murphy and karen rogers has the roads, good morning. >> reporter: we're starting out with cloud cover across the region, as you look at satellite you can see that. we have showers out to the west, not a lot of thunderstorm activity this early in the morning, but as we get into the afternoon and evening we'll be on the look out for spotty storms and yes, they could produce drenching downpours, 68 in allentown, doesn't feel too bad on the terrace. but it's muggier today than the last couple of mornings. you'll feel that throughout the day. out to the bus stop we go, 69 by 7:00. 71 by 8:00. some neighborhoods will be socked in by the clouds, as well. 74 by 9 a.m. 3:00 p.m., 87, high of 88 at 4:00 p.m. i have a thunderstorm icon in the northern and western suburbs later this afternoon. we'll see them popping.

meaning it's getting slow in that area with construction blocking two lanes, tam. >> thank you, karen. developing this morning a fast-moving fire has left a person hurt in west philadelphia. flames broke out on north 52nd street. one person living above the store suffered smoke inhalation. no word on what caused it. a homeowner in northeast philadelphia stopped a would-be burglar in his tracks. this happened on the 1500 block of he elbridge street. the homeowner shot at the suspect and the suspect turned and ran away. nobody was hurt. philadelphia police are trying to track down the person who attacked and robbed a stabbed a 61-year-old woman while she was in her wheelchair. katherine scott is live outside of southwest detectives with this exclusive story.

>> reporter: police believe the same teenager is behind two attacks in two days, his most recent victim is a 61-year-old woman who was in a wheelchair. she spoke to "action news" about what happened to her. she suffered from multiple sclorosis for 30 years. she had been to the shop rite at island and lindbergh and was on her way home when the teenager justed off his mountain bike and ran toward. she was struggling with the teen over her handbag when the attacker stabbed her in the right shoulder. >> she said give me all your money. i said i don't have no money. give me everything you have or you're going to die. >> reporter: and police believe the same suspect is behind another attack early monday evening and that attack a 6 #-year-old man was robbed and --

63-year-old man was robbed and stabbed. police are looking for surveillance video and southwest detectiving want any tips if you have them. katherine scott channel 6 "action news." >> president obama said he is expanding the fight against isis with the ultimate goal of destroying the terrorist group. he gave a televised address to the nation. he added that's sending 475 troops to iraq as advisers and intelligence operators. obama said isis or isil must be stopped. >> if left unchecked these terrorists could pose a growing threat beyond that region including to the united states. while we have not yet detected specific plotting against our homeland, isil leaders have threatened america and our allies. >> the president said that these moves will not leave the u.s. to engage in another ground

check cashing business in juniata. nobody inside was injured. this week's nfl roger goodell defended his action on the ray rice case. saying he didn't seep the video until later this week. a law enforcement officer said they sent the video to the nfl back in april. the baltimore ravens owner said he didn't see the video until last monday. the video shows rice knocking out his then fiance. before monday he gave rice the benefit of the doubt based on on the police report that charged rice and palmer with misdemeanor. >> i was picking her wailing on him and him smacking her and her head was there far from the wall and with her -- dropped.
