good morning. i'm chris lawrence. >> i'm pat lawson muse. lauren rickets and amelia drape rr standing by, and wow, what a change we have seen. just short span of time. >> we have been talking about this all week, from 80s monday, almost today we hit 80. >> temperatures got up there because rain took so long to get in. once it did, gray skies and that temperature dropped. >> a lot of meme calling in saying is the heaviest rain over? and the answer to that, a so here's a look from earlier. want to say thank you to our photographer for getting this video. this is river road, where you can see the rain came down at a pretty good rate. winds were blowing. right now, the winds not so bad. it's going to take a few hours for winds to pick back up. that heavy line of rain that moved through the d.c. metro area is now in parts of the baltimore metro area, down throan arundel, charles, and st. mary's county.

would accept the results. 13% of those polled said definitely not. among republicans, 53% said they would accept the results while 45% said they probably or definitely would not accept it. >> both candidates are back on the campaign trail. right now, donald trump is speaking at a rally in johnstown, pennsylvania. earlier today, he spoke to thousands of supporter in north carolina, where early voting is already under way. trump touted a recent rasmussen absent from today's comments, any claim that the elections are rigged. trump saved his fire for first lady michelle obama. >> i see how much his wife likes hillary. but wasn't she the one that originally started the statement, if you can't take care of your home, right? you can't take care of the white house or the country. >> trump did throw down his

mantra, the candidate himself said, quote, let's win. >> clinton also returned to the campaign trail after last night's al smith charity dinner in new york. she reld a rally in cleveland about a half hour from now. bill clinton is also speaking today in florida, and vice presidential nominee tim kaine is in pennsylvania. kaine spoke earlier at state college where he praised hillary clinton's debate performances. >> she just pressure. if there's one thing you would want in a president of the united states is that. she showed us judgment, temperament. she showed up compassion. >> vice president biden is also holding a rally later today in willsberry, pennsylvania. meanwhile, students at one local school are asking their classmates to break their silence when it comes to the campaign. julie kerry will bring us their story later this half hour. >> prince george's county is

residents and even spur a lot of economic growth in the area. derrick ward joins us with a look at the time line. how long are we talking here? >> we're talking a couple years, but things are starting to move now. we're at the boulevard mall in prince george's county. a long time ago, that was seen as an economic engine. that has changed but they're looking at it as part of the future for the county because it will be part of the state of the art hospital. this is going to the -- the maryland health commission volted yesterday to give it the go ahead. this is going to be operated by dimensions which currently runs the hospital and a partnership with the university of maryland. research, teaching, and trauma services. it's going to be the prince george's county regional medical center. right now, half the people in the county who need medical care can go elsewhere, do that. he wants to reverse that trend. >> i want the thought to be, for

downtown to make sure they get the quality health care that we're going to deliver. that is what it's about. >> now, they're looking to break ground next spring and due to be complete in 2020. paid for in part by the state and also by prince george's county, and other sources. coming up later, we'll talk about what happened to this mall and what some of the expectations are for the new hospital once it becomes a reality. we're live in largo, derrick war >> there are at least eight gas stations in fairfax county with skimming devices to steal your debit and credit card devices. most of them are exons. the devices were discovered between june and september of this year and the thieves use the stolen info to withdraw money from various atms.

a motorcyclist injured in a crash has died. chopper 4 was over the scene. you're looking at the southbound lanes of route 28 near route 50 in chantilly. it happened around 8:30, closing 28 south bund during the morning rush. the motorcycle collided with a pickup truck. it's not clear yet what caused the accident or if there are charges pending. >> two parents appeared in court this afternoon accused of killing their 3-month-old baby. buried the baby together. behind a baseball diamond in riverdale. prince george's county bureau chief tracee wilkins tells us what happened in court. >> today, a judge reviewed the bond of two parents accuse of killing their 3-month-old baby and decided that the mother, denise petty, should remain on $120,000 bonds giving her an opportunity to get out of jail before her hearing. her husband, however, antoine

the judge said that he does not believe that petty may show up to court since he had seven failures to appear in the past and in some of those cases, those weren't criminal trials, he believes he is a threat to the community. while he does not believe that that is the case with the mom. she has been given the opportunity for bond with the condition that she stays away from all minors. this after the couple are accused and charged in the murder of their 3-month-old child, according to charging 3-month-old antoine fleming, until the poor child was unconscious and bleeding from his nose and mouth. charging documents then say that the couple put the child in a vehicle for at least 24 hours before then burying him behind a baseball field in a prince george's county high school where he lay there in a shallow grave for weeks before his body was discovered. the parents led them to the child's body and said they did

at that point. you're really going to notice the winds start to increase around 8:00. if you're heading out for a late dinner, it will be gusty and in the 50s. by 9:00, 10:00, a few isolated showers out there. look at the temperature at 10:00. it's 55 and with the wind, it's going to feel even chillier. definitely bring the jacket tonight, and tomorrow, overall, the weather having a moderate impact on your saturday. i ran outdoors today. it was great. i was in a tank top and shorts. wearing gloves and a hat for that early morning run. it's going to be down right cold. if you're heading to the pumpkin patch and can put it off to sunday, i would recommend doing so. if you're going tomorrow, layers and boots. farmers markets are going to be windy and college football games, dress in layers, whether you're going to the howard game, the university of maryland night game or navy game. we start off tomorrow as you can see with your hourply planner,

talking. julie kerry went to park view high school to see what they learned. >> during this election cycle, i had a lot of people mention that they don't see many bumper stickers on campaign signs. there's probably quite a few reasons. one of the biggest ones, these are two of the least popular presidential candidates in modern history. you don't see t-shirts that often either, except maybe at rallies. in this journalism class, the students decided to undertake a very interesting experiment. trump and hillary clinton t-shirts to high school to see what kind of reaction they would get. samuel and ileana admit they were both very nervous when they walked into school the day after the debate. samuel in the trump tee and ileana in the clinton shirt. >> people would look at you, a moment where they register what you're wearing and give you a look. don't think i got one positive look the entire day. everybody would look at me, take

orange line. trains vienna to west falls church running every 24 minutes and west falls church and new carrollton running every 20 minutes. this weekend, taking a look at silver running every 20 minutes between westen east and largo town center. when we're talking about grebe and yellow, trains running every 20 minutes there this weekend as well is on the red line, no problems on the red line this weekend. remember, a couple cool things happening around town as well, on saturday, the american foundation for suicide prevention, that walk is happening saturday at 4:30 in the afternoon. doreen will be there for that one. the walk is around the tidal basin area. might see some closures here and there. just a warning there. also, all weekend long, starting friday night, running all the way until monday morning, 395, the hov lane shut down this weekend for bridge deck resurfacing there. the lanes shut doum to the d.c.

see you monday morning for news 4 today. >> a news 4 i-team investigation getting action. just today, a fairfax county school board member ordered a formal review of how aunch the school district revokes licenses of problem teacher. >> it's coming off the i-team found a former teacher was convicted of assaulting a student, but he kept his license and found a job in another classroom. >> inside randallstown high school, baltimore county, brad tenth grade student said norton sexually assaulted him inside the classroom. he plooeded guilty to assault and a fourth degree sex offense in court. the victim's father whom we're not identifying said the case had an enormous impact on the family. >> i think people naivy assume that educators are there to protect our kids and far too often we see they're not. >> jennifer is a maryland community activist who counsels

tougher background checks. >> it happens in all socioeconomic classes, all races, all religions, all neighborhoods. >> this was no common case, and brad norton was no common teacher. he had a secret. down the road in virginia, a secret now being made public by the i-team. in 2004, he was teaching english here, heyfield secondary fairfax county public school, but only briefly because in 2004, he was arrested. the details are strikingly similared. arrested, booked, charged. they allowed him to resign. he avoided jail time but was ordered not to work in a job where he would interact with children. in this document, fairfax county schools formally notified norton it would recommend the state education department revoke his teaching license. it would red flag norton

he would be unable to work in public schools not just in virginia but other states, too, yet he managed to get the teaching job years later in baltimore county. how? david foster is former president of the virginia state board of education which votes to revoke licenses. >> something went wrong for this to happen because the whole system is designed to prevent this happening. >> the i-team found answers in e-mails and memos that found fairfax county public schools failed to follow through. faileto paperwork to suspend his license to the state department of education in richmond. the agency charged with formally revoking the license. the state department of education sent this reminder letter and a hand written note saying no action can occur until fairfax sends over the necessary paperwork. >> the state has to get notification from the school district. >> correct. >> the state said it received no written response so norton's license remained in tact and he

he applied for the job in baltimore county. after his arrest in baltimore county in 2012, that county called sfar fx with questions about the former teacher. shortly after, a fairfax county school administrator wrote this e-mail to the virginia department of education asking, can you advise if you have any record of a license cancellation for bradley norton. it is not listed on the agency website. a state administrator wrote back, it was not received and school division. >> i'll entertain a motion to revoke the license of bradley norton. is there such a moment? >> not until 2013, nine years after his arrest there, did fairfax schools finally submit the necessary paperwork to the state board to revoke his teaching license. fairfax county public schools declined to answer questions about why he slept to the clacks, instead, sending a

the processes it uses for teacher license revocation and filed all of the paperwork in an expedited manner. for weeks, we tried to talk to brad norton, but no one answered the door in his washington, d.c. home. by phone, he declined to comment. jennifer says she worries his case won't be the last of its kind. >> local communities are arguing sometimes drop the ball. >> frequently drop the ball. >> just don't do what they're supposed to do. >> correct. >> virginia law has since changed. the to send in a paperwork to revoke a teacher's license anymore. it can do so on its own. coming up ahead on news 4 at 6:00, hear from the school board member who is ordering that review after what we uncovered. scott mcfarland, news 4 i-team. >> a new transportation option in place that is a place that's overrun by cars. the alternative many think could work well in a place that's never been before.

tomorrow, blustery. cold tomorrow,er as we get into sunday, we'll have more sunshine. going to be warmer, but it's still go to be on the breezy side. inate quite as windy, but breezy. you can see here's that line of showers that moved through the area, weakening quite a bit. had some heavier rain, of course, moved through the area. just got off with our partners, they said down capitol street right around oxten run is closed down where the water high as ankle deep because of some flooding around there. we only picked up a quarter inch of rain but we have usual spots that are a little more prone to flooding. and the heaviest rain is gone now. that's moving to the eastern shore. this is what i'm looking at, as we continue for the rest of the evening. you can see stretches all the way back into north carolina. so that is going to continue to bring some light shower activity. isolated into our area throughout the evening. once that front passes, temperatures dropped.

yesterday. anywhere from about 16 to 20 degrees cooler across the board. temperatures right now, 64 in washington. we topped out in the upper 70s today. we're going to stay in the 60s pretty much for the remainder of the evening. as you go out for friday night football, watch for a few isolated shower. the main story are the winds as they pick up after 7:00 or 8:00. we'll drop into the 50s and 40s overnight. so this is what it's going to be tomorrow morning, but with the winds that will be with us overnight, it will be like the 30s when you wake up and it will feel like the 40s by noon. temperatures in the 50s tomorrow. that's it, but we will have some sunshine. so if you're headed out for a morning exercise, make sure you put the gloves on. pumpkin patch, sunday. sunday looking like the better day. farmer market going to be windy. college football, dress in layers. again, winds pick up overnight. going to be chilly as we get into saturday. breezy as we get into sunday. and that wind will die down by monday midday.

susan hogan joins us with developing it tails. >> now, the department of transportation wants drivers of these vehicles that have been recalled but not fixed to contact their nearest dealer for an immediate repair. this latest push comes after the 11th fatality tied to ruptures of the takata air bag inflaters. the victim from california was driving a 2001 honda civic. she died after sustaining injuries in a crash in sment. her vehicle was st and records show the repair was never completed. the victim didn't buy this car until 2015, so this goes to show you the importance of checking to see whether the car you are wanting to buy has an open recall. the victim's car is also included in a population of honda and acura vehicles identified as having substantially higher risk of an airbag rupture. replacement parts for those

celebrating in fairfax county. the community just cut the ribbon on a brand-new capital bike share station in tyson. >> that station and one in reston both launched today. darcy spencer talked to people who are very excited about this new way to get around. >> we are at the spring hills station here in tyson's corner where you can see these brand-new capitol bike share rent. they're available not only here in tyson's, but also in reston. this marks a launch of this program in fairfax county where you can walk up to had machine here and use your credit card and rent a bike, rent it for a matter of minutes. you can rent it for a matter of hours. now, capitol bike share tells me people will probably use it to take some short rides. possibly even to get to their
