing from law enforcement officials on the scene of that massacre in san bernardino, california. 14 killed, 17njured by a husband and wife couple. syed syed farook and tashfeen malik. i'm joined by brian ro. president obama said we still don't knowxactly what motivated these two people. we know they were building up an arsenal of weapon >> he tked about mixed motives but additional weaponry at the home. we have been told by senior law enforcement officials in california and washington they discovered a variety of different types of explosives built and now the investigation is focusing on were there others who helped them build this arsenal or in the planning of the attack. >> the bought two handguns legally but also two other weapons were bought by another party. >> the assault rifle. >> here come the law enforcement

we're hearing from the chief of the san bernardino police department. jarrod burguan and the sheriff anand l.a. director of the fbi who are coming up to the microphones. last night. let's listen in. all right. good morning everybody. my name is jarrod burguan, chief of police here in san bernardino and i have sheriff mcmahon with me and we have congressman and well. i want to reirate that how incredibly tragic this is and we have a lot of families devastated by what happened here. and we need to be sensitive to

and i want to put out to those families out there that our prayers a are with them and we support them in any way we can. some updated numbers. 14 people that are confirmed dead in this incident. the number of wounded has risen from 17 to 21. they are being treated at various local hospitals. we were asked yesterday about the number of officers that responded. we are still compiling the total are number of officers that responded when the initial call went out.t. our rough count is abo 300 officers from local, county, state and federal agencies that responded for the i initial active shooter and helped deal with the crime scene here. many of those assets also moved and pt of the investigation and the officer involved shooting that followed. here at the scene a at the regional center what we have total is we beeve the suspects when they entered fired

rounds from their rifles at the scene. we did locate the one pipe bomb that was three pipe bombs combined into one that had a mote control car, device that appears to have not have worked in this case. there were also four high-capacity 223 rifle magazines that were dropped by the suspects and left i in there as evidence that had been recovered. i can confirm that the suspects were wearing the black style taical gea we talked about. they were not wearing ballistic vests, bullet proof vests. what they did have and what people may have confused they had tactical style vests that held equipment, magazines and ammunition and that sort of ststuff. sorry? yeah, load-bearing gear. on the officer involved shooting a couple hours after the incident. we said how that came to be and how we ended up at that point in

were following up on. on the officer involved shooting that occurred we had seven police agencies involved in that shooting including our departme, the sheriff's department, 14 of our police officers involved. and then there were various other agencies that were part of some of the local task force that had come to assist inn the initial response. of the seven agencies we had 23 officers that were actually firing their weapons at the suspects. law enforcement fired approximately 380 rounds at the suspects both of them were killed here at the scene. the suspects are believed to have fired about 76 rifle rounds at the officers at the termination of the pursuit. >> h many? >> 76 is our number that we have right now. however, on them, on their person and in the vehicle they had over 1400 caliber rounds available to them and over 209 millimeter rounds on their

>> how many? >> 200. we talked about how they had the 223 assault style weapons and nine millimeter p pistols with them. >> 1400? >> 1400 onn 223 rounds. 200, nineillimeter rounds. on their person, yes. on their person or immediately in the vehicicle arounand available to them. let me get to a few others. we had two officers injured in that incident. one was a police officer that sustained a gunshot wound to his leg and taken to a locate hospital. he is probably going to be releed this morning if he has not already been. his injuries are not life-threatening. i did visit with him. he's in good spirits. we also as of this morning learnened thereas a secon deputy that was also injured in the incident. sustained some cuts to his leg glass. not exactly sure. two officers were injured in

the house in redlands that became part of the focus yesterday. i will confirm that the search th took place revealed that there were 12 pipe bomb type devices found in that house or in the garage of that house. there were also hundreds of tools, many of which could be used to construct ieds or pipe bombs and in addition to that, they had oer material to have produced some additional bombs as well. there were another 2,000 nine millimeter rounds found another that house. over 2,500 223 rounds found at the house and 2,500 and there we additional several hundred 22 long rifle rounds found there. so with that, i'm here to talk about the seskpecifics of the investigation. the fbi has comments to make a little bit later. do you have any questions for me? >> do you believe they were

>> we don't know. clearly they weree equip and could have continued t to do another attack. we intercepted them beforee that happened obviously. [ inaudible ] >> so the investigation is still going on. and i don't think we're prepared to talk about other people that we might be looking for. we are confident that the two people that were involved in t the shooting here are the two dead suspects that we have at the scene and we do not have any credible information to indicate that there is an immediate threat to anybody in the area or anybody i the region. can't hear everybody. brian. >> the remote control car that was with the pipe bombs, can you elaborate what that was? >> it's my understanding it was three pipe bombs attached together, somehow attached to the car and it was designed that the remote control device would somehow trigger or set that device off. we don't know if they attempted and it failed or what the story is.

>> it was found in a bag that was there at the scene. >> what c contact -- [ inaudible ] >> i'm going to let the fbi address those. the gopro is not confirmed. wewe don't have any information of that or any cameras that was on them. >> based on your interviews can you tell us exactly what happened in the room and do you still bieve there was some dispute and they left and came back? it seems very much preplanned. >> we have people in the room that have indicated that the suspect was in the room d during the early part of this meeting orarty type event. it was a county public health christmas holiday type gathering/luncheon is what it is. he was there early on and left. he did have initial information that he left under some kind of duress or as if he was ngry.

[ inaudible ] >> why was he invited back to -- >> it's my understanding he was still an employee of the county. >> where did he buy the guns from? >> they were legally purchased. the two handguns were purchased by him. the rifles were not. those are components we are still followingng up on. all fou guns were legally purchased. [ inaudible ] >> there's no criminal record that he had that we're aware of. >> what about the get-away car, we're told there was a utah license plate. any idea how it was acquired? >> a black ford excursion or expedition. it w a rental ca he rented it three or four days ago. it was due to be returd yesterday. that's why it had utah plates

>> is there any connection that something was planned by that trip? >> i'll let the fbi discuss that. those are things they're working on. >> have you been able to identify all the victims? >> so our plan today is we're going to do a morning press conference throughout the course of the day. the sheriff and the coner's office is going to release the names of the victims. we have been working throughout the night to get identity of those fofolks and then make notifications so we will start to puthose names out here fairly soon. we're going to probabably try to get some pictures out for you ass well and probably try to move the media closer to the scene and then we'll come back and do a press conference later on. througut the course of the day we'll start releasing t the names of the victims. >> the county employees all victims? >> several we believe are.

>> you know, i read an article by o of testimony reporters in the sun this morning and she talked about the resiliency of this community and everybody knowss we haveeen beat up with bankruptcy and economically it' been hit hard. we will survive this. we have had a ground swell of support from our neighboring communities and well wishes that have come in from all over the place. i know there's a candlelight vigil planned later tonight at the stadium on east street and i think you'll see evidence of a tremendous amount of support and people going to come together in support. as far as the office, everything that i've seen and all the officers from my department i contacted,d,hey're doing extraordinarily well. as the chief of this agency i'm proud of the way our folks responded. t only the initial response and the help we got from our local and regional pers but for the way they engaged in the

you're looking for? that would help you and who lived there? >> the suspect and -- both suspects were listed on the rental agreement for the property. as i said yesterday, i don't know that we can definitively say they were living there or elsewhere in what exactly that house was used fofor. the house became a focus of the investigation based upon infoation that we hadad from witness that is identified him as an employee that was there that they thought was involved and it was follow up that we had done cnected to that person that took us to that house, led us to that vehicle, which resulted in the pursuit and the shooting that happened. obviously once we were involved in that, the house became a primary focus. so we took our time securing it and cleared it safe. that's where we discovered the other pipe bombs and i think some other evidence computer evidence, cell phones that had been recovered from there and

appliedd to thi investigation. my focus as a fact-finder who works for an organization that is really fixated on facts is i would much rather be slower and correct with the information that comes out to you than fast and incorrect. it's incredibly important for us because the integrity of this investigation is absolutely paramount as far as we're concerned absent other than taking care of the victims. so we are applying a number of federal resource we are continuing to work very, very carefully with ourartners here at san bernardino county sheriff's department, police department and atf. these resources are being applied for a number of reasons. we fle in a team to do some -- from washington to do some reenactment of the crime scene. we have continued collecting evidence and are continuing to scenes.
