the victims of the deadly amtrak crash in philadelphia. >> amtrak will pay $265 million to settle all pending claims due to last year's fatal derailment in port richmond. the train went off the tracks in 2014. today they approved the settlement by the victim's attorneys. they are all expected to receive their payments by next summer. federal investigators determined that the train engineer was distracted and he learned of another train getting hit by a rock. meanwhile, in northeast philadelphia a woman was shot to death behind an apartment complex. and police are still looking for her killer, the attack happened overnight on the 2600 block of welsh road. a second victim was shot at the same location and the surrounding neighborhood was

littered with bullets. annie mccormick is following the investigation and joins us from police headquarters. >> reporter: rick, neighbors there say that this is not something they are used to seeing in the apartment complex. at least a dozen shots were fired and it appears that the homicide victim was the intended target. there was another man also shot but he did survive. >> a hail of gun fire hit apartment windows and vehicles parked in the apartment complex. when police responded they discovered a 35-year-old dead her body found in between two cars. one of those cars was owned by resident, april. >> i saw a bullet hole in my car and nearby gas tank. i said what is going on? the cops said we'll take your car. >> i said i'm on my way to work. >> while investigators scoured the crime scene at 2600 welsh

road, a second victim, a 36-year-old man arrived at the hospital with gunshot wounds to the neck and arms. he said he and another man was in the vehicle with the homicide victim when she arranged to buy drugs from the man. when they approached they were robbed and shot. police are looking for shooter and his accomplice. >> she was going into meet someone else an unknown individual and when she got there the individual robbed her and killed her and shot her friend. it's too early for me to tell you what the motive is. >> there was a third man in the vehicle with both victims before the shooting did happen. that person did escape without any injuries, that victim in the hospital is in stable condition. reporting live outside of police headquarters, annie mccormick, channel 6 "action news." >> thank you. controversy surrounding last night's sixers game or what

happened before the game. a singer is speaking out when she was silenced by the sixers while trying to make a personal statement during the anthem. she was set to perform the star spangled banner and she showed up in a shirt that said we matter. prompting the sixers to pull her from the program. and she talked out to the host of the breakfast club a radio show. >> they gave me the option of wearing a sixers jersey, but it defeats the purpose of what i had on what i had on. >> our lives are just way more disposable. like why are our lives so much more disposable. it really bothers me. >> a sixers source says that streeters signed an agreement not to use her performance to

further any type of agenda. a member of the sixers dancers went on to sing the national anthem instead. gray hall will have more coming up later at 12:30. turning to accuweather, cloudy with periods of rain, looking live at sky 6 hd at penn's landing and a few showers came through. more widespread rain is arriving this afternoon. david murphy is here with a first check of the accuweather forecast. >> we had the round one this morning and then a lull and now on stormtracker 6 live double scan you see a few more scattered showers beginning to work their way in. every now and then most of this is light rain, you see a blip highlight the in yellow and some some pushes into northeast philadelphia. there is northeast philadelphia airport and montgomery county and bucks county picking up some of this. and a little more in north montgomery county and up around doylestown.

around the allentown and easton area and fleet wood and reading it's in and out of light precipitation. this lighter shade of green is producing light stuff on your windshield. this is coming out of york and lancaster and in chest eer coun and not getting hit with this you will probably later on. this is moving west to east with a push to the northeast. we have colder air in place and the same system produces light snow. more than light in some cases 3 to 4 inches. you see the area of blue, this is a mix of freezing rain and rain to the north. a freezing rain advisory that was to expire at 7:00 this morning. it's extended until 2:00 because of cool conditions at the surface lingering, if you have plans to drive to mt. pocono or jim thorpe over the next couple

delayed in the bridge gate trial. jurors were expected to hear the arguments but the judge instructed them to go home. they are accused of causing lane closures on the george washington bridge to punish a mayor that did not support the governor politically, they thought the closures were part of a legitimate traffic studiy. turning to the white house now we are in the home stretch with only 12 days left before the election. newly leaked documents from wicky leaks could be bad news for hillary clinton as she and michelle obama campaign together for the first time this afternoon. lana zach joins us live from washington with more on that. >> reporter: hi there rick, can you believe only 12 days to go. we expect to hear about the wicky leak documents from donald trump. and he is in ohio. a recent poll show clinton and

meteorologist, david murphy, is back now with a closer look at the some what dreary forecast. but we are holding on to the weekend. >> it looks like we'll see improvement. stormtracker 6 live double scan at noon shows you reemerging showers from the west. a break for a couple hours this morning after morning rush hour rain but starting to get damp again. and we'll look at some of this in a second. the action cam earlier in camden, new jersey, over on the society hillside at penn's landing, you see how the clouds early on were a factor and they still are. we look at some of that rain passing through the immediate region and philadelphia is back in a break and northeast philadelphia on the northeast edge of the city on up into southern buck county and parts of montgomery county seeing the

shower activity and occasionally you get a steadier cell that probably only takes a few minutes to get past. in most cases this is just light rain highlights in the lighter shade of green. temperatures on the cool side. 51 in philadelphia and the winds are out of the east-northeast at 10 and they pick up a little bit over the next several hours and become more blustery in the afternoon. 42 in allentown and 43 in reading and 57 in millville and closer to 60 in cape may. future tracker 6 showing united states that for the next several hours we will be in the lull with some off and on shower activity but the next round of steadier more widespread rain comes in during the afternoon and the poconos could have freezing rain up thereafter 2:00 or so. it will probably change to rain as well. this just fileters in and comes through with more widespread and steadier cells right up to 6:00. and then we get into the rest of the evening we are in and out of

the rape as well. by 11:00 cecily and adam won't have as much to show. in the lehigh valley cloudy skies and 53 is the forecast high and down the shore we have the rain coming in a little later on, you haven't had too much down the shore so far today but getting some other over the next several hours. 62 is the high and a round of of rain arriving and winds from the southeast at 10 to 20 miles per hour. 58 by 4:00 and 57 by 5:00 and just holding there, and it's possible that we hold off and get that 58 a little bit later around dinner time. upper 50s pretty much all the way. and then the overnight low is 48 and rain ending at midnight and a blustery by dry day on friday. today's high 58 and cloudy and breezy and rainy and 57 tomorrow and bright and blustery.
