audience, trump's surprise guests, apparently intended to rattle hillary clinton. several women who have accused her husband of sexual misconduct over the years, and on stage, trump went there. >> bill clinton was abusive to women. hillary clinton attacked those same women. and attacked them viciously. four of them here tonight. >> reporter: nbc news has learned the original plan calls for the women to sit in trump's family box facing the former president. allow it, even threatening to get security involved. before the town hall began, the women joining trump for what was originally billed as a prep session photo-op. >> okay, donald. i know you're into big diversion tonight. yto avo talking about your campaign and the way it is exploding and the way republicans are leaving you. >> reporter: at times, trump loomed over his rival's shoulder, both circling the stage with clinton on defense on her e-mails. >> obviously, if i were to do it

came off for a handshake. and this morning, we are looking at a new cnn/orc snap poll of voters showing that many believe hillary clinton won the debate 57%-34% for donald trump. but she didn't land as many blows as the first presidential debate. donald trump, meanwhile, having a performance to rally his base, but he needs to expand his appeal if he has a shot at coming back in november. >> hal much. we are joining now by kellyanne conway, donald trump's campaign manager. good morning, thanks for being with up. it was a late night. i know. >> yes, thank you. >> let me start by asking about this scenario that it sounds like the trump campaign was trying to get going at the beginning of the debate where the four clinton -- billli accusers would come face to face with bill clinton himself. number one, was that the plan? and number two, what was the hope there?

reporting. there was not a family box. it was called v.i.p. and there were four seats allotted to each of the two candidates. that's why you saw the clinton family in 3 of the 4 seats. they apparently had invited senator claire mccaskill to sit there. she is not a member of their family. she was a v.i.p. for them. and so members of our campaign decided there were four v.i.p.s, it would be these four women. you can call them accusers, but in the case of paul la jones, she received over $800,000 from bill clinton to settle a harassment suit. a man who raped one of the young girls was represented by hillary rodham clinton. >> fair enough. those allegations are out there and people can look into them. i guess the question is, for donald trump who is actually on the ticket, and bill clinton who is not, how does bill clinton's alleged wrongdoing absolve donald trump of what he's

tapes of "access hollywood"? how does that fix what people are upset about trump for? >> let's not conflate issues. this has to do with hillary clinton and how she shames and blames the women in bill clinton's life. these women came around and said, look at the modus operandi that hillary clinton deployed against these women. in the case of kathy shelton, clinton. >> just to zero in on it, even if that were true -- people can make their own decisions about whether or not it is -- i guess the question is, it's donald trump who answer to answer for himself. >> and he did that. you just played the clip. you just played the clip, savannah. respectfully, you just played the clip of him saying i have apologized to my family and the american people. then he talked about the difference between words and

>> a lot of republicans thought he would be more contrite and offer a more heart-felt apology. he wrote off this tape essentially to "locker room talk." is that the end of it? is that all we're going to hear from mr. trump on this issue? >> that is not all he said. that would be a terrible misrepresentation of the one minute and 32 seconds of video that he came out -- >> he kept coming back to the point, it was locker room talk. so my question is, is that all he really has to say? >> no. what heas was embarrassing, it was wrong. he apologized for it, and he said it did not represent who he is. in the video posted on friday night, his immediate response, lester, which was buttressed by last night's apology and explanation, he said there is a difference between words and actions, and many americans agree. >> leslie, was this a good night for american politics? >> i think it was a good night for democracy in this way, they really have a contrast, they really have a choice of two candidates this election cycle next month.

trump made the case against hillary clinton over her deleted e-mails. she was a u.s. senator, secretary of state, he took her to task on syria, on iraq, on benghazi, on the fact into she's gotten hundreds and hundreds of entries from ambassador steven stevens and others about getting more security in benghazi. there were plenty of issues to hear in that 90 minutes. >> we're out of time. kellyanne conway with the trump campaign, thanks very much. now rob by mook, hillary clinton's campaign manager. i want to ask you about the start of the debate. there was no handshake. they came out, went to their respective chairs. was that by design? was there a discussion ahead of time? >> i don't know that there was any plan either way for the candidates. i think they just came on stage and starting the debate. >> robby, to no one's surprise, donald trump brought up the

accusers, allegations of sexual molestation, even rape. but mrs. clinton, secretary clinton, didn't address that at all. she went into other areas. why not? >> you know, lester, hillary came to this debate to talk about the issues, to talk about the policies and plans that she has that are going to make a difference in people's lives. donald trump came to try to rescue his spiraling campaign. he wanted to throw a lot of mud, throw hillary off her game, and make this c something else and someone else. unfortunately, he doubled down on his non-apology for what he said in that video that came out last friday. he didn't even seem to take the matter very seriously. he called it locker room talk. didn't acknowledge the severity of the situation. and then he pulled a stunt where he brought those individuals in to do a facebook live event before the debate.

she's not going to get thrown off her game. that's what donald trump tried to do. >> but just to play devil's advocate, he's lobbing some serious allegations not only against her husband, who is not on the ticket, but against her for enabling or further victimizing some of these accusers. why would she just let that hang out there unanswered? because there might be voters who think, i guess there is no good answer. >> well, because voters don't want this to be what we're talking about. they want to talk about the isss. bill clinton. it's about hillary clinton. she's the one on the ballot with donald trump and what the voters are looking for is a president who's going to work hard on their behalf and make a difference in their lives. these accusations, you know, about her have been debunked. there's really no basis for them whatsoever. the fact checkers weighed in on that very clearly. as donald trump gets to talk about whatever he wants, that's his right. we're going to keep talking about the issues and the things that make a difference to

manager robby mook. thanks for being with us. chuck todd, nicolle wallace and steve kornacki, good morning, guys. where do we even start? chuck, i guess does this change anything about the race? >> oh, gosh. i mean i don't even want to look at it in conventional terms. i feel like in the light of day you want to see what did we see here? i mean this is not -- again, it wasn't a conventional moment of presidential debate politics. i think we will look on this debate as only going to be remembered for two things. the trump campaign's decision to bring bill clinton's accusers and then create this diversion on the video -- on the lewd video, and him saying during the debate he wants to put his opponent in jail. that's will be the take-away. what part of that is helpful to the trump campaign? i don't have any idea. i don't think it is. the vice grip that the rest of

morning is even tighter than it was before the debate started. >> if you are one of those republicans who hasn't decided yet on the issue of this "access hollywood" tape. you see this performance where he kind of hung in there. does it change anything? >> even inside trump tower over the weekend, there was a divide over how much contrition to show. people argued for donald trump to do an interview on saturday, a big interview, so that he could appear more rs that -- even jeff sessions, one of his top surrogates talking about contrition before the debate, i don't even think they saw that. what they saw was maybe what they were attracted to the at beginning of the gop primary. they saw his scrappyness. they saw him prosecute a case against the clintons in the '90s. i don't know how that will affect the 2016 presidential but they saw trump was someone for

but the mission to win the election is to win over the people who are not yet for you and i don't think he won over one single person who is not yet for him. >> over the weekend we saw this laundry list of republicans who came out and said they either condemn the remarks and some actually rescinded endorsements. do you think trump's performance stopped the bleeding in terms of republicans jumping ship? >> i suspect it mostly did. the story of the campaign really has been a story of two different audiences. take first of all the audience that g nomination for donald trump in the first place. the republican base. i think there is evidence they were pleased by what they heard last night. a lot of them have been waiting -- let's be honest -- two decades for somebody to go toe-to-toe with a clinton and bring up some of the things he brought up last night. that exerts pressure on the average public office holder to take that attitude into mind before they go forward. since donald trump won the republican nomination, it is in

particularly among suburban women. if you were a suburban female voter watching who had reservations about donald trump from the moment he became the republican nominee, did you hear anything in the way he addressed that tape, did you hear any contrition or any evidence that he's a different person than they've judged him to be. i don't think they heard that last night. did you see anything in the performance last night that would win them over? i think that's the problem. he can get back that republican base, he can be if striking distance, but the game is not to be in striking distan, to be ahead. i don't know how he did that last night. >> there is a lot more to talk about, including body language and some other things we'll chat about in the next half-hour with more of the crisis facing the republican party. noting one other thing, pending further review of the matter, nbc news has defended billy bush, the host of "today's" third hour, for his role in that conversation with donald trump. let's turn now to the remnants of hurricane matthew and the storm's devastating

playing out this morning, thousands rescued in north carolina. damage in the billions. nbc news national correspondent miguel almaguer is in hard-hit rocky mount. miguel, good morning. >> reporter: lester, good morning. matthew's path of destruction came well inland swamping this area with a foot of water and powerful winds. today some homes under a foot of water and some are lucky to be alive. >> reporter: after a weekend of daring water rescues from the rooftops of men, women, and children were pulled to safety by the thousands. seems matthew saved its devastating and deadliest punch in the end for the u.s., killing some 20 americans. nearly half of those in north carolina. >> just horrible. >> reporter: deborah alvez narrowly escaped the rising floodwaters. >> we just took everything we could grab and left.

at one point, a category 5 hurricane, matthew plowed through the caribbean killing hundreds in haiti, now turning to their faith as they bury their dead. after barreling towards the u.s. the storm surge swamped oceanside communities in florida. but over the weekend, matthew was strong enough to water log homes 100 miles inland. up to 1 million are still without power. many are still evacuation. >> we were going to be out here for like another two weeks or so. >> reporter: with the magsive massive clean-up now under way, damage in four states could top $6 billion. but the threat isn't over. some swollen rivers could still rise 17 feet above flood stage. matthew, a slow-motion storm. but for some, it is still a slow motion disaster. during the height of the storm

hours before she was rescued. they are still looking for the missing, and authorities are also keeping a close eye on local rivers and dams, worried that those, too, can topple. savannah, lester, matt and al. >> al is here with more on the storm. it certainly did pack a punch. >> we are talking about 13.6 trillion gallons of rain. i mean it was really unprecedented. now, as you can see, the weather at least has cleared unfortunately. as you take a look, say for example in lumberton, the lumberton river, crested sunday at 24.4 feet. record, 20.5. it is still above record flood stage so it is going to take a while for that to go on. the deuce river in smithfield right now above their flood stage at 20 feet.

miguel, 28.7 is the current river level. they're well above their record flood stage. so that's going to take a little while for that to finally start to recede. the good news is for the next foreseeable number of days, they've got good weather. that's good news. unseasonably warm weather will start to slowly make its way to

this weekend, lashing out at republicans defecting from his campaign. calling themself righteous hypocrites. adding, watch their poll numbers at elections go down. heading into sunday night's debate, 70% of democrats think trump should end his campaign, compared to just 12% of republicans. house speaker paul ryan heckled by a wisconsin crowd saturday after uninviting trump from a rally that would have been their first campaign appearance by its own rules, the rnc could tap pence or any other eligible citizen. but early voting ballots have already been printed in many states. still, trump insists he's not going anywhere, for now, leaving the gop locked in a civil war. so the bottom line, trump thrilled his base. he re-energized those within his campaign and he appears to have gotten his running mate mike pence off the sidelines. pence will campaign today for

carolina. nbc news has learned the rnc has scheduled an evening conference call tonight with its members. they're still trying to chart their own way forward. >> peter, thanks very much. our panel is back. chuck, pick up where peter left off. a call to the rnc tonight. house leadership has a call for later this morning. where does this all stand? because it felt like the floodgates had opened over the weekend and all these republicans were jumping ship. now what is the message from the party elders to the rank file? >> well, i think the party elders are going to say -- i think some of them are going to say this. don't mistaken last night and the fired-up base for assuming this is all passed. instead, they ought to view it as sort of the equivalent of walking -- going outside your house when you're hunkered dour and thinking all this has calmed

today, look at some of these people that have condemned but haven't pulled. >> u.s. senators. >> they have to make this decision today. if they don't pull today, they're guaranteeing that trump will be the final issue debated in their races. and is that going to cost them this crucial swing vote in the middle of it? i think that's what the republican party has to -- the decision they have to say to themselves today, can they afford that in these down-ballot races. >> we heard peter say "the base is fired up." >> this idea we talk about the base being fired up as a symptom of health is false. you're sick if your base isn't fired up 30 days out. you're fatal. both bases are always fired up 30 days out from an election. that makes up the bulk of the people that vote. it has nothing to do with winning. winning has to do with winning

it is about people who are registered either as democrats or republicans but who wait until events and the news coverage and the final weeks of the campaign to make their decision and the news coverage in the final weeks of this campaign, we will not flush through the cycle about donald trump grabbing women by the "you-know-what." that will be out there every day. so this whole idea that the base being fired up is a symptom of health is baloney. >> talk to steve about there issue that chuck started to bring up which is a lot of republicans worry not just about losing the senate and some are even worried about losing the house. i mean you look at these races, what's the situation? >> but the dilemma that everyone of these republican incumbents -- take richard burr in north carolina. it speaks to how divided and fractured the republican party is right now. if you're burr and you're in north carolina, you need two things if you're going to win this election. first, you need swing voters who are in the suburbs around rally. they're more culturely moderate, a lot of them are women. if you are thinking about donald

context, if you're burr, you are thinking you've got to distance yourself from trump. you need those votes to win. but those votes are only worth something to you if you have the republican base, the traditional sort of native-born vote in north carolina. remember, donald trump won the north carolina republican primary this year. those are the voters who are gung ho about trump. if you say i can't in good conscience endorse this man, can they in good conscience you. >> each piece is insufficient. so what you're saying is true. each piece is inadequate. so this is what people last night, in to the night, were talking about how the gop senate became a really less likely -- >> step back from the political calculus. today is a test of character for many republicans. you can make this political calculation all you want. can you -- can you stomach, can
