it actually suggests little, if anything, falling from the sky in the charlotte area. that's fine by most of us. up in the high country, latest future cast projections are about an inch to maybe 2 of snow in the mountains. between, say, tomorrow morning and tomorrow night. and that could impact travel on the high country. and once again, cold and low wind chill values. not just in the high country. but in the charlotte area. i'll show you what to expect for valentine's weekend and that storm next week. >> thank you, steve. we go to breaking news now, as drivers using independence boulevard, a major commuter road, in and out of charlotte, have had to dodge those orange cones out there. and the road crews all day long. this is a story we first brought you as breaking news this morning. on daybreak. it has now been more than 12 hours since water started seeping onto that road and freezing. and the repairs are still under way right now. >> in the last hour, we learned drivers will face delays out there for the commute tomorrow morning. when everybody is heading in that direction. eyewitness news reporter, gina

closer look at the struggles to get the lanes open. >> reporter: scott, likely until about 4:00 tomorrow afternoon is what we were cold, just before 5:00 newscast. ncot had hoped to have this area cleared about two hours ago. but its patchwork on this slick spot behind me didn't work. so now cones are blocking it off. and it's going to be up to charlotte water to fix it, which has been busy, fixing leaks all over the county today. >> reporter: it started with a series of wrecks over the weekend. and then there was this accordion of cars, smashed together like a sandwich this morning. that put antoine bonds behind. >> i mean, literally not moving inches for 30 and 40 minutes, caused me to be late for work. >> reporter: before ncdot took action on the slick spots, some drivers couldn't avade. >> -- avoid. >> just inconvenient. >> reporter: crews found a water line had burst and was seeping onto the road.

but that was only a temporary fix. >> the water is continuing to seep in. so the work that we did is not correcting the problem. >> reporter: it's now up to charlotte water to fix it. and repairs may not be finished until sometime tomorrow. utility officials aren't able to say what the cause is because there are several possibilities, including cold weather and aging lines and pipes. that's why can be no surprise to getting reports of water main breaks. like this one on tuck segee road. these problems tend to pop up during cold snaps. and they take time to fix. so for now, drivers should be aware if they see water on roads. >> roads are going to be very cold. it could cause a very big issue for travelers. >> and as we mentioned, this road may not get any work on it until tomorrow. we noticed that crews packed it up about two hours ago. assuming that they'll be back out tomorrow to fix this in time for the afternoon commute. but as far as your commute in

north trion has been the place charlotte's homeless have gone for help and housing for more than 20 years now. but with the light rail coming soon, businesses say the men's shelter and urban ministries are holding back development here. >> it's a burden on us. it's a burden on the businesses. burden on the community. >> reporter: mark middlesworth was a hand -- one of a handful. he sat down to confront what is a touchy subject. moving homeless services off north trion. >> men's shelter itself. it is not going to move out and leave the rest of the community that -- >> will austin, a member of the shelter's board told the group, they're planning to renovate the facility and have no plans to leave right now. hindrance to growth. >> you can see it's directly on a bus line. >> a wooded lot on freedom drive, near i-85, that could homeless. right next to the county services building.

street, following the housing market meltdown. the group has arranged massive settlements with bank of america, jp morgan chase and citigroup. moments ago, a republican candidate's forum got under way at winthrop university in rock hill. eyewitness news reporter alexa ashwell is live there for us tonight, with more on who is taking part and the turnout from voters. alexa. >> reporter: well, scott and erica, the main topics of discussion will center on family values, race and religion. you can hear, the forum is under way now with opening remarks. in just minutes, senator ted cruz will be allowed to speak. cruz placed first in iowa and third in the new hampshire primary. senator rick santorrum, on behalf of marco rubio, will then take the penal podium. and finally, dr. ben carson. this is a great opportunity for the candidates to reach the millennial vote, just nine days before the south carolina

this afternoon, the judge denied bond for boozer. >> new information was revealed in this gaston county courtroom today in the trial of a man who is charged in the death of a 3- month-old girl. jason moore is charged with murder. he was the boyfriend of the baby's mother. today, the mother, jessica waller said that jason never called or texted her about her daughter's health, despite finding marcos her body when she got home -- marks on her body being when she got home from work. >> i noticed immediately there was like a burn on the bottom of her foot. then i noticed there was like a long burn on the back of her leg. and one near her bottom. she was freezing cold. >> reporter: prot prosecutors say the baby girl died from a fracture skull. and that she had burns and bruises on her body. tempers flare at a cms policy meeting today over student assignment. parents packed in to get answers about what this process will look like.

hong was at the meeting today. >> i graduated from cms. it wasn't great. >> we have had a loof people who -- lot of people who told us otherwise. >> reporter: the topic of busing doesn't show conflict but rather passion. >> while there was some disagreement, what i saw together was our board coming together to talk about what these goals were. >> reporter: ed this, the cms policy committee met to discuss the debate for hiring a student reassignment consultant. it is aimed at making schools more diverse and academically successful. the committee also made changes for outlining their goals in the process. >> we made sure we had to paper what we really meant. and tried to give some explanation to that. in the absence of information, people don't make up misinformation. >> reporter: some parents walked away frustrated. >> they don't seem to be cohesive on their thoughts on the goals. and it's going to be impossible

>> others say they left relieved. >> there's a strong degree of support for not blessing our kids, which i think is our biggest concern. >> reporter: the board acknowledged there is a lot of angst over this topic. and they don't have the answers yet. >> we have not developed a plan yet. we're talking about goals that will provide the framework. >> reporter: in uptown, angela hong, channel 9 eyewitness news. breaking news now. the south carolina highway patrol just said that they've identified the tractor-trailer driver, involved in a deadly hit and-run in chester county this week. flora elerberg. when troopers say the tips poured in after they released these pictures of pieces of the purple tractor-trailer that broke off. they have now taken out a warrant for stevie brelin of charleston, south carolina. breland now is in custody in charleston, on unrelated charges. tomorrow's weather system

answer the call al all new tonight at 6:00. police are trying to track down a thief who targeted first responders in kannapolis, while they were out on an emergency call. >> several cars parked outside the fire station on florida avenue were broken into overnight. and tonight, people are asking why anyone would do this. and eyewitness news anchor john paul learned, the city is trying to make sure it doesn't happen again. >> kannapolis police are used to getting calls about car break-ins, but not at a fire station. >> generally, they wouldn't be targeted. but unfortunately, they were. >> targeted in their ob parking lot. three or four cars broken into. the windows smashed. >> we came out to the fire station here. take a look.

sitting in the parking lot. when we were talking to police, they told us this could have all happened while crews were out responding to a call. >> broken window out of the vehicles. they were gone on a medical call, at a time we believe this occurred. >> and that is not sitting well with people in kannapolis. this was gail starns' report when we told her. >> no. i'm so sorry to hear that. >> she lives right next to fire station number 3 on florida avenue. and has never heard of something like this happening. >> i can't believe somebody has got that kind of nerve. >> the station has good lighting. but the city wouldn't tell us if there's surveillance. they did say they're now looking at stepping up security to keep this from happening again. police say money may have been stolen from the vehicles. and they're combing over the evidence now. >> we are going to find who did it and hold them accountable for it. >> in kannapolis. eyewitness news. >> attorneys for this south

responded to our questions about a growing discrimination lawsuit. but they aren't saying much. a total of four families have sued calvary church, claiming their children were dismissed from the organization's school, for having disabilities and medical issues. calvary's attorney says the church hasn't had time to read the amended lawsuit. so it can't comment on it. the attorney did say the church does not agree with the original claims and plans to vigorously defend itself. today, waxhaw police are in a case with a roofer. they believe michael keener took customers' money but never did any work. they say he used the nake fame of john greer and gave a fake -- fake name of john greer and gave a fake address. >> i expect we'll find more. and i think there's probably more victims around here. we just don't know about it yet. >> police are asking customers

is ready when keener is released from an ohio prison this june. at issue, town leaders will discuss controversial plans for a massive retail development should move forward. the project would include a sporting goods store, a costco and six other businesses. some neighbors have signed a petition against it, worried that their home values would suffer. tonight, a zoning hearing will be held. the public will be able to come out and voice their concerns late next month. well, outside. chilly and we're heading toward a colder stretch. here's chief meteorologist steve udelson. temperatures already starting to fall. 44 charlotte. 45, matthews. and 44, ballantine, concorde checks in with 49. we've got readings in the 20s across the high country. where some neighborhoods came close to 30 and have already started to fall. forecast this evening, not quite as chill chilly as last

7:00, upper 30s by 9:00. but we will cool off. still cold. skies will be cloudy. and again, those clouds act as a blanket. not allowing temperatures to fall quite as far as the past couple of mornings. here's tomorrow's future cast. snow showers and mountains through lunchtime. as we pointed out a little while ago, latest future cast is charlotte area sees little if anything falling from the sky. i'm not going to rule out a couple of snowflakes or rain drops around lunchtime. that would be the time line. but i gotta be honest with you, these systems tend to come through, relatively moisture- starved. it's more about the cold air behind it. here's a look at future cast wind speeds. and notice they're pretty quiet through about lunchtime tomorrow. and then they'll start to pick up a little in the afternoon, especially in the high country, as that cold air comes pouring back in. so our tracker tomorrow. a little flurry or perhaps a couple of sprinkles around lunchtime tomorrow. winds relatively light in the charlotte area. in the high country, a little bit of a different story. check out our future cast wind chill value.

starting to drop as we head through the afternoon, back into the teens. and by this time tomorrow night, feel like 12 at beach mountain. 10 at banner elk and 12 at boon. and that sets the stage for our very cold weekend. neighborhood forecast in hickory tomorrow. cloudy skies. couple of flurries possible. late morning, lunchtime will be in the upper 30s. neighborhood forecast rock hill, if anything falls from the sky, probably a rain drop as temperatures climb to the very low 40s. friday night and saturday, cold air really takes hold. and this will be the heart of the cold air. so with your weekend always in view, we've got upper 30s on saturday. valentine's day, you talk about a cold start. temperature of 13. the all-time record in case you're wondering, happens to be the coldest we've ever been in charlotte. 5 below. but it is about 20 degrees colder than average. and for valentine's day itself, temperatures will rise to go the lower 30s. and upper 20s as we work our way through the early evening. that sets the stage.

here in the weather center. and things have changed a bit here in the last day or so. >> we have been tracking that storm we have been talking about monday and tuesday. now, it's trending further to the north. warmer temperatures would be more rain instead of snow. and that's exactly what it looks like here as we track this through monday and tuesday. looking more like a wintry mix monday and tuesday. bigger rain system tuesday. and to put in comparison, steve. is this is what we are looking at later this week. check this out. that's when we thought we were going to have more of a snow event. something to watch. but good news at least. >> look at about a half dozen models. and the trend has been our friend. it's getting warmer and warmer with each run. and a couple of days ago, this future cast was showing a few inches of snow in the charlotte area. it's now under an inch. that's good news. check out our five-day forecast. that's very cold, as we work our way through valentine's weekend. that system arrives monday. if we do see that wintry mix it will be on monday.

michael gilchrist wasn't back from his shoulder. in october, two months oral -- easterly. knowing how hard he was hit makes today's news tough to handle. dislocated his shoulder last night against indiana. and an mri received the same injury. he'll be reevaluated after the all-star break. and kg missed the first 46 games after october surgery to repair the first. he was supposed to be out six

so surprised, the hornets went 5-2 in those games. they just win. in the last two seasons, they're one game above 500 when he plays. 17 games below 500 when he doesn't. while the hornets process the news about kid gilchrest, they head to the all-star break. winners are back above 500 and back into the play-off picture. moving a half game ahead of detroit, for the 8th spot in the eastern conference. this streak started in los angeles with a statement win over the lakers. >> that was our 17th game. 12 on the road. we could have packed in in for a week. came home, won three out of four. so we're playing better. >> nascar announced procedural changes. in the past, the late caution would result in a green-white checkered finish.
