. right now at 6:00, cameras catch a suspected drunk driver slam into cars in baltimore and things would only get worse. new details on the mysterious spill in the potomac. find out if crews are any closer to figuring out a cause. and we're live in san francisco as redskins nation waits to find out if a beloved hog makes it into the hall of fame. news 4 at 6:00 starts now. oh, boy, here we go. we are getting ready for potential winter weather that would bring more snow to our region. meteorologist lauryn rickets is keeping a close eye on the storm

and is saying we could get a couple of inches of snow, right, lauryn. >> you are right about that. i'm not impressed with this storm what ever. we are not talking about the blizzard a couple of weeks ago. nothing like that. but a pretty impactful storm. that could disrupt travel tuesday and into wednesday. and maybe the monday night. so a lot of things can change from here on out. but this is what we're looking at. it is starting late monday night. so you know we have a lot of time between now, and late saturday night and monday night before the storm gets going. so watching for late monday night start. rain-snow mix and snow showers through tuesday. eventually ending on tuesday night. now we're looking at at snow for the rest of today. nice temperatures. cool as temperatures dip below freezing so icy spots out there tomorrow morning. but we'll dive deeper into what storm 4 expects in this storm or what we know now coming newspaper a little bit.

>> doug kammerer will join us tomorrow night at 11:00. and you could open the nbc washington app you could search storm team for more. wow, scary moments out side of a bar in fells point this morning. baltimore police say a man got into a fight with several people and took off in a minivan. in the video you are seeing him crash into cars and he backs up, jumps the curb and hits someone. she is in the hospital with broken ribs and a fractured skull. the driver got away. it is hard to watch as this individual is -- police is glad to have it. >> we want to thank the person who recorded this video, that shows us how gruesome of a situation this is. and a great job by the baltimore police who showed up on the scene, not long after this happened, and were able to track down the suspect a few blocks away from where this incident occurred. >> the driver, orlando red, is

charged with a number of traffic violations. we are getting a better idea of just how big that mysterious sheen is over the potomac river. but we still don't know what it is. this was darcy spencer joins us live from arlington with new details on what the coast guard saw when they flew over the affected area earlier today. darcy? >> reporter: i want to first show you where we are. we are at gravelly point. if you look over here, you could see the orange boom. this is part of the containment, trying to trap the oily substance. we're right by reagan national airport. we want to show you some photos taken of the some of the geese rescued from the roaches run waterfoul sanctuary yesterday. they were covered in the owly substance and taken to the tri-state bird rescue in delaware to be cleaned and they are making sure that the geese are okay. the good news. the coast guard did a fly-over yesterday and it does appear

that the sheen has largely dissipated. that sheen stretches for eight miles from the area around the airport here. there are still pockets of the oily substance but it is largely gone. they still don't know what the oily substance is. samples were collected and sent away for analysis. we are still waiting to find out, again, what that substance is and where exactly it is coming from. on monday, the coast guard will be back out here. they are going to trace some storm drains leading into potomac, trying again to figure out where exactly the source is of this contamination. live from gravelly point, darcy spencer. nbc 4. rescuers working around the clock hoping to five survivors after today's earthquake. surveillance shows the exact moment the 6.4 magnitude earthquake hit. 14 people are confirmed dead. most of them in a 17-story building that collapsed in the quake. rescuers pulled more than 300 people from the rubble.

about 24 hours until super bowl 50 kicks off in california. but tonight, all eyes are on the nfl hall of fame inductions. carol maloney is in santa clara for us. a redskins great could make the cut there? >> reporter: yeah. i think he's holding his breath right now. we're waiting word from the hall of fame committee. did joe jacoby make it into the camp. we are at the nfl honors. this is a black tie gala where the league hands out individual awards and waiting for his arrival. that would be a good sign. his hall of fame status up in the air. joe jacoby, will he come here tonight and talk to us as a hall of famer. this is a star-studded night on the eve of the super bowl. i think you could see mike ditka is walking. mike ditka. he knows joe jacoby. he had such an exciting week. he became a grandpa for the first time a few days ago.

more than a dozen people took time out of their day on saturday to learn how to lead out plans to respond to the next big snowstorm in our area. the residents of prince william count said they did a good job plowing but the street plowing needs to be improved and they need to be plowed more than just once. >> a vehicle tracking indicated that our street had been plowed when most of it had been blowpl, but not all of it. and there were issued and trying to get ahold of v-dot during the snow to find out where the plowers were and when they would see a plow. >> they got a lot of complaints and they are addressing the problems. lauryn said arctic air is coming back for an extended period. she has more on the potential snow and how cold it will get this week. and new details on a plan to

federally licensed armed dealers. states have recently strengthened firearms to keep them out of the hands after boozers. >> it is the best way to get from point a. to point b. and the new plan to add miles of protected lanes is not setting well with everybody. people got a map that show where the lanes would go. but some aren't happy with those plans. >> reporter: it is one of the issues that you wouldn't think would be contentious but propose a new protected bike lane in d.c. and you get a roomful, pro and con. >> any one of these alternatives other than the no-bill would have negative impact. >> reporter: the alternatives studied between new york avenue and pennsylvania avenue include a protected bike lane on fifth, sixth on ninth street or leaving things as they are. the travel from cars and bikes is already heavy. >> we're looking at how to balance different demands.

>> an issue that came to the fore has been about churches in their weekend parking needs. and on any given sunday churches like this allow parishioners to park perpendicular to the curb so you lose a travel lane. what does an added bike lane mean for that. in some options it will lose spaces. from the metropolitan ame church. >> the concern is that the city is being made over for the convenience of newcomers. >> it is a pushl street and it should be for public use and parking should be part of that. and this court order has a lot of preserving the parking even on sundays. >> today's meeting in the neighborhood in shaw is just the beginning, getting information from the public, sometimes at odds over bike lanes. >> i simple thing could divide a house and sometimes a house has to argue to get itself back

together. >> nbc 4. chocolate as far as the eye could see. today is the first day of the annual chocolate lover's festival. it attracts chocolate lovers from around the country, believe it or not. folks enjoyed sweet treats, including a chocolate chip pancake broift and a chocolate fountain. if you would like a taste head down there tomorrow. the festival continues from noon to 4:00. oh, tomorrow noon to four. might have to check that out. didn't get the momento about it today. but it is a nice day tomorrow so it is a toss-up whether you want to spend time inside with chocolate, which is a good idea, or outside with the sunshine. and if you are headed out early tomorrow morning, just know there is a few icy spots around again. because temperatures going to fall bowe low the freezing mark. so again we'll have icy spots with temperatures in the 20s. and then we have snow and rain possibly on monday night. and into tuesday.

and that is what everybody is talking about. so of course we'll talk about that. cold air headed our way. get ready for some chilly air upon us. pretty much through the end of next week. radar and satellite not seeing anything on the radar. satellite, the clouds are clearing out. so mostly clear tonight and that is why we are so chilly out there. we've got two systems that we're watching. one is a coastal system off the coast of florida. what will happen with the areaia of low pressure, it will continue to move off the coast. may spread clouds in southern maryland through today and tomorrow but we are dodging a bullet with this one as it continues to move out to the atlantic. there is check one. and now this other system. this is the one for monday night and into tuesday and it is up here in canada. it is going to continue to slide down through the united states, through the ohio valley, through monday night and eventually off the coast on tuesday. that is what will bring us some precipitation monday night and into tuesday. so there is that area of low pressure. again, this is monday morning. and then slipping into the ohio valley monday night.

going to spread snow in here. maybe a little bit of rain. it looks like the rain to start just because of the temperatures. late monday afternoon, at the earliest and continuing through monday evening and eventually it changes over to snow. snow showers through the day on tuesday as the low pressure is off the coast. but i have to tell you, when we have a setup like this, nothing like the blizzard we saw a couple of weeks ago. sometimes we could get dry areas in here through d.c., it is called dry-slotting so we end up with nothing. still fares away away. and doug kammerer will be in here and they'll have the latest information on that. plan ahead monday night into tuesday, could impact your travel weather with a little bit of snow. so accumulation likely but it remains so we're tracking it for you here at storm team 4. starting late monday, rain-snow mix and ending late tuesday night. and impactful. moderate to high. a few inches possible with the forecast. temperatures out there right now, upper 30s to lower 40s
