overcast, but the snow that started falling in some spots last night, nowhere to be found. but more could be on the way. good sunday morning. welcome it news 4 "today" on what is this first day of spring. i'm david culver. adam has the morning off. >> hello, everyone. i'm angie goff and i'm in the storm team 4 weather center with tom kierein who has been very busy this morning. and you are tracking a new weather alert. >> we might get more wet snow again tonight. similar to what happened late on saturday, saturday evening. it may come in late tonight. so we're going around again with another weather alert. all due to low pressure just beginning to get organized. right now some rain on radar. snow in pennsylvania will stay well to our north. we will stay dry for most of the daylight hours on this sunday. and then some rain moves if later this afternoon.

it's only around 40 degrees in washington. right around the bay, western northern suburbs all above freezing. so any of the snow that fell yesterday, most of it is melting. several inches at elevations above 1,000 feet or so is continuing to melt. a look at the new timing for more perhaps wet snow for later tonight, i have that hour by hour timing in a few minute. today prince george's county police officers will hold a candlelight vigil to remember 29-year-old officer gentleman jacai colson. he was killed in a shootout with a suspect who police say wanted to provoke officers in to killing him. the vigil will be at the district three police station on barlow road where the shooting happened. it begins at 4:15 this evening. at 4:30 which is the same time the shooting began last week, there is going to be a moment of silence. michael ford and his two brothers are charged with planning carrying out and recording that attack.

more drama this morning on the campaign trail. another protester at a donald trump rally gets punched. this time in the state of arizona. two protesters were being escorted from the event when a man started punching and kicking one of them. the man assaulted was not seriously hurt. last night he spoke to nbc news about the whole ordeal. >> this and that and stomping me. incredible scenes. i understand that people support donald trump. but do they support this kind of scene really? >> the protests go on as the race for the white house heats up. chris pollone has more from the campaign trail. >> reporter: in tucson, violence marred another donald trump rally. video shows a man kicking and punching a protester who was being led from the arena be

interrupted. >> this disgusting guy puts a ku klux klan hat on. he's a disgusting guy. >> reporter: protesters in scottsdale blocked a road leading to the rally by parking their cars in the middle of the road. the republican frontrunner ignored those protesters taking aim instead at republican insiders. >> you have the establishment, they don't know what they're doing. >> reporter: bernie sanders also campaigning in arizona saturday. >> and attacks against people in a very personal way is not what this country is supposed to be about. >> reporter: john kasich tried to stay above the fray while campaigning in utah. >> i will not take the the low road to the highest office in the land. i will not do it. >> reporter: also campaigning in utah, ted cruz, trump's chief rival. >> donald has been supporting

for 40 years. >> reporter: the gloves are off literally and figuratively, but will any of it slow trump's path to the nomination. chris pollone, nbc news, new york. we're learning new details about how officials say katherine hoggle tried to break out of psychiatric hospital. the "washington post" reporting that hoggle has tried to escape at least eight times, but never succeeded. once she did get ahold of a staff member's badge. according to court documents, hoggle admitted to trying to break out in order to see her children, sarah and jacob last seen with her mother in 2014. two americans among those dead following a suicide attack in istanbul. five people in all died, two have been identified as israeli americans with dual nationalities. the white house has called this a heinous attack. this is the sixth suicide bombing attack in tuey

the horse fell down in a canyon this is in southern california. it took two helicopters to lift the horse out of a ravine. firefighters first blindfolded the animal so it wouldn't get scared before air lifting it into a near would i oearby ranc. the horse is expected to be okay. is rg3 heading to cleveland? sources say robert griffin iii met with coach hue jackson and members of the front office in ohio after griffin's redskins departure. they just let johnny manziel go, so it looks like we'll have to wait and see what happens there. 9:10. it is a weather alert day now. we get a live look outside this morning. and the wind whipping around the flag outside union station as you can see there. we are back on weather alert mode as snow and rain making its way back in here. a look at what we can expect,

talking broken markers, tire tracks over graves, grieving families contacted the iteam about the damage they saw in a local cemetery and how they had to pay for the repairs.

what to do if cemeteries try to hold you accountable for their damage. >> reporter: jesse spent more than a half century married to her husband, willie. >> it's very difficult. i miss him a lot. we did everything together. >> reporter: he died in 2013. mccray bought the burial plot next to her husband's and a headstone that will eventually bear both their names. >> i know it's going to happen. >> reporter: until then, this temporary plaque marks the resting place. but it's not the first or second plaque she has bought. >> i was very devastated what i found. the plaque we had purchased was broken to pieces. >> reporter: the groundskeepers tractors may have run over it but it was up to her to play for the replacement. and her granddaughter also witnessed the damage. >> my granddad's name was not

the only one thrown away. >> reporter: when the news 4 iteam visited the cemetery last year and again this year, we also found several chipped, cracked or broken grave markers at fort lincoln. the director of the office of cemetery oversight receives complaints. in the last year the iteam found there have been 183 complaints statewide, 40% jump from the previous year. harris davis says her office can level penalties, but we found the state has yet to do that. >> never issued a citation or violation? >> never. never issued a fine either. >> reporter: she says instead she and another inspector will check out the problems themselves and if they find damage, they will tell the cemetery to fix it. this gets customers a faster resolution. >> they comply. they do comply. sometimes it takes a little more prodding, but they comply.

>> reporter: the company that owns fort lincoln cemetery told the iteam it couldn't share details on the mccray family case but that it takes all client complaints very seriously and that fort lincoln's policy on replacing markers damaged by maintenance crews only applies to permanent ones, not the temporary markers which are not designed to last and endure the elements. but even harris davis says no family should ever have to pay for damage that is not their fault. >> people pay a lot of money for those graves. it's not acceptable to us at all. >> and scott macfarlane reporting there. jesse mccray and her family did not file a complaint with the state at first because they didn't know that they could. but now they have started that process. we have details about how you can get a cemetery complaint resolved on our nbc washington app. click investigations. tom kiin

and you saw the colors in the "weather center," they are now red. we are on a weather alert day. you're tracking some wet snow? >> yes, this is a different system from what we saw yesterday. so a new weather alert based on the fact that we might get another round of wet snow late tonight. we'll stay dry until 2:00, 3:00. right now though looking at storm team 4 radar, no rain or snow anywhere in our vicinity. the area of green along the atlantic seaboard is rain. the area in white up in pennsylvania, that is know and it will snow and it will stay to our north.general flow coming from the southwest to northeast. temperatures are still chilly for this time of year for the first day of spring. it's only around 40 degrees around the bay and the metro area and in the mid-30s across shenandoah valley in those higher elevations where they got over 4, 5

yesterday. it's gradually melting, but near freezing up at the higher elevations. there is the gray sky over the capitol now. we'll stay cloudy through noontime. low 40s by then. and then reaching low 40s and light rain starts arriving around 3:00 to 6:00 p.m. and by 9:00, the rain may be coming down a little heavier. temperatures gradually dropping into the upper 30s by by 9:00 this evening. the new hour by hour timing as we look at the rain arriving, this is as we get into the afternoon hours. and we'll see this rain moving in around 3:00, 4:00, 5:00. this is all rain here continuing into the evening hours. and then as we get late tonight, this is after midnight, we start seeing some cold air beginning to move in changing the rain to snow in this lavender zone. this is right around midnight to around 2:00, 3:00 in the morning. it snow area, the rain changes over to snow, comes right into our northern and eastern suburbs away

and then it will be wet snow in washington and southern suburbs all the way down to central virginia. and eastern shore, there will be a longer period of that snow continuing into monday. so total amounts there on the eastern shore, dark blue zone, 1 to 3 inches. might just get about half an inch, though, of some snow just on grassy areas wet snow in the immediate metro area and perhaps parts of the northern neck and much of virginia, there may be less than half an inch on just grassy areas. this is by dawn on monday. so that might be causing some problems for the morning commute. it will be in the low to mid-30s or might be a few isolated 1309s a little below freezing. so we could have a little iciness early tomorrow morning. getting off to work and school, 7:00 to 8:00, cold in the mid-30s with some sun breaking out. and then mostly sunny between 8:00 to 9:00. we'll be back up to they'near 4 then. and then low 50s by monday

of wet snow in the morning. and a bet of a blustery wind tomorrow, too. and then milder weather moves in on tuesday. highs reaching near 60 degrees after a chilly start in the 30s. and then upper 40s on wednesday morning. wednesday afternoon may make it into the low 70s. and may make it into the mid-70s on thursday. so that will get the cherry blossoms out. and then friday, height get a morning shower, some sun back in the afternoon. high around 60. next saturday, maybe into the upper 50s with a partly sunny sky. new developments just days after a passenger jet crashed on landing in russia. >> and we have a new update about the search and rescue efforts going on in this case.

it's a sign spring is here. today is the first official day of the national cherry blossom festival. there will be musical performers starting around noon. derrick ward is live along the tidal basin with more today's tes differe festivities. it's only the beginning. >> reporter: only the beginning indeed and only the beginning of these blossoms. it a look. this isn't anywhere near peak bloom, and you can see looking at these, a definite sign spring

this being the first day of spring. but the festival actually started yesterday. there were some performances down by the tidal basin. and they will be continued today. you have margo mcdonald, friends of family which is a blues and funk and swag funk. and of course festivities get under way next week. of course march 26th is family day down at the national building museum and a concert at the warner theater. but in the interim, these blossoms will show themselves to be what they are indeed truly meant to be, which is a beautiful garland around the tidal basin. and of course the warm weather we've had has moved the peak date up some. so the peak date will actually be wednesday. the peak bloom date when they are pre-difficulted to be in their glory. there are a few people here now

>> i knew something was off. my ob knew something was off the way i looked. >> reporter: mary was diagnosed with preeclampsia, and now faced with delivering her baby boy 16 weeks early. >> would he survive basically. >> reporter: nathan came in weighing 14.99 ounces. he was only 10 inches long. >> his first picture i have my pinky right next to his hand. and my nail of my pinky is as big as his hand. >> reporter: this doctor has more than 30 years experience. nathan is the smallest baby they have ever had in the nicu. >> there have been others of this small. but he's one of the smallest. >> reporter: he had kidney failure, a brain bleed, pneumonia. the heartbeat showed nathan's were not staying consistent. >> in his case, it clearly gave us a warning that things were changing before any of us could make that assessment. and in fact he was developing pneumonia and got quite ill.

storm team 4 radar showing a little blue, a little green. and not one, but we're going to give you two looks outside. a lot of you saw some snow where you live last night. and tom says more could be on the way. it is 9:31. welcome back. i'm angie goff. >> and i'm david culver. adam has the morning off. let's get right outside. tom kierein tracking this on another weather alert day. >> yeah, a new weather alert because of the threat of some more wet snow late tonight between now and then, rain will begin to push in. right now just some clouds around the metro area. and it certainly is cold, unspring like hovering around 40 degrees. radar the area thin green, thats rain moving off to sea. a little bit of snow in western pennsylvania will stay north and west. but this is a zone where we will see coastal low pressure developing and it will begin to

region. but right now no rain anywhere in the vicinity. so you won't have any problems if you're heading out the door now maybe to get some exercise or running some errands on this sunday into early afternoon. it's mid to late in the afternoon that we'll likely get some cold rain moving into the evening hours. and then changing to some wet snow late tonight after midnight until around dawn on monday. and then sunshine returns monday later in the morning and into the afternoon. i have new hour by hour timing and the totals on this snow coming late tonight, that's in just a few minutes. happening take, president obama going to be the first u.s. president in nearly nine decades to step foot on cuban soil. the president and his family will arrive in havana today. he will meet with raul castro attend a state dinner and catch a baseball game. from virginia's governor to d.c. mayor, several state and local leaders have

david culver, news 4. so the president will also meet with political discity dents and address the island through a televised speech. search and rescue operations are over after a flydubai jet crashed on landing. officials are still trying to figure out exactly what caused the crash. it killed all 62 people on board. right now the weather is among the issues. we're still working to find out what caused a house fire in riverdale on tuckerman street about 1:00 in the morning yesterday. two people live at that house but no one was home at the time. officials believe the home is a total loss. metro shutdown is costing local transit agencies. wtop reporting that fairfax connector spent $10,000 to run ge

the entire metro system you'll recall was shut down for a day on wednesday all for safety inspections. the fairfax county department of transportation says it will cover the cost. d.c. circulator buses also transported folks for free. the ddot says it will cover those costs. metro inspection revealed badly damaged power cables. happening today, a healthy discussion about teen dating violence. community members will gather to talk about the one in ten high school students that have been physically hurt by their partner. it is called choose respect conference. and you can join the discussion at richard montgomery high school starting at 1:00 p.m. also happening today another chance to support the prince william county officers who survived a shooting on the job. a fund raiser happening today at the blu 1681 bar in woodbridge. proceeds will support officers jesse hempen and david mccown.

who they think entered a building on h street northeast thursday night. police say the man stole money and electronics. and thursday this man pick pocketed a woman on i street northwest. the suspect reached into a woman's purse and stole some personal items. this week's wednesday's child is a bright young 10-year-old. her big dream is to become an owe llympic gymnast. barbara harrison introduces us to tashmir. >> reporter: she was shy and a little reluctant about a lesson, but after a few cart wheels and a time aboard the balance beam, her comfort level seemed to rise. >> arms up nice and tall. >> reporter: she had told us she wants to one day be a gymnast like gabby douglas. and after a tumble or two down the long mat, she was all smiles an finally relaxed and not so

winning. march just sucker punches us sometimes. we get lulled into spring but, no, winter not quite country with us yet. we hey get more wet snow late tonight into very early tomorrow morning. between now and then, though, we won't have any problems with travel and we have just a little bit of rain along the eastern shore just off of the coast. and we have a little snow up in western pennsylvania. general flow of the atmosphere southwest to northeast bringing in milder temperatures up this to the low 40s this afternoon. right now hovering around 40 degrees. mountains, above freezing there. cloud cover over washington now. we have chilly temperatures, only going to be hovering in the low 40s here for the rest of the morning into the afternoon. and then light rain arrives, some rain around 3:00, all the way to mid evening. it's rain. cold rain coming in. so if you have

activities, i would be doing it shortly until about 1:00, 2:00, 3:00 this afternoon. and then the cold air will change the rain over to wet snow. this is as of 2:00, the area of green in rain. gets closer to metro around 4:00 and 5:00. and then rain continues into the evening hours. then cold air trying to wrap in, changing this rain over to a period of some snow on the eastern shore. we may get at bit of that snow in the metro area and so you were and eastern suburbs, with but most should be on the eastern shore overnight tonight. this is as of 10:00 monday morning and then we'll get sunshine back. so the eastern shore in the dark blue zone, at the could pick up maybe 1 to 3 inches on mainly grassy areas. and then there is a small chance in the
