crews will be making this weekend. >> taking a live look outside from our charlotte cam. you can't see how cold it is out there but we are starting off in the low 30s. below freezing across much of the area. good morning, i'm bank bank. -- i'm brittney johnson. vicki graf has the forecast. >> it feels even colder. as we go throughout the day here we have it plenty of sunshine, mid 30s. should be around 55 degrees this time of year. we won't get there even close the next several of days. it will stay cold and windy. at timesit will feel like the 20s in charlotte. could feel below 20s in the mountains. we do have windchill advisories through tomorrow. i'm tracking a winter tomorrow

on when that arrives coming up. today nc d.o.t. crews will be deciding how to treat the roads for monday's winter weather. they say treating roads for freezing rain is different than for snow. trucks will start tackling highways and interstates. more crews are on call if we get more than we anticipate. >> we have dozens of pieces of equipment just within mecklenburg county alone. we also have potential for 90 contractors that can we can bring on site. >> nc d.o.t. crews say crews have already used $24 million worth of materials on storm preps this year. that is already more than half the state's budget for the entire year. and you can always stay informed on the weather in your neighborhood by using the wsoc tv weather app. you can use the interactive radar and get severe weather alerts.

learned ash county schools will not have a half day today. it was supposed to make up for days missed during the recent winter weather. several school districts including cms are going to use monday, president's day as a make up day for last months snow. at this point no schools have called off or had issued any delays. of course we will stay in constant contact with officials throughout the weekend. we'll bring you think delace or closures right here on the air and restored to hundreds of families in north charlotte. we told you last night at 11:00 a contractor installing google fiber hit a gasline in the highland creek neighborhood. that cut off heat to about 300 homes. officials had to go door to door last night to restore service to each house. we told you tuesday a third party google contractor disrupted service in mallard creek.

>> for them to come in here and ruin things the way that they are doing, there is no, ma'am accountability. and that is what bothers me the most. they ruin something, and it's no big deal to anyone else. >> officials with piedmont natural gas say it's not clear how long it would take to restore the heat. this last summer channel 9 uncovered utility disruptions on several occasions as both google and at & t worked to build their fiber networks. officials told us then even with the brightly colored lines they expect even more gaslines to be cut across the area. nc d.o.t. will be monitoring this. it's a temporary fix on a broken under ground water line on independence boulevard. that leak caused icy conditions. this is on independence at i- 277. drivers have been concerned about this spot since last saturday when we showed you a massive backup due to multiple

it caused several crashes in that area that day as well as on monday. crews spent the last two days working to repair the water line and they made a temporary fix yesterday. breaking this morning the governor of hawaii has signed an emergency proclamation on the zika virus. he says it's a preventive measure. the action follows the cdc emergency steps to prepare for the zika virus. the zika virus is prompting worldwide concern because of a connection to birth defects. the issue the zika virus is causing in puerto rico as officials are trying to make a vaccine. officials will attend a valentine's meeting.

and at the ballantyne hotel and lodge. parents attended several meetings throughout the week as the board and policy committee discussed the topic. the school district is trying to make schools more diverse but so far parents have not be happy with discussions of busing as an a earntive-- as an alternative. a funeral will be held today far prominent lancaster man who collapsed and died during an outing to super bowl 50. consumer bowl sunday panthers player johnson handed his son a football at a football party, moments later he died. 6:06 right mow. police arrested a man last night that is responsible for two bank robberies.

robbing the first citizens bank in ballantyne on wednesday. they arrested him during a traffic stop yesterday. he's also responsible for robbing the bb & t bank on mallard creek road last month. he passed a mote to the teller saying he had a gun and demanded money. fight is charged with two counts of common law robbery. six republican presidential candidates will be in greenville, south carolina for another debate. the debate hosted by cbs news and the wall street journal is the first time the candidates have faced each other since the new hampshire primary. donald trump, marco rubio, john kasich, jeb bush. south carolina primaries they are on two separate days. the first one is is for the gop that is on february 20th. the second is a week later for the democrats on february 27th. eyewitness news reporter elsa

primaries are held a week apart and what it costs taxpayers. >> reporter: not only is it somewhat unusual to hold an election on two separate saturdays but some say it could be confusing forvoters. and i found it's costing taxpayers more money. south carolina is one of the few states that will hold its democratic and republican primaries on separate days. dr. karen says it's up to the national parties to decide when primaries are held. that often involves negotiations with the state parties and candidates themselves. >> there could be some issue about where the candidates wanted to be able to spend more of their time and invest in the states in terms of campaigning. >> reporter: but she says having primaries on separate days can be confusing which i found when talking to voters. >> we were aware the democratic and republican primaries were

i was not. >> reporter: and it's costing south carolina taxpayers more money. according to the south carolina state election commission, it costs 25-35% more to hold two primaries on two separate days than one. it costs more than $18,000 to prepare and hire poll workers. if the primaries were held on one day, that number would almost be cut in half. >> that is a waste. >> reporter: she says will is one good thing about the split days, she told me it extends the amount of time south carolina can influence a national political debate. reporting in rock hill elsa gillis channel 9 eyewitness news. >> the political science professor also told channel 9 these elections are on saturdays because they are not binding elections. she thinks there will be a higher voter turnout by holding

we reached out to the state and national parties about why they decided to hold the primaries on separate saturdays, but we have not heard back. charlotte city leaders are in canada for the all star game. city leaders all the way from mangling to police and transit are all there this week. also hotel managers and people from the hornets. they are learning what it takes to host the week long event that brings in nba stars, big celebrities, and of course thousands and thousands of fans. we called assistant city manager ron kimble shortly after he landed in toronto last night. they will ask about traffic and safety but also wants to learn what surprises they might face. >> i want to know what was the biggest unexpected thing you hadn't planned for and what are you most proud of that you did plan for. >> campbell says the all star game could have more than $100

charlotte area. and there are four cmpd and four traffic and venue staffers from the city as well. he estimates the taxpayer cost of the trip is around $12,000- $13,000. they are coming back on monday. we have pretty clear conditions but some pretty cold ones as well. starting off really below freezing. vicki graf has an update on your forecast. >> it certainly is a cold and windy start to the day. if you are heading out early, you need to dress accordingly. mid 20s and then by 9:00 still in the upper 20s. we won't make it out of the 30s in charlotte as we go throughout the day. threat tracker shows we don't have to worry about snow or rain. we had a brief window of snow flouries yesterday. didn't add up to much. didn't last long. however we are tracking big changes on the way. it will stay windy today and cold as well.

vicki will have an update in a few minutes. we have new details in a ohio machete attack that injured four people. a man went to a restaurant and attacked people with a machete. police in columbus say information on that suspects car registration forced if them to alert the terrorism forecast which contacted the fbi. police still don't have a motive yet but they say the man was not known to police. stocks ended the week in red which adds to the recent downs. the dow is down more than 8% and that is having a big impact on many retirement accounts. but it's important to remember the stock market is not necessarily an accurate reflection of the economy. >> the real economy is not going down. we saw just today retail sale numbers for january they are up. january's unemployment number went down.

markets comes at a time when lower gas prices that continue to help drivers save keeping a little extra money in their pockets. a california police sergeant is speaking out about his response to the san bernardino, california shooter attacks. sergeant andy caps was the lead patrol car in that shootout with those suspects after they attacked a work christmas party. they were killed in that five minute shootout. caps describes just one moment of what happened. >> i've seen footage from the helicopters of those officers running up to my vehicle with bullets flying by them. unbelievable. >> sergeant caps has been on the force for 24 years and he says that is the first time that he's had to shoot his weapon. thieves targeted local firefighters again. around 7:00 yesterday morning

ending their shift. as they walked outside they found doors open and glass on the ground. the thieves targeted their two cars as well as four others will in the community. they say those suspects took personal items and even stole a gun. some vehicles were locked but others were not. >> they all had the passenger side window broken out of them. which was odd. it's only a matter of time before we establish a definite direction. >> police do not know if those cases are connected but they have joined forces to track down those suspects. while it's looking like it's 30 right now, it is colder. >> the coldest temperatures we have seen so far this season it

saw a brief window of snow flurries. didn't last long. however we are tracking big changes heading into the weekend. right now on live early morning doppler 9 we are dry here in charlotte. a few flurries possible in the mountain. it will not add up to a whole lot. here's a look at the temperatures across the area. 28 in charlotte. 29 in shelby. 15 in boone and 15 in jefferson so it's a cold start to the day. but it's also very windy. i've been tracking wind gusts up to 60 miles per hour at times in the mountains. that is making way for some dangerous windchill values. this is what it feels like. below seven in boone. below five in jefferson. we do have windchill advisories for the mountains and it will be dangerously cold in the mountains and windy on top of that. 23 degrees right now in charlotte. 31 in monroe. and 26 in wadesboro.

going through the afternoon today lots of sunshine. it will be nice for the cupid shuffle in concord. your neighborhood forecast for lancaster we are going to see temperatures will in the mid 30s. lots of sunshine but it's also going to be windy so that will make it feel even colder. for tomorrow starting to see the clouds increasing. temperatures will be cooler this time tomorrow and highs only in the mid 30s. we will continue to see the clouds building in tomorrow night and that is ahead of the next system on the way. going through the day tomorrow cloudy skies it will be cooler and still a little bit windy. we are tracking this storm system on the way. as we head toward monday morning we've been telling you about this winter storm all week long. this is going to bring the potential far wintery mix here

morning. before dawn it will start off as snow and then it will switch over to freezing rain and by the afternoon that is when we will see the potential for rain here in the charlotte area. so this is what will fall before dawn. we are keeping the threat for some snow. it's not going to necessarily add up to a whole lot. i be break down the totals in the next half hour. then it starts to switch over to freezing rain by mid- morning. so this will create some problems on the roads. as kids are heading out to the bus stop, we will be watching that threat for that wintery mix. by the afternoon it switches over to if rain in charlotte and snow in the mountains. your five-day forecast shows we will be dealing with sunshine today. cooler temperatures through the weekend. tracking that wintery mix monday and then we do have the potential for showers early tuesday but a nice warmup by the end of next week. we could be close to 60 degrees. with the winter weather on the

killing caroline telrino. we learned she was shot 7 times in the head. she was a double amputee. investigators say they still have a lot of questions about the motive. heights used a .22 rifle in the murder and was seen at a bank asking about his mother's accounts. developing this morning authorities fired a third deputy for misconduct in the murder investigation of a texas deputy shot and killed at a gas station. jason goodrich was seen at a memorial just days after goforth was murdered. weeks later the woman that claims to be goforth's mistress called 911 for another crime. goodrich responded days later that woman was solicited for sex. >> seems to be a never ending cycle of conduct that is embarrassing to every professional peace officer. >> now this is the second deputy fired this week for inappropriate behavior in that

air of the season and a wintery mix heading our way. good morning, i'm brittney johnson. let's check in with meteorologist vicki graf. so many questions this morning but so cold out and people are wondering for how long. >> a lot to talk about today. we are starting the day off cold and windy as well. here's a look at the temperatures. they just updated to the weather center. 28 in charlotte. 30 in lincolnton. teens in the mountains. however it feels even colder when you factor many that windchill. as we go throughout the day we will keep the sunshine around. we won't make it out of the 30s though. highs for charlotte close to 37 degrees. it will feel even colder when you factor in that windchill. this is the coldest air we have seen so far this season. tomorrow will be even colder. we will see lots of sun today. changes are on the way. i'm tracking the threat far wintery mix. i'll have the timeline coming up. bitter cold temperatures will settle across more than 20 states this weekend from the

northeast. minnesota has already seen 35 degrees below zero while new york could break a 100 year old record if temperatures drop below two degrees today. the mayor is warning people to take extreme precautions over the weekend. the north carolina ski industry is getting ready for what could be its busiest weekend of the year. all of this comes as we expect snow and really cold temperatures to help it stick around over the next few days. appalachian ski mountain says the owner has allowed the resort to build up a six foot base of manmade snow. this was december 31st. the resort was having difficulty making snow. >> i wasn't sure they were able to open up. >> and with it being both valentine's and president's day weekend, hotels across the full. one is booked for tonight.

the weekend by using the wsoc tv weather app. you can use the interactive radar, view hourly forecast, and get any new weather alerts. just download the app for your android and apple products. the kings mountain doctor who examined a three-month-old girl before he tied testified in the trial of the man accused of killing her. jason moore is on trial for addison waller's murder in august of 2013. he was dating addison's mother and watching the child while her mother jessica was at work. the doctor told jurors yesterday that the fractured skull that killed addison would have occurred during the time that she was alone with moore. jessica her mother gave tearful testimony wednesday and thursday telling jurors that addison was limp, cold, and burned when she got home that night. authorities say a suspect fired a shot at a catawba county deputy.

warrant yesterday against barry hildabrand for failure to appear in court. the deputy returned fire hitting hildebrand in the hand. >> none of our officers want to harm think out here. >> once he is released from the hospital, he is going back to jail. officials say the deaths are believed to be a murder- suicide. both girls had single gunshot wounds. police say a weapon was found near their bodies as well as a suicide note. the shooting happened yesterday

officials say the investigation is not over but evidence does lead them to believe that one girl shot the other before killing herself. the two were very close friends and police say that it appeared they were in a relationship. two new developments will go before the charlotte zoning board on monday and it could bring hundreds of new town homes and apartments to south charlotte. the board will approve or deny a zoning position by grub properties to build up to 450 apartments and retail space at park road and abby place. over near wood lawn and park they will vote on 265 new apartment buildings and a developer admitted a petition to build town homes at mocking bird and park. >> it's almost gridlock now. and we don't have near the density that we are looking at.

to the u.s. where he is seeking refuge. we have the same question, why is he being detained and deported when he will be deported to his death. >> immigration agents say the teenager was on their priority list after a judge reviewed and denied his appeal to stay in the u.s.. last night community activists in east charlotte held a vigil to support two people that fled to the u.s. to escape violence. pedro and walter were detained by ice three weeks ago. they could be deported any day now. your time is 6:36. stewart haas racing has a new interim driver for the number 14 car. brian vickers will drive today in order to prepare for the daytona 500 qualifying race. tony stewart usually drives that car but he is recovering from a fractured back. he crashed an atv earlier this month causing that injury.

i'll bre mon good saturday morning it's 6:40. we are starting the day off with clerisies and it's a cold -- starting off with clear skies and it's a cold start to the day. you will need the layers. we are starting the morning off blow freezing. teens in the mountains. it is windy and it will stay windy as we go throughout the day. at times it will feel like 20 blow in the mountains so -- below in the mountains so you will need the layers. it will feel like we're in the 20s going through the afternoon when you factor in the cooler temperatures and windy conditions. it will stay cold again tomorrow and i'm tracking wintery weather on the way. it only takes a few taps to download just about anything to your smart phone these days. but lawmakers are worried those apps are putting you at risk each and every time you open an app you are sharing information and sometimes it's very personal information.

proposing the app's act. it would require app developers to tell you the information they are collecting and set standards for how they keep that information secure. >> got to have rules of the road. and you have to have some protections for consumers. >> johnson proposed the bill back in 2013. he's expecting more spot this time around because of increased concerns about identity theft. just this week action 9 showed you another sneaky way that thieves are stealing information by targeting children. a recent study found 10% of children are victims of identity theft. action 9 suggests freezing your child's credit and for you getting a credit report every four months and also keeping an eye on your finances in case of any unusual activity. many officials are concerned with the zika virus that has possibly been linked to birth defects. what the scientists has to say.

we're going to be checking in in with vicki graf for a an update of wintery weather moving through our area. new this morning officials found unsafe levels of lead in trunking water at two massachusetts schools. the superintendent says the issue stems from the 50-year- old pipes at the school and notth well where the water comes from. parents are demanding the district fix the problem immediately. some say their children never drink the water at the schools. they claim it tastes funny. the department of environmental protections report says levels were well above where they should have been back in 2014. the interim superintendent says the district is working with solution. but the department says that it has had to chase down school officials to submit water samples in a timely manner. next week civil rights leader jesse jackson and some flint

hold a passive march they say is in protest of lead contamination in their water. they say they have their own plan to restore clean water to the city. the leader of the rainbow coalition expressed his frustration. >> they kept us safe short term. new pipes. a new water system. one layer that is unethical that it has happened. the other level it's illegal. duke energy can start removing water from coal ash ponds and push into the lake that provides drinking water for thousands of people in our area. the coal ash is intermingled with water. now duke has to take it out of the ponds at the river bend stations and push it into mountain island lake. state leaders are calling

stringent in the nation. it will require routine sampling of water that is released into the lake. there is a sharp rise in the zika virus levels in puerto rico. officials expect the cases to increase in puerto rico in the coming months because of a mosquito that most commonly transmits it is present across the island. the zika virus is suspected of causing birth defects. the state doesn't have the ability to track or control mosquitoes. health officials are encouraging anyone who may have traveled to south america to let them know immediately. we are starting off cold and we are going to stay pretty cold. you really need to bundle up with your valentine this weekend. >> it is a cold start to the morning right few. we're 28 in charlotte.

also something to be aware of, we are seeing strong winds early on and that is setting the stage for dangerous windchill values in the mountains. it feels like up to ten below in some spots. could feel like 20 below. so you will not just need the layers but hold on to your hats. we will keep the windy conditions going through the day today. heading to the high country this weekend, it will be dangerously cold at times. today only in the teens. feeling even colder. tomorrow more clouds and we will stay in the lower 20s. now most of the ski resorts open and busy this weekend. we called yesterday to find out does it ever get too cold for them to stay open. they say no so they will be open through the weekend. just make sure to dress accordingly. here in charlotte we will stay dry going through the day and it will be nice with lots of sunshine. but again coldest temperatures

by 9:00 upper 20s. heading toward lunchtime 3:3e degrees -- 33 degrees and highs in the upper 30s. your neighborhood forecast for albermarle nice and sunny but cold and windy. highs today in the mid 30s. if you have plans this evening for an early valentine's day dinner we will keep clear skies, grab the jacket. by 9:00 we will be in the mid 20s. clouds filled in and that is ahead of our next storm system. to time it all out for you some mountains. waking up early monday morning and this is actually predawn. that is when we will keep the potential for a few flurries in the charlotte area. as we head toward 7:00, you will notice this area of pink. that is all ice. we do have the potential for freezing rain, snow from the i- 40 corridor. this could cause problems on the roadways.

dangers we are concerned with. but this quickly switches over to rain by midday and on through the afternoon staying rain it will be warm enough but still could be dealing with slushy conditions out on the roadways. as far as how much snow we could see, just through monday up to about eight inches in the mountains. anywhere from 2-4 along the i- 40 corridor and less than an inch in charlotte. further to the south more of an ice issue. we could see less of a quarter of an inch of ice. when you factor that in on the roads and power lines and trees, that could cause some problems. five-day forecast shows it will be cold this weekend. bundle up. by monday we are tracking wintery weather early on. and warming by next week but you can always stay on top of the severe weather with our wsoc tv weather app. you can get any type of weather alerts. keep in mind we do have windchill advisories in the mountains tomorrow so you can get those alerts on the app.

skiing. >> you can get frostbite within 20 degrees. developing this morning authorities say a burke county couple could face more charges after the death of one of their three-month-old twins. nicholas clark and brittany are charged with felony child abuse. clark called 911 in early february. the morganton news hearld reports more charges will be added. both infants had injuries consistent with shaken baby syndrome. new numbers show how much money the record breaking power ball jackpot brought into north carolina. during the two months the power ball climbed to $1.6 billion. stores sold $79 million more in tickets than they originally anticipated. they also revealed the power
