to congress about metro's woes. and a wonderfully heated exchange occurred. let's listen. >> if you're looking at increasing the operating revenue the way that you're talk about, you become the most expensive operating system, more expensive than chicago, more expensive than new york, more expensive than pennsylvania. so why would you have the highest operating costs out there? i mean what would justify that? >> al i'm asking from you is $300 million which is your fair share given the fact that we transport 50% of your workforce every day. you want them to be safe. you want this to be reliable. if you just want to leave here like we did in 2005 and do nothing, and if we do that, next time something happens, i'm blaming it on you guys because we need your help. >> well, that was sort of a drop the microphone moment. what do you think? >> it was an electric moment. and it was a charged hearin
6:16 am
on both sides. congress doesn't want to give money to a system they don't think is functioning properly, jack evans the white guy on a horse charging at congress demanding money and yet i don't think they agreed on hardly anything, although i think there is respect for the position of the metro people, jack evans and also wiedefeld. the fact remains that they don't think that metro spends the money the right way, has the right people or is really doing the things that need to be done and yet i think they're still willing to give them a shot. the question is when it comes time to finally make the metro budget, which way will they go and we still don't know that. >> well, evans is definitely standing up for his constituents, so he can come back to the district and say, listen, i'm putting the blame on congress. i think the problem here is connolly, congressman out of virginia, says i wafrpt more credit and, i want more going
6:17 am
here and congressman micca said i want to see heads roll. i think wiedefeld and evans have do what they're doing. some would say is this a political football that it goes back and forth, the fact is i think evans makes a good point in this sense, this is the money that they need. and this isn't just a local issue. government employees ride metro, too. some of you congress folks who are sitting here in front of us ride metro. what are you going to do about it. >> i'm going to take the other side, although i hate to be on the side of micmicca, but he di make interesting points, one is that you have money that you're not spending. we've said has been one of most poorly managed systems and that's what he's playing off of. and then it is apideological fight, too. he represents the conservative wing of the republican party. here is a districtt
6:18 am
predominantly african american and other minorities. and he's scoring points back home. that's what he's doing. >> well, that's the problem. and most republicans -- many republicans, i wofrnt say most, they don't see the urgency of a metro subway in washington, d.c. clear out our canals, take care of agriculture problem, other problems we have. but they just have -- people who are superintendenting metro have a hard time quichbsi ingconvinc. their argument is that some of this money is earmarked for certain things. but if that's the problem, tell to congress and get us out of this binding thing that we have to spend the money a certain way. there as been a management failure at metro and that's what these congressmen are addressing. >> wiedefeld is new. he just got appoechted a new person in charge of safety. are they sort of hanging t
6:19 am
is -- he can't just come in and wave a wand and fix everything all at once. don't they need to give him a little time to turn this ship around if you will? >> you can argue that they do and in fact wofrnt congress men said yesterday we're counting on you, mr. wiedefeld, which says that they will watch to see what he does. >> i don't think it helps either metro with this new independent report, 89 page report that came out that said metro needs to do more internal refor, more about safety. and metro saying we have aspirations to have buses run on time, to have trains run on time. and so the restort there is these are aspirations, shouldn't this already be happening. so when you have these reports like this come out and if these congress folks can look at this and they say, wait a minute, you need reliability, you need to improve safety, you need internal reforms and now you're asking us for more money, how about you fix these things first. so i think metro is sort of runningph
6:20 am
of those issues, that they're trying to work out. >> and if i were the head of metro, i said do just like you said, i'd go down that list, i'd fix all the things that i could fix and then what i would do is come back to them and say now these are the things i've country. and he's t remember, we talked about the fact that there is a culture inside of metro'vecountry. remember, we talked about the fact that there is a culture inside of metro and these aren't new problems and i think the new guy needs time to undo that culture. >> and it isn't just democrats. republicans who demanding change. derrick connolly of virginia, hod ral moderate will i be democrat, he's been just as hard on metro. so once again we have this discussion on often, will there be a response. >> i don't know if we have time before the commercial break, but let's at least start this. also what happened on metro this week at the deanwood metro station for a second time in about nine days, a teenager is
6:21 am
first time it was a shooting, the second time right before easter -- second team a stabbing this week. metro, there were complaints metro didn't have enough safety, enough police officers there. is that really the issue or is this a much bigger problem going on over there in ward seven and eight? >> i think you can never have enough. you'd have to have 24 hour protection. as i think we would agree, i think cathy lanier was right when she said this is now a matter of internet. all of this is starting on the internet. social media. this is an entirely different 21st secentury approach toward policing. >> and just a little bit of background, the two teenagers, both the victim and the accused, the mother of the victim had taken him to richmond to get him out of harm's way, but he had to come back because he had to do some
6:22 am
and this boy that he had been sort of talking smack with or having this feud with on social media sees him, chase him and ends up allegedly stabbing him to death. so what do we do about that, the fact that there is this anger? you were saying in the greenroom you can't look weak. this generation, you're not allowed to look weak. >> and we had a young man on the radio station part of a panel and he was saying, listen, now a days out there, and we all know that that was part of the thing growing up, too, especially with boys, but now it's so deadly. you cannot look weak. and so you have to strike back. we talk about what can be done. there is no way to really separate out poverty, loss of jobs, housing, there have been 30 homicides in the district, 23 have happened in wards seven and eight.

east of the an in coanacostia. but activists will say more needs to be done on this side of d.c. >> jobs and education becomes large in a young person's life where this other stuff that they come back to because there is nothing else going on, these problems multiply when that happens. >> let me take a quick break and we'll pick this up when we get back. kathleen matthews: in the race for congress, i don't believe that big money can buy votes -- not in our district. and i won't claim to have single handily passed just about every bill in annapolis. we can't settle for the same old politics, not when our basic rights are being threatened by trump and cruz. i'll stand up to their bigotry and be a passionate voice for maryland women and families. in tv and in business, i built relationships. as a woman in the house, i'll do the same to get things done. i'm kathleen mathews

or the other. sglipg t >> i think the demographics are lining up. donna edwards is doing very well with women, african-americans, things like that. more white people seem to be lining up behind chris van ho holl hollen, but not entirely. and i think maybe the african-american vote could be key in this situation and there have been harsh attacks made. somebody operating on donna edwards' side accused van hollen of stopping a gun bill and that's not true. it was a large scale piece of legislation that there were a number of elements of, guns might have been part of it, but it was in in way an anti-gun kind of thing. so they're really getting tight. and they have been calling each other on their campaign and sniping at each other. so it's really getting hot. >> i think what is interesting here, dave sort of mentioned it van hollen i think is
6:26 am
getting 62& of the vote, edwards 231%. black, edwards 59%, van hollen 22%.1%. black, edwards 59%, van hollen 22%. so you see the separation there. but you also saw them in prince george's county, right, looking for those votes and predominantly african-american jurisdiction. the thing is van hollen has the county executive behind him, he has state senator joe anne bens behind him, so he has the establishment behind him. >> does that surprise you? >> no, because i think and joe will probably get to this, that van hollen is the one that has brought in the money. so he will have the establishment behind him. the question is can edwards get enough of those votes in prince george's county and enough of the votes in the city of baltimore to overtake -- >> and early voting started this
6:27 am
and so you've got it, two counties that will be the margin of victory and that will be baltimore city and prince george's county. no ifs, and, buts about it. and the ads reflect it. and the fact that van hollen has been on my show, donna has been on my show many times. they are appealing to that africa american vote and the turnout will be the key. >> and what is we have interesting here and i wish i could remember exactly tedwardsg an ad with the president in it and they said take it out of that, i'm not endorsing either one. but the point was made others have had president obama in their ads and theed a hin va amn hadn't asked t t
6:28 am
>> what does that tell you? >> donna is running against the establishment. they think -- this is the charge, that too much identity politics, too much saying that they're not fair to women. that kind of thing, not getting on board on all the issues. edwards denies that, points to her voting record, similar to van hollen's, so maybe there is a little bit something going on with with the leadership. >> key lelijah cummings endorsie or the other would make a dramatic difference. >> but he won't. >> why not? >> i don't know. i mean -- >> i don't think he wants to get into it. it doesn't help him, it doesn't help the party. he probably feels at this point. >> and i think he's saving himself for the presidential campaign. he's already just came out and endorsed hillary clinton. so he's pretty much establishment politics. and it does help him one way or the other. >> okay. so we only have less
