exactly what happened. stay with me everybody because it started right here at the 88 spa. now, police say a man beat up a woman who worked there, left her critically injured. police then found her here at the shell in the parking lot. listen to this witness who spoke only to 10news about how scary that situation was. >> the girl came running out of here screaming. she ran across the street. the guy was chasing her. he fell street. she went over there by the round things on the ground and she just collapsed and she started throwing up all over the place. i don't know what was around her neck. i guess it was tape. >> sounds awful. but it doesn't end there because police say the man who beat her tried to carjack a pickup truck, but the driver sped off. that driver soon realized that the suspect was actually in the bed of his pickup, so he

that caused the suspect to fly out onto the parking lot. investigators say he then tried to carjack a publix employee. the two of them started fighting, but that employee eventually got that suspect to run away. now, 10news reporter isabel mascarenas is live where it started. izzy, after hearing from that witness just now, it's kind of understandable that people who live nearby are mad that they weren't told about this sooner? >> now, venice high school, consider this, venice high school is close to here. 88 spa massage where the crimes began. yet parents tell us they were notified this morning that the school was under a lockdown because the suspected carjacker was on the run. a pubilc safety alert was issued by the city of venice on behalf of the venice police department at 11:22 this morning. 15 hours after this crime spree began.

shouldn't the public have known sooner? there was some obvious violence. two attempted carjackings? >> exactly. >> reporter: a violent guy, shouldn't the community have known sooner? >> well, i feel like the actions that we took that night in searching for him and then the going back this morning with the type of manpower that we used, the resources from florida marine patrol, the sheriff's department, and venice police department, i feel like we did a very thorough job area. so right now it looks like he is probably able to leave the area. >> reporter: should the public not have known sooner? >> i wish i could answer that. i feel i should have known sooner. i found out exactly the same time you did. >> reporter: now, venice mayor john hawley says this breakdown in communication is something they will take a serious and closer look at so it doesn't happen again. we will stay on top of this and bring you the latest.

isabel mascarenas, 10news wtsp. 20 years ago st. pete erupted in protests. cars set on fire. outrage in the streets. all a part of a fallout from a single traffic stop. now, many of you may not have been here when this happened. october 24, 1996, tyronn lue wis and a friend sped past police. he was driving without a license and had cocaine on him. two one officer james snide got in front of lewis' car. lewis tried to run him over and the officer fired shots killing tyron lewis. within minutes a crowd gathered, rocks and bottles were thrown and this led to two nights of rioting. 30 buildings were set on fire. $1 million in damages. a month later a grand jury cleared officer knight.

riots. the neighborhood where this happened used to marked by high unemployment, crime, and a high destructive. [ inaudible ]. over time things have changed. 10news reporter jenny dean shows you what is different both in the community and the police policies. >> reporter: when he looks around the streets in midtown st. petersburg he sees a much different neighborhood now than 20 years ago. there is a grocery store, bank, and neighborhood school. >> between mere and mlk, some of communities take for granted. it's a lot of growth in the area and a lot of improvements. >> reporter: newton was born and raised here. even served as a city councilman. he says education and jobs are the key to keeping crime down. >> that's what saved someone like me. >> reporter: it was near this intersection when a police officer was bumped by the car he was trying to stop, and that led to the first major policy change. >> there is a prohibition that

vehicles or reaching into vehicles. >> reporter: assistant police chief luke williams was a sergeant at the time of the riots. he says another thing that has changed is how they communicate with people, especially at crime scenes. >> we have to be efficient and respectful in the manner in which we do those tasks. >> reporter: he says community policing is not new, but there is new focus like the park, walk, and talk program. >> officer, get out of your car and you somebody. not the people that you know from your calls, but someone you never met. >> reporter: finally, mentoring school kids and earning their trust. williams says they are always working to be better, but he believes they are on the right track since that tragic night 20 years ago. in st. petersburg, jenny dean, 10news wtsp. >> now, another major difference between now and 20 years ago, social media and cell phones. all st. pete police officers are told to always assume they

the man accused of kidnapping a polk county girl and taking her on a road trip to tennessee could get life in prison. 31-year-old west wild hogs was indicted on federal charges today. he is facing charges in polk county. hogs was found in memphis last week with the four-year-old. when have you heard anybody ask to pay more taxes? what's that a group of desperate parents in pasco county are suggesting rather th different schools. casey cumley explains the idea parents are proposing. >> extremely passionate. parents are looking for solutions. >> reporter: parents want to take on more taxes to keep their kids from being re-zoned from mitchell high school and seven springs middle school due to overcrowding. >> it's something i would reginald roundtree. >> personally, myself i am willing. >> reporter: it's called an educational facilities benefit district. it would tax a zoned area and

new ones. >> we feel it's worth it. >> reporter: christine stall at the board meetings. delay a re-zoning vote or give parents a different option. deputy superintendent ray gas says he has heard this happening twice in florida. the tax was in place before the community was developed. >> how you go back after the fact, i don't know. >> reporter: perhaps the hardest thing about getting this idea to work is according to state statute you would have in the district to approve it. >> taxes, they are high enough right now. so i can't see myself being a retiree paying more. >> i think it depends how vested people are in their community and how they see the benefit as a whole. the growth is unheard of, what we're experiencing and it's gonna continue. >> reporter: stall says more taxes is a small price to pay. >> they are a part of the
