mannequins surged into the street. >> we ended up rescuing or moving across the water 75 people and shelter 150 in various locations throughout the shopping center. >> i took that rag and was stomping it and wringing it and stomping it. i just got my rugs cleaned all them are soaking welt. >> reporter: the water mains are 100 years old, there are talks to reroute some of the transmission lines. that takes a whole lot of money, we're talking millions of dollars and it takes time. one person is dead after a collision in northeast philadelphia. western that one cash burst into flames on grant after around 2:00 a.m. the impact of the crash cause a car to slammed into a utility pole. that brought down high tension lines igniting the car in a strip mall parking lot. firefighters had to wait until

peco could set off the power before putting out the flames. >> the body in the vehicle that was the burned was burned beyond recognition, right now it's a skeleton, you can't tell if it is a male or female, you can't tell the age. we don't know who the person is. the vehicle was so badly damage from the accident and the burns we can't tell what vehicle it is. a devastating and heartbreaking scene playing out there. two people in the other car are recovering in the hospital. they are in stable condition. 6:04. septa strike is getting ugly. today marks day five of the workers off the job. septa has filed a lawsuit trying to force workers back on the job. jeff chirico has the details. >> they said the judge was very clear today that there's no competent evidence. >> reporter: attorney general for the union praised the judge
