app. bernie sanders' name will be on the ballot in d.c. sanders was in jeopardy of being left off the ballot because of a clerical error. as mark segraves reports, the council voted to fix that today. but not everybody was in agreement. mark? >> yeah, good evening jim. while the council was quick to approve sanders for the ballot, two d.c. council members did not vote in favor of it. both for very different reasons. >> the ayes have it unanimously. >> while technically it was a unanimous vote two council members were not among the yes votes, council member vincent orange voted present rather than yes or no. before the vote at a meeting he questioned whether the council should be interfering in party politics. and put some of the blame on senator sanders. >> in this particular case, the bernie sanders campaign did not put people on the streets in the district of columbia to collect signatures. they decided to pay

so this is where we find ourselves today. >> the sanders campaign followed all the rules. and paid a $2500 fee to appear on the ballot rather than collecting investigates. hillary clinton did both. but the democratic party did not file the paperwork on behalf of the candidates until the day after the deadline according to the board of elections. council member anita bonds recused herself from today's vote because she also serves as the chairman of the democratic state party. >> you think mr. sanders should be on the ballot? >> i think that anyone who is and wants to run for president and follows the guidelines as prescribed should be, yes. i have no problem with that. >> now because this is legislation it has to be approved by the mayor. d.c. mayor muriel bowser, who is supporting hillary clinton in the primary tells me that she will sign this legislation

reporting live from the d.c. council, mark segraves, news4. and right now talking about those cold temperatures around the region today. highs where they should be in the month of february. not the month of april. take a look at numbers outside now, even with sunshine this is the highest we've been all day at 46 degrees. 46 as well in richmond and 44 towards hagerstown. only 41 towards ocean city. freeze warning in effect for everybody in purple. that's just about everybody watching. very cold night tonight for sure. the wind or the temperatures down below freezing once again. so a very cold start to the day tomorrow. so continued cold, coming up in a couple of minutes, we're going to talk about the nationals forecast. we have the home opener coming up on thursday, but there's a good chance of rain on thursday. i'll break down the hour-by-hour forecast and show you which time has the best chance for the rain. and a cold weekend, that's right, the cold weather returns just in time for the weekend. i've got the four-day, the seven-day forecast as well

we have breaking news now. in the past 15 minutes, the irs announced that its headquarters on constitution avenue will be closed for the rest of the week. th decision comes after a fire in the basement there yesterday. a spokesperson says the fire damaged the air handling system and crews are working to repair it before the building reopens. employee who is can telework, are expected to do so. and a reminder this is not going to give you more time to do your taxes. returns are not processed at the irs headquarters. life in prison is the sentence for the social media mogul who murdered his ex-wife's new husband in loudoun county. prosecutors told the court that minh nguyen was fuelled by an obsessive rage when he burst into the victim's home, firing his gun. bureau chief julie carey joins us live from leesburg where she just spoke with the killer's daughter.

julie? >> well right after, right before the sentence was imposed, the killer, minh nguyen, broke down crying, sobbing, telling the judge he takes the blame for the murder. but the judge told him he fears nguyen may still be a danger to the victim's family. and so he imposed a sentence well beyond the recommended guidelines. tears shed by the victim's family and friends, replaced by hugs and smiles after the sentencing. from the time denise mattison arrived at her town home last year to find her husband corey mattison mortally wounded she called him her hero. when minh nguyen burst into the house shooting and hitting him four times. he led the shooter out the door. >> he knew what he was doing, he was taking the danger and luring it away from us, there's no question in my mind. >> prosecutors told the judge they came to the same conclusion about mattison's actions that tragic night. say nguyen was fuelled by an obsessive rage o

2015. after he learned his ex-wife's new husband was caring for his kids, he fired the first shot even before he got into the house. then after shooting mattison, he jumped on top of him, punching the dying man. nguyen's family urged the judge to show mercy. pointing to his struggles with mental illness. but the judge decided denise mattison and her kids shouldn't have to fear nguyen any longer. >> there's no victory here. am i able to now say to my children, when they ask, are they going to continue to be in danger? can i now give them that promise? i can. but even that doesn't make me feel good inside about that. >> mattie is the oldest of denise and the defendant's three children she took the witness stand and testified for the prosecution. she has changed her last name to mattison and now considers the victim her father. >> i did my best and i wanted to honor corey, my dad, any way possible. and i wanted to don

could be safe. >> the youngest mattison, baby corey, born eight months after her father's death. denise tells me the little girl has already been given a book that tells her father's heroic story. back to you in the studio, jim. >> julie carey, thanks. three people from florida have been arrested at tyson's corner center. they're accusing of running a shoplifting ring. security workers at lord & taylor store called police after they saw the suspects in the store last month. fairfax county police say they found $76,000 worth of stolen items in the suspects' car. they're also accused of having tools to remove security sensors from the merchandise. according to a 2011 news report, a florida woman with the same name as one of the suspects was arrested at a mall in the boston area, in that case, she was accused of stealing items from a bloomingdale's

than $90,000 worth of merchandise in her car. back then. a new report suggests the hacking at medstar health systems may have been easily preventible. the hackers broke into a computer server that had a known vulnerability. a person familiar with the investigation told the nbc washington app that hackers exploited a well-known design flaw on the medstar health network. urgent public warnings about the flaw began at least nine years ago. the fix is as simple as installing an available update. medstar says it continuously applies patches to fix vulnerabilities in their software. when we have issues with metro most of the time it has to do with the trains. but today a big problem involved new technology that is supposed to tell you when the bus will show up. it stopped working for some time. and that left riders frustrated and guessing. transportation reporter adam tuss has been following this story. he's joining us now from the weal

adam? >> that's right, jim. this is a particularly bad time for this system to go down. because it had just started working and some said it replaced a system that was working just fine in the first place. regardless, metro says it wants to hear your concerns and will get back to you with a quick response. figuring out the bus schedule with technology, that can be a gamble. >> you would say 10, 15 minutes, but well, let knee get 20 minutes just to make sure. >> others need a little more help with technology. >> you don't even have a phone. >> no, don't carry a phone. >> how do you know when the next bus is coming? >> i come over here and see what the sign says on the wall. >> things have gotten more technical. today metro's new bus service prediction arrival service, called bus eta went down. leading to a host of angry tweets. some saying they had to wait with the kids in the cold. others calling the new system terrible. and another tweet saying the system is woefully inaccurate. metro sent us a statement saying

death investigation. tonight we're learning new details about a man found dead in the basement unit. that fire broke out along windjammer way in gaithersburg last weekend. news4's pat collins is there with reaction from one of the victim's friends. pat? >> doreen, they say he had some health problems. that he had trouble walking. and in many ways they say he was vulnerable. friends worried about him. >> do you think there might be some foul play involved here? >> i thought it might be a slight possibility. >> you were worried for steve? >> i was concerned about his well-being. >> that's lynn corn, she suspects something's wrong here. she says she's known the victim for nearly 20 years the victim, steven scalabrin was a jeweler by trade. he made these pieces for lynn corn. she says over the years he had problems with drug ab

that recently, he had turned his life around. >> so what do you make of this whole thing? >> i don't know. i'm still, you know -- at a loss for words because it's unbelievable, i had just spoke ton him as i said, two days earlier. and i was real pleased with him that he had cleaned his life up. >> 63-year-old steven scalabrin found dead in the basement of this townhouse in gaithersburg. found dead after an intense fire here last week. atf, montgomery county police and fire investigators all over the scene today. looking for clues and evidence. looking into the possibility that foul play may be involved. >> we don't have a causef death at this time. what we are, what we are saying is this is a suspicious death. and we're investigating it as a homicide. >> i think there's more to be known here? >> i wonr.

things. >> more to be known. more questions to be answered. the investigation continues on. jim, back to you. >> pat collins, thanks. another busy day on capitol hill. for merrick garland. he met with a number of senators to talk about his nomination to the supreme court. his talk with senator susan collins of maine marked only his second meeting with a republican senator. afterwards, collins told reporters she is more convinced than ever that republican leaders should move forward with nomination hearings on garland's nomination. garland also met today with republican senator john bozeman, he's from arkansas, but that meeting was behind closed doors. the terror attacks in brussels are prompting a new push to protect americans from terror attacks by increasing security at airports and other transportation hubs. today homeland security secretary jeh johnson

democratic senators highlighted some changes they would like to see. they want to increase the number of specialized security teams at transit areas. they also want to shore up security in so-called soft target areas. and they want to donate security screening equipment to foreign airports. >> we're focused on transit hubs generally. rail, bus, air, we have to be concerned about the security of the american people at public gatherings, public places. >> secretary jeh johnson says u.s. officials do not have any specific and credible intelligence about a plot like the one in brussels last month. you may remember this video. passengers pinning down david diaz after he charged the cockpit of a united flight that had just taken off from dulles last year. today diaz was sentenced to nine months in prison. during the flight he was heard screaming jihad and saying there was something in the belly of

his lawyer said diaz struggles with mental illness and alcoh alcoholi alcoholism. the governor of alabama called impeachment effort against him in his words political grandstanding. state lawmakers took steps today to remove robert bentley from office. his leadership has been in question since the public learned of his alleged affair with a long-time aide while he was married. nbc's jay gray has our report. >> after months of speculation and weeks of growing controversy, this afternoon lawmakers in alabama began the formal process of impeachment against governor robert bentley. >> we believe there's enough probable cause to warrant asking the state senate to try this case and if guilty, remove the governor from office. >> bentley is accused of having an affair with his senior political adviser, rebecca mason. who has denied the relationship and stepped away from her job last week. as public out

yesterday morning. prince george's county police say a man named phillip harrington stabbed two men during a fight. a security guard also was stabbed while trying to break up the fight. all three victims are expected to be okay. harrington is facing charges of assault. new at 6:00, a dozen strip clubs in prince george's county are being forced to close their doors. it comes after a year-long battle between the county and the businesses. bureau chief tracee wilkins is in fairmont heights with details and reaction from the neighbors. tracee? >> doreen, the ebony end dance club is one of the clubs that has been told it has until friday to close its doors. >> we're right here. it's right here. >> for years, brian lived less than a block from irving's in capital heights, a strip club licensed as a banquet hall. >> it was just -- a lot of unnecessary people coming

>> last friday, that venue now operating under another name, ordered to cease and desist by court order, along with 11 other adult entertainment clubs in prince george's county. the order was passed by the department of permits and inspections. >> the order means they have a week from last friday. >> the closings come after a year-long court battle. county officials are using violations of zoning laws to close the doors of the clubs, that some residents consider to be nuisances. >> folks who live in the neighborhoods don't want the added traffic this he don't want the noise that they generate. and they don't want that type of establishment in a community. >> county officials say the clubs need to be located in light industrial or warehouse districts only. after a year of fighting the establishments in court the county won last week. >> the courts certainly came down in favor of the county. and we are of cse

35 passengers on the train were injured. a doctor at the scene took pictures of the carnage. >> the damage on the train was unbelievable. the window had been torn out of the side of the train and was lying across two sets of the chairs. there was metal, there's broken glass. there was plastic. it looked horrific. >> the train was headed from new york bound for savannah, georgia. it had just left philadelphia when the crash happened. federal railroad regulations require multiple safety checks to be in place when track work is under way. an employee at the d.c. headquarters of the u.s. bureau of prisons is facing a possible prison sentence of his own. brett barientos of loudoun county has pleaded guilty to a charge of theft of government property. he admitted instructing contractors to move $22,000

a local pastor is expected to make a full recovery after he was stabbed. police say 19-year-old jonathan janney stabbed his father at a home in loudoun county yesterday. david janney is the pastor of purcelville baptist church. police officers say his son ran from the house after the attack. he was arrested a short time later. it's not clear whether jonathan janney received the injuries you see on his face during the stabbing or in another altercation. he's been charged with malicious wounding. now to the story of people who have witnessed and often experienced abuse. they're the children of domestic violence. tonight northern virginia

how one alexandria program is working to give them a safe space. >> there's each family has their own apartment. >> lynn thomas is all about turning spaces into homes. >> now we're entering a two-bedroom transitional housing unit. many of our families stay here up to two years. >> executive director of alexandria's community lodgings, the group provided a refuge for denise and her family. this morning of two escaped an abusive husband. >> my son, he was only seven or eight. he couldn't protect himself. and here it was, i had a baby, what could the baby do to protect himself. so i had to leave. >> for two years this became her home. community lodgings providing resources for denise to find success. >> i had to relearn how to just take care of myself. because i had lost touch of that. >> a big part of this program is about creating a comm

cold in april. we asked some of you folks how you felt about dressing for winter again. most of you say that you hated it. you're my kind of people. the question, doug, how long do we have to put up with this, man? >> the pattern is locked in place, we're going to see much more in the way of cold days than warm days, we've got a couple of warm days in the seven-day forecast. but a lot colder. the good news is i think one of the best periods we could see, what happened during the nationals home opener coming up on thursday. so at least that's some good news. you've been watching any of the baseball games, some of those up toward the north have been cold. the even planner tonight, looking good. plenty of sunshine, but yeah, once the sun goes down temperatures going to drop quickly. down to 44, next hour, 40 degrees by 9:00 and down to about 37 degrees by 11:00. the wind not as much of a factor. still a little wind chill, but it won't be as wind-chilly? does that make sense, as last night. you understand what i'm talking about. it won't be
