live to show you the cleanup and the areas to avoid on your way to work. plus, it is one of the coldest mornings of the season so far. these temperatures will not stay this low for long. your storm team 4 meteorologist tom kierein helps you gets out the door. >> thanks, too. bright sunshine today. and a light southwesterly flow will have it milder. your morning headlines for this monday. after that, a mild afternoon. and then turning warmer for veterans day and all the events around washington tomorrow. temperatures right now in montgomery county are in the mid to upper 30s. much of fairfax, though, is near freezing toward restin, dulles. manassas, 30. warren ton, 39. low to mid 30s as well. much of southern maryland away from the water is just a little bit above freezing. there's the sky over washington. first light of day beginning to show up. quite a jump in temperatures. a steep climb. upper 50s by noon time. low to mid-60s, midafternoon.

storm team 4 x 4 on the mall with the preparation forecast for all the events. that's coming up next weather and traffic on the 1s at 6:11. and now over to you, aaron. we're staying on top of a developing story in montgomery county. a big water main break on a major road many of you take into the district. this is affecting georgia avenue southbound right at the intersection of connecticut avenue. megan mcgrath is live on aspen hill with a look at what crews are doing. >> reporter: aaron, we have quite a mess. a 10-inch water main burst creating this enormous hole in the road. let's take a bird's eye view. you can get an idea how large the hole is in the roadway. this is a a dedicated right-hand turn lane from southbound georgia avenue to turn right on to southbound connecticut avenue. as you can see, that turn lane, that ramp is now completely closed. and that is going to be the case for several hours while they work to repair this water main

and back fill the hole and fix the pavement. you cannot take the turn lane to take a right on to connecticut avenue. you'll have to go all the way down to the light and way through the cycles of the light and take a hard right to get on to connecticut avenue. so connecticut avenue is open, but you're going tro have to ge to it further down the line. it could cause a problem for people. we will send it over to melissa, who has the work around. what should people do? >> megan, did pictures from the scene. the best thing to do if you vice president left quite yet is take norbeck or layhill. your best bet. just avoid this if you possibly can. 66 headed into town, you're a little bit slow up unt centreville. then it opens up.

95 northbound just past quantico, a little bit slow at 43 miles per hour. that is just volume. nothing else happening there. bottom of the beltway at 295, looking pretty good. beltway, top of the beltway at connecticut avenue, also rolling along. we're a little bit slow here, 35 miles per hour. again, just volume. more on this water main break coming up in 10 minutes. thanks, melissa. 6:03. we're learning an accidental car fire led to this mess at one montgomery county home. the fire likely started in the engine of one of the family cars. it quickly spread through the home on tracy drive in the white oak area sunday morning. no one was hurt. the fire caused about $130,000 in damage. a georgetown student will be sentenced to jail time for making ricin. today we will learn how long he will be behind bars. millsman pled guilty to make it in his dorm room at georgetown

university back in march. as part of a plea deal he will face two years in prison, followed by three years of supervision. 6:04 your time right now. the search is on for two men who may be connected to three armed robberies in the district. they happened in cathedral heights and in georgetown. this started along mccomb on halloween when two women were held up. a couple was robbed walking home on idaho avenue early sunday morning. a man and his house mate were robbed in georgetown an hour before that. one of the victims talked with news 4 but did not want to show his face. >> just turns around with a gun and puts it in my house mate's face. >> they took off with smartphones, credit cards and cash. keep your phones tucked away. nobody was hurt there >> police need your help finding a man suspect indeed a deadly shoot anything anne arundel family. he shot and killed a man at

ashley apartments on red clay road in laurel. investigators think the two were arguing before the shooting happened. canilla could be driving a 2006 cadillac escalade with maryland tags 01936cf. if you see the suspect or the car, call anne arundel county police >> there will be construction on the dulles toll road today. you may be slowed down as crews work on the eastbound lanes of the main toll. they are converting an exact change lane to e-zpass. this is the fifth of 19 projects to do the same thing. the projects won't all wrap up until sometime next year. 6:05. you can go to the unveiling of a new monument in montgomery county. it is dedicating an eternal flame to honor all the police and military officers who risk their lives every day for our country. several veterans will be at the ceremony in rockville at 1:00 this afternoon. 45 minutes without a pulse

a philadelphia teenager being celebrated this morning as a hero after he pulled a cop from his burning car. you can see the police cruiser engulfed in flames much the squad car caught fire last night after a t-bone accident with a pickup truck. a 17-year-old volunteer firefighter and his neighbor heard the crash and then ran in to help. >> the door was dented and wouldn't open.

and the car caught fire. and me and another guy ran. he said he couldn't feel his legs. so we said we're going to have to drag you through the window. and he was ready for it. >> all three were taken to the hospital. you can see in the photo here the officer suffered a head injury and burns on his legs. he is expected to be okay. police say the two good samaritans's quick thinking likely saved the the officer's life. an incredible rescue. 6:11 on this monday morning. so far this morning, staying pretty cool outside. >> if you're about to head out, grab a heavier jacket or coat maybe. storm team 4 chuck bell is live with the storm team 4 x 4. you look pretty toasty out there. >> well, you can see your breath out here. there's a definite chill in the air. i'm cold tolerant myself. 42 on the national mall.

breaking news out of nigeria. workers trying to save students after a suicide bomber blew himself up in the school. the attacker was dressed in a school uniform. no word on the group behind the attack. eun? >> angie, thank you. 6:15. developing this morning, investigators in the bahamas preparing to examine the wreckage from a plane crash. nine people were killed when the the small plane went down last night. it crashed during a landing attempt at an airport in free port in the grand bahamas island. two months since two montgomery county children

disappeared. a hair salon is helping to keep the search alive. the salon will donate 20% of proceeds from services to the find sarah, find jacob fund. for more information find the page on facebook. >> we are getting a new inside look a lot a wildfire that killed more than a dozen firefighters in arizona. take a look at this video here. the arizona state forestry division released nearly two dozen new clips on its website. these videos were shot by firefighters moments before and after 19 members were killed battling the fire more than a year ago. you can hear and see the firefighters as a wall of fire appears. 16 after the hour. iraqi officials say an air strike wounded the leader of the islamic state. he was hurt while meeting with other militants in the iraq anbar province.

they put a bounty on his head. new this morning, south korean troops fired warning shots after north korean soldiers were spotted too close to the border. tensions had been high following two incidents last month involving exchanges of gunfire. no casualties reported in either accident. the two americans held prisoner are waking up in the u.s. kenneth bae and matthew miller got off the plane in washington state late last night. they have been in north korea two years, serving a 15-year sentence for alleged anti-government activity. it is still not clear how miller and bae's released was negotiated. if you ever wondered what the sunrise looks like space, take a look at your tv right now.

reed wiseman and a russian cosmonaut and german astronaut landed in kazakhstan last night. the crew spent six months at the international space station. a woman is back home after 45 minutes without a pulse after a complication with a c-section. a hospital smokesman said a team of doctors spent three hours attempting to revive the woman after a rare amniotic fluid 'em bowl itch. they were prepared to announce her death when a blip on a monitor indicated a a heartbeat. despite 45 minutes without a pulse she suffered no brain damage. this is unheard of. 45 minutes without a pulse. truly a miracle here. >> and the fact they kept trying for that long. >> and no brain damage. she is incredibly luck.

house yet. southbound georgia avenue a at connecticut southbound, usually you can take this ramp. of course you can see it is blocked because of a water main break. go either further down to take a right on connecticut as megan mcgrath has been telling us. or your alternates are norbeck or layhill. taking a look at 95, hopping on in triangle, you're okay. the whole area is a little bit nasty. running 40 miles per hour. a wider look at things, looking pretty typical. prince george's county actually looking quite good. nice and green. maryland, 95. bw parkway, rolling right along. more on this water main break in 10 minutes. right now firefighters are trying to put out this fire in wyoming. take a look. more than 100 firefighters have been battling the so-called west range wildfire. it took neighbors by surprise. >> about to call 911 and ask if they knew about the fire.

the waves about 60 miles north of west palm beach. he said he felt something pulling at him but didn't get a good look at the shark. he said the shark bit hit arm and hand and then let him go. >> i was like praying i wasn't going to pass out. that was my scariest thought, losing blood and being able to pass out. but thankfully i didn't. >> a friend wrapped a shirt around his arm to stop the bleeding until the paramedics arrived. he is expected to be okay. well, apparently there's a viral infection going around linked to poor brain function. the virus is typically found in algae and is being found in our throats. those carrying the virus performed worst on intelligence tests when age was taken into account. researchers from the university of nebraska trying to figure out how this virus spreads to humans. >> the one thing they do know is you don't have to have direct contact with the algae to become infected. who knows how many people have

them. this happened on pear street court not far from belpre road. one person was shot and is expected to recover. right now president obama is in beijing for the asia-pacific economic conference. in his first address he announced a new visa agreement. nbc's trays where pots live on capitol hill with more on that this morning. tracie, good morning to you. >> reporter: good morning. we got word seconds ago the president is at the state dinner as part of the apex conference. early this morning we saw him announce this new visa agreement with china. basically allowing people to stay in the united states longer. certain people who are coming to the united states. right now the visas expire after a year. the president says it would open a lot more opportunities both ways for americans to make money going in and out of the pacific region. the trans pacific partnership is

the big trade he's been trying to do with 11 other nations. he had a meeting about that. the president says they are getting close. we got a readout from all the leaders at the meeting saying it was a productive positive meeting. they're not ready to sign the the deal yet. still big differences over japan and farm exports with the united states. but as they put it, they do see the end. the light at the end of the tunnel. it looks like they are making progress on that. aaron. >> tracie potts on capitol hill. lawmakers will work on final changes to the state budge ed. republicans will introduce a bill aimed on the renewing health insurance plans that do not meet the standards of the affordable care act.

i want to get the word out to other parents. >> that is just one mother whose child was hospitalized because of laundry detergent pods. researchers at nationwide children's hospital in columbus, ohio found every single hour in this country a child swallows, inhales or is otherwise exposed to the toxic chemicals inside those pods. >> that is more than 17,000 children since the pods hit store shelves in 2012. more than 750 children have been hospitalized after coming in contact with these pods. at least one child died.

laundry detergent pods are very concentrated with strong chemicals in them. sometimes they get into the eyes, sometimes they are swallowed. they can cause severe burns to the esophagus and to the stomach. >> manufacturers say they're concerned about the problem and are making changes, like improving warning labels, making the pods look less attractive and switching from clear to more opaque packaging. so the kids can't see the bright colors. >> they are just drawn to it, just the way they look. tomorrow night the national mall will be packed. we just told you about the concert for valor. >> hundreds of thousands are expected to see bruce springsteen and rihanna. our own weather rap star. chuck, good morning. >> indeed i have my spot all picked out on the national mallment the odds of me being able to keep it are next to nothing. several hundred thousand on their way to the concert tomorrow. weather could not be any better

welcome back at 6:45. a busy ramp is shut down this morning. >> we go right to megan mcgrath with more. we have quite a mess here. you can see the large hole here in the middle of the road. the crews are still digging down, trying to access this broken 10-inch water main here. now the problem is on that dedicated right-hand turn lane from southbound georgia avenue to get on to southbound connecticut avenue. the turn lane completely closed. that's going to be the case for several more hours while they repair this water main and back

fill the hole and get more pavement down here. connecticut avenue is open. but you're not going to be able to take that turn lane. what you're going to have to do is just continue on georgia avenue down to the light. and then you're going the take the hard right that can go inbound on connecticut avenue. this is a very busy intersection. we are expecting to start seeing some delays as people have to wait through the cycles of the light to make that right-hand turn on connecticut avenue. megan mcgrath, news 4. back to you in the studio. >> we have a crime alert in the district. police are looking into three robberies at gunpoint. d.c. police say the same two men may be connected to this series of robberies. they happened in cathedral heights and in georgetown. it started along macomb street on halloween when two women were held off. the robbers took off with smartphones, credit cards and

not only do we have lighter snow in the streets. but underneath it has this sheen to it, which to me indicates the road looks fairly slippery. the roads seem to be handling the cars just fine. but the roads were pretreated. it is also a bit breezy too. keep in mind the breeze, combined with the heavier intensity of the snow we're expecting over the course of the next couple of hours, that's going to reduce visibility. so the roads will start to become snow covered and the visibility for drivers will be very poor. that's a bad combination especially for a monday morning commute. it will stick around through this evening's commute. winter storm warnings in effect until tuesday. so this is a long duration event. now, this area picks up on average for the entire month of november about nine inches of snow. with this storm alone we should easily pick up a foot of snow, making this the first double digit snowstorm for this area in

about two years. which i was actually a little bit surprised to hear. there are some schools in st. cloud closed today. but minneapolis schools say they don't really anticipate a closure today. they say they don't anticipate that closure. we will see how they play out. residents have been getting ready for the storm, putting on snow tires a little bit early. of course we will see more activity with the snowplows as the storm continues. you we will have all the very latest for you coming up this morning on the "today" show. aaron? >> we look forward to that, dylan. you can see live team coverage of this early arctic blast. al roker will reveal his arctic air forecast here on nbc 4 after news 4 today. today is day 21, the last day before the nurse who fought an ebola quarantine will be officially clear of the disease. kaci hickox plans to advocate for health care workers going forward and leave her current home in maine.

she made headlines when she won a standoff with the state over whether she needed to be quarantined. crews will shut down one eastbound lane. they are changing it from exact change lane to e-zpass only. this is the the fifth of 19 similar projects that won't wrap up until sometime next year. punishment for being late on a credit card payment is getting slightly less painful. this year, 60% of card issuers are imposing rate penalties down from 90% in 2010. the average rate of 28.45% kicks in when you are 60 days late >> all right. we were talking about the cold. we saw dylan standing in the snow. what a kick in the gut. >> i love her coat. >> she looks fantastic. >> when you are dressed like that you can take an arctic chill. >> i don't know. three parkas. >> it is too soon certainly for

we drove through and saw many people taking their first trip. the trip does come with a price. during rush hour, the entire 19-mile stretch of the icc cost $4.40. new this morning, we're learning an accidental car fire led to all of this at one montgomery county home. the fire likely started in the engine of one of the family cars and quickly spread through the home on tracy drive in white oak sunday morning. nobody was hurt. that fire did about $130,000 in damage. today the georgetown student who pled guilty to making ricin will be sentenced to jail. daniel millville was sentenced for cooking it up in his dorm back in march. he have going to use it to hurt another student or commit suicide. a young veteran survived a war zone only to be killed when he returned home. army veteran francisco garcia was killed over the weekend in a shooting. a man in season suv confronted
