chad pradelli talked to septa about preventing tragedy likz this one in the delaware valley and alicia vitarelli is following reaction from witnesses on social media. lets begin with nora with the latest as a team of investigators to figure out how this happened this morning. >> reporter: rick and sharrie, the national transportation safety board is on the scene and leading the investigation as to what happened here. some commuters thought a bomb went off but it was not a bomb but the sound of the train slamming into the station. >> once it went black and the lights when out. people were falling on top of each other. >> college student, omar, was on the crowded train this morning when it it failed to slow down and slammed into the bumper stop and into the platform at the

station. one woman was killed and 108 were injured. >> we didn't know what it was or some type of terrorist attack. but luckily it wasn't. >> it was a horrible scene and the train itself was in tatters. you immediately knew it would be a real human tragedy. >> the engineer of the train survived. he is hospitalized and couldn'ting with investigators. experts from the the national transportation safety board. the train involved did not have positive train control. >> we will not speculate about the cause of the accident. the fact is, we are in the midst of an investigation. was called by the white house as well. >> the train blasted through the passenger area, leaving a web of wires and dangling metal. the injured many suffering broken bones and blunt force trauma were taken to local

hospital. >> one of the first on the keep was a train from norfolk, delaware. >> it sounded like a bomb or an earthquake and i heard people running and screaming. >> reporter: now first responders and ambulanced from all over the area responded to the mass casualty call. rush hour is a mess here as transportation officials are trying to figure out transportation for people that use this station every day. >> a lot of questions to be answered. the team coverage continues with chad pradelli live at the septa station in manayunk and septa recently installed safety equipment that could prevent a tragedy like this one in hoboken. >> reporter: yes, it's called positive train control or ptc and the head of septa calls it a game changer. if a regional rail is coming

here too face, ptc will slow it down. this is a simulator that shows how a positive train control works in theory it should prevent accidents like the one in hoboken. >> overspeed, it will not allow you to exceed the speed limit of that section of track. >> jeff is the general manager of accesepta, he says to date t were implemented. fox chase was among the first to have it installd this year. and it's expected to be fully implements by year's end. all of these systems work together to provide a system that greatly reduces human error. >> they are mandated to have ptc

by the end of the 2015. septa will pay approximately $100 million to install the p tx c. but terminals like the one in hoboken don't have ptc because of the track complexities and the generally low speeds. >> sometimes you have human error where that can creep into the situation. it's a big improvement but doesn't solve everything. >> reporter: and he would not say if ptc has prevented any accidents to date in our area. i'm live in manayunk, chad pradelli, channel 6 "action news." >> thank you. before authorities could confirm anything this morning. the images from witnesses and survivors started pouring into social media. they are emotional and hard to

look at and watch and this is a way to look through the lens on the incredibly scary morning and letting loved ones know they are okay. this was taken by a commuter, eddie, he was inches from the train when it plowed into the station and that causing injuries and even death and you can really see the impact from the photo he took here. a commuter by the name off brian, took this picture and posted it on facebook showed the moments that emergency responders started reacting and some chaos in the station as people started leaving. it was right before the evacuation was underway. the video paints a more tangible and more emotional story for us. from the eyes of those that escaped like lon who barely missed the train crash from the platform. mark's eyewitness video is a real time walk through of the damage on instagram. you can see how intention this

collision was, the train smashed the pieces and debris all over the platform there. and one of the more compelling montages we have seen comes from james light, he posted this on instagram. we see the damage inside of station and outside you can hear the sound of ambulances and the scramble to treat the injured outside. he was not on the train that crashed and stepped off another one as this unfolded. and finally to this image here, they are so powerful. corey tweeted this picture, he was on the train but let loved ones know i'm all good. this haunting image taken as he walked away unscathed. >> wow thank you for those images. we are alerting you to updates on this story all day long on our 6 abc app. you can find videos taken by witnesses at the scene and the

raw video of the aftermath of this crash and live updated as events continue to unfold. the 6 abc app is a free download for your mobile device. we are also following developing news out of delaware. a 27-year-old woman is under arrest and charged with arson and murder for allegedly lighting the house fire that killed two wilmington firefighters. investigators say that beatrice fana ruiz admitted to the crime. sara bloomquist has new details. >> reporter: beatrice fana ruiz lived in the house and is facing 14 criminal counts in connection with the blaze that killed the two wilmington firefighters. she is in police custody and arraigned this afternoon and held on $6 million bail. >> beatrice fana ruiz is charged with two counts of first degree murder and four counts of second

degree assault for injuries to the firefighters. and reckless endangerment and one count of first degree arson. according to court documents, she told investigators on the night of the fire she was drunk and on anxiety medication and became angry, she went down into the basement and set the fire. two witnesses saw her go to the basement just before they noticed the smoke and flames. they say she is the stepdaughter of missy nappier who lived in the row home with her five children. news of the charges stunned neighbors but thought she was acting strangely after the deadly blaze. >> i am really shocked but i had a gut feeling something was going on by her demeanor and actions that day. >> ifs arrived on the scene early in the morning and had

reports that people were trapped and they rushed in and the floor collapsed. fickes and leach were both killed. and hope is in critical condition and speakman seen in this photo is improving. >> it's sad we thought it was an accident but who knows nobody knew what really happened until now. two firefighters actually lost their lives in that fire. it's sad. >> now the public viewing for jerry fickes will be held this evening until 5:00 until 8:00 p.m. in hockessin. f fana ruiz will next appear in court on october 11th. on the weather front it's a dreary afternoon. and sky 6 hd taking a live look at the center city skyline surrounded by a canopy of clouds

and a day of off and on precipitation and wind gusts and temperatures on the cool side and it could be sunday even monday before we see sunshine again. lets get all the details from meteorologist, adam joseph, at the big board. >> reporter: a dreary day indeed. low pressure is spinning in cincinnati, part of the reason we see the dreary weather, you can see the convective nature from the low. but we are far removed from the low, we are dealing with winds flowing in off the ocean than is throwing the moisture from the southwest to the east and another round of heavy rain is moving in. so far where you see the yellow around wilmington and millville that is 2 inches of rain and near 6 inches of rain already in parts of sussex county in delaware but you get to philadelphia and points to the north a .5 inch of rain so far. and this is a drop in the bucket

compared to how much more we'll see. for philadelphia and delaware county and all points to the shore, we have flash flood warnings. the possible of flooding overnight tonight into your friday. in addition to the heavy rain, winded continue to pull out of the northeasterly direction, speeds of 39 miles per hour in philadelphia and 41 in dover, and upper 20s to mid-30s along the shore and the winds are also going to be an issue overnight tonight. more rounds of rain for the next 24 hours, the heaviest philadelphia to the south and west. an additional 1 to 3 inch of of what is already fallen and starts to ease a bit on friday. we'll talk about the return of that sunshine guys, coming up in the full accuweather forecast. >> we'll talk again soon. the rain is having an impact on evening commute. matt pellman is having a check of your weather coming up coming up we are getting

on an unfolding situation in south carolina. where teachers and staff are praised for their fearless response to the school shooting along with a quick thinking firefighter. police say a 14-year-old boy opened fire at recession after killing his own father at home. a teacher and two students at the playground were injured. the teacher was shot after trying to rush the students inside and police are recognizing a volunteer firefighter and calling him a hero. jaime brock arrives on the scene first, he was unarmed and tackle that shooter to the ground. >> a proud member of the townville volunteer fire department and did nothing that any other volunteer firefighters would have done. >> classes are canceled for the rest of week and grief counselors are on hand to meet with family members trying to make sense of this tragedy. meanwhile authorities do not know of a motive and did not determine where the suspect got

the handgun, the family of the shooter released a statement saying they are shocked and saddened. this as one of the wounded students, 6-year-old jacob hall remains in critical condition. >> all right alicia -- monday is the day septa riders are waiting for, regular weekday service will resume on the regional rail. septa had to pull 120 of their silver liner cars in july to fix a potentially dangerous defect and repairs are ongoing but enough of the cars will be available on monday to run a regular schedule. turning to politics now, hillary clinton is rallying voters in iowa today. she told the crowds in des moines they should cast their ballots as soon as possible. early inperson voting starts in that state. clinton's team is trying to follow president obama's policy of starting with an edge in the

two men broke into and robbed the fresh grosser grocery store at 7:00 this morning. philadelphia and temple police are working together on the investigation. so far no word on what was taken. temple university put out an alert to avoid the area shortly of the robbery happened. a cape may county couple is

we continue our breaking news, a commuter train crowded with passengers crashed during the morning rush hour, tearing through a barrier at a knowledge transit station. one person was killed and more than 100 others were hurt. officials say the train was going too fast when it came into the hoboken station but it's unclear why. and we learned that the person killed in the crash was a woman standing on the platform and got hit by debris. the national transportation safety board has investigators on the scene in hoboken. they are working to determine what the train's operator was doing right before the crash. we are joined live now at the scene in hoboken.

>> reporter: sharrie and rick, the hoboken train station here behind me remains an active situation. there are multiple law enforcement agencies here. ntsb begins the process, of trying to determine how and why this fatal crash occurred. this video showing the moments just after a new jersey transit train crashed into this hoboken station. passengers in a daze and in disbelief. a morning commute turning into a disaster. >> it just collided. and i saw a couple of gentlemen bleeding and some people couldn't walk and some people were covered in i guess debris. >> this passenger in the first car of the train that careened into the hoboken station just after 8:30 this morning. eyewitnesss say that the train

was traveling at an incredible speed as it approached. >> it didn't stop just didn't stop. >> it went over the bumper block and basically through the air and traveled another 40 feet and came to a rest when it hit the wall. >> ntsb will gather and collect critical evidence to determine the cause of the crash, the train causing major structural damage, twisted steel and debris everywhere. over 100 people injured and two others were critical injuries. >> bumps bruises and some with walking wounds and some lacerations and fractures as well. >> the woman killed was not a passenger but standing on the platform. >> we have engineers that are examining the structural integrity of the building now and we have no estimates as to when the terminal will be able to be reopened. >> reporter: and the train engineer is in stable condition and is cooperating with law

about that evening high tide between 7:00 and 9:00 for moderate flooding down there. stormtracker 6 live double scan shows basically if are you along the pennsylvania turnpike all the way down to the south, that is where we see the steadiest rain right now. and the heaviest at the coastline, smyrna and dover and fortescue, route 1 through the state of delaware once you hit dover points southward. that is where the rain hits more moderate, from sea isle city to cape may. and looking at sky 6 hd from cape may the washing machine type of effect with the angry seas and the trees in the foreground swaying back and forth and the next round of high tide of concern, 7:00 until 9:00 p.m. rainfall totals depending on location, closing in on a half inch for millville. 2 inches for glassboro. and dover over 3 inches of rain. and they could add an additional

rampage in west philadelphia. two people including his own son remain in critical condition. two women were also hurt. vernon odom is live outside of police headquarters with more on the investigation. >> reporter: good evening sharrie, that suspect has been identify by police late today as christopher sewell age 32, a man with a lengthy rap shoot mostly for robberies, but nothing like what cost him his life on the city's southwest side. this is the bullet riddled stoop where police opened fire on stabbing suspect christopher sewell. he was exiting the house where police say he attacked two women, one with a steak knife and the other with his fist. when he exited and they thought he had a gun based on earlier reports and at least six police opened fire killing him.

>> it was horrible. >> later police were sent to sewell's home after 911 calls that they heard screaming in the house and possible gun fire, they found sewell's 8-year-old son slashed in the neck and his 18-year-old relative with multiple stab wounds. his daughter told police her father was taking drugs and tried to stab her. >> the daughter did say he was home and all of a sudden his eyes are like wide, and he just starts to choke her. for no reason whatsoever. there is no conversation, that she indicated and immediately stabbed and slashed the 8-year-old and turned to the 13-year-old and stabbed him multiple times. >> police have recovered the knives that sewell allegedly used and a cell phone but no gun. sharrie again tonight, the

70-year-old slashing victim and the two children remain hospitalized in critical condition. the full investigation does continue this evening. that includes the internal affairs division which always probes a case any time an officer fires his or her weapon. live at police headquarters, channel 6 "action news." >> vernon thank you. a pickup truck crashed into a police officer directly traffic during last night's investigation into that stabbing and then police shooting, the truck hit the cruiser's passenger side door injuring the officer parked on cobb's keep parkway, the officer was treated and released and the driver of the pickup truck was tested for dui and taken into police custody. from our delaware newsroom from afternoon. a month long investigation ended with a 18-year-old suspected drug dealner newark. troy waller was arrested and a search of his home turned up

drives on the boulevard. on the schuylkill expressway several issues a broken down vehicle towed away and now a broken down truck at the end of the ramp from the west schuylkill, a parking lot from passyunk to this point. i would use 95 and the vine instead of the westbound schuylkill through philadelphia. in delco, a bunch of sets of downed wires, some blocking providence road in swarthmore and some along college avenue and chester pike, 13 and flooding in odessa along 13. and extra traffic on the southbound side of 1 heading to dover for the big weekend. this weekend is the big haller parade. and there are restrictions. >> thanks matt. up next at 4:00, another check of the forecast with ableage.

meteorologist, adam joseph joining us now to talk about this weather that is here and hanging around. >> it's damp and dreary. i keep saying we need this rain but it's hard not to complain about it. as we look at double scan live radar it's wet especially from the city of philadelphia to the shore all the way down through the state of delaware. lighter showers and patchy drizzle north of the pennsylvania turnpike. a band of moderate rain that is passing north and west of the city of philadelphia. working down the schuylkill expressway. also, riding up the blue route from media, 422 and as you lift to the northeast extension, lighter rains there. the brighter colors are on the radar and this is where the rain is very heavy. we have seen between 3 and 6 inches of rain already in parts of southern cape may county and

dover pointed down to the south and being inundated as waves of heavy rain pull in off the atlantic and make their way to the north and west. north and east is the wind direction, keeping in the very chilly air, and low 60s across the board and only in the 50s in the poconos. the spin is way to the west, the actual low is near cincinnati and not moving to the east it's stuck here for the next couple of days, we have high pressure over quebec and that helps to pull in this moisture around the high off the atlantic creating what we call a conveyer belt of precipitation that continues to rotate in. 11:00 tonight, some of that heavier rain to the south moves its way into southeastern pennsylvania and drifting rains from the south and north and west. that continues into tomorrow afternoon. a lot of mist and drizzle and on and off showers and a quick hit of a shower or two.
