no arrests yet in the shooting death of a 10 grader in his home outside durham. david pounds was standing in his yard tuesday night on maple wood drive when a car pulled up. someone in the car started shooting. his 25-year-old cousin was also shot but survived. pounds's relatives are beg is the public to come forward with information. >> we are willing to pay for information. please come forth and let us know who did this to my brother. because you got the wrong guy. david christopher pounds jr. is not the guy you meant to kill. >> reporter: police say the shooting was not random. they have yet to release any information on a suspect or motive. a 79-year-old man is recovering after being shot in durham. he was working on his car when he heard shots coming from a vehicle. the man was hit in the arm and taken to the hospital. this morning durham police tell

suspects. officer body cameras, a community oversight board and more police training. those are recommendations for police reform in raleigh. a community task force takes those suggestions to raleigh's commission tonight. they hope the commission will endorse the recommendatis and present them to the city council. some groups representing sheriffs and police officers in north carolina told state lawmakers that body cameras should not be mandated by the state. the groups say no agency should be forced to adopt the devices. a spokesman for the sheriff's group says body cameras are an expensive undertaking that each agency would be responsible for funding. today and tomorrow the national highway traffic safety administration is gathering with experts to examine what they are calling an alarming increase in traffic deaths. those meeting plan to explore ways to tackle human behavioral issues they say contribute to 94% of those crashes.

vehicle in a parking lot. >> this happened off glenwood avenue near panera bread, across from the pleasant valley prom tornado, what have you learned at this point? >> reporter: this is the 6200 block of glenwood avenue. you can't see the virginia tech involved but you can see detectives there just on the -- the vehicle involved but you can see the detectives there just right in front of panera bread. they are working to figure out what led up to this incident. they responded to a welfare check and that is when they did find two men that were deceased in the vehicle. at this time they have not released identities or a cause of death, but we are here and will bring you the latest coming up in our next half hour.

through the morning. and we are also following breaking news out of pittsburgh, pennsylvania where police say five people have been killed in a shooting. at least two gunmen are at large. >> police say the gunmen killed four women and a man late last night during a backyard party in the borough of wilkinsburg. three others are in the hospital this morning. the gunmen barged into the party and opened fire in what they are calling an ambush style attack. >> it looks like right now they were all fleeing toward the back door of the residence when the second gunman fired from the side of the yard. they all seemed to be caught on the back porch. >> police are not talking about a motive. we will have updates on

morning. hillary clinton avisiting the triangle. clinton and sanders tangled last night over who is the true friend of american hispanics. clinton criticized sanders for repeatedly voting against a comprehensive immigration reform bill. he faulted her for opposing a 2007 effort to let people in the country illegally obtain drivers licenses. again clinton visits the triangle today and will hold an event at hillside high school in durham at 3:50 this afternoon. doors open two hours before. her campaign canceled the event that was scheduled in raleigh. candidates are preparing for another debate tonight in florida at the university of miami. this comes after donald trump's rallied last night in fayetteville. trump spoke for about an hour, touting his campaign is self- funded.

the region by the end of the weekend. texas, arkansas and oklahoma have also experienced flooding. public meetings start today about classifying duke energy coal ash ponds in north carolina. the state department of environmental quality came one this draft proposal. this is important because the classification will determine when each pond musting closed. the agency will present the draft to the public in 14 meetings throughout the state all this month. the meetings are in central community and wayne colleges. this is happening as the state does a major about face on the safety of hundreds of wells located near coal ash ponds. more than 300 families were told their well water was not safe to drink. now the agency says its testing standards were too strict and 235 of those wells are safe after all. duke energy will no longer have to provide bottled drinking

today is a big day for the catholic diocese of raleigh. >> today the 160-opportunity dome is expected to be raise and placed on the new cathedral next to the tv station here. by the fall of 2017, 2000 people are expected to be worshipping in this space, the holy name of jesus cathedral. circumstances permitting the crane will lift the dome and place it on top of the cathedral beginning at 7:30 this morning. you can see it live on wral.com. they say it is probably going to take several hours assuming the winds aren't too gusty. 5:37 now. there are more management shake ups at volkswagen. >> the newest person to step down from the embattled company amidst the emissions scandal.

i did come in with a little jacket, but you may not have to. kids at the bus stop are going to want their shorts and t- shirts again today. they may need a little bit of a jacket. our weather pattern is becoming more intense back to the west. we have had this stationery front sitting here. we were telling you about flooding in texas monday or tuesday and it continues to dump rain. looking at very, very heavy rainfall totals for the next several days. the top of this front is going to pick up and slip southward as a cold front and dip into north carolina. our high pressure system has been keeping things dry is going to weaken a little bit and our chance for rain will start to go up a bit. today a 15% chance. our chances for rain are really slim. tomorrow and saturday and sunday we have a 30% chance of rain. that doesn't mean a rainout but the chance of rain is certainly there.

here's a look at rainfall potential saturday back to the west as much as 10 inches across parts of mississippi and louisiana. contrast that with what we'll see through saturday is maybe a tenth of an inch. while we may have a 30% chance of rain on saturday, those amounts will be really light. the front that comes in will drop our temperatures a little bit on saturday, into the upper 60s. still a little above normal. the st. patrick's day parade in raleigh happens saturday. at 10:00 a.m. it will be 60 degrees. at 2:00, 70 degrees potentially our high is going to be 68. don't forget before you head to bed on saturday set your clocks ahead one hour. daylight saving time begins over the weekend. we may dodge showers sunday but our temperatures over the weekend do stay a little above normal.
