news, the investigation is beginning into who planted two devices in the manhattan chelsea neighborhood. one exploded injuring 29 people. >> we want to show you surveillance video from a business at the blast site on west 23rd street. people were out enjoying a nice september night when it happened him some folks were seen walking, bloodied and some were injured. >> i flew off my feet. >> i remember driving the car and the next thing you know i felt an explosion and the car tilted over halfway and came back down. >> i blacked out, the next thing i know i'm in the ambulance. >> a second device was found blocks away on 27th street, police described it as a pressure cooker with a cell

located. >> we want to see how sophisticated the device was in terms of timing elements. that will be determined by state police, fbi and atf. the blast was powerful enough to shake nearby homes. an estimated 3,000 people were expected to take part in the race. for the second night in a row, philadelphia police came under fire this time near south street. two officers noticed two men smoking marijuana around midnight. when they approached him, the they ran and one turned and fired four shorts at the officers. the officers were not hit. they arrested the suspects and recovered a gun. "action news" obtained the surveillance video that shows the police chase during the shooting rampage in west philadelphia. >> two officers were wounded in the violent rampage.

jennette reyes has more. >> shots fired. >> we heard the shots, we heard the shots, they were ringing out, it sounded like 22, 23 shots. displee carried out one of the -- he carried out one of the most violent acts in philadelphia we've seen in a long time. >> reporter: it started with 18 gunshots aimed at sylvia young in her police cruiser at 22nd and sansom. >> most of the rounds entered the vehicle, she was quite quite a few times, one or two were in her ballistic vest. >> reporter: glen fled eastbound on sansom, arriving officers pursued him. as he ran past maximum level lounge he shot the manager in both legs.

>> when i came out i saw the security guard on the ground out there in front of the bar. >> reporter: in the surveillance video obtained by "action news" you can see the suspect running on foot with nearly a dozen police officers not far behind. >> the restraint that they used during this foot pursuit down sansom street is nothing short of miraculous. because this guy is firing at everybody on the streets that he sees, so many people out there. >> reporter: glen would shoot into a white nissan maxima, a 36-year-old man was inside and 25-year-old woman was inside. the woman was shot 8 tiles in torso. glen ran into an allege and was shot -- into an alley and was shot multiple times. >> so many different people

harmed in one innocent. obviously he was hell-bent on hurting a lot of people. >> reporter: there's no indication that he radicalized, although he had a long criminal history and was known to police. he had a letter on him entitled domed people where he expressed hatred for police and his parole officer. someone called police after supporting a 5-gallon gas container and a small wooden cross at 17th an sansom. officers called fire marshal this morning they are investigating. a well-known wedding venue in south jersey was damaged by fire. you could see the fire coming from the mansion in voorhees. nobody was injured. the cause is under investigation. a south juniors

carl 100 miles east of the leeward islands. the center of circulation is down here believe it or not. all the thunderstorms are off to the northwest. that's great news, because as long as the storms are displaced from the center of circulation this can't strengthen. it will not be the case later on as it moves into more favorable conditions the storms will wrap around the center. it's moving west at 13 miles per hour. later this week it should be in a position in between bermuda and san juan puerto puerto ricog close to the eastern seaboard. it big question becomes where will carl go after that. right now we have a huge area of high pressure in the northern atlantic. later this week there will be another high moving in from canada. the question is will karl sneak through these highs move north up and out to sea away from the u.s. mainland or will this high

cinnaminson, 72. smyrna, 74. dewpoints the way we measure the moisture in the atmosphere. you can see the scale at the top of the screen. we've been in the 40s and 50s over the last few days, it felt like fall. now, all of a sudden we're dealing with the july and august dewpoints again where they are in the upper 60s low 70s. today it will feel awful, tomorrow awful, tuesday things begin to improve. wednesday, thursday, friday, there won't be much in the way of humidity out here at all. the only problem, the testers will start climbing. it's like a game of pick your poison here. let's zoom into storm tracker 6 live western portions of berks county. you can see downpours right now north of fleetwood that's all that moisture starting to build. accuweather says there's a chance of pop-up shower or thunderstorm later this afternoon as a cold front approaches from the northwest. high temperatures today topping out in the mid to upper 80s, unseasonable warm, with that threat of showers and thunderstorms, the humidity only increases from this point on.

when i come back in just a few minutes we'll focus on tropical downpours first thing tomorrow morning in the exclusive accuweather seven-day forecast. >> now to the latest on our developing news. a search is underway right now for whoever is responsible for placing a device in a crowded manhattan neighborhood this weekend. it exploded and left nearly 30 people injured. we know a second suspicious device was found blocks away, that device never detonated. what is unknown who was behind it and what was their motivation. abc's ray ramondi joins us live in the chelsea neighborhood with the latest on the investigation. >> reporter: nydia and gray i can tell you the investigation is on going, police and federal authorities have been working overnight to try to piece together who is responsible for the explosion. wuk tell you -- we can tell you at this 9:30 hour there's heavy

police in the area. the second device has been removed from the area. there's no link to terrorism according to new york officials. this morning we're getting the first glimpse of the explosion captured on surveillance video. take a look when the blast occurred. take a look from a different angle, debris flying, pedestrians running for cover. >> we heard an explosion and then boom. >> it was so loud it started shaking my body. i turned around and i looked in the middle of the street there was a big cloud of smoke. time times during an shooting outside an afterhours nightclub in the port richmond section. police were called to the club at 4:00 a.m. him they found three people with gunshot injuries in the parking lot. two women shot in the legs were taken to the hospital in stable condition. the man was critically injured. police are looking for the shooter. the action cam was at the scene of a man lying on the ground with a gunshot injury around 12th and market at 3:00 a.m. he staggered for three blocks and he is in stable condition at the hospital. police say he is not cooperating. police say the 25-year-old gunman who carried out a deadly rampage in west philadelphia had a long criminal record. police shot and killed nicholas glen during a confrontation late friday night after glen shot at
