lane. only buses, taxis and other authorized vehicles can use the lanes. that's between 7:00 in the morning and 10:00 at night from monday through saturday. the construction that will lay the ground work for the purple line gets under way this morning. crews will be busy in downtown bethesda to rye place an existing gas line. you may notice some lane closures around woodmont avenue between elm street and bethesda avenue. the work will help make way for the new bethesda station south entrance which will connect metro riders to the purple line. actual construction of the purple line is expected to start later this year. today the irs building on constitution avenue in d.c. should be back open after last week's fire. if you worked there, check the emergency hotline before you head into work this morning. you may remember a transformer sparked a fire in the basement. it does not affect the processing of tax returns, that work is done at a different lotion. dozens of people are coming off of a rough travel day all

an american airlines flight headed to d.c. had to turn back yesterday afternoon shortly after it took off. the pilot actually shut down one of the plane's engines as a precautions but was able to land flight 4680 safely back at the key west airport. no one was hurt. the coast guard says life vests may have saved the lives of two sailors who wound up in the potomac river. their boat capsized near the washington sailing marina yesterday afternoon. fortunately a coast guard boat was doing water training nearby and rescued the sailors. this morning fans and teammates are mourning the sudden loss of a former new orleans saints player will smith. smith was shot and killed in a road rage incident in new orleans saturday night. police say cardell hayes rear ended smith's car around 11:30 p.m., they argued and police say hayes shot smith several ts

smith's wife was also shot, but not seriously hurt. hayes is now charged with murder and being held on $1 million bond. smith played for the saints for nine seasons and won a super bowl with the team. developing this morning, police have arrested a 22-year-old in connection with the louisiana shooting that killed two college students. baton rouge police say earnest felton opened fire early sunday morning after leaving a party. students were caught in the crossfire. donald trump stumps in upstate new york again today. in rochester last night, he told voters the nomination process is working against them. trump cited his relative loss in louisiana where he earned more votes but fewer delegates than senator ted cruz. >> they're taking your vote away, they're disenfranchising people that want to see america be great again. >> trump recently made a staffing change and asked his team to craft a strategy to win more

15 before the hour. decision 2016, it is once again the underdog candidates with the momentum from the weekend. senator bernie sanders won the democratic caucus in wyoming on saturday while senator ted cruz dominated the race for delegates in colorado. tracie potts is on clapitol hil for us. >> reporter: donald trump is complaining that the system is stacked against him as a result of how the delegates were elected. cruz may be doing very well in colorado, but not so well in the polling right now in new york. and of course that is the next big primary coming up in about a week. so cruz is now shifting focus away from new york, he's the only candidate who won't b
