>> i'm stephanie maxwell. avery and watauga county schools are on a two-hour delay. ashe county is i a normal schedule and will have a half day on saturday weather permitting. cms plans to start on time today. we'll have all of the lists of wsoctv.com. forecast. cen. >> we'll see a few light snow flakes falling into later this morning. anything off of the mountains, none is reaching the ground and we don't have any snow coming it. it is this disturbance to the west that will bring the snow chances, especially for the mountains around mid morning and late morning, midday through the metro. it looks to be very light. not expecting travel issues in the city. they're a lot warmer this morning. it may not feel like it but close to freezing right now in charlotte. we've been in the teens and 20's.

today, we may find slick travel into the mountains. we'll talk about that coming up. the morning drive, we'll see a few flakes flying. temperatures near freezing as we work our way through this morning. i'll have the futurecast timeline for what very little will add up. weather and traffic every ten minutes. 5:01. over to mark taylor. see what is happening on the roads this morning. >> we're monitoring independence boulevard heading inbound. we have the right lane blocked with the busted water pipe that is closing the right lane later this morning, we're expecting that to have a bitter effect right now. it is not having a huge impact but you'll still use central street from monroe. right now we're at 55 miles an hour. we have an accident in south charlotte, minor delays expected here but stick with it. it is providence road over by wendover road. >> right now we're following breaking news in catawba county. maiden police shot and killed a man after they say he lunged at them with a knife. >> eyewitness news reporter dave

maiden police department to explain what led to all of this. good morning. >> good morning, john, the initial call, the initial 911 call centered on a man possibly cutting himself inside of a home in the maiden area we know at least two police officers responded to that home. take a look at some of this video we shot this morning. this is the home on old park road in maiden. it was there, police say 35-year-old elijah jackson had barricaded himself inside a small down stairs bathroom. he was holding a knife at the time and at some point came at the officers. investigators say those officers ordered jackson to drop the knife but he lunged at them making, in their words, a slashing and stabbing motion, it was then that the officers fired their weapons, striking and killing the 35-year-old. this isn't the first time jackson has been involved in a dispute where a weapon was fired. in may of last year, jackson was in the southern part of catawba county and got into a dispute. sheriff deputies say, got into a

the neighbor fired a gun at jackson. that neighbor never charged in that case. back here in maiden, we're outside the police department right now waiting to talk with the police chief, hoping to talk with him more and get more details about the most recent shooting here in the maiden area. reporting live from maiden, i'm dave faherty, channel 9, eyewitness news. >> channel 9 is staying on top of breaking news in uptown. >> one lane of independence boulevard is shut down 24 hours after crews discovered a water line burst. eyewitness news reporter angela hong is live over looking independence. this is expected to be an issue all morning for drivers as crews work to repa. >>reporter: that's right. but luckily right now traffic is pretty light. take a look. you can see the construction barrels are upright now blocking the right inbound lanes of independence near i-277. the trucks are also in place so that crews can start working to fix that leak this morning. this will cause congestion

yesterday we saw cars slowing down and breaking suddenly in order to merge onto the left lanes. nc-dot closed the lane because of the low, frigid temperatures and the water that is seeping through the pavement is turning into ice. this all started saturday after the slippery pavement causedseparate accidents. nc-dot has been monitoring the spot since then and they found an old line that burst yesterday but couldn't fix it and drivers say it is frustrating because this area is already cong. >> it is a nightmare. i've been rear ended twice and there is just constant traffic and no one seems to know how to merge there. >> the fix is now in charlotte water's hands and they told us that the right lane will be closed until about 4:00 this afternoon and i personally was out here yesterday and i saw a lot of congestion, as i said,

fender benders due to the stop and go traffic in the area. so we're going to toss over to traffic team 9's mark taylor who will let us know about alternate routes. >> folks heading inbound, we'll be dealing with the lane closure, the most obvious choices are central monroe but the over flow could be heavy. randolph and providence road through the remainder of the rush hour this morning. folks are able to get through at use caution. a story channel 9 will be following today, this man will make his first court appearance accused in a deadly drunk driving chase in catawba county 15 years ago. the fbi tracked down garcia living in california under a different name. garcia just arrived back in north carolina wednesday where police charged him with involuntary manslaughter, misdemeanor death by vehicle, and dwi. investigators say he was driving

highway 321 in february of 2000 when he hit and killed tony setliff the second. in caldwell, prosecutors will retry a 25-year-old double murder case. prosecutors say william murphy rejected a plea deal yesterday one day after a judge declared a mistrial in the case. the jury was dead locked 6-6. murphy is accused of killing mark and jeanie see crest inside their home in 1990. his own brother testified against him at the trial and told deputies where to find the murder weapon. a new trial date has not been set. a big story we'll be following for your day ahead. the stock market. stocks in japan and china dropped overnight. japan's bench mark stock index is down nearly 5% right now. the shanghai composite is down as well at.63%. stocks on wall street are reboupding though after tumbling for a 5th day in a row yesterday.

up 32, the dow up just about 100. the dramatic crash in oil prices helped drive the crash on wall street. oil prices are below $27 a barrel. they have not dipped that low since 2003. this is causing energy company profits to plunge and that raises the worry about possible bankruptcies in the oil sector. new this morning, mortgage rates fell again to the lowest level in 10 months. rates dropped to 3.65% from 3.72%. they've continued to slide despite the federal reserve decision to raise interest rates in december. unpredictability in the markets pushed investors towards u.s. treasuries which keep them low for home buyers. those voting for president will speak to voters in greenville. jeb bush, ben carson, ted cruz and marco rubio are scheduled to contained.

to sway voters at a forum at winthrop university in rock hill. they talked about the importance of school choice. >> we have to have a state mediated voucher program so that everybody can have a choice. >> i'm a passionate advocate for school choice. i think it is the civil rights issue of the 21st century. >> people we spoke to said cruz and carson did not say much about how they will vote. donald trump who won the new hampshire primary did not attend. neither did john kasich or marco rubio. they'll debate tomorrow night in greenville. for the democrats, hillary clinton will campaign today in a town hall in south carolina. she and bernie sanders who won the new hampshire primary, debated in wisconsin about 44 years. >> -- for the next four years. >> what our campaign is

it is expected to happen in the second quarter of this year. in the last 30 minutes, the world health organization said possible zika vaccines are 18 months away from large scale trials. the agency's response is proceeding quickly and 15 companies or groups are identified as possible participants in the hunt for vaccines. it is spreading across latin america. they're warning pregnant women to avoid those areas. we have live pictures from the d.o.t. lot on recognize yell's ferry road. -- rozelles ferry road. i saw a brine truck on my way in to work. this comes ahead of the light snow we're expecting this morning. >> not going to see any big snows coming through but at least getting out there ahead of it, just in case we see a little snow activity rolling in. all dry and clear out there for now.

camera view, clear skies. the clouds are coming in. it looks like snow passing through the region, we're looking through all of the observations and finding nothing is making it down to the ground. we may find a few flurries but our air is so dry that as the flakes fall, they disappear before they make it to the ground. radar beam picks it up but it all falls away. as more energy is through the forecast. we'll see snow showers come in. it will be brief but you'll see it. we'll see that in futurecast straight ahead and it is only the mountains that will see accumulation. it is 5:11. how are we looking? >> we're checking independence boulevard. inbound, still has a right lane blocked expected to be that way until 4:00. right now, 5:11. not seeing a big delay, we'll use central and monroe road and providence road as the morning progresses into the rush hour. a lancaster county man is in jail accused of killing a

the mother of a gaston county three-month old accounted the days leading up to her daughter's death. >> her mother was dating moore at the time. yesterday jessica waller says moore never called or texted about her daughter's health that night in august of 2013 which was not normal. she says she returned home to find her daughter col listless so she took her daughter to the hospital. >> i noticed immediately there was, like, a burn at the bottom of her foot, and then i noticed there were, like, a long burn on the back of her leg and one near her bottom. >> she was freezing cold. >> prosecutors say she died from a fractured skull and had burns and bruises on her body. moore's attorney says he doesn't know how the infant was injured and many people had access to the baby. the fbi rescued 46 current and former corrections officers during a sting in georgia.

and staff from nine georgia prisoners smuggled liquor and cell phones into the cellblocks for money. officers were also charged with using the badges to do drug deals. things like cocaine and meth in exchange for thousands in bribe money. the director said after the arrests of five officers, the fbi decided to run the undercover operation. >> we're taking it very seriously and continue to do our work there. >> among those arrested, five members of an elite squad aimed at busting up drug dealing in prison. in 2014, channel 9 brought you a story about a north carolina prison inmate accused of using a smuggled cell phone to master mind the killing of a prosecutor who put him in prison. kevin melton's accomp accidently kidnapped the father instead.

in an atlanta -- janson in an atlanta apartment several days later. officials are working on a heroin epidemic. it comes as another bill moves onto the senate which authorizes increased prevention in education to battle heroin and oip yoid abuse. >> last year we -- opioid abuse. >> last year we only lost one person in the united states in the ebola epidemic. we have to do something more to address. >> 47,000 people nationwide over dosed from heroin in 2014. new this morning, the south carolina department of social services will see changes to both the foster care and domestic violence divisions. right now, dss doesn't have any especially training in place -- special training in place for case workers when it comes to domestic violence. they're requesting $150,000 for six full time training positions

workers and two supervisors to speed up the process to vice foster parents. weather and traffic every ten minutes. here is meteorologist keith monday in severe weather center 9 and i guess the temperatures rae little bit better this morning. >> they are. i mean, in most neighborhoods we're running 10 degrees warmer this morning. across the board from the mountains to the metro only near freezing. that is not bad. considering how dry it is, this will be a big issue today of why we're not going to see much of any snow falling. we're at 32 to dig into the science of why we're not going to see anything falling. the 32-degree temperature gives a look at five degrees. we have to be this cold to get a saturated atmosphere. we're not going to get that cold obviously. that just shows us how dry the air is. this number was right at 32. i would say uh-oh, we have a big concern for snow coming in. but most of the snow will arrive

by 9:00 we'll see light snow. some flurries, maybe a brief snow shower but the snow itself will be very dry. i don't expect that to stick and the snow will be ending by lunch time. we start to warm above freezing and get sunshine this afternoon. put us back to 40 degrees. d.o.t. crews are out there on on things. clouds for the morning drive. i don't see anything in here until the tail end of the commute. nine and 10:00, light snow begins to work in. in the mountains it is a different story. you'll see more snow showers adding up because it is colder and you'll see more moisture settling in. by 9:00, the snow is long gone. the sky begins to clear this afternoon. in the mountains, the snow will continue into this evening. really, nothing adding up. basically a few 10th of an inch. that will be about it. a few 10th of an inch of snow.

and even in the mountains, an inch today, could pick up closer to one po three inches by tonight. as we get ready for the weekend plans, the sunshine is back with us for tomorrow. 38 will be the cold start to the weekend and the numbers keep falling as we wind our way into saturday night. be prepared for big chill. we'll touch much more on this. how the next weather maker may start as a wintery mix. as the chance goes up, it may end up turning into a plain rain event in charlotte. things still evolving with the forecast. our five-day forecast. the weekend around the corner, more cold air will be here for the weekend plans. we're stuck in the 30s. notice how we get at least back to 40 on monday and back to the 50s on tuesday. so that is why the signs are that this may be a mountain and snow event. more of the rain coming in for charlotte. we'll keep you posted. time is 5:20. let's get you over to mark taylor and see how things are moving. >> we'll be watching this all

we have the right lane blocked on independence boulevard. prior to i-277. as crews work to repair what is being reported now as a broken water pipe. if you're headed out. we're not seeing a big delay. later we could see added congestion. central monroe. and randolph or providence roads. right now the traffic flows are green, minor delay expected inbound. right now we're almost 40 miles an hour for the average speed. right now is it is 14 minutes from highway 51 heading into uptown charlotte. people in the lancaster neighborhood shocked after learning someone killed a woman inside her home. >> i'm really surprised, you know, that something like that would happen out here. >> ahead at 5:45, the reason neighbors believe someone should have noticed something.

they'll be going to places like bridges and overpasses and emergency entrances because of the light snow that we are expecting to see later this morning. they're doing this just as a precaution to make sure there is no problem with the drive today. police say they're building a case against a roofer but are looking for more possible victims. investigators believe michael keener took customer's money but didn't use the work. he used an alias, john greer and gave a fake address. they have one victim, but believe there are more. >> the facts from our victim, i expected we would find more. and i think there are probably more victims around here we don't know about yet. >> police are asking customers to come forward so their case is ready when keener is released from an ohio prison this june.

there will be a penalty of 2.6 billion and settlement of $550 million for the state of new york. they announced massive statements with bank of america. and citigroup. a north carolina woman got a call from a person claiming to be an fbi agent demanding that she pay payments for her student loan. next and new this morning, what made the call so convincing. >> today's snow chance is insignificant but the one we're looking at for next week could mean more business. what to expect when you go back to work next week.

conditions in the area and has alternate routes. thanks for joining us on this friday morning. >> avery and watauga county schools are in session but let's check the first forecast. meteorologist keith monday is in severe weather center 9. it has been a rough week for folks in the mountains. >> they haven't had school so far this week but we'll see if they can get in there today. there is more snow forecast for the mountain later this morning. a few flurries. i'm watching this disturbance and i'll sh waying this all -- and i'll be watching this all morning long. that will work into north carolina mountains later today and will bring light snow until the morning is done. but nothing expected to stick around. we're at 32 in charlotte. ballantyne and waxhaw. it is a lot warmer this morning. it doesn't really feel like it because it is below freezing but it is better. we'll see light snow coming in through midday. through lunch time you may see a few flakes. we get into sunshine to top out around 40.

futurecast timeline. and more importantly, all eyes are past the weekend as the bigger storm system comes in for next week. >> we're staying on top of breaking news in catawba county. in the past 30 minutes, channel 9 learned two officers are on paid administrative leave after they shot and killed a man in maiden last night. this happened on old park road in maiden as we first told you at 4:30, the initial 911 call centered on a man inside of a home reportedly cutting himself. we know two officers responded to the call. 35-year-old elijah jackson barricaded himself inside a small down stairs bathroom. he came out and lunged at officers who shot and killed him. we have two crews in maiden right now working to get you new information. coming up in 30 minutes, eyewitness news reporter joe bruno dug into jackson's background and learned that this is not the first case he was involved in where a gun was fired. that is coming up at 6:00.

news out of uptown, right now live pictures from independence boulevard where 1 inbound lane is shut down. crews are working to fix a busted water line. we told you about this 24 hours ago on daybreak. nc-dot crews tried to patch the road but it was only a temporary fix. charlotte water crews are expected to repair the line and reopen the road around 4:00 this afternoon. let's head over to traffic team 9's mark taylor with alternate routes and how this is affecting the morning drive. we did see slow downs here yesterday. >> we saw slow downs and additional problems as well. at one point we where were blocking two lanes. we're watching things closely. light. folks heading inbound with use independence. use caution when it starts to build. central avenue, monroe road and 7th streets. even over flow traffic can use randolph road or providence road as the morning progresses. that will be something we continue to monitor throughout

let you know he channel 9 when that road completely reopens. 77 near the john belk freeway. we're checking the other interstates secondary roads are free from any other roads. also free and clear at this time. charlotte business leaders are considering moving the men's shelter on north tryon to boost development in the city's north end. >> channel 9 was the only station there yesterday as business men and advocates for the homeless met for the first time to discuss the issue. joe bruno is outside the shelter to break down their discussion. >> for more than 20 years, charlotte's homeless had been coming to the two shelters on north tryon street. now there is pressure from local business owners to move them. channel 9 was at a meeting yesterday with police, city staffers, local businesses and representatives from the men's shelter. local business owners want to see north tryon street develop like south end but that can't happen without moving the men's shelter. mark middles worth owns a business on north tryon and he

move to the wooden lot. it is right next to the county service's building and could house a campus for the homeless. board members with the men's shelter say that won't happen. >> in and of itself, by it self it won't move out and leave the rest of the community. >> board members say it would cost millions of dollars to do this and it would be better used serving the homeless. reporting in north charlotte. joe bruno. channel 9, eyewitness news. >> we expect to get the 911 call for the moments after a woman discovered her friend's baby had over dosed on drugs. investigators say the friend found shannon clement asleep tuesday morning and her 20-month old asleep next to her struggling to breathe. the child ate pills left around the house. we spoke with her best friend who said the mother is in a deep depression and had harsh words

>> she was a horrible parent how did she let this happen. >> clement is charged with felony child abuse and drug charges. the baby is expected to make a full recovery. officials say scammers are pretending to be fbi agents from several field offices including charlotte. they demand money to repay school loans. a woman in the greensboro area got a call from her cell phone that appeared to be from the fbi field office but it was a scam. the caller sometimes threatens the victim with arrest or not not sent. the better business bureau says it it is a normal tactic in scams. >> the technology exists to where they can, you can call from any number and they reprogram what actually is displayed as the outbound number or the inbound number. >> this scam has been reported in eight states. the fbi says if you get one of these calls, report it online through the crime complaint center. 5:35 right now.

uber says it will pay more than $28 million to settle two lawsuits that say the company misled the customers. the company told a federal judge yesterday it wants to settle the lawsuits by paying about 25 million riders who made trips between january 1st of 2013 and january 31st of 2016. the judge still needs to approve the deal. the lawsuit says uber charged a small fee for broupd checks are what they're -- background checks are what they're for. they don't do the fingerprint tests required for taxi drivers. they're teaming up for miler promotions and better navigation. that includes charlotte. after customers booked flights online, american will send e ticket confirmations to your e-mail. you can click on remind me to uber.

airplane seats and leg room has failed in washington. the seat act toset minimum seat sizes on planes. a congressman introduced it saying it was not just about comfort but safety. he questioned whether people could quickly evacuate in case of emergency. the house transportation panel voted to ground the plan. >> there will be a crash and there will be people who will not be able to get out of the airplane because of this situation. and will have their lungs filled with smoke and dead and then we'll do something about it. >> lawmakers who voted against the bill called it redundant. safety surrounding seat sizes is already being addressed in a larger faa reauthorization measure. the airline industry doesn't believe there is an increased risk. it also says adding more seats allowed them to offer lower fares. police found a pick-up truck belonging to a north carolina air man who disappeared.

the sudden disappearance is out of character. his family is pleading for information to help find him. >> baby, we're all looking for you. we all love you. we need you to contact us. our hearts are broken, and we're worried about you. and we just cannot wait to hold you again. >> the air man was last known to be at his apartment and never showed up for a planned super bowl party on sunday. channel 9 learned mecklenburg county commissioners could soon review their ethics policy. some commissioners are asking to do that because they feel the policy is to be to restrict them. it hasn't been updated since 2011. no official moves have been made yet. the south carolina governor could appoint the state superintendent under legislation approved by the house. the measure was sent to the senate yesterday and asked voters if the state superintendent should continue to be elected or chosen by the governor. governor nikki haley is pushing for change saying it is critical

superintendent work together on an education agenda. new this morning, a clemson university assistant professor claims he was kicked out of a donald trump ralle. he posted a video of himself wearing middle eastern a tire on his head before deputies escorted him out. minutes later the stands empty out and he is forced out by several sheriff's deputies. >> what they said is that the trump campaign said we are no longer welcome here. >> deputies say campaign staff members claim the professor was blocking other views of the rally. we expect the wsoc photographers to be back home today after the cross country journey. mcclean and stevens passed through arkansas yesterday afternoon and they stayed the night in memphis. they have been documenting their entire road trip to and from the

monday in severe weather center 9. he has pretty expensive equipment to help him track the snow. >> get back to me when they start talking about time travel. we have live early warning doppler 9 here in. scanning the skies. it does pick up snow in the sky but as it is coming down, it doesn't hit the ground. so at worst, you would see a flurry up here in the mountains. it looks like there may be snow but not yet as we head through the late morning, probably after the morning rush is when we'll in. upper 20's. hickory statesville salisbury. mountains. it is only up here where it is the coldest where anything will stick. we'll see the flurries work in. maybe a brief snow shower between nine and noon as the temperatures warm, not looking at any travel concerns because of that and then we get back sunshine. here is the latest timeline,

mountain snows 8 to 9:00. by 10, a few flurries come too to the city. it is short lived. it may look pretty for awhile but nothing will cause any big trouble. in the mountains there will be more snows to continue into the night tonight and we'll get 1 to 3-inch accumulation up there. here is the threat tracker. light chance of snow today. minimal travel issues. the mountains will have some. the cold and windchill becomes much more of the story again as we head through the weekend with upper 30s tomorrow and low teens on sunday morning. it will be very cold for valentine's plans whether we have stuff going on today or sunday. it will be cold out. there high clouds coming in for sunday but into sunday afternoon, we'll gain sunshine. here is the next weather maker out to the west as cold air lingers from charlotte north. some will be snow. even notice westward where there will be a dividing line between snow and rain.
