delaware county. he was arrested at the va hospital four hours after deadly incident. this is gulf veteran steven simminger of blackwood, new jersey. here he is in the city prison tonight charged with murder. the killing occurred in rittenhouse square around 3 a.m. sunday. this man, 24-year-old collin mcgovern of churchville bucks county was stabbed to death during a dispute with so manier? police say mcgovern and three friends two females got out of a taxi at 18th and rittenhouse looking for a hotel room for the night. as simminger passed by mcgovern police say made a comment about the hat simminger was wearing with a new jersey devils logo. >> the suspect and the two males are in each other's faces. you can see exchanging angry words. with that the fists start swinging they go to the ground. at that point the suspect pull out a knife and stabs him several time. >> reporter: there are lots of surveillance cameras in rittenhouse square. the confrontation police say ended up with mcgovern on top of simminger. >> the decedent is actually on

top of the suspect and he stabs him a couple times from underneath him and then he gets up and walks away and he collapses. >> reporter: there is shock and disbelief in mcgovern's neighborhood. a spokesman for his parents had this reaction to the emerging story. >> it doesn't sound like collin. i know the kid my whole life so -- >> reporter: shocking. >> yeah, shocking, absolutely. >> reporter: rick, suspect simminger remains in there city jail tonight. he's charged with murder so there is no bail. live at police headquarters in center city, i'm vernon odom, channel6 "action news." >> all right vernon thank you. police are still investigating a drug deal that ended in a slashing in center city. happened around 6 o'clock last night on the 1300 block of arch street. police say a man and a teenager had just traded drugs for cash when the prospective buyer asked for his money back. the man walked away and after a confrontation gave the

teenager his money back. that's when two other men jumped the drug seller. the seller produced a knife and slashed two of men, one in the nose and one in the hand. both were treated and released from the hospital. >> accuweather says we are in for a rollercoaster week of weather across the delaware valley. the action cam caught plenty of umbrellas up and out today in university city. it was damp and windy all day but a warmer turn is in our future and meteorologist cecily tynan at the big board with our first look at the forecast. hi seals. >> hi monica. temperatures should rebound to 70. heavier steadier lane there rolled through this morning that's pushed over new england but we still have low pressure to the south. so what that's doing is bringing that easterly flow. although we don't have any organized rain it's damp its dreary and a wide are view on double scan showing the next piece of energy across the ohio valley, that will fly to our south during the day so that keeps us with some cool air and brings us a chance of a few more showers especially early in the day.

but temperatures right now hard to believe just a few days ago we were in the 80's with that wind out of the east-northeast it's only 46 degrees in philadelphia. you can see those stream lines there, that's that low pressure that will continue to pull away as we head through the overnight hours. so, this is what to expect tonight. temperatures essentially holding steady. we will see some areas of drizzle. no heavy rain with a cool wind out of the northeast and a patchy fog could develop overnight. i'll talk more about the rollercoaster temperatures and the possibility of a touch of snow on the first day of spring. >> touch of snow. >> believe it or not. >> what? >> details in the accuweather forecast, rick. blame mother nature not me. >> okay. your daughter nature. thanks cecily. we'll talk again soon. philadelphia police released new surveillance video showing the suspect who stole a minivan with a baby inside. the incident happened this morning outside of a corner store at 49th and walnut in north philadelphia. officials say the father of the four month old left his minivan running with the child

inside and went into the store. surveillance video shows the young male in the store wearing a camouflage vest, he then leaves the store jumps into the van and drives off. the suspect later dropped the baby off on a street in germantown. fortunately the child was not hurt. police are looking for the suspect and that 2013 white town and country minivan with pennsylvania tags read jmx6013. >> friends, family and fellow officers said their final farewells today to a new jersey state trooper killed in the line of duty. >> ♪ it was a somber final salute inside saint charles borromeo church in cinnaminson today. sean cullen was killed last week on an accident scene on i-295 in west deptford when he was hit by a car. today law remembered for his dedication and his heart. >> sean i'll never forget him. you know, he may be gone but clearly not forgotten and he was one of those guys that

always got the job done and always made me laugh. >> police from as far as california and colorado traveled to south jersey today to pay their respects. cullen was 31 years old. he leaves behind fiancée who is pregnant and an infant son. >> friends and family remembering the maryland police officer and delaware county native who was shot and killed in suburban washington, d.c. jacai colson grew up in boothwyn and went to chichester high school. officer colson died hours after a shootingout side of a police station in hyattsville less than 10 miles outside of d.c. tonight police say three brothers are in custody for the shooting. "action news" reporter katherine scott has more. >> reporter: before jacai colson was an undercover narcotics officer for prince george's county police, the boothwyn native was the quarterback for chichester high school. a class officer. and a member of their basketball squad. he was killed sunday in what authorities are calling an unprovoked attack just a few days shy of his 29th birthday.

>> my heart just breaking for his family. >> reporter: chichester school board president ruth ann viaco has known colson's family for years. one son played football with him. >> which was the quarterback, he was liked by everyone. law a camp counselor. he was my youngest son's counselor. >> reporter: colson graduated in 2005 then went on to randolph macon college before later becoming a police officer like his grandfather. >> idolized his grandfather. so, that could have been a big push for him to be a police officer. >> reporter: authorities say around 4:30 yesterday afternoon a gunman opened fire on the first officer he saw outside a police station in hyattsville maryland. that happened to be colson. a gun battle followed with several officers firing back. the suspect was wounded, a second was arrested soon after. colson was pronounced dead at the hospital where fellow law enforcement joined hands in a moment of silence. >> when you hear something

like this it just punches you in the stomach. >> reporter: chichester principal also new colson who would come back to the games from time to time. >> will he a infectious smile. he was always -- whenever you saw him he would smile. >> reporter: colson's family was given a police he is court maryland last night. fellow alumni had been reaching out since the news broke and the school is planning a way to remember their fellow chichester eagle. >> jacai was a leader as a student and obviously a leader as an adult and he will be missed by the entire chichester community. >> reporter: the motive behind this shooting remains under investigation. in boothwyn, katherine scott, channel6 "action news. >> and david muir will have much more on the investigation in maryland on world news tonight. that's coming up at 6:30 right after "action news" at 6:00. >> a fire in essex county new jersey took the life of three people including two children and there's still no word what sparked it. there is not much left of the home here in the town of

orange. family members say a two-year-old and a nine-year-old were killed along with their uncle. it took firefighters an hour to knock that fire out and part of the home as you see collapsed. the exact identities of the victims has not yet been released. >> a referendum expanding new jersey's casino industry is one step closer to the november ballot. this afternoon the state senate passed a bill putting the question up to a vote. if the assembly approves the bill by a wide enough margin, voters will decide whether or not to expand casino gambling to north jersey. the vote comes as state officials release new numbers from atlantic city showing casinos there saw a 15 percent spike. six of the eight casinos were up over a year. they're led by the borgata at a up 29 percent. >> a woman convicted for her role in an attack on a gay couple in center city lost her bid for a lighter sentence last december katherine knott was sentenced to five to 10 months in jail for her role in the beating.

rainfall totals the past 24 hours showing that philadelphia got a pretty good soaking, more than an inch of rain allentown about a third of an inch, trenton .85, wilmington .88 and atlantic city more than an inch and a quarter of rain and temperatures definitely on the cool side. we hit 50 degrees earlier today but now with the winds generally out of the northeast you can see the winds off the ocean really cooling things off. 46 degrees in philadelphia, allentown 43, cape may 49, wilmington 46 and trenton 45 degrees. and this is quite a change from the past week. we had seven days in a row of above normal temperatures including two days of record warmth. temperatures in the 80's. today, though, we've dropped down below normal but march so far has been relatively warm. temperatures running more than eight and a half degrees above average and we will be warming up a little bit the next two days. satellite6 along with action radar showing that next system will be dealing with is across

the ohio valley. that will be sliding to our south tomorrow, so that will bring us some more clouds. temperatures generally in the low 60's with a possibility of a few showers but nothing like today. so, tonight, cloudy and damp with areas of drizzle. no heavy rain. and again, temperatures essentially holding steady in the low to mid 40's. future tracker showing you wake up tomorrow morning, plenty of clouds, not a lot of rain, though, and as we head through the day we could have a few showers early in the afternoon around 1 o'clock. doesn't look all that widespread and then later in the afternoon we see some brightening of the skies, temperatures in the low 60's. wednesday should manage to make it up to about 70 degrees but it will come with a lot of clouds and fog and some showers. so, the five day forecast showing it is going to be an unsettled week. tomorrow warmer, 62 degrees, possibility of a spotty shower. on wednesday, a warm front gradually moves north of our region. that means fog in the morning, a few afternoon showers late in the day could get some brightening of the sky. the temperature up to 70 degrees.

to date information on 6abc.com once the polls close. >> in other news step people suffered minor injuries when a septa bus crashed into a bank in philadelphia's ogontz section. it happened along old york road near nedro avenue. the driver of the route 55 bus somehow lost control and slammed into the front of the bank. seven passengers were taken to the hospital for treatment. no one inside of that bank was hurt. philadelphia's northwest detectives division looking for a masked thief who targeted a sunoco a plus gas station here in east oak lane yesterday morning at the store in the 400 block of west cheltenham avenue. the suspect demanded money from the clerk. once he had a few handfuls of cash the thief walked out. fortunately nobody was hurt. chester police captain alan davis remains in the hospital tonight after being shot during a confrontation with three suspected car thieves. this video obtained exclusively by "action news" shows saturday's deadly shootout.

now, according to police, someone in a car shot at police officers and captain davis was hit twice. one person in the car was killed when officers fired back. another suspect was injured and a third was arrested. >> in other news tonight pennsylvania's poised to join delaware and new jersey in legalizing marijuana. members of the pennsylvania house of representatives are debating the issue this week. senate passed the legislation last may and there are more than 220 amendments to the medical marijuana bill so it could take several days for the issue to go to a vote. the issue of medical marijuana has been debated by pennsylvania lawmakers for years. each time being defeated. today governor tom wolf released a video saying it's time that medical marijuana is declared legal. >> we should not deny doctor recommended treatment that could help people suffering from seizures and cancer patients affected by chemotherapy. >> now, the medical cannabis act would allow a state board to license growers dispensers

and processors. patients would need a written certification from a doctor or nurse confirming they have a qualifying condition and that list includes cancer, epilepsy parkinson's multiple sclerosis aids and chronic pain. monica. >> a call today for stricter gun laws by local families affected by gun violence. bob casey and an expert panel at temple university. the democrat says he changed his views on gun laws after the sandy hook elementary school shooting in newtown connecticut in 2012. >> since sandy hook, a gun has been fired on school grounds nearly once a week for a total of 170 school shootings since newtown. >> senator casey says he's pushing for expanded background can checks, a ban on military style assault weapons and limits on magazine capacity. from our delaware ruse into elsmere police announced a major drug bust and arrest. authorities say a tip call led them to suspect 51-year-old

and world news tonight anchor david muir will have the latest on the investigation coming up at 6:30 on world news tonight. >> we have breaking news from north philadelphia right now. a man shot and can killed was apparently hurt while driving his car in north philadelphia. police say it happened near 26th and toronto street about 4:30. that's where police found the victim behind the wheel of a car that that crashed into a pole. a suspect wearing a red hoodie were you seen running from the area. no word yet on the victim's identity. local church leaders and others are coming together to make changes to their growing poverty problem in philadelphia. members with the opportunities industrialization center or oic of america announced today what they call the poverty summit. oic officials say one in two philadelphians lives at or near the poverty level and 40 percent of the children in the city go to bed hungry every night. the president and ceo of oic says time for change is now.

umbrella sideways with some of that wind whipped northeasterly rains earlier today and again that persistent drizzle just made it feel even more miserable this afternoon. as we look at the high in philadelphia, just after the lunchtime hour of noon, we lit that high of 50 degrees, so even as cool as it felt today, it was pretty typical near our normal of 52 degrees. the low has been the present temperature in the last hour 3:59 of 46 degrees and that's well above the normal of 34 and there's that sun setting at 7:07. now numbers aren't going to drop all that much overnight tonight. they'll pretty much hold steady into that 44, 46-degree range. a lill little cooler to the norh in tan verseville at 39. right around 45, 46 degrees every now and then you see a 48 like glassboro and smyrna and up to the northeast of philadelphia browns mills at 43. in new england they're dealing with a little snow. it's cold enough up there in central and northern new

england, some of the ski resorts holding onto winter with a little bit of fresh wet snow but as you look to the south and west clouds break up briefly before the next system developing in the ohio and tennessee valley and this low bringing severe weather in parts of the ohio valley will sink to our south here tomorrow and a lot of that will fall apart so we're not looking at any heavy rain to move in late tonight or tuesday. so for tonight cloudy damp areas of drizzle with temperatures staying steady with that northeasterly wind six to 12 miles an hour. your day planner for tomorrow, it is mostly cloudy and there could be a couple of showers around around the lunchtime hour especially south of philadelphia and by the end of the day, maybe getting some brightening to the sky or peaks of sun before sunset after 5 o'clock with temperatures topping off at 62 in the city of philadelphia, staying right around 59 for allentown and trenton. so, turning warmer tomorrow despite we're not going to see a lot of sunshine, 60 in dover and 58 in cape may.

into a minivan that had been left running. the van takes off but the car thief apparently doesn't know that there is a baby in the back seat. the baby has since been recovered and that's a story in and of itself. let's go to "action news" reporter sarah bloomquist who is live at southwest detectives. a lot to cover here sarah. how did this all unfold? >> reporter: well, jim, police believe the young suspect may have been on the way to school given the way he was dressed this morning. he apparently saw an opportunity to steal a minivan and took it. seems he had no idea there was an infant in his car seat sitting on the back seat. this is video of the four month old baby boy after he was reunited with his parents this morning. he's fine but this all could have ended very differently. just after 7:30 this morning a young man carrying a red umbrella approached a corner store at 49th and walnut. ahead of him the father of the four month old walked into the store. the child's father had parked his white town and country chrysler minivan aro
